SanPiN 2.2.2.542-96 "Hygienic requirements for video display terminals, personal electronic computers and organization of work" were valid from 01/01/1997 to 06/30/2003. During this period they were the main normative document on safe work on the computer. They are currently being replaced by SanPiN 2.2.2/2.4.1340-03"Hygienic requirements for personal electronic computers and organization of work".

SanPiN 2.2.2.542-96 were developed on the basis of standards: GOST R 50948-96 "Means for displaying information for individual use. General ergonomic and safety requirements" and GOST R 50949-96 "Means for displaying information for individual use. Methods for measuring and evaluating ergonomic parameters and security settings.

SanPiN 2.2.2.542-96 contained sanitary and hygienic requirements for PCs in general and for displays in particular, requirements for rooms where PCs are operated, microclimate, acoustic noise and vibrations, lighting, organization and equipment of workplaces with VDT and PC as for adults users and children.

1. General provisions and scope

1.1. These Sanitary Rules and Norms (hereinafter referred to as the Sanitary Rules) are intended to prevent adverse effects on humans of harmful factors that accompany work with video display terminals (hereinafter referred to as VDT) and personal electronic computers (hereinafter referred to as PCs) and define sanitary and hygienic requirements for:
- design and manufacture of domestic and operation of domestic and imported VDTs based on cathode ray tubes (hereinafter - CRT) used in all types of electronic computers, in production equipment and PC-based gaming complexes;
- design, manufacture of domestic and operation of domestic and imported VDT and PC;
- design, construction and reconstruction of premises intended for the operation of all types of computers, personal computers, production equipment and gaming complexes based on PC.
- ensuring safe working conditions for users of VDT and PC.

1.7. Heads of enterprises, organizations and institutions, regardless of the form of ownership and subordination ... are required to bring the workplaces of VDT and PC users in line with the requirements of these Sanitary Rules.

1.8. State sanitary and epidemiological supervision and control over the implementation of these Sanitary Rules is carried out by bodies and institutions of the State Sanitary and Epidemiological Service Russian Federation, and departmental sanitary and epidemiological supervision and control - by bodies and institutions of the sanitary and epidemiological profile of the relevant ministries and departments.

3. Requirement for video display terminals
and personal electronic computers

3.1. ... All VDTs must have a hygiene certificate ...

3.3. ... The design of the VDT should provide for painting the body in soothing soft colors with diffuse light scattering. The body of the VDT and PC, the keyboard and other blocks and devices of the PC must have a matte surface of the same color ... and not have shiny parts that can create glare ...

3.6. The design of the VDT should provide for the presence of brightness and contrast adjustment knobs, which provide the ability to adjust these parameters from minimum to maximum values.

3.9. The design of the VDT and PC should ensure the exposure dose rate of X-ray radiation at any point at a distance of 0.05 m from the screen and the case of the VDT at any position of the adjusting devices should not exceed 7.74x10 A / kg, which corresponds to an equivalent dose of 0.1 mrem/hour (100 microR/hour).

4. Requirements for premises for the operation of VDT and PC

4.1. Premises with VDT and PC should have natural and artificial lighting.

4.3. The location of workplaces with VDT and PC for adult users in the basement is not allowed. Placement of workplaces with VDT and PC in all educational institutions and preschool institutions not allowed in basements and basements.
In cases of production necessity, the operation of VDT and PC in rooms without natural light can be carried out only in agreement with the bodies and institutions of the State Sanitary and Epidemiological Surveillance.

4.4. The area per workplace with a VDT or PC for adult users should be at least 6.0 sq.m, and the volume should be at least 20.0 cubic meters.
This and the next point are violated very often - computers are placed literally close to each other.

4.5. The area per workplace with VDT and PC in all educational and preschool institutions must be at least 6.0 sq.m, and the volume - at least 24.0 cubic meters.

4.9. The soundproofing of the enclosing structures of rooms with VDTs and PCs must meet hygienic requirements and provide normalized noise parameters in accordance with the requirements of Section 6 of these Sanitary Rules.

4.16. The floor surface in the premises where VDTs and PCs are operated must be flat, without potholes, non-slip, easy to clean and wet cleaning, and have antistatic properties.

5. Requirements for the microclimate, the content of air ions and harmful chemicals in the air of the premises for the operation of VDT and PC

5.5. Premises with VDT and PC before and after each academic hour of training sessions, before and after each lesson in a preschool institution must be ventilated, which ensures an improvement in the quality of the air, including the aeroionic regime.

5.6. The levels of positive and negative air ions in the air of rooms with VDT and PC must comply with the standards given in Appendix 6.

5.10. It is forbidden to carry out repairs of VDT and PC directly in working, educational and preschool premises.

6. Noise and vibration requirements

6.1. AT industrial premises, in which work on the VDT and PC is auxiliary, noise levels at workplaces should not exceed the values ​​\u200b\u200bestablished for these types of work by the "Sanitary norms for permissible noise levels at workplaces".

