The path to success for Viktor Vekselberg cannot be called simple. His business empire - Renova Group - is only part of the assets of the billionaire, who owns the Swiss companies Sulzer and Schmolz + Bickenbach, Oerlikon, the Italian insurance company Octo Telematics, the Columbus Nova investment fund and part of the offshore bank, shares of Rusal, T-Plus and Akado. The sale of a stake in TNK-BP for $7 billion in 2013 secured the leading position in the Russian Forbes rating for the successful businessman. Over the past year, his capital has increased by another $1.9 billion. As of mid-2017, he ranks 89th in the Forbes world ranking with a net worth of $12.4 billion.

Viktor Vekselberg - a Russian Jew with Ukrainian roots became an influential figure in Russia and richest man in the world. The name and short biography of Viktor Vekselberg are associated not only with successful projects, but also with high-profile scandals, from which the billionaire always came out without loss.

The Renova company, the foundation of which was laid back in the 90s, systematically expanded its horizons, mastering new directions and capturing promising objects. Vekselberg's interests extend to metallurgy, energy, development, telecommunications, nanotechnology, the chemical industry, gold mining and oil.

It was the deal to sell part of the shares in TNK-BP in the amount of $ 7 billion that brought Vekselberg the name of the richest man in Russia in 2013. His fortune in 2014 was estimated at $17.2 billion (according to Forbes), which is $1.4 billion less than that of the rating leader Alisher Usmanov.

But it is not the attitude towards Russians abroad, but completely different reasons that keep the billionaire. After all, his empire is successfully growing and acquiring high-tech assets. Scandals and lawsuits do not prevent the oligarch from buying airports and factories, from engaging in scientific and philanthropic activities. He was accused of:

  • in "secret seizures" - the case of the gold mining company Petropavlovsk and the privatization of Khimprom;
  • fraud - the purchase of shares in Sulzer;
  • corruption - withdrawal of money from Skolkovo;
  • financing of the American Democrats, in particular the Clinton campaign.

As always, Vekselberg got out of the scandals "dry" and with minimal losses. And even the high-profile Renova case, in which top managers of the corporation were detained, accused of giving especially large bribes, did not affect the reputation of the billionaire. In March 2017, he personally receives the insignia "For Benevolence" from Putin's hands.

The success story continues - Viktor Vekselberg further expands the horizons of his business, increasing his capital.

Buys and builds airports, greenhouse complexes, chooses scientific activity as a new direction for Renova Group. Meanwhile, together with Prokhorov, in October 2017, he sells a 3% stake in RUSAL for $ 315 million.

Children's dreams and cruel reality

What could a boy dream of, who was born into a Jewish and Russian family in April 1957 in the small town of Drohobych in Western Ukraine, not far from Lvov? Already from childhood, he realized that the Jewish surname leaves a certain imprint on fate. Their large family actually consisted of numerous relatives on the mother's side. Nevertheless, the relatives of the father, a Jew by nationality, were shot in 1944.

He counted solely on his own strength, "nibbled on the granite of science" and dreamed of entering Moscow State University - he studied at the preparatory courses of the correspondence school of the Mekhmat.

His institute friends were Leonard Blavatnik (closest business partner), as well as Volodya Kremer, Zhenya Olkhovik (leaders structural divisions company "Renova").

The active position of the Komsomol member and the desire to be the first in everything helped Viktor to graduate from the university with a high average score, which gave him an advantage in distribution. But this time, too, the Jewish surname played a cruel joke. All acceptable employment options, among which were the prestigious Moscow research institutes, were completely swept aside. Therefore, the graduate had to look for a job on his own, for which he "asked for a free diploma."

Vekselberg's entrepreneurial streak was born in the last year of the institute. He married early. To feed his wife and child, the guy worked part-time at the department, lectured in junior courses. But I also had to earn extra money at a meat packing plant, confectionery factory.

Having access to scarce goods, which were brought to Western Ukraine in special ways, he traded records and jeans in order to earn a "penny" for a more decent life.

In the design bureau, where the engineer worked from 1979 to 1990, work was underway on the development of Konnas rodless pumps for oil production.

He had to visit oil fields.

The first pancake "not lumpy" - from science to business

The idea that his knowledge can be used in commercial areas was prompted by Artem Tarasov, the first Soviet millionaire, whom Vekselberg considers an ideological inspirer and business teacher. The engineer organized his business at the turn of the 90s. His research and production association "KomVek" (Vekselberg's Company) was engaged in the development of project documentation.

