11.10. Conducting referral work.

11.12. 12. The migration unit has the right to:

12.1. 12.3. Apply in the manner prescribed by the legislation of the Russian Federation, electronic forms receipt and registration of documents, notification of the progress of the provision of public services, as well as electronic forms of interaction with territorial bodies of federal executive authorities located in the territory of exercising powers, executive authorities of a constituent entity of the Russian Federation, other state bodies, local governments, public associations and organizations .

12.4. Carry out, in accordance with the procedure established by the territorial body of the Ministry of Internal Affairs of Russia, checking the status of work on migration issues in bodies, organizations, divisions of the system of the Ministry of Internal Affairs of Russia, and participate in their inspection.

12.5. Conduct meetings, workshops, seminars in the prescribed manner.

12.6. Involve, in accordance with the established procedure, scientific and other organizations, scientists and specialists, including on a contractual basis, to develop decisions on issues related to migration issues.

12.7. Participate in the development and review of concepts, programs, initiatives public associations and citizens for the most topical issues activities.

12.8. Interact in accordance with international treaties and the legislation of the Russian Federation and in the manner established by the Ministry of Internal Affairs of Russia, with the competent authorities of foreign states and international organizations in the established field of activity.

12.9. Use advances in science and technology, modern technologies and information systems.

12.10. Exercise other powers in accordance with the regulatory legal acts of the Ministry of Internal Affairs of Russia and the legal acts of the territorial bodies of the Ministry of Internal Affairs of Russia.

IV. Organization of activities

13. The division on migration issues is headed by a chief (manager) who is appointed and dismissed in accordance with the established procedure.

14. Head of the migration unit:

14.1. Directly manages the activities of the migration unit, is the direct supervisor for all personnel of the migration unit and is personally responsible for the fulfillment of the tasks and functions assigned to the unit, for the moral and psychological state of the personnel, the state of service discipline and the rule of law among the personnel departments on migration issues, as well as for the effectiveness of preventive and educational work with him.

14.2. Analyzes the state of work in the established area of ​​activity, predicts and plans its future and current development, hears reports from managers structural divisions migration department.

14.3. Determines the duties of his deputies (deputy) and monitors their implementation.

14.4. Supervises the performance of official (labor) duties by the personnel of the migration unit.

14.5. Approves the regulations on the structural subdivisions of the migration unit.

14.6. Gives orders, within the limits of his competence, that are obligatory for all personnel of the migration unit.

14.7. Prepares proposals for the leadership of the territorial body of the Ministry of Internal Affairs of Russia on improving activities on migration issues.

14.8. Carries out official checks (checks) in accordance with the established procedure on the facts of violations of official (labor) discipline by employees, civil servants, employees of the migration unit.

14.9. Ensures that the personnel of the migration unit comply with the norms professional ethics and official conduct.

14.10. Submits proposals in accordance with the established procedure to the head (chief) of the territorial body of the Ministry of Internal Affairs of Russia:

14.10.1. To improve the activities, structure and staffing of the migration unit.

14.10.2. On appointment to positions, certification, dismissal of employees of the migration unit.

14.10.3. On the promotion of employees, civil servants and employees of the migration unit and the imposition of disciplinary sanctions on them.

14.10.4. On measures to prevent violations of official discipline and legality in the territorial body of the Ministry of Internal Affairs of Russia.

14.11. Provides information about his income, expenses, property and property obligations, as well as information about income, expenses, property and property obligations of his wife (spouse) and minor children. Organizes, in accordance with the established procedure, the submission of such information by employees and civil servants of the migration unit.

14.12. Participates in the implementation established by the legislation of the Russian Federation social guarantees employees, civil servants, workers, family members of deceased employees and disabled due to war trauma.

14.13. Participates in the implementation of labor protection measures in the territorial body of the Ministry of Internal Affairs of Russia.

14.14. Organizes and ensures the activities of the commissions of the territorial body of the Ministry of Internal Affairs of Russia in the direction of the activities of the migration unit.

14.15. Responsible for the safety of information constituting a state or other secret protected by law, as well as compliance with the secrecy regime established in the internal affairs bodies.

14.16. Complies with the prohibitions and restrictions provided for by legislative and other regulatory legal acts.

14.17. Exercises other powers in accordance with the regulatory legal acts of the Ministry of Internal Affairs of Russia.

14.18. Bears personal responsibility for the fulfillment of the tasks and functions assigned to the migration unit by personnel and the implementation of the powers granted.

15. Office work, measures to ensure secrecy and protection of state or other secrets protected by law, logistical, financial and other support of the migration unit are carried out in the manner established by legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia.

