I. General provisions Competition

1. The organizers of the competition "Barents Movement 2016" (hereinafter - the Competition) - state-financed organization"Center cultural initiatives(Agency "Cultural Network of Karelia")" and the Department of Culture of Tornio (hereinafter - the Organizers of the Competition).

2. These Regulations regulate the procedure for holding the Competition, determine the requirements for participants and projects of the Competition, the procedure for submitting projects, the criteria for selecting and evaluating projects, and the timing of the Competition.

3. The Competition is based on the principle of equal opportunities for all participants, which is ensured by the examination procedure and the qualifications of the Competition experts.

4. The competition is held to achieve the following goals:

– development of the creative and intellectual potential of artists and researchers of the Republic of Karelia, including the promotion of their self-realization;

Development of new forms of socio-cultural initiatives aimed at attracting and developing the audience of the Competition Organizers.

5. Tasks of the Competition:

− identification of the best socio-cultural and creative practices aimed at working with communities in the framework of the study of the issues of the local situation in the border areas and immigration processes, through various forms and genres of art and methods of scientific research;

− providing the creative and scientific community of the Republic of Karelia with opportunities for the implementation of modern international projects in various fields of art and scientific knowledge using the spatial and organizational resources of the Organizers of the Competition in the Republic of Karelia and the city of Tornio (Finland).

6. Topic of the Competition: migration processes and the policy of multiculturalism in the border area of ​​Finland and Sweden in the city of Tornio.

Competition entries should be aimed at the co-creation of science and art, the exchange of skills and artistic experience between the Republic of Karelia (Russia) and the region of Lapland (Finland).

7. The competition is held in two categories:

Modern Art;

Scientific research.

Thematic areas for the implementation of projects in the nomination "Contemporary Arts":

Theater: performances of small forms, performances; projects that correspond to modern trends in the development of theatrical art.

Music: preference is given to modern experimental formats; not related to traditional musical classifications and genres; music modern trends and authors.

Dance: dance projects; duets, solo projects, performances, broadcasting innovative and non-standard approaches to the art of dance.

Visual art: painting, photography, video art, installations created using modern artistic techniques and technologies.

Literature: modern poetry, prose, drama, presented in the format of readings, solo performances and other non-traditional representation formats.

Thematic areas for the implementation of projects in the nomination "Scientific research": political science, international relations, sociology, ethnology.

8. Applications are not accepted for participation in the Contest:

contrary to the law Russian Federation;

Religious and political orientation, containing motives of violence, political agitation, as well as information that may harm the health or degrade the dignity of a person or a separate national group of people;

From representatives of religious organizations and political parties;

Fully or partially implemented projects.

II. Contest Management

9. For the direct implementation of measures to organize and conduct the Competition, the Organizing Committee of the Competition (hereinafter referred to as the Organizing Committee) and the Expert Council are formed.

10. The Organizing Committee includes representatives of the Organizers of the Competition. The organizing committee of the competition acts in accordance with these Regulations and exercises the following powers:

– provides organizational and informational support of competitive events;

– organizes the publication and distribution of announcements about the Contest on the website http://develop.karelia.ru and on the page of the Vykhod media center on the Vkontakte social network (http://vk.com/komart_club), as well as in other mass media and the Internet;

– organizes the acceptance of applications of the participants of the Contest; interacts with the participants of the Contest;

− carries out the primary selection of applications that meet the conditions of the Competition;

− provides support for projects at the stage of their direct implementation at the sites of the Contest Organizers;

− provides organizational and technical support for the activities of the Expert Council;

Provides coordination of interaction with the Department of Culture of Tornio regarding the stay in the art residence in Tornio and spaces for the implementation of the project;

Provides assistance in applying for and obtaining a travel grant for project participants to cover the cost of a trip to Tornio.