But apart from scientific activity, the enterprise bought up waste cable products, from which copper and aluminum conductors were mined on a machine personally developed by him. On the cheap, non-ferrous scrap was bought from the population. The cost of secondary raw materials was $100 per ton. The goods were sold in Germany at $3,000 per ton.

Back in 1987, at an oil exhibition in America, Vekselberg ran into his student friend Leonid Blavatnik, who had gone abroad in 1978. The meeting was fateful, as it was decided to create a joint project.

This decision was implemented in 1991. The Renova company, 2/3 of whose shares were owned by NPO KomVek of Vekselberg, 1/3 - by Blavatnik, was initially engaged in the purchase computer technology abroad, which in Russia was exchanged for privatization vouchers.

This made it possible to collect a sufficient number of checks and become owners of factories. The choice was obvious - non-ferrous metallurgy.

  • 1995 - privatization of the Irkutsk and Ural aluminum smelters;
  • 1996 - creation of the Siberian-Ural Aluminum Company (SUAL);
  • 1997 - obtaining a license for the development of the Sredne-Timanskoye field.

It was at this stage that the interests of SUAL and Oleg Deripaska's Rusal intersected.

Three versions of the corruption scandal

Another major scandal erupted in Russian business. This time, the Investigative Committee of Russia (TFR) targeted the Renova company, the largest asset of one of the richest domestic entrepreneurs, Viktor Vekselberg.

Forbes estimates his fortune at $10.5 billion, which is 7th in the country. The company was searched. The managing director of Renova, Yevgeny Olkhovik, and the general director of Renova's subsidiary, the energy company T Plus, Boris Vainzikher, were detained.

In addition, the ex-head of T Plus and already the former CEO of VimpelCom, Mikhail Slobodin, was declared by the TFR to be a defendant in a criminal case of giving bribes to the former leadership of the Komi Republic.

However, experts interviewed by MK believe that the matter is not just corruption. According to them, an unreasonable increase in housing and communal services tariffs is now taking place throughout the country, and the TFR has been thrown into the fight against this, since the FAS, apparently, cannot cope. However, it is possible that there are other claims against Vekselberg. For example, in the Skolkovo Foundation, where he is president.

MK experts identify at least three versions of the “mask show” in Renova:

1.Housing and communal services. Complained about Viktor Vekselberg to Vladimir Putin new head Komi Sergei Gaplikov. According to him, allegedly the heat supply of Vorkuta in winter is under threat - due to the fact that the Vorkuta CHPP is not modernized by the owners, that is, T Plus. He stressed with resentment that the company's management does not listen to him and plans to sell the station because of consumer debts. "This irresponsibility must be stopped," the president responded.

A few days later, the CEO of T Plus, Boris Vainzikher, announced that the company had invested more than 1.7 billion rubles in the modernization of the Vorkuta CHPP-2. But this statement, apparently, turned out to be belated. Moreover, there was absolutely nothing left in the region before the start of winter.

Note that we started with a similar case with the Quadra company. The consumers of this company were dissatisfied with the overcharging of tariffs in a number of Russian cities and the failure to provide the proper level of services. Last winter, some people froze in their apartments, and some, on the contrary, "fried", but at a price 2-3 times higher than before.

As experts emphasize, this situation is typical for all regions of Russia. The reason is the extremely unsuccessful reform of the electric power industry carried out by Anatoly Chubais. Instead of a free market, we got further monopolization and a "broth" for the development of corruption.

2.Corruption. In September last year he was arrested. According to the ICR, a criminal case was initiated on suspicion of taking bribes on an especially large scale.

In addition to him, a number of his subordinates were arrested. So, Alexander Zarubin, who came to work at Renova in 2003 from the position of chief adviser to the former head of the Komi Republic, Vladimir Torlopov, was named the main bribe-giver and intermediary in bribes. But in 2005, he left the company and became an independent businessman. However, according to the investigation, it was he who placed his people in the Gaiser administration, which contributed to the flourishing of corruption.

A year ago, 19 people, including Zarubin, were involved in a corruption case in Komi.

On September 5, this list expanded. So, two high-ranking employees of Renova, Yevgeny Olkhovnik and Boris Vainzikher, were detained. The investigation suggests that they gave money to Komi's management so that they set tariffs that were beneficial for the company. According to the IC, in this way the accounts of the region's officials increased by at least 800 million rubles. In addition, they received another 100 million for permission to transfer a 38% stake in OJSC Komi Energy Retail Company to offshore.

As a result, the Gaizer team, according to the TFR, enriched itself by almost 1 billion rubles on energy bribes alone.