6.2. When performing the main work on the VDT and PC (dispatching, operator, settlement cabins and control posts, computer rooms, etc.), in all educational and preschool premises with VDT and PC, the noise level at the workplace should not exceed 50 dBA.
In rooms where engineering and technical workers work, carrying out laboratory, analytical or measuring control, the noise level should not exceed 60 dBA.
In the premises of computer operators (without displays), the noise level should not exceed 65 dBA.
At workplaces in rooms for placing noisy computer units (ATsPU, printers, etc.), the noise level should not exceed 75 dBA.

6.4. Noisy equipment (ATsPU, printers, etc.), the noise levels of which exceed the rated ones, must be located outside the room with VDT and PC.

6.5. It is possible to reduce the noise level in rooms with VDT and PC using sound-absorbing materials...

7. Requirements for lighting of premises and workplaces with VDT and PC

7.2. Artificial lighting in the operating rooms of the VDT and PC should be provided by a system of general uniform lighting. In industrial and administrative-public premises, in cases of predominant work with documents, it is allowed to use a combined lighting system (in addition to general lighting, local lighting lamps are additionally installed to illuminate the area where documents are located).

7.3. Illumination on the surface of the table in the area where the working document is placed should be 300 - 500 lux. It is allowed to install local lighting fixtures to illuminate documents. Local lighting should not create glare on the screen surface and increase the screen illumination by more than 300 lux.

7.8. As light sources in artificial lighting, fluorescent lamps of the LB type should be used predominantly. When arranging reflected lighting in industrial and administrative-public premises, the use of metal halide lamps with a power of up to 250 W is allowed. It is allowed to use incandescent lamps in local lighting fixtures.

7.9. General lighting should be performed in the form of solid or intermittent lines of lamps located on the side of the workplaces, parallel to the user's line of sight with a row arrangement of VDT and PC. With a perimeter arrangement of computers, the lines of lamps should be located locally above the desktop closer to its front edge facing the operator.

7.15. To ensure the normalized values ​​of illumination in the rooms where the VDT and PC are used, it is necessary to clean the glasses window frames and fixtures at least twice a year and carry out timely replacement of burnt out lamps.

8. Requirements for the organization and equipment of workplaces with VDT and PC

8.1. General requirements

8.1.1. Workplaces with VDT and PC in relation to the light openings should be located so that natural light falls from the side, mainly from the left.

8.1.2. ... the distance between desktops with video monitors (in the direction of the rear surface of one video monitor and the screen of another video monitor) must be at least 2.0 m, and the distance between the side surfaces of video monitors must be at least 1.2 m.
And very often computers are literally close to each other ...

8.1.4. Window openings in rooms where VDTs and PCs are used must be equipped with adjustable devices such as blinds, curtains, external visors, etc.

8.1.5. Workplaces with VDT and PC when performing creative work that requires significant mental stress or high concentration of attention should be isolated from each other by partitions 1.5 - 2.0 m high.

8.1.11. The working chair (armchair) must be up and swivel and adjustable in height and angle of inclination of the seat and back, as well as the distance of the back from the front edge of the seat, while the adjustment of each parameter must be independent, easy to carry out and have a secure fit.

8.1.12. The surface of the seat, back and other elements of the chair (chair) should be semi-soft, with a non-slip, non-electrifying and breathable coating that provides easy cleaning from dirt.

8.1.13. The screen of the video monitor should be at an optimal distance of 600 - 700 mm from the user's eyes, but not closer than 500 mm, taking into account the size of alphanumeric characters and symbols.

8.1.14. In rooms with VDT and PC, wet cleaning should be carried out daily.

8.1.15. Premises with VDT and PC should be equipped with a first aid kit and carbon dioxide fire extinguishers.

8.2. Requirements for the organization and equipment of workplaces with VDT and PC for adult users

8.2.1. The height of the working surface of the table for adult users should be adjusted within 680 - 800 mm; if this is not possible, the height of the working surface of the table should be 725 mm.

8.2.3. The work table must have legroom at least 600 mm high, at least 500 mm wide, at least 450 mm deep at the knees and at least 650 mm at the level of outstretched legs.

8.2.4. The working chair (chair) must be lifting and swivel and adjustable in height and angle of inclination of the seat and back, as well as the distance of the back from the front edge of the seat. Its design should provide:
- width and depth of the seat surface not less than 400 mm;
- seat surface with rounded front edge;
- adjustment of the height of the seat surface within 400 - 550 mm and forward tilt angles up to 15 degrees. and back to 5 degrees;
- the height of the supporting surface of the backrest is 300 ± 20 mm, the width is not less than 380 mm and the radius of curvature of the horizontal plane is 400 mm;
- the angle of inclination of the backrest in the vertical plane within ±30 degrees;
- adjustment of the backrest distance from the front edge of the seat within 260 - 400 mm;
- stationary or removable armrests with a length of at least 250 mm and a width of 50 - 70 mm;
- adjustment of the armrests in height above the seat within 230 ± 30 mm and the internal distance between the armrests within 350 - 500 mm.