11. The Expert Council of the Competition includes leading experts in the field of visual arts, as well as experts in the field of scientific knowledge. The composition of the Expert Council is approved by the Organizers of the Competition. Information about the composition of the Expert Council is published after the deadline for accepting applications on the website http://develop.karelia.ru and on the page of the Vyhod media center on the Vkontakte social network (http://vk.com/komart_club). The Expert Council of the Competition acts in accordance with these Regulations and exercises the following powers:

− analysis of received project applications and assessment of their quality in accordance with the criteria and priorities of the competition;

III. Requirements for the participants of the Competition

12. The following can take part in the Competition:

individuals(aged 18 years) living in the territory of the Republic of Karelia - artists, specialists in the field of international relations, political history, political science, ethnology, sociology.

Informal creative associations and non-profit organizations, carrying out activities in the socio-cultural (or humanitarian) sphere, carrying out activities and registered on the territory of the Republic of Karelia.

Competitors must have a basic level of English and/or Finnish.

IV. Terms of the stages of the Competition

13. The competition is held in several stages:

V. Procedure for submitting bids

14. The composition of the competitive application includes:

Membership card, filled in the form according to the application;

Description of the project in the form of text word document(no more than 5 pages, font size 12) or a presentation made in Power Point or in pdf format (no more than 10 slides). Description of the project in without fail should include goals, objectives and expected results of the project.

Only projects that have not previously been implemented on the sites of the Russian Federation can participate in the Competition.

13. Applications are accepted by the Organizing Committee of the Competition for e-mail [email protected] no later than 16:00 Moscow time on February 18, 2016.

14. An application for participation in the Contest means the participant's consent to the Regulations and conditions of the Contest.

15. Applications submitted for the Contest are not edited or reviewed.

16. Only one application will be accepted per applicant/group of applicants.

17. The application is considered submitted for the Competition after the applicant receives a notification of registration of the application.

18. Applications are not accepted for consideration:

Out of shape;

Received after the deadline for accepting bids;

Not having an electronic version.

19. All received materials that meet the conditions of the competition are submitted for consideration by the Expert Council of the Competition.

20. The Expert Council, in accordance with the Regulations, conducts a competitive selection of applications received.

21. The organizers of the competition reserve the right to use the materials submitted by the participants of the Competition for reporting and presentation of their activities for 2016 in printed and electronic materials.

VI. Rights and Obligations of the Competition Applicant.

22. The Competition Applicant has the right to:

To get acquainted with these Regulations on the Competition;

Take part in the Contest in accordance with the Contest procedure;

Get the opportunity to implement the project in the international art residence Viippola in Tornio free of charge, if the applicant is recognized as the winner of the Competition;

Get help in supporting the project by the Organizers of the Competition;

Refuse to implement the project and report it at least 2 months before the scheduled date of the project.

23. The Competition Applicant is obliged to:

Provide accurate information as part of the application for the Contest;

Comply with the rules of the Competition;

Comply with the regulations for the implementation of the competitive project in accordance with the articles of this Regulation;

By participating in this Competition, agree to the processing of personal data and the publication of copyrighted text materials, as well as the use and placement of photo and video materials in messages about the competition, in printed and electronic resources Organizers, information partners of the competition and other media.

VI. Criteria for evaluating applications.

24. Applications submitted for the competition are evaluated based on the following criteria:

Compliance with the goals, objectives and theme of the competition;

Social and cultural significance, relevance and relevance of the project in modern conditions;

Creative character, novelty, originality and realism of the project;

Detailed elaboration of the project;

Non-commercial basis of the project;

Orientation of the project to priority target audiences;

Prospects for further development of the project, attractiveness for potential partners from various fields professional activity;

Impact of the project on quality cultural environment cities, territories;

Efficient combination of resources provided by the Organizer of the Competition with the capabilities of the applicant.

25. The selection of the best works is carried out according to a 5-point system for each criterion (according to the criteria for evaluating works), with the subsequent calculation of the amount of points scored. Participants whose applications have received the most points are included in the shortlist of potential winners of the competition.