Thus, we see that both versions are tightly intertwined: bribes were given primarily for the help of officials in raising tariffs for housing and communal services. Over the past 10 years, as you know, they have increased by 2-3 times, and for electricity - as much as 5 times.

Of course, a bribe of 1 billion rubles seems too big for one region. However, as experts note, the money for overstating tariffs during this time was "recaptured".

3. They want to punish Vekselberg for his own sins. In general, any major businessman has this "good" in bulk. Vekselberg got too rich - 7th place in the Forbes rating. In addition, according to the media, he received up to $ 7 billion in cash for TNK, which he co-owned in 2013. With this money, Vekselberg is now trying to buy profitable assets from other entrepreneurs.

Thus, the security forces, perhaps, make it clear to Vekselberg that it is not worth going into someone else's clearing. They decide who sells what to whom.

In addition, the TFR had complaints about his work at the Skolkovo Foundation three years ago. Then they said that Vekselberg allegedly spends budget money inefficiently, but with his own benefit.

It even got to the point that the ICR opened a case against the former head of the finance department of the Skolkovo Foundation, Kirill Lugovtsev. He, according to investigators, illegally spent 24 million rubles. In general, there were attempts to accuse Vekselberg of a deliberate delay budget funds on the accounts of banks affiliated with his company. And as a result, as we can see, Skolkovo has not shown any major success in innovation.

But in any case, no matter what versions are true, the government clearly makes it clear not only to Vekselberg, but also to other big businessmen that the rules of the game are being tightened and now business must be done as ordered from above.

Of course, without analyzing the materials of the criminal case and without seeing the evidence of the prosecution, one cannot unequivocally say that the whole situation is far-fetched and the investigation does not have information about the illegal actions of these entrepreneurs.

However, a strange coincidence is alarming: all this began to happen at the very moment when new leader Komi complained to President Putin about Vekselberg and asked the president for help in confronting the billionaire over electricity pricing in the region.

“I would like to believe that there is a sincere systemic fight against corruption in all areas: they started with the governor of Komi, opened his connections, looked at the issue of tariffs ... Very often, such operations, the so-called "mask shows", were carried out precisely as an element of pressure on businesses to redistribute property. So that today we do not perceive these stories with suspicion, our law enforcement agencies must prove that the second version is unambiguously erroneous, and that all efforts are aimed specifically at eradicating corruption. So far, unfortunately, we do not have the habit of thinking in this direction. I hope that in the near future there will be a reason to be convinced that we are wrong. And then next time it will be possible to say unequivocally that there is a fight against corruption as a phenomenon, and someone's interests are not covered. As long as it doesn't."

“Most likely, the criminal cases against the subsidiaries of Renova are part of the pre-election purge of the elites. Moreover, this is not at all about the next parliamentary elections, the aim of this "purge" is more towards the presidential elections. The process of changing governors is in full swing, the security forces and federal executive bodies are also not left out. Now it's up to the giants of the business. The arrest of Renova Managing Director Yevgeny Olkhovik and CEO of the T Plus subsidiary Boris Vainzikher can serve as a signal to many that it is time to apply new work schemes without billions of kickbacks and that you need to be more careful in choosing the people with whom you communicate. It is unlikely that the unreasonable increase in tariffs for electricity with heat and economic connection officials with business went unnoticed for many years. It's just that before, in the abundance of oil revenues, in fact, this situation suited everyone, but now it is obvious that there will be little income in the near future. So all this is now simply unaffordable. Freezing budget expenditures will lead to lower spending in real terms, and hence to even greater stagnation in the economy. Such waste is now unacceptable. And as an option for reforming relations between government and business, these are targeted strikes that show the rest of the possible prospects. Another question is on what principle these sights are applied and on whom ... But this is a completely different story. ”

“Of course, the situation around T Plus suggests analogies with the recent history around the Quadra company, which is part of Mikhail Prokhorov's Onexim holding. In both cases, we are talking about structures controlled by large oligarchs. In both cases, apparently, there are real difficulties with the heat supply to the regions. In both cases, the security forces were involved, who conducted searches in the parent companies of the holdings - Onexim and Renova. At the same time, in the case of Kvadra, versions were put forward that the main purpose of the charges was an attempt to put pressure on Prokhorov to change the editorial policy of RBC. Which, indirectly, was confirmed - after the visit of the security forces, the leadership changed in the publication. Therefore, of course, there is a temptation to interpret the events around T Plus as an attempt to put pressure on the owner of Renova, Viktor Vekselberg, on other issues related to his business. At the same time, it is possible that it was necessary for both regional and federal authorities in the pre-election period - the people love it when the oligarchs are "put in their place." In this regard, it is difficult to say exactly which version is the most reasonable now - we need to see how events will develop after the elections.”