8.2.5. Workplace must be equipped with a footrest having a width of at least 300 mm, a depth of at least 400 mm, height adjustment up to 150 mm and an angle of inclination of the support surface of the stand up to 20 degrees. The surface of the stand must be corrugated and have a 10 mm high edge along the front edge.

8.2.6. A workplace with a VDT and a PC should be equipped with an easily movable music stand for documents.

8.2.8. The keyboard should be placed on the surface of the table at a distance of 100 - 300 mm from the edge facing the user or on a special, height-adjustable work surface, separated from the main table top.

8.3. Requirements for the organization and equipment of workplaces with VDT and PC for secondary and higher students educational institutions

8.3.1. Premises for classes using a PC and VDT in secondary and higher educational institutions should be equipped with single tables designed to work on a PC and VDT.

8.3.5. The height of the edge of the table facing the person working with the PC and VDT, and the height of the legroom should correspond to the height of students in shoes.

8.3.6. If there is a high table and chair that does not correspond to the height of students or students, it is necessary to use a height-adjustable footrest (see clause 8.2.5).

8.3.7. Eye level with a vertical VDT screen should be at the center or 2/3 of the height of the screen. The line of sight should be perpendicular to the center of the screen and its optimal deviation from the perpendicular passing through the center of the screen in the vertical plane should not exceed ±5 degrees, permissible ±10 degrees.

8.3.8. A workplace with a PC and VDT should be equipped with a chair, the main dimensions of which should correspond to the height of students in shoes (Appendix 13).

8.4. Requirements for equipment and organization of premises with PC-based play complexes for preschool children

8.4.1. The premises where gaming complexes are installed should be equipped with single tables.

8.4.5. It is not allowed to use cubes, stools, benches without back support instead of chairs.

9. Requirements for the organization of the regime of work and rest when working with VDT and PC

9.1. General requirements for the organization of the regime of work and rest when working with VDT and PC

9.1.1. Modes of work and rest when working with a PC and VDT should be organized depending on the type and category labor activity.

9.1.2. Types of labor activity are divided into 3 groups:
group A - work on reading information from the screen of a VDT or PC with a preliminary request;
group B - work on entering information;
group B - creative work in dialogue mode with the computer.
When performing during the work shift work related to different types labor activity, the main work with a PC and VDT should be taken as one that takes at least 50% of the time during a work shift or working day.

9.1.3. For types of labor activity, 3 categories of severity and intensity of work with VDT and PC are established (Appendix 15), which are determined: for group A - by the total number of characters read per shift, but not more than 60,000 characters per shift; for group B - according to the total number of characters read or entered per shift, but not more than 40,000 characters per shift; for group B - according to the total time of direct work with the VDT and PC per shift, but not more than 6 hours per shift.

9.1.4. For teachers of higher and secondary specialized educational institutions, teachers of secondary schools, the duration of work in display classes and classrooms for informatics and computer technology is set to no more than 4 hours a day.

9.1.5. For service engineers studying proccess in classrooms (audiences) with VDT and PC, the duration of work should not exceed 6 hours a day.

9.1.7. To ensure optimal performance and maintain the health of professional users, scheduled breaks should be established throughout the work shift.

9.1.9. The duration of continuous work with VDT without a regulated break should not exceed 2 hours.

9.1.10. When working with a VDT and a PC on a night shift (from 22:00 to 06:00), regardless of the category and type of work, the duration of regulated breaks should be increased by 60 minutes.

9.1.11. With an 8-hour work shift and work on a VDT and a PC, regulated breaks should be set:
- for category I work, 2 hours after the start of the work shift and 2 hours after lunch break 15 minutes each;
- for the II category of work after 2 hours from the beginning of the work shift and 1.5 - 2.0 hours after the lunch break of 15 minutes each or 10 minutes after each hour of work;
- for Category III work after 1.5 - 2.0 hours from the start of the work shift and 1.5 - 2 hours after the lunch break of 20 minutes each or 15 minutes after each hour of work.

9.1.12. With a 12-hour work shift, regulated breaks should be established in the first 8 hours of work similar to breaks during an 8-hour work shift, and during the last 4 hours of work, regardless of the category and type of work, every hour lasting 15 minutes.

9.1.14. In order to reduce the negative impact of monotony, it is advisable to use the alternation of meaningful text and numerical data operations (changing the content of work), alternating text editing and data entry (changing the content of the work).