VII. Summing up the results of the competition.

26. Shortlisted participants will be interviewed. According to their results, the Expert Council will announce two winners of the Contest in each nomination:

Modern Art;

Scientific research.

The winners form a tandem on the principle of an artist-researcher and get the opportunity to implement a joint project in the Viippola Art Residence and other venues in Tornio free of charge until the end of 2016.

27. Information about the winners of the competition and a description of their projects is published on the website http://develop.karelia.ru and on the page of the Vykhod media center on the Vkontakte social network (http://vk.com/komart_club).

VIII. Final provisions.

1. GENERAL PROVISIONS

1.1. These Regulations on the competition of social projects "Our City" (hereinafter referred to as the Competition) determine the procedure and conditions for the competitive selection of socially significant projects and the provision of grants for their implementation. Financing and organizational support of the Competition is carried out by the administration of the Taishet urban settlement

1.2. PURPOSE OF THE COMPETITION. Identification and support of non-profit projects that contribute to the development of the city.

1.3.OBJECTIVES OF THE COMPETITION

Deepening the interaction of the public with representatives of local governments and businesses;

3. CONDITIONS OF THE COMPETITION

3.1 Competition nominations:

3.1.1. Formation of citizenship and patriotism:

Historical local history;

Ethnography;

Preservation and development of historical, national and cultural values;

Increasing the prestige of military service in the ranks of the Armed Forces of the Russian Federation.

3.1.2. Work for youth:

Professional development and acquisition of employment skills;

Self-determination and career guidance;

Organization of temporary employment of youth.

3.1.3. Healthy generation:

Raising awareness of young people in matters related to the prevention of bad habits;

3.1.4. Organization of leisure of the population:

Organization and holding of mass events on the streets of the city;

Organization of summer and family holidays;

Organization of work with teenagers from low-income families, children at risk, children with disabilities;

Search and testing of modern effective forms of work with youth;

Expansion of the information field of city residents.

3.2. Priority are projects aimed at interacting with young people from 14 to 30 years old.

3.3. Terms of implementation of the projects of the winners.

Within the framework of the Competition, projects with a duration of up to 6 months will be supported. Project implementation starts from February 2011 and ends no later than August 2011.

3.4. Project financing:

The winners of the Competition will be allocated funding for the implementation of the project. The amount of target financing for the project is up to 30 thousand rubles. The prize fund can be redistributed depending on the significance of the project, by decision of the competition committee.

3.5. Conditions for accepting applications:

5. SELECTION OF PROJECTS AND SUMMARIZING THE RESULTS OF THE COMPETITION

5.1 Main criteria for selection of applications:

Relevance of the idea and social significance;

The realism of the project

Concrete and meaningful result;

Prospects for continuing activities;

Project efficiency (correspondence of costs to the expected result).

5.2. The selection of projects and summing up the results is carried out by the competition commission. The competitive commission is formed from representatives of the administration, deputies of the Duma of the Taishet urban settlement, representatives of the public, commercial structures.

The composition of the competition commission, chairman, executive secretary is approved by this resolution.

The Commission is authorized to resolve the issues of organizing, holding and summing up the results of the Competition.:

Receives and registers applications

Organizes, if necessary, the collection of opinions (expert assessments) on projects submitted to the commission from relevant state and other competent experts;

Determines the winners of the competition;

Draws up and signs the protocol on the results of the competition;

Notifies the participants of the competition about the results of the competition;

After making a decision on the results of the competition and submitting the final report, the activities of the competition commission are considered completed.

5.3. Consideration of projects by the competition commission is carried out in 2 stages:

At the 1st stage, the members of the competition commission give each project an assessment based on the specified criteria. The sum of the ratings determines the rating of each project. Members of the commission personally certify the evaluation sheets submitted to the commission, which are attached to the protocol of the competition commission and are its integral part;

At the 2nd stage, projects are considered by the competition commission, starting with those that received the maximum total score. The decision on the selection of projects is made by the members of the competition commission by a simple majority of votes, by open voting. When voting, each member of the competition commission has one vote, in case of equality of votes, the vote of the chairman of the competition commission is decisive.