Natalia Milchakova, Deputy Director of the Analytical Department at Alpari:

“We believe that before the elections to the State Duma, the state and the party in power, respectively, need to show good example voters that the fight against corruption is being carried out effectively. Therefore, apparently, they decided not to limit themselves to the “Gaiser case”, but to bring to justice all the defendants in this scandal. There is no talk of any attempts to "squeeze" business from the oligarchs, including the billionaire Viktor Vekselberg, whose name thundered throughout the country in the 90s and the beginning of the "zero".

Now the authorities will not act by the methods of the 90s, especially since in the 21st century there are such ways to deal with political or business opponents as information leaks, disclosure of secret offshore accounts, disclosure of personal correspondence, etc. In addition, Vekselberg is no longer such a powerful oligarch as in the 90s.”

Valery CHERNITSYN, editor of the Syktyvkar information portal"Red Banner", commented on his vision of the situation:

Viktor Vekselberg became interested in Komi back in the early 90s, when the authorities of the republic began to offer potential investors to invest in the development of the Vorykvinsky bauxite deposit. Vekselberg's interest was due to the fact that by that time he had "sawed off" something from aluminum assets, including one of the alumina refineries in the Urals. Bauxite is the raw material for alumina, which in turn is the raw material for aluminum.

When the reform of RAO "UES of Russia" began and "Renova" became interested in energy assets, it was quite logical that its interest would also affect the assets of OJSC "Komienergo". From these assets, it acquired thermal power plants in Vorkuta, Inta and Sosnogorsk. All of them merged into Territorial Generating Company No. 9 (TGC-9, it also had thermal power plants Sverdlovsk region and the Perm Territory), and in 2015, together with other TGCs controlled by Renova, it merged into the T Plus holding.

Unlike other TGCs, Renovovskie was originally focused on getting the main income not from generating electricity, but from supplying the surrounding regions with heat. For electricity tariffs are formed in a relatively market way and, in any case, are regulated by federal regulators, and heat tariffs - by regional authorities; in the case of Komi, this body is called the Tariff Service. Since December 2004, this service has been headed by Konstantin Romadanov, who is now also involved in the Gaiser case. Romadanov came there from the post of first deputy general director of Komienergo.

Then, for 4–5 years (the height of the reform of RAO UES), there was a complex, multi-layered process of spinning off generating capacities (that same TGC), networks (a controlling stake owned by Rosseti) and sales (Komi Energy Retail Company). Romadanov played a game of mastering or co-owning significant stakes in TGK-9 and/or KESK. It was precisely on this basis that schemes arose for transferring funds to its offshore companies or transferring stakes in the capital of various shell companies, which ultimately led to control over stakes in TGK-9 or KESK.

In addition, judging by the data of the registries, Romadanov is behind the company " Heating network Vorkuta” (TSV), to which LLC “Vorkuta CHPP”, created by TGC-9 in 2012, owes more than 6 billion rubles by today. Perhaps it was for the sale of TSV "Vorkuta CHP" and were intended.

In the spring, Konstantin Romadanov made a deal with the investigation. At the same time, the drain of Renova was public - during Putin's meeting with Sergei Gaplikov (acting head of the Komi Republic). It was simply not clear how tough the command the president would give to the security forces regarding Renova.

The owner of the Renova company, a citizen of Cyprus, Viktor Vekselberg, continues to reduce his share in assets that may be threatened by sanctions. Earlier, the Ruspres agency reported that Renova sold shares in the Swiss Sulzer, bringing its stake in it to 48.83%. Beluna Investments Ltd, a member of the Renova Group, has reduced its participation in the capital of the Hevel energy company from 51% to 46%. The details of this deal may raise questions from the US sanctions committee.

A 5% stake in Hevel was acquired by Ream Management, owned by Mikhail Sivoldaev. Until April 18, he was deputy chairman of the board of Renova and remains a member of the board of directors of Metcombank, among the ultimate beneficiaries of which Vekselberg (9.9% of the bank's shares belong to Renova), follows from the bank's materials. The largest participant in the company with a 49% share was Rusnano, headed by Anatoly Chubais.

Renova and Rosnano created Hevel in 2009 to develop solar energy. The group includes a plant for the production of solar modules in Novocheboksarsk, a development division and the Scientific and Technical Center for Thin-Film Technologies in the Energy Industry. According to the company, it manages projects for 907.5 MW, it planned to build hybrid solar-diesel power plants in the Far East with a total capacity of 40 MW.