9.2. Requirements for the organization of the mode of work with VDT and PC students of higher educational institutions

9.2.2. For first-year students, the optimal time for training sessions when working with a VDT or PC is 1 hour, for senior students - 2 hours, with mandatory observance of a 15-20 minute break between two academic hours of classes. It is allowed to increase the time of training sessions with VDT and PC for first-year students up to 2 hours, and for senior students up to 3 academic hours, provided that the duration of training sessions in the display class (audience) does not exceed 50% of the time of direct work on VDT ​​or PC and subject to preventive measures: exercises for the eyes, a physical minute and a physical pause.

9.3 Requirements for the organization of the mode of work with VDT or PC students of secondary specialized educational institutions.

9.3.1. In secondary specialized educational institutions (vocational schools, technical schools, etc.), the duration of work on a VDT or PC during training sessions, subject to hygienic requirements for conditions and organization of workplaces, should be:
- for first-year students no more than 30 minutes a day;
- for students of the second and third courses no more than 1 hour a day with double lessons: 30 minutes in the first lesson and 30 minutes in the second with an interval of at least 20 minutes in work on the VDT or PC, including a break, explanation educational material, student survey, etc.
- for third-year students, the duration of training sessions with VDT and PC can be increased to 3 academic hours from total time direct work on VDT ​​or PC no more than 50% of the total time of training sessions.

9.3.2. After each academic hour of classes with a VDT or PC, it is necessary to arrange breaks lasting 15 - 20 minutes with the obligatory exit of students from the classroom (office) and the organization of cross-ventilation.

9.4. Requirements for the organization of the regime of educational and extracurricular activities with VDT and PC for schoolchildren and classes with gaming complexes based on PC for preschool children

9.4.1. For students of grades X - XI in the basics of informatics and computer technology, there should be no more than 2 lessons per week, and for other grades - 1 lesson per week using a VDT and a PC.

9.4.2. The continuous duration of classes directly from the VDT or PC should not exceed:
- for students of the 1st grade (6 years old) - 10 minutes;
- for students of II - V classes - 15 minutes;
- for students of VI-VII classes - 20 minutes;
- for students of VIII - IX grades -25 minutes;
- for students of grades X - XI at the first hour of training sessions 30 minutes, at the second - 20 minutes;

9.4.5. The duration of breaks between lessons should be at least 10 minutes, during which cross-ventilation should be carried out with the obligatory exit of students from the classroom (office).

9.4.15. In preschool institutions, the duration of classes using developing computer game programs for children 5 years old should not exceed 7 minutes and for children 6 years old - 10 minutes.

9.4.16. Computer game classes in preschool institutions should be held no more than twice a week on the days of the highest performance of children: on Tuesday, Wednesday and Thursday. After class, you should do gymnastics for the eyes.

9.4.17. It is not allowed to conduct classes with a PC and VDT in preschool institutions due to the time allotted for sleep, daytime walks and other recreational activities.

10. Requirements for the organization of medical care for users of VDT and PC

10.1. Professional users of VDT and PC must undergo mandatory preliminary (when applying for a job) and periodic medical examinations in the manner and within the time limits established by the Ministry of Health and Medical Industry of Russia and the State Committee for Sanitary and Epidemiological Supervision of Russia.

10.2. Persons who do not have medical contraindications are allowed to work directly with the VDT and PC.

10.3. Women from the time of the establishment of pregnancy and during the period of breastfeeding to perform all types of work related to the use of VDT and PC are not allowed. Employment of pregnant women should be carried out in accordance with the "Hygienic recommendations for the rational employment of pregnant women".

10.4. Medical examination of students of higher educational institutions, students of secondary specialized educational institutions, children of preschool and school age is carried out in the manner and within the time limits established by the Ministry of Health and Medical Industry of Russia, the State Committee for Sanitary and Epidemiological Supervision of Russia, the State Committee for Higher Education of Russia and the Ministry of Education of Russia, respectively.

4 Fundamentals

4.1 TP is a design stage for the development of a design documentation in accordance with GOST 2.103, and it should be developed in accordance with the TOR in order to identify the final technical solutions that give a complete picture of the structure of the product being developed, and the initial data for the development of a working design documentation, when it is advisable to do this before the development of a working design documentation .

If necessary, TP may provide for the development of options for individual midrange products.

In these cases, the choice of the optimal variant is carried out on the basis of the results of tests of material layouts or analysis of electronic layouts.

4.2 Basic requirements for the development of TP in accordance with GOST 2.103, accounting and storage in accordance with GOST 2.501, making changes - in accordance with GOST 2.503.

4.3 When developing a TP, it is necessary to carry out the work necessary to ensure the requirements for the product and allow you to get a complete picture of the design of the product being developed, evaluate its compliance with the requirements of the TOR, the manufacturability of the design, the degree of complexity of manufacturing, packaging methods, the possibility of transportation and installation at the site of operation, convenience operation, expediency and possibility of repair, etc.

Scroll necessary work is determined by the developer depending on the nature and purpose of the product and coordinates with the customer (representative office of the customer) if the product is being developed by order of the Ministry of Defense.

An approximate list of works is given in Appendix A.

