The wages of managers, specialists and other employees are based on the qualification directory of the positions of managers, specialists and other employees.

Qualification guide positions of managers, specialists and other employees this is a regulatory document developed by the Institute of Labor and approved by the Decree of the Ministry of Labor of Russia dated August 21, 1998 No. 37. It is recommended for use at enterprises of various sectors of the economy, regardless of their organizational and legal forms and forms of ownership in order to ensure the correct selection, placement and use of personnel.

The Qualification Handbook consists of two sections:

the first section - industry-wide qualification characteristics of the positions of employees employed at enterprises, institutions and organizations (primarily manufacturing industries economy, including those in budget financing);

the second section is the qualification characteristics of the positions of employees employed in research institutions, design and survey organizations, as well as editorial and publishing divisions.

The Qualifications are divided into three sections:

Job responsibilities;

Must know;

Qualification requirements.

In the "Responsibilities" section, labor functions employees.

The "Must Know" section contains the basic requirements for the special and methodological knowledge of employees.

The section "Qualification requirements" defines the levels of professional training of employees in accordance with the Law of the Russian Federation "On Education" dated July 10, 1992 No. 3266-1 with subsequent changes and additions.

The directory contains the characteristics of the positions of three categories of employees:

Heads;

Specialists;

Other employees (technical specialists).

The assignment of employees to a particular category is carried out depending on the nature of the predominantly performed work:

Organizational and administrative;

Analytical and constructive;

Information and technical.

The job titles of employees are established in accordance with All-Russian classifier professions of workers, positions of employees and tariff categories OK-016-94 (OKPDTR), put into effect on January 1, 1996, according to three characteristics:

For example, the position of "economist by labor" provides for the following names of intra-position qualification categorization for wages:

The qualification category reflects the degree of actual qualification of a specialist, his business qualities ability to work independently and creatively. The qualification category is assigned to each specialist personally.

Based on the qualification directory at the enterprise:

1) job descriptions are developed, which fix the rights, duties and responsibilities of the performer;

2) provisions are drawn up on structural divisions;

3) selection and placement of personnel;

4) control over the correct use of employees in accordance with the specialty and qualifications;

5) certification of managers and specialists is carried out.

Job responsibilities. Provides maintenance and proper condition in accordance with the rules and regulations of industrial sanitation and fire protection of buildings and premises in which the divisions of the enterprise, institutions, organizations are located, as well as monitoring the health of equipment (elevators, lighting, heating, ventilation systems, etc.) . Participates in the development of plans for current and major repairs of fixed assets (buildings, water supply systems, air ducts and other structures), the preparation of estimates of household expenses. Organizes the repair of premises, monitors the quality of the repair work. Provides subdivisions of the enterprise, institutions, organizations with furniture, household equipment, mechanization of engineering and managerial work, monitors their safety and timely repairs. Organizes the execution of the necessary documents for the conclusion of contracts for the provision of services, receipt and storage of office supplies, necessary household materials, equipment and inventory, provides structural units with them, as well as keeping records of their spending and compiling established reports. Controls the rational use of materials and funds allocated for economic purposes. Organizes the reception, registration and necessary services for delegations and persons arriving on business trips. Supervises works on landscaping, landscaping and cleaning of the territory, festive decoration of facades of buildings, walkways. Organizes economic services for meetings, conferences, seminars and other events. Performs work on the organization of timekeeping, rational nutrition of employees during lunch breaks, scheduling vacations and working hours. Must know: resolutions, orders, orders, other governing and regulatory documents of higher authorities related to administrative and economic services; the structure of the enterprise, institution, organization and prospects for its development; the procedure for maintaining time records; means of communication, computer and organizational equipment; the procedure and terms for reporting; means of mechanization of manual labor; the procedure for acquiring equipment, furniture, inventory, stationery and processing payments for services; fundamentals of economics, labor organization, production and management; basics labor law; internal labor regulations; labor protection rules and regulations.

Qualification requirements. Higher professional education and work experience in the specialty for at least 2 years or secondary professional education and at least 5 years of professional experience.

