5 General provisions


    1. OST objects are subject to protection against lightning strike, its secondary manifestations and static electricity in accordance with RD-91.020.00-KTN-276-07, RD-91.020.00-KTN-259-10, SO 153-34.21.122-2003, RD 34.21.122-87.

    2. The operation of the KSZ must be carried out in accordance with the requirements of the PUE, PTEEP, RD 153-39.4-056-00, RD-29.020.00-KTN-087-10, regulations of Rostekhnadzor and this document.

6 Requirements for CVD from exposure to hazardous factors of lightning, static electricity and sparking

6.1 General


      1. Protection of buildings, structures, equipment, apparatus and other objects must be carried out in accordance with design decisions. Any deviation from the design documentation during construction or reconstruction must be agreed with the design institute and included in the executive documentation.

      2. During operation, the state of the KSZ should be maintained in accordance with the as-built documentation, changes are allowed only in terms of improving the electrical parameters (driving additional ground electrodes, laying additional ground lines). at OAO AK Transneft

(PSP, RNU, OAO MN, OAO AK Transneft).

1. General provisions, the purpose of the regulation.

1.1. This Regulation establishes single order conducting commodity and commercial operations in OAO AK Transneft from the level of PSP, PSN, NPS, LPDS (hereinafter referred to as PSP), regional oil pipeline department or main oil pipeline department (RNU or UMN, hereinafter RNU), joint-stock companies of main oil pipelines (hereinafter OAO MN ) to OAO AK Transneft. If there is no RNU in the structure of OAO MN, read instead of RNU - LPDS.

1.2. The Regulation defines the duties and responsibilities of the personnel of the divisions of OAO MN and OAO AK Transneft in accordance with staff structure divisions for the provision and conduct of commodity-commercial operations, the procedure for interaction of commodity-commercial services.

The requirements of this regulation are distributed by responsibilities structural departments and services of OAO MN, OAO AK Transneft.

1.3. The regulation was developed on the basis of and taking into account the requirements of existing regulatory documents:

· Instructions for accounting for oil during its transportation through the system of main oil pipelines of OAO AK Transneft, approved by the State Standard of the Russian Federation, registered by FSUE VNIIMS on August 28, 2001, registration code FR.1.28.2001.00274 (1).

Creation idea electronic archive was born in the bowels of Transneft Finance LLC back in 2012. Too much trouble was delivered to financiers by working with paper documents. It took from a day to a week to find them and form collections for various regulatory authorities.

- We took the ideas of colleagues as a basis, but offered a slightly different option, more advanced from our point of view, - says the head of the automation department production activities Department information technologies OAO AK Transneft Sergey Prokin . - Our proposal was not just to create an electronic storage of primary accounting documents, but to integrate it with the accounting system.

The pilot project for the creation of a corporate electronic archive was decided to be implemented on the basis of OJSC North-Western Trunk Oil Pipelines (SZMN) and in its service branch of LLC Transneft Finance in Kazan. After a preliminary examination in the Administration Office of the SZMN and in the regional oil pipeline departments (RNU), it became clear that some organizational changes are necessary for the smooth functioning of the CIS EHD. Appeared separate division- Department of operational support (LLC), which was entrusted with all the work of scanning, verifying and archiving documents.

- The signed accounting document is transferred to the LLC and after certain actions (assignment of a barcode, scanning, verification) enters the CIS EHD, - explains Prokin. - The paper original remains in the archive maintained by the LLC, and all further work goes with the electronic image of the document. Accountants practically do not see paper documents, except for those that, according to the regulations, require the signature of Transneft Finance specialists.

YOU GET USED TO THE GOOD

Breaking the established scheme of work is always difficult - whatever it may be, a person gets used to it and is ambiguous about the new. KIS EHD is no exception in this sense.

At the first stage, people were wary of innovation, but as the system began to advance, attitudes changed in better side- says Sergey Prokin.