Note - At the TP stage, work carried out at previous stages should not be repeated if they cannot provide additional data. In this case, the results of previous work should be reflected in explanatory note.

4.4 Models are designed to test (if necessary - at the customer's or consumer's site) the design and circuit solutions of the product being developed and / or its components, as well as to confirm the final decisions.

The need to manufacture material layouts or analyze electronic layouts is established by the developer organization (if required, together with the customer (representative office of the customer)) if the product is developed by order of the Ministry of Defense.

4.5 Testing of material layouts should be carried out in accordance with the program and test methodology developed in accordance with GOST 2.106, analysis of electronic layouts - according to the program and methodology established by the organization's standard.

4.6 The TP may include design design documentation with the letters "T" in accordance with GOST 2.102, provided for by the TOR and / or the protocol for considering a technical proposal or draft design. When performing a CD in electronic form projects of the electronic structure of the product and the electronic model of the product (assembly unit, complex, kit) should be carried out in accordance with GOST 2.052 and GOST 2.053, respectively, with the level of detail characteristic of the TP development stage.

When developing TP, separate design DDs developed at previous stages of development can be used if these DDs comply with the requirements for TP DD or if they are amended to ensure such compliance. The design documentation included in the TP should be assigned the letter "T".

Design documentation developed for the manufacture of layouts or analysis of electronic layouts should not be included in the design documentation of the TP.

4.7 For consideration, agreement and approval, copies of the design design documentation included in the TP, completed according to the "Technical Design Statement" in accordance with GOST 2.106, should be submitted. If the product is developed by order of the Ministry of Defense, it is allowed, in agreement with the customer (representative office of the customer), to submit the original design design documentation.

4.8 The form of presentation of design documentation (paper or electronic), if it is not specified in the TOR and / or protocols for the consideration of a technical proposal or draft design, should be determined by the developer in agreement with the customer (representative office of the customer), if the product is developed by order of the Ministry of Defense.

4.9 The designation of design documentation included in the TP should be carried out in accordance with GOST 2.201 (Appendix 1).

5 Requirements for the execution of design documents

5.1 Drawing general view product or electronic model of the product (assembly unit, complex, kit) should be performed in accordance with GOST 2.119. In addition, these CDs, if necessary, provide:

Instructions on the selected fit of parts (dimensions and maximum deviations of mating surfaces should be applied in accordance with GOST 2.307);

Product specifications, such as the use of certain coatings, winding impregnation methods, welding methods to ensure required quality products (these requirements should be taken into account in the subsequent development of a working design documentation);

Technical characteristics of the product, which are necessary for the subsequent development of drawings or electronic models of the product.

5.2 The TP statement should record all design design documentation included in the TP in the manner prescribed by GOST 2.106.

It is allowed to include design documentation in the TP in various forms submission (in paper or electronic form), while in the column "Note" it is recommended to indicate the form of presentation of the DD.

5.3 The explanatory note of the TP should be carried out in accordance with GOST 2.106, taking into account the following basic requirements for the content of the sections:

5.3.1 In the "Introduction" section, the name, number and date of approval of the TOR should be indicated. If the development of TP is not provided for by the TOR, but by the protocol for the consideration of a technical proposal or draft design, then an entry should be made according to the type: "Development of a technical design is provided draft design..." and indicate the number and date of the protocol for consideration of the draft design;

5.3.2 In the section "Purpose and scope of the developed product" should indicate:

A brief description of the area and conditions of use of the product;

General characteristics of the object for the application in which this product is intended (if necessary);

Basic data that should ensure the stability of product quality indicators under operating conditions;

5.3.3 In the section "Technical characteristics" should be given:

The main technical characteristics of the product (power, number of revolutions, performance, consumption of electricity, fuel, efficiency and other parameters characterizing the product);

Information on compliance with or deviations from the requirements established by the TOR and previous stages of development, if any, with justification for deviations.

5.3.4 In the section "Description and justification of the selected design" should be given:

Description and justification of the chosen design, schemes, packaging (if packaging is provided) and other technical solutions adopted and verified at the stage of development of the TP. Illustrations should be provided where appropriate;

Data comparing the main characteristics of the product with the characteristics of analogues (domestic or foreign) or a link to a map of the technical level and product quality;

Evaluation of the manufacturability of the product design, including the justification for the need to develop or purchase new equipment;

Evaluation of final technical solutions for compliance with the requirements to ensure patent purity and competitiveness;

Information about the inventions used (numbers of copyright certificates or numbers of applications for inventions with an indication of the priority date);

Results of tests of material layouts (if they were produced), electronic layouts (if they were developed) and assessment data for compliance of layouts with specified requirements, including ergonomics, technical aesthetics. If necessary, photos of material layouts should be provided. For reference, it is allowed to indicate the designations of the main design documentation, according to which material layouts were made or electronic layouts were developed, the number and date of reports (or) protocols for testing, analysis, etc.;

Information on the compliance of the borrowed (previously developed) SC, purchased products and materials used in the product with the product being developed according to technical specifications, operating modes, warranty periods, operating conditions;

Justification of the need to use scarce products and materials;

Information about storage and transportation;

Information about the compliance of the product with the requirements of safety and industrial sanitation;

Information about the safety of the product and its impact on the environment;

Information about the disposal of the product.