I. General provisions

1. Qualification characteristics included in the section "Qualification characteristics of the positions of employees of the territorial bodies of the Federal Migration Service" of the Unified Qualification Directory for the positions of managers, specialists and employees (hereinafter, respectively - qualification characteristics, CEN) are regulatory documents intended to justify rational organization labor, the correct selection, placement and use of personnel, ensuring unity in determining the duties of employees and the qualification requirements, as well as decisions made on compliance with the positions held during the certification of specialists.

Qualification characteristics reflect the specifics of the activities of employees of the territorial bodies of the Federal Migration Service in the performance of the state function of organizing and conducting passport and visa and address and reference work.

The section "Qualification characteristics of the positions of employees of the territorial bodies of the Federal Migration Service" of the CSA consists of 3 sections: I - "General provisions"; II - "Positions of leaders"; III - "Positions of specialists".

2. Qualification characteristics can be used as normative documents or serve as the basis for the development of job descriptions for employees containing specific list their official duties, taking into account the peculiarities of the organization of labor, as well as the rights and responsibilities of employees.

3. The qualification description of each position contains three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The section "Responsibilities" establishes a list of the main functions that can be fully or partially entrusted to the employee holding this position.

The "Must Know" section contains the basic requirements for an employee with regard to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must be able to apply in the performance of official duties.

The "Qualification Requirements" section defines the level of professional training of the employee necessary to perform the duties assigned to him, as well as the required length of service.

4. The CSA does not include the qualification characteristics of derivative positions (senior and leading specialists). The duties of these employees, the requirements for their knowledge and qualifications are determined on the basis of the qualification characteristics of the relevant positions of specialists contained in the section.

The use of the official title "senior" is possible provided that the employee, along with the fulfillment of the duties stipulated by the position held, manages the executors subordinate to him. The position of "senior" may be established as an exception and in the absence of performers in the direct subordination of the employee, if he is assigned the functions of managing an independent area of ​​work.

Employees with the official title "leading" are assigned the functions of a manager and a responsible executor of work in one of the areas of activity of a structural unit or duties of coordination and methodological leadership of groups of performers created in departments, taking into account the rational division of labor in specific organizational and technical conditions.

The requirements for the required work experience are increased by 2-3 years compared to the requirements for specialists.

Compliance of the duties actually performed and the qualifications of employees with the requirements of qualification characteristics is determined by the certification commission in accordance with the current regulation on the procedure for conducting certification. Persons who do not have special training or work experience, established requirements qualified, but having sufficient practical experience and performing qualitatively and in full the duties assigned to them, on the recommendation of the attestation commission, as an exception, they can be appointed to the relevant positions in the same way as persons with special training and work experience.

II. Leadership positions

Head of Department of Address and Reference Work

Job responsibilities. Supervises the employees of the department of address and reference work. Organizes work on the timely and high-quality processing of accounting materials, the execution of requests from law enforcement agencies. Executes cipher telegrams, telegrams and the most complex requests, prepares answers for them. Compiles information certificates, is responsible for the state of the card stock (including closed). Participates in the preparation of regulatory and methodological documents on migration issues, in holding meetings, seminars, summarizes and analyzes the work experience of the employees of the address and reference work department, makes proposals for improving the forms and methods of maintaining and using operational records, ensures quality control of the work performed by the department. Carries out control over the observance by the employees of the department of address and reference work of the regime of secrecy and protection of information, labor protection rules, labor and performance discipline, internal regulations. III. Specialist positions

Passport and visa specialist

Job responsibilities. Keeps records of primary information, makes changes to passport and registration records about citizens of the Russian Federation who have received foreign passports or documents replacing them, who have lost or acquired citizenship of the Russian Federation by decree of the President of the Russian Federation or otherwise, as well as those who arrived in the country (as in visa-free and visa-free) foreign citizens and stateless persons, their movement and emergencies that happened to them. Prepares information at the request of state authorities of the Russian Federation, as well as domestic and foreign law enforcement agencies. Fills out accounting documents for received materials, including those from abroad. Controls incoming documents. Controls the procedure for placing information in the filing cabinet of accounting documentation and withdrawing documents that have lost their value. Job responsibilities. Carries out the formation of address and reference information on the basis of address sheets of arrival (departure) coming from the structural subdivisions of the territorial bodies of the Federal Migration Service, compiled during registration and deregistration of citizens at the place of stay or at the place of residence within the Russian Federation. Carries out the issuance of an identity document, in accordance with the administrative-territorial division, in connection with the change of name locality, streets, house numbers, apartments and other cases provided for by regulatory legal acts, as well as questionnaires for citizens temporarily residing in hotels, sanatoriums, rest houses, boarding houses, campsites, tourist camps, and other similar organizations submitted by administrations specified organizations.