The company does not disclose financial indicators, for this year it predicted revenue of 7.5 billion rubles.

ACRA analyst Maxim Khudalov estimates the company at 8-10 billion rubles, based on this estimate, 5% could cost Ream Management 400-500 million rubles.
Ream Management has a direct relationship with the structures of the Renova group, and in fact it retained control over the energy company, says Ilya Zharsky, managing partner of the Veta Expert Group. He believes that in this way the parties are trying to minimize the risks of including Hevel in the sanctions lists.

In April, Renova and Vekselberg were sanctioned by the US Treasury Department: the company's counterparties risk becoming the object of secondary sanctions. Oleg Deripaska and his En+ holding were subject to similar sanctions. “The main condition for the exclusion of En + from the list by the US Treasury was Deripaska's departure from the direct management of the company and the reduction of his share [in it] below 50%. Obviously, these recommendations could become an instruction for action on the part of Hevel shareholders, - says Irina Mostovaya, partner at NAFCO Consultants.

Thus, shareholders are trying to protect Hevel from being included in the sanctions lists, an employee of the company confirmed to Vedomosti. According to him, the company is modernizing the plant in Novocheboksarsk and is negotiating with foreign suppliers on the supply of equipment: “The production line needs some components that are not produced in Russia. The change of ownership will reduce the risks and allow us to further develop the project calmly.”

However, the sale of the Renova part of the shares does not guarantee Hevel protection from sanctions, Zharsky believes, including due to the connection of the founder of Ream Management with the structures of the Vekselberg group. And although the minority shareholder is de jure independent, the presence of these connections can be taken into account by the US Treasury. The Treasury may consider the reduction in the share of Renova formal, believes Mostovaya, which does not bring real changes to the management processes of Hevel.

The entry of a company into the sanctions lists may become an obstacle to entering the international markets Zharsky notes. Hevel is negotiating the export of components for solar power plants, Anatoly Chubais, chairman of the board of Management Company Rosnano, said at the beginning of the year.

According to the archive of the Ruspres agency, in April, the head of the Central Bank, Elvira Nabiullina, removed information about Renova's 9.9% stake in the bank's capital from the Central Bank's website.

2017: The Vekselberg plant starts production of solar panels for export

In April, a new line for the production of modernized solar batteries will be launched at the joint venture of Renova Group of Companies and the state corporation Rosnano in Chuvashia. This was announced in February by the head of Renova, billionaire Viktor Vekselberg, writes TASS. The annual output of power generating capacities of the new line will be 160 megawatts.

“This will be a fundamentally new panel, which is much more competitive than analogues in terms of its characteristics. This is a great prospect, we will supply these solar panels for export,” Vekselberg said. “The efficiency of the new solar panels has increased significantly. Specialists are already working in test mode. As for the market, the sale of these solar panels, which are not yet produced, is provided for three years in advance,” said the head of Chuvashia, Mikhail Ignatiev.

Several billion rubles have been invested in the modernization of the joint venture between Rosnano and Renova. The total investment in the plant is estimated at 40 billion. The enterprise has been operating since 2009.

2016: Return of a part of assets to jurisdiction of Russia

In January 2016, it became known that Management Company Viktor Vekselberg (No. 4 on the Forbes list, $ 14.2 billion) and his partners Yevgeny Olkhovik and Vladimir Kremer - Renova Group is conducting a large-scale restructuring and returning part of the assets to Russian jurisdiction, follows from SPARK-Interfax data. A spokesman for Vekselberg declined to comment.

The Renova LLC company is 90% personally owned by Vekselberg (another 5% each is owned by Olkhovik and Kremer) and now controls 100% each in Renova Aktiv LLC and Renova Holding Rus LLC. The former owns Baikal Holding (manufacturer drinking water), Minerals of Kamchatka (gold mining Gold of Kamchatka), Akado Holding (Internet provider Akado), as well as Orgsintez Holding Group (chemical manufacturer Orgsintez). The second company owns Aeroport-Holding LLC (Rostov Airport), Stenteks LLC (Biosten biotechnology company) and Kortros Holding development company.

Renova is transferring assets to Russia as part of deoffshorization, says an acquaintance of Vekselberg.


All assets located in Russia will be concentrated in two structures controlled by partners, the source of Vedomosti adds. The remaining assets - the Ural Turbine Plant, Metkombank, Rotek, etc. - will be transferred to Russian jurisdiction later, the source says.