5.3.5 In the section "Calculations confirming the operability and reliability of the structure" the following should be given:

Calculations confirming the performance of the product (kinematic, electrical, thermal, strength, calculations of hydraulic and pneumatic systems, etc.);

Calculations confirming the reliability of the product (calculations of indicators of durability, maintainability, shelf life, etc.).

For each type of calculation, software and information support automated systems(if they are used for calculations).

With a large amount of calculations, they can be issued in the form of separate CDs; in this section, only the results of calculations should be presented.

5.3.6 In the section "Description of the organization of work with the use of the product being developed", information should be provided on the organization of work with the product at the place of operation, including:

Description of specific techniques and methods of working with the product in the modes and conditions provided for by the TOR;

Description of the order and methods of storage, transportation and installation of the product and its commissioning at the place of operation;

Evaluation of the operational data of the product (interchangeability, ease of maintenance, maintainability, resistance to impact external environment and the ability to quickly eliminate failures);

Information about qualifications and quantity service personnel.

5.3.7 In the section "Expected technical and economic indicators" should be given:

Economic indicators, necessary calculations;

Approximate calculation of the price of an experimental and serial product and the cost of organizing production and operation.

5.3.8 In the "Level of standardization and unification" section, the following should be given:

Information about standard, unified and borrowed assembly units and parts that were used in the development of the product, as well as indicators of the level of unification and standardization of the product design;

Substantiation of the possibility of developing interstate, national and organization standards for standardization objects related to the development of this product, its SC and new materials.

5.4 The appendix to the explanatory note should include:

A copy of the TOR, as well as, if necessary, data ( technical requirements, acceptance rules, control methods and other information) to be included in specifications, if the latter were not developed at this stage;

Artistic and design study materials that are not design documentation;

The list of works that should be carried out at the stage of developing a working design documentation;

Refinement or development network graphics on further development and introduction into industrial production of the developed product;

List of used literature, etc.;

List of documents used in the development of TP and received by the product developer from other organizations (author's certificates, expert opinion on patent purity, consumer certificates on the required volume of production of the products being developed, etc.); at the same time, the design documentation is not included in the annex to the explanatory note, but the explanatory note may contain the necessary information from these documents (for example, the subject of the invention, the required quantities of products for the quarter, for the year, for the five-year period), as well as the number and date of the document or accompanying letters;

List of software and information support for automated systems used in the development of TP.

List of works performed during the development of a technical project

In the general case, when developing a TP, they perform following works:

1 Development of design solutions for the product and its main components.

2 Performing the necessary calculations, including those confirming the technical and economic indicators established by the ToR.

3 Completing the necessary circuit diagrams, connection diagrams, etc.

4 Development and justification of technical solutions that provide reliability indicators established by the TOR and previous stages of development (if these stages were developed).

5 Analysis of the product design for manufacturability, taking into account feedback from organizations (manufacturers industrial production in terms of ensuring manufacturability in the conditions of this particular production, including the use of equipment available in the organization, as well as taking into account in this project the requirements of regulatory documentation in force in the manufacturer; identification of new equipment necessary for the production of products (justification for the development or acquisition); development of metrological support (selection of methods and means of measurement).

6 Production and testing of material layouts or development and analysis of electronic layouts.

7 Evaluation of the product in relation to its compliance with the requirements of ergonomics, technical aesthetics.

8 Evaluation of the possibility of storage, transportation, and installation of the product at the place of its operation.

9 Evaluation of the operational data of the product (interchangeability, ease of maintenance, maintainability, resistance to environmental influences, the ability to quickly eliminate failures, quality control of the product, availability of technical condition monitoring tools, etc.).

10 Finalization of applications for the development and manufacture of new products (including measuring instruments) and materials used in the product being developed.

11 Carrying out activities to ensure the level of standardization and unification of the product specified in the TOR.

12 Checking the product for patent purity and competitiveness, filing applications for inventions.

13 Identification of the range of borrowed and purchased products, coordination of the use of purchased products.

14 Coordination of overall, installation and connecting dimensions with the customer (representative office of the customer), if the products are developed by order of the Ministry of Defense or by the main consumer.

15 Evaluation of the technical level and quality of the product.

16 Development of design design drawings (details of assembly units, kits, complexes or electronic models of parts, assembly units, kits, complexes), if this is caused by the need to speed up the issuance of technical specifications for the development of specialized equipment for their manufacture.