  1. The qualification directory of positions of managers, specialists and other employees of electric power industry organizations (hereinafter referred to as the Directory) is intended to address issues of rational division of labor, proper selection and placement of personnel and other issues related to regulation labor relations employees of power industry organizations.
  2. The Directory was based on the names of the basic positions contained in the All-Russian Classifier of Professions of Workers, Positions of Employees and Wage Levels (OKPDTR), approved by the Decree of the State Standard of Russia dated December 26, 1994 No. 367 and put into effect on January 1, 1996. The Directory was developed in accordance with with the accepted classification of employees: managers, specialists and other employees. Compound qualification characteristics for each of these categories of employees is given in alphabetical order of job titles. An exception to this rule is that the qualifications for the two positions of managers - director ( CEO) electric power industry organizations and the director (general director) of the energy sales organization are given at the beginning of section 1 “Managers” of this Handbook in accordance with their higher hierarchical level in relation to other positions of managers.
  3. The job titles of employees whose qualifications are included in the Directory basically correspond to the basic job titles contained in OKPDTR. The exception is the qualification characteristics for two positions, the names of which are not in OKPDTR - a team engineer for commissioning and testing, improving the technology of operating equipment of power plants and networks (including a senior one) and the chief engineer-inspector of the territorial center of departmental energy supervision. These positions, despite the absence of their names in the current classifiers, for a long time (more than 20 years) are included in staffing tables energy organizations, and the legal institution of these positions is regulated by industry normative documents. Therefore, when forming the nomenclature of positions of employees of the sectoral qualification directory, a decision was made on the expediency of including the qualification characteristics of these positions in it. The names of positions in the Directory indicate the specialization of employees by type of activity (calculations and modes, operation and repair, adjustment and testing, technical audit, sales of energy, etc.), objects to which their activities are directed (high-voltage lines, electrical substations, equipment for dispatching and technological control, etc.). The title of some positions also indicates the type of energy organization (power plant, networks, integrated dispatch control, etc.) covered by the Handbook.
  4. For the positions of engineers, economists, technicians and other specialists within the same qualification characteristic, intra-position qualification categorization is provided. Qualification categories for a particular employee are established by managers (employers) based on recommendations attestation commission. When assigning a qualification category to a specialist, the nature and complexity of the work performed by him, the degree of independence of the employee in the performance of his duties and the level of responsibility for the correctness of his decisions, as well as the required level of his qualifications (by education and work experience in the specialty) are taken into account.
  5. The Directory does not include the qualification characteristics of secondary positions - deputy heads of energy organizations and their structural divisions, as well as leading specialists. The duties of deputy heads, the requirements for their knowledge and skill level are determined on the basis of the qualification characteristics contained in the Handbook for the corresponding basic positions. The job responsibilities of the “leaders” are established on the basis of the qualification characteristics of the respective positions of specialists. In addition, they are entrusted with the functions of a manager and a responsible executor of work in one of the areas of activity of the organization or its structural divisions, or responsibilities for coordination and methodological leadership of groups of performers created in departments (bureaus) taking into account the rational division of labor in specific organizational and technical conditions. The requirements for the required work experience are increased by 2-3 years compared to those provided for specialists of the first qualification category.
  6. In addition to the qualification characteristics that apply to all heads of production services and workshops (regardless of the specialization of departments), the Directory also includes the qualification characteristics of the positions of heads of some specific production services, in particular: head of the central dispatch service of the regional, unified dispatch control, head of the operational dispatch services of electrical (thermal) networks. Qualification characteristics of positions of managers, specialists and employees whose names do not indicate a specific type of organization, for example: head of a production laboratory (including central) of an electric power industry organization, statistician on technical and economic indicators of an electric power industry organization - apply to positions corresponding to the specialization indicated in their name for all types of energy organizations. The qualification characteristics of the shift supervisor of a power plant and the shift supervisor of a power plant shop are the same for all types of power plants (thermal and hydraulic) and all power plant shops.
  7. The qualification characteristics of each position contain three sections. The section “Responsibilities” lists the main functions assigned to this position and the work related to their implementation, which are fully or partially performed by the employee holding this position. The “Must Know” section contains the basic requirements for an employee regarding knowledge of laws and other regulatory legal acts, regulations, rules and instructions, other guidance documents, as well as special knowledge of the principles of work and schemes of equipment, organization of production and management, methods and means that the employee must use in the performance of official duties. The Qualification Requirements section defines: the level of professional training of employees required to perform their job duties, and the requirements for work experience. The level of required professional training of managers, specialists and other employees - secondary (complete) general or higher vocational, secondary vocational education is given in accordance with the Law Russian Federation“On Education” (Bulletin of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 30, item 1797; Collection of Legislation of the Russian Federation, 1996, No. 3, item 150). For some positions (foreman of the repair site power equipment, buildings and structures (including the senior one), dispatcher of the regional, joint dispatching control (including the senior one), brigade engineer for commissioning and testing, improving the technology of operating equipment of power plants and networks (including the senior one), labor protection inspector of the electric power industry organization (including the senior one) , an energy sales agent (including a senior one), qualification requirements are defined both for the positions of a foreman, dispatcher, inspector, agent, and for the positions of a senior foreman, senior dispatcher, etc.
  8. The qualification characteristics provide a list of the main, most frequently performed work characteristic of the specified positions, based on the nature of the division and cooperation of labor of electric power organizations that has developed to date. In the process of further improvement of the organization of labor and management, as well as the introduction of the latest tools of the ACS software and hardware complex and in the implementation of other measures aimed at improving the efficiency of organizations energy complex, it is possible to expand the range of responsibilities or redistribute the job responsibilities given in the qualification characteristics of the Directory between several positions. In these cases, a particular employee may be entrusted with the performance of some part of the duties assigned by the Directory to other positions, or assigning to him only a part of the duties listed in the qualification description of his position.
  9. Qualification characteristics can be used as normative legal documents of direct action or serve as the basis for the development of internal organizational and administrative documents ( job descriptions, regulations on structural divisions, regulations on managers and officials, employment contracts) taking into account the specifics of the conditions of production, organization of labor and management of specific organizations of the electric power industry. When developing job descriptions and regulations, it is allowed to clarify the lists of duties, which is associated with the need to link the content of industry characteristics to the existing organizational and technical conditions of a particular organization.