The decision of the competition commission is drawn up in the form of a protocol signed by the chairman of the competition commission.

5.4. All participants of the competition receive a diploma of the participant. For encouragement original projects can be awarded the title of laureate of the competition, without allocating a cash prize.

5.5. The winners of the competition will be announced no later than February 6, 2011 and will be notified by phone, fax or e-mail.

6. FINAL PROVISIONS, FINANCING.

6.1. Projects - the winners will be financed on the basis of an agreement concluded with the project manager.

6.2. Grant funds can only be used for the implementation of the project submitted for this competition.

6.3. The procedure for spending the grant is determined by the project manager, in accordance with the budget.

6.4. After the expiration of the financial period, the project manager submits a report on the use of the grant funds.

6.5. Financing of the Competition is carried out from the budget of the Taishet urban settlement.

1. General Provisions

1.1. These Regulations determine the conditions, procedure for organizing and holding the City competition of projects “My Moscow”, dedicated to the 870th anniversary of Moscow (hereinafter referred to as the Competition).

1.2. The competition is held by the City Methodological Center of the Department of Education of the City of Moscow as part of the City Festival of Scientific and Technical Creativity of Youth “Education. The science. 1.3. The competition is aimed at studying the glorious history of the capital, developing students' ability for scientific, technical and arts and crafts, and developing skills project activities.

1.4. Within the framework of the Competition, a photo competition “Moscow through the eyes of children” is held.

1.5. Participation in the Contest is voluntary and means familiarization and consent of the participants with these Regulations.

2. Purpose and objectives of the Competition

2.1.Target: involvement of students in project activities that contribute to the development of scientific, technical and arts and crafts, the study of the historical and cultural heritage of the capital, the education of an active citizenship in the context of the formation of Russian civic identity among young Muscovites.

2.2. Tasks:

  • formation of interest in technical creativity among the younger generation;
  • identifying and supporting the best projects aimed at developing the intellectual and creative potential of students;
  • the formation of an all-Russian identity on the basis of civil-patriotic and spiritual-moral education;
  • creation of socially significant projects.

3. Participants of the Competition

3.1. The competition is attended by projects completed by students of educational organizations subordinate to the Department of Education of the city of Moscow, in the following age categories:

˗ students: 6–10 years old ( Primary School), 11–13 years old, 14–18 years old;
˗ College students: 15-18 years old.

4. Photo competition "Moscow through the eyes of children"

From July 15 to September 25, 2017 within the framework of the Contest, a review competition of photographs “Moscow through the eyes of children” is held.

4.1. To participate in the competition on time until September 15, 2017 of the year the author of the photo needs to register on the site in the section and post a link to the photo (the photo is placed on one of the cloud resources: Yandex-disk, Google-disk, Cloud Mail, etc.).

4.2. The number of photos from one participant is no more than three. The participant registers each photo separately.

4.3. Original author's photographs taken on the streets of Moscow are submitted to the review competition: views of the city landscape; architectural building; city ​​infrastructure; street sketches that convey the atmosphere and flavor of the capital; cultural events, including events related to the celebration of the 870th anniversary of the city of Moscow. Photos must comply with moral standards.

The organizing committee reserves the right to check the work for plagiarism.

4.4. The photo must meet the following requirements:

  • correspond to the theme of the Contest;
  • have an original name;
  • JPG format;
  • have a high-quality image;
  • have a size of at least 1024x768 pix and a resolution of at least 150 dpi.

In case of non-compliance with the requirements, the Organizing Committee reserves the right to withdraw this work from the competition.

4.5. The winner is determined by counting the votes in the Internet voting until September 22, 2017.

5.1. The competition is held in the following categories:

6. Stages of the Competition

The competition is held September 2017 to April 2018.

