Rationale

The procedure for conducting self-examination by an educational organization is approved by the Ministry of Education and Science. However, organizational matters(terms, composition of persons, etc.) the educational organization determines independently. Accordingly, there is no need to adopt a local act that duplicates the content of the established Procedure. At the same time, the organization has the right to regulate issues of its own competence.

The report on the self-examination of the PA is prepared and posted on the website annually in the prescribed manner (part 2 of article 29 federal law dated December 29, 2012 No. 273-FZ "On Education in the Russian Federation").

Self-examination is carried out by the organization annually. CONDUCTION OF SELF-EXAMINATION BY AN EDUCATIONAL ORGANIZATION

1. This Procedure establishes the rules for conducting self-examination by an educational organization (hereinafter referred to as organizations).

2. The objectives of the self-examination are to ensure the availability and openness of information about the activities of the organization, as well as the preparation of a report on the results of the self-examination (hereinafter referred to as the report).

3. Self-examination is carried out by the organization annually.

4. The self-examination procedure includes the following steps:

planning and preparation of work on self-examination of the organization;

organization and conduct of self-examination in the organization;

summarizing the results obtained and, on their basis, generating a report;

consideration of the report by the management body of the organization, whose competence includes the solution of this issue.

5. The terms, the form of self-examination, the composition of the persons involved in its conduct are determined by the organization independently.

6. In the process of self-examination, an assessment of educational activities, the management system of the organization, the content and quality of training of students, the organization educational process, the demand for graduates, the quality of personnel, educational, methodological, library and information support, material and technical base, functioning internal system estimates quality of education, as well as analysis of the performance indicators of the organization subject to self-examination, established by the federal body executive power executing the functions of developing state policy and legal regulation in the field of education<1>.

It should be noted that the final goal of compiling a self-examination report is not the report itself as such, but a competent and reasonable assessment of the advantages and disadvantages of the management system and organization of the activities of an educational organization for the subsequent development of solutions for the identified shortcomings.

The self-examination report cannot be replaced by a public report. Unlike a public report, a self-examination report is a mandatory document for preparation and posting on the official website. This obligation is established by regulatory legal acts:

In turn, the preparation of a public report is not strictly regulated. In accordance with these recommendations, a public report is an analytical public document in the form of a periodic report of the education authority or educational institution to the public, providing regular (annual) informing all stakeholders about the state and prospects for the development of the education system or educational institution.

The requirements for the quality of information included in a public report are relevance, reliability, necessity and sufficiency.

The public report should be drawn up in such a way as to be understandable to a wide range of readers: representatives of the legislative and executive authorities, students and / or their parents, employees of the education system, representatives of the media, public organizations and other interested parties. In other words, the report can serve calling card educational institution, promote dialogue with consumers educational services in a competitive environment. The public report demonstrates the achievements of the organization during the reporting period and may be based on information obtained during the self-examination.

Thus, the focus, style of presentation and construction of the material of a public report and a self-examination report will differ. The report should give a complete analysis of the activities of the organization and is intended primarily for professionals in the field of education, a public report - to disclose central themes and be targeted at a wide range of readers.