The implementation of CIS EHD took place from November 2012 to April 2013, and its trial operation began in May last year. It was divided into two stages: the first - the Administration Office of the SZMN, Kazan and Udmurt RNU, the second - Almetyevsk, Romashkino and Perm RNU. According to Prokin, as part of the trial operation, the employees got used to the operation of the system, formulated some additional requirements for it that were not originally provided for in the project, and the developers eliminated individual errors. The variant of integration of CIS EHD with the accounting system "Galaktika" offered by the department also justified itself.

This made it possible to automatically fill in some of the attributes in the accounting system based on the recognized scanned images of documents, - explains the project manager of the contractor for the development and implementation of CIS EHD. - Now it is possible to view scanned images of documents directly in the accounting system interface, the possibility of mass processing of scanned images of documents (printing / uploading) from the accounting system.

The electronic archive of primary financial documentation associated with the accounting system has greatly simplified the search required documents both for use in daily work, and for provision at the request of regulatory authorities.

THERE IS SUCCESS

The system was put into commercial operation on November 25, 2013, but since August almost all source documents already passed through CIS EHD. The introduction of the new solution has changed the main business processes of the enterprise in working with financial documentation: from receiving primary accounting documents from counterparties, processing them and entering information into the accounting system to filing primary accounting documents into files and transferring completed files for permanent storage in the archive. The time it takes to find the right documents has also been reduced.

- We have a reliable technology for entering, processing and storing documents, - states the head of the information technology department of the SZMN Airat Sadreev. - Now we can scan and send primary documents for processing directly to remote sites, which will reduce the cost of physical delivery of documents.
- We are now receiving requests from SZMN to optimize their paper flows financial documents- says Sergey Prokin. - After working with the system, employees come up with suggestions on how to optimize the circulation of papers at their places, in RNU, thus freeing people and reducing transportation costs. Today, this work is already underway, and as a result, the process will be seriously optimized.

EXIT TO CIRCULATION

The result obtained in SZMN left no doubt that the system must be replicated throughout the company. This is planned to be done in the near future, which will allow Transneft to create a single information space for entering, registering and storing financial documents, to minimize the labor costs of employees when preparing reports at the request of regulatory authorities, and to improve access to information.

Vostoknefteprovod LLC, Dalnefteprovod LLC, Chernomortransneft OJSC and Uralsibnefteprovod OJSC will be the first followers of SZMN in the implementation of ECD CIS. The companies plan to implement the project in these subsidiaries by the end of the year. According to a special scheme, the system will be implemented in the largest "daughter" - OAO "Sibnefteprovod". A full survey will be carried out there this year, and the system will be put into operation next year.

Also on next year it is planned to introduce CIS ECD in five more subsidiaries. According to representatives of the Department of Information Technologies of OAO AK Transneft, all the main enterprises of the company will be covered by the system as early as 2016. Then its phased introduction in small "daughters" will begin.

- KIS EHD is a universal product, it can be integrated into any accounting systems, this is Galaktika, 1C, and is now being implemented in SAP. All this will be additionally worked out, - says Sergey Prokin. - The system has prospects, and the process of its improvement will be constant. In general, new solutions will be standard, common for all subsidiaries. In other words, if an enterprise wishes to make a change in the system, then its necessity will be discussed first, and if it is proved, then the changes will affect all subsidiaries. That is, there will not be several versions of the system.

As part of the company's IT strategy, a decision was made to create a corporate archive in a broad sense.

- KIS EHD - the archive of financial documentation - is the first step towards the implementation of such a global approach, - notes Prokin. - Now, following the example of financial documents, the process of introducing an electronic archive system for technical documentation is underway: this is all design, executive and operational documentation. All these archives will be united by a single interface, and any document can be found, no matter where it is stored. This will ultimately allow the creation of a global archive where there is no need to store paper, where you can always find desired document, look at it, use it at work.