17 Verification of the compliance of the applied solutions with the requirements of safety and industrial sanitation.

18 Drawing up a list of works to be carried out at the design documentation stage of the working documentation, in addition to and (or) clarification of the work provided for by the TOR, technical proposal and draft design.

19 Preparation of proposals for the development of standards (revision or amendment of current standards) provided for by the TOR at the stage of development of the TP.

20 Preparation of proposals for the use of software and information support of automated systems in the development of a working design documentation;

21 Development of options for individual MFs and selection of the optimal option based on the results of testing models or prototypes of the product (if necessary).

4.3 When developing a TP, it is necessary to carry out the work necessary to ensure the requirements for the product and allow you to get a complete picture of the design of the product being developed, evaluate its compliance with the requirements of the TOR, the manufacturability of the design, the degree of complexity of manufacturing, packaging methods, the possibility of transportation and installation at the site of operation, convenience operation, expediency and possibility of repair, etc.

The list of necessary works is determined by the developer depending on the nature and purpose of the product and coordinates with the customer (representative office of the customer) if the product is being developed by order of the Ministry of Defense.

An approximate list of works is given in Appendix A.

Note - At the TP stage, work carried out at previous stages should not be repeated if they cannot provide additional data. In this case, the results of previously done work should be reflected in the explanatory note.

Technical requirements for the product, for example, on the use of certain coatings, winding impregnation methods, welding methods that ensure the required quality of the product (these requirements should be taken into account in the subsequent development of a working design documentation;

Technical characteristics of the product, which are necessary for the subsequent development of drawings or electronic models of the product.

5.2 The TP statement should record all design design documentation included in the TP, in the manner prescribed by GOST 2.106.

This standard establishes requirements for the implementation of a technical design for products in all industries.

1. GENERAL PROVISIONS

1.1. The technical design is developed if it is provided for by the terms of reference, the protocol for the consideration of the technical proposal or draft design.

The technical project is developed in order to identify the final technical solutions that give a complete picture of the design of the product, when it is advisable to do this before the development of working documentation.

If necessary, the technical project may provide for the development of options for individual constituent parts products.

In these cases, the choice of the optimal variant is carried out on the basis of the test results of prototypes of the product.

1.2. When developing a technical project, they perform the work necessary to ensure the requirements for the product and allow you to get a complete picture of the design of the product being developed, assess its compliance with the requirements of the technical specifications, manufacturability, degree of manufacturing complexity, packaging methods, the possibility of transportation and installation at the place of use, ease of use , expediency and possibility of repair, etc.

The list of necessary works is determined by the developer depending on the nature and purpose of the product and is agreed with the customer if the product is being developed by order of the Ministry of Defense.

An approximate list of works for products for national economic purposes is given in the Appendix.

Note. At the stage of the technical design, the work carried out at the previous stages is not repeated if they cannot provide additional data. In this case, the results of previously done work are reflected in the explanatory note.

1.3. Models should be designed to test (if necessary - at the customer's or consumer's site) the design and circuit solutions of the product being developed and (or) its components, as well as to confirm the final decisions. Model tests should be carried out in accordance with the test program and methodology developed in accordance with GOST 2.106-68. The need for the production of layouts and their number are established by the development organization (if required, then together with the customer).

1.4. The technical design includes design documents in accordance with GOST 2.102-68, provided for by the terms of reference and the protocol for considering a technical proposal, draft design.

When developing a technical project, separate documents developed at previous stages can be used if these documents comply with the requirements for technical project documents or if they have been amended to ensure such compliance. Used documents are assigned the letter "T".

Design documents developed for the manufacture of mock-ups are not included in the set of technical design documents.

1.5. Copies of technical design documents completed in accordance with GOST 2.106-68 are submitted for consideration, approval and approval. It is allowed, in agreement with the customer, to submit the original documents of the technical project.

2. REQUIREMENTS FOR THE IMPLEMENTATION OF DOCUMENTS

2.1. A general view drawing for a technical project is performed in accordance with GOST 2.119-73. In addition, in the general view drawing, if necessary, give:

indications of the selected fit of parts (dimensions and maximum deviations of mating surfaces are applied in accordance with GOST 2.307-68);

technical requirements for the product, for example, on the use of certain coatings, winding impregnation methods, welding methods that ensure the required quality of the product (these requirements should be taken into account in the subsequent development of working documentation);

technical characteristics of the product, which are necessary for the subsequent development of drawings.

2.2. All design documents included in the technical design are recorded in the technical design sheet in the manner prescribed by GOST 2.106-68.

