1. The qualification directory of positions of managers, specialists and other employees (technical performers) is intended to address issues related to regulation labor relations, providing effective system personnel management at enterprises * (1), in institutions and organizations of various sectors of the economy, regardless of ownership and organizational and legal forms of activity.

Qualification characteristics, included in this issue of the Directory, are regulatory documents designed to justify the rational division and organization of labor, the correct selection, placement and use of personnel, ensuring unity in determining the duties of employees and the qualification requirements for them, as well as decisions made on compliance with the positions held when conducting certification of managers and specialists.

2. The construction of the Directory is based on the job description, since the requirements for the qualifications of employees are determined by their job responsibilities, which, in turn, determine the names of the positions.

The directory was developed in accordance with the accepted classification of employees into three categories: managers, specialists and other employees (technical performers). The assignment of employees to categories is carried out depending on the nature of the predominantly performed work that makes up the content of the worker's work (organizational-administrative, analytical-constructive, information-technical).

The names of the positions of employees, the qualification characteristics of which are included in the Directory, are established in accordance with the All-Russian Classifier of Occupations of Workers, Positions of Employees and tariff categories OK-016-94 (OKPDTR), put into effect on January 1, 1996

3. The qualification guide contains two sections. The first section provides qualification characteristics of industry-wide positions of managers, specialists and other employees (technical performers), which are widespread in enterprises, institutions and organizations, primarily manufacturing industries economy, including those in budget financing. The second section contains the qualification characteristics of the positions of employees employed in research institutions, design, technological, design and survey organizations, as well as editorial and publishing departments.

4. 5. Qualification characteristics of each position has three sections.

The section "Responsibilities" sets out the main labor functions, which can be entrusted in whole or in part to an employee holding this position taking into account the technological homogeneity and interconnectedness of work, allowing for the optimal specialization of employees.

The issue of the distribution of duties of deputy heads of enterprises, institutions and organizations is decided on the basis of internal organizational and administrative documents.

The use of the official title "senior" is possible provided that the employee, along with the fulfillment of the duties stipulated by the position held, manages the executors subordinate to him. The position of "senior" may be established as an exception and in the absence of performers in the direct subordination of the employee, if he is assigned the functions of managing an independent area of ​​work. As an exception, the employer has the right to assign a higher qualification category to a specialist, also taking into account the development and implementation of effective measures for saving and rational use of fuel, energy and material resources. At the same time, the conditions, the procedure for assigning qualification categories on this basis, as well as the criteria for evaluating the effectiveness of these measures are provided for in the organization independently.

For the position
- an economist is appointed a person who has a higher professional (economic, engineering and economic) education without presenting requirements for work experience or secondary specialized (economic) education and work experience in the position of a technician of the I qualification category for at least 3 years or in other positions replaced by specialists with secondary special (economic) education, at least 5 years;
- an economist of the II qualification category is appointed a person who has a higher professional (economic, engineering and economic) education and work experience in the position of an economist or in other engineering and economic positions, replaced by specialists with a higher professional (economic, engineering and economic) education, at least 3 years;
- an economist of the 1st qualification category is appointed a person who has a higher professional (economic, engineering and economic) education and work experience as an economist of the 2nd qualification category for at least 3 years.

Economist

Job responsibilities. Carries out work on the implementation of the economic activity of the enterprise, aimed at increasing the efficiency and profitability of production, the quality of manufactured products and the development of new types of products, achieving high final results with the optimal use of material, labor and financial resources. Prepares initial data for drawing up projects of economic, financial, industrial and commercial activities (business plans) of the enterprise in order to ensure growth in sales volumes and increase profits. Performs calculations for material, labor and financial costs necessary for the production and sale of products, the development of new types of products, advanced technology and technology. Carries out an economic analysis of the economic activity of the enterprise and its divisions, identifies production reserves, develops measures to ensure a savings regime, increase the profitability of production, the competitiveness of products, labor productivity, reduce production and sales costs, eliminate losses and unproductive costs, as well as identify opportunities additional output. Determines the economic efficiency of the organization of labor and production, the introduction of new equipment and technology, rationalization proposals and inventions. Participates in the review of the developed production and economic plans, carrying out work on resource saving, in the introduction and improvement of on-farm accounting, the improvement of progressive forms of labor organization and management, as well as planning and accounting documentation. Prepares materials for the conclusion of contracts, monitors the deadlines for the fulfillment of contractual obligations. Carries out control over the progress of the implementation of planned targets for the enterprise and its divisions, the use of on-farm reserves. Participates in conducting marketing research and forecasting the development of production. Performs work related to non-routine settlements and control over the correctness of settlement operations. Keeps records of economic indicators of the results of production activities of the enterprise and its divisions, as well as records of concluded contracts. Prepares periodic reports in a timely manner. Performs work on the formation, maintenance and storage of a database of economic information, makes changes to reference and regulatory information used in data processing. Participates in the formation of the economic formulation of problems or their individual stages, solved with the help of computer technology, determines the possibility of using ready-made projects, algorithms, application packages that allow you to create economically sound systems for processing economic information.

Qualification requirements.

Category II economist: higher professional (economic) education and work experience in the position of an economist or other engineering and technical positions filled by specialists with higher professional education, at least 3 years.

Economist: higher vocational (economic) education with no requirements for work experience or secondary vocational (economic) education and at least 3 years of experience as a technician of category I or at least 5 years in other positions filled by specialists with secondary vocational education.