The unified qualification directory of positions of managers, specialists and employees is designed to address issues related to the regulation of labor relations, ensuring effective system personnel management of organizations regardless of the form of ownership and organizational and legal forms of activity.

The Unified Qualification Directory for the positions of managers, specialists and employees has been developed in accordance with the accepted classification of employees' positions into three categories: managers, specialists and employees. The assignment of positions to the appropriate category is carried out depending on the nature of the predominantly performed work that constitutes the content of the employee's work (organizational-administrative, analytical-constructive, information-technical).

The Unified Qualification Directory for the positions of managers, specialists and employees contains qualification characteristics for the positions of managers, specialists and employees, grouped into sections by type of economic activity.

The qualification characteristics of the positions of managers, specialists and employees are designed to promote the correct selection and placement of personnel, improve their business skills, rational division of labor, create an effective mechanism for delimiting functions, powers and responsibilities between these categories of employees, as well as establish common approaches in determining their job responsibilities and their qualification requirements.

The qualification characteristics of each position consist of three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The "Job Responsibilities" section of the qualification characteristics contains a list of the main functions that can be entrusted in whole or in part to the employee holding this position.

If necessary official duties, contained in the qualification characteristics, can be distributed among several performers. In the process of improving the organization of labor, introducing technical means, carrying out measures to increase the volume of work performed, it is possible to expand the range of duties of the employee in comparison with the duties established by the relevant qualification characteristics. An employee may be entrusted with the performance of official duties stipulated by the qualification characteristics of other positions, related in content to work, equal in complexity, the performance of which does not require a different specialty, qualification, or change in job title.


The "Must Know" section contains the basic requirements for an employee with regard to special knowledge, as well as knowledge of regulatory legal acts, methods and means that an employee must be able to apply in the performance of job duties.

The "Qualification Requirements" section determines the level of professional training of the employee necessary to perform the duties assigned to him, and the required length of service.

Qualification characteristics serve as the basis for the development of job descriptions containing specific list official duties of employees, taking into account the peculiarities of the organization of production, labor and management, their rights and responsibilities.

The qualification characteristics of the positions of deputy heads were not developed, since their job responsibilities, knowledge and qualification requirements are determined on the basis of the requirements contained in the characteristics of the respective positions of managers.

Compliance of the actually performed duties and qualifications of employees with the requirements of qualification characteristics is determined by the certification commission of the organization.

Persons who do not have special training or work experience specified in the "Qualification Requirements" section, but who have sufficient practical experience and who perform their official duties qualitatively and in full, on the recommendation of the attestation commission, as an exception, may be appointed to relevant positions as well as persons with special training and work experience.