2.3. The explanatory note of the technical project is performed in accordance with GOST 2.106-68, taking into account the following basic requirements for the content of sections:

a) in the section "Introduction" indicate the name, number and date of approval of the terms of reference. If the development of the technical design is provided not by the terms of reference, but by the protocol for reviewing the technical proposal or draft design, then an entry is made according to the type: "Development of the technical design is provided for by the draft design ..." and indicate the number and date of the protocol for reviewing the draft design;

b) in the section "Purpose and scope of the developed product" indicate: brief description scope and conditions of use of the product; general characteristics the facility for which the product is intended to be used

(if necessary); basic data that should ensure the stability of product quality indicators

in operating conditions;

c) in the section "Technical characteristics" give:

the main technical characteristics of the product (power, number of revolutions, productivity, consumption of electricity, fuel, efficiency and other parameters characterizing the product);

information on compliance with or deviations from the requirements established by the terms of reference and previous stages of development, if any, with justification for deviations;

d) in the section "Description and justification of the chosen design" give:

description and justification of the selected design, schemes, packaging (if packaging is provided) and other technical solutions adopted and verified at the stage of development of the technical project. If necessary, provide illustrations;

data comparing the main characteristics of the product with the characteristics of analogues (domestic or foreign) or provide a link to a map of the technical level and quality;

f) in the section "Description of the organization of work using the product being developed" provide information on the organization of work with the product at the place of operation, including:

description of specific techniques and methods of working with the product in the modes and conditions provided for by the terms of reference;

description of the order and methods of transportation, installation and storage of the product and putting it into operation at the place of operation;

assessment of the operational data of the product (interchangeability, ease of maintenance, maintainability, resistance to environmental influences and the ability to quickly eliminate failures);

information on the qualifications and number of service personnel; g) in the section "Expected technical and economic indicators" give:

economic indicators ( economic efficiency from implementation in National economy etc.), necessary calculations;

approximate calculation of the price of an experimental and serial product and the costs of organizing production and operation;

h) in the section "Level of standardization and unification" give:

information about standard, unified and borrowed assembly units and parts that were used in the development of the product, as well as indicators of the level of unification and standardization of the product design;

substantiation of the possibility of developing state and industry standards for standardization objects related to the development of this product, its components and new materials.

2.4. In the appendix to the explanatory note are given:

a copy of the terms of reference, as well as, if necessary, data (technical requirements, acceptance rules, control methods and other information) to be included in the technical specifications, if the latter were not developed at this stage;

materials of artistic and design study, which are not design documents;

a list of works to be carried out at the stage of development of working documentation; clarification or development of a network schedule for further development and implementation in

industrial production of the developed product; list of used literature, etc.;

a list of documents used in the development of a technical project and received by the product developer from other enterprises and organizations (author's certificates, an expert opinion on patent purity, a consumer certificate on the required volume of production of the products being developed, etc.); at the same time, the documents in the annex to the explanatory note do not include, but the explanatory note may "provide the necessary information from these documents (for example, the subject of the invention, the necessary

number of products per quarter, year, five years), as well as the number and date of the document or cover letter.

LIST OF WORKS TO BE CARRIED OUT DURING THE DEVELOPMENT OF THE TECHNICAL DESIGN

In general, when developing a technical project, the following work is carried out: a) development of design solutions for the product and its main components;

b) performing the necessary calculations, including those confirming the technical and economic indicators established by the terms of reference;

c) implementation of the necessary circuit diagrams, connection diagrams, etc.; d) development and justification of technical solutions that provide reliability indicators,

established by the terms of reference and previous stages of development (if these stages were developed);

e) analysis of the design of the product for manufacturability, taking into account the feedback from manufacturers of industrial production in terms of ensuring manufacturability in the conditions of this particular production, including the use of equipment available at the enterprise, as well as taking into account in this project the requirements of regulatory and technical documentation in force at the manufacturer ; identification of new equipment necessary for the production of products (justification for the development or acquisition); development of metrological support (selection of methods and means of measurement);

f) development, manufacture and testing of mock-ups; g) assessment of the product in relation to its compliance with the requirements of the economy, technical

aesthetics; h) assessment of the possibility of transportation, storage, as well as installation of the product at its place

applications; i) assessment of product performance data (interchangeability, serviceability,

maintainability, stability against the impact of the external environment, the ability to quickly eliminate failures, control the quality of the product, the availability of means for monitoring the technical condition, etc.);

j) final processing of applications for the development and manufacture of new products (including measuring instruments) and materials used in the product being developed;

k) carrying out measures to ensure the level of standardization and unification of the product specified in the terms of reference;

l) checking the product for patent purity and competitiveness, filing applications for inventions;

m) identification of the range of purchased products, coordination of the use of purchased products; o) coordination of overall, installation and connecting dimensions with the customer or

main consumer; o) assessment of the technical level and quality of the product;

p) development of drawings of assembly units and parts, if this is caused by the need to expedite the issuance of an assignment for the development of specialized equipment for their manufacture;

c) verification of the compliance of the applied solutions with the requirements of safety and industrial sanitation;

r) drawing up a list of works to be carried out at the stage of development of working documentation, in addition to and (or) clarification of the work provided for by the terms of reference, technical proposal and draft design;

s) preparation of proposals for the development of standards (revision or amendments to existing standards) provided by the technical institution at this stage.