6.1. School stage of the Competition

The school stage of the City Competition is held in educational organizations in September-December 2017.
An educational organization conducts a preliminary defense of projects, as a result of which best work are allowed to participate in the inter-district stage of the City competition.
The decision to participate in the inter-district stage of the City competition is made by the author of the project independently in the event that school stage in educational organization not carried out.

6.2. Inter-district stage of the Competition

The inter-district stage of the Competition is held from January 22 to February 2, 2018 in accordance with the schedule. Schedule is published September 25, 2017 on the site in the section Contests/My Moscow.

6.3. City stage of the Competition

Date and time of project protection: April 4, 2018 at 15:00.

Delivery and installation of layouts is carried out April 3, 2018 from 14:00 to 18:00.

7. Procedure for the Competition

7.1. The order of the inter-district stage of the Competition.

7.1.4. The results of the interdistrict stage of the Competition are published until February 9, 2018 on the website of the City Methodological Center in the section Contests/My Moscow.

7.1.5. The project that took part in the interdistrict stage of the Competition is assigned the status "Participant of the inter-district stage of the City competition" My Moscow ". The author (group of authors) of the project receives a certificate in electronic form, which is placed in the personal account.

7.1.6. A contestant with the same project can take part in the interdistrict stage of the Competition only once.

7.2. The procedure for holding the city stage of the Competition

7.2.2. In case of changing the name of the project (after the interdistrict stage of the Competition), it is necessary to make amendments in the personal account of the contestant. The Project Manager must inform the Competition Coordinator of the changes.

7.2.3. The results of the city stage of the Competition are published April 13, 2018 on the website of the City Methodological Center in the section Contests / My Moscow.

7.2.4. According to the results of participation in the city stage of the Contest, the project is assigned the status of Winner / Prize Winner / Participant.

The author of the project marked with the status “Winner / Prize-winner of the City Competition “My Moscow”, receives a diploma at the final event of the City Festival of Scientific and Technical Creativity of Youth “Education. The science. Production".

8. Requirements for the project

8.1. The name of the competitive project should not repeat the name of the Competition/nomination.

8.2. Individual and collective projects take part in the Competition. The number of participants in a collective project is no more than five people.

8.3. Project leaders can be teachers, lecturers, teachers of additional education, masters industrial training, students, specialists of enterprises and representatives of the parent community. No more than two project managers can manage a project.

8.4. In the nomination "Man-Made Moscow" there are models dedicated to the historical past and modern stage development of the city of Moscow. Favorite corners of Moscow, streets, houses, cozy Moscow courtyards, architectural structures and historical monuments of the city can become the subject of a creative composition.

8.5. In the nomination "Industrial Moscow" models and models reflecting the past and present of industrial enterprises and transport of the capital are presented.

8.6. Sub-model dimensions (layout base): 1000x600x700 mm (see Appendix).

8.7. The technical equipment of the layout is mandatory. Connection to the electrical network is excluded, i.e. the power supply of the layout must be autonomous (batteries, accumulators).

10.1. The status of the project is determined in each age category.

10.2. The results of the Competition are published on the website of the City Methodological Center in the section Contests/My Moscow indicating the educational organization and the name of the project, without indicating personal data, as well as in the participant's personal account.

10.3. The results of the Contest are final, no appeal is provided. The materials submitted for the Competition are not reviewed.

11. Organizing Committee of the Competition

11.1. The Organizing Committee of the Competition performs the following functions:

  • decides on the procedure for holding the Contest;
  • determines the conditions, terms, stages of the Competition;
  • determines the criteria for evaluating work;
  • determines the passing score for the city stage of the Contest;
  • determines the number of points that establish the status of the Winner / Prize-winner / Participant of the City Competition;
  • approves the composition of the jury of the Competition;
  • organizes the registration of participants of the Contest;
  • provides organizational and methodological support for the Competition;
  • organizes the awarding of winners and prize-winners of the Competition.

11.2. The Organizing Committee of the Contest reserves the right to change the date and venue of the Qualifying and City stages of the Contest.

12. The order of interaction between the Organizing Committee and MRSD
