Since then, the assembly plant has been fully owned by its Belarusian partner, the Minsk Tractor Plant, which has consolidated 100% of the company's shares, Konstantin Anisimov, general director of the joint venture, who was appointed this year to replace the former head Slesarenko, confirmed the information to Realnoe Vremya. According to the Spark-Interfax service, Trade House MTZ-ElAZ LLC was established with an authorized capital of 1.49 billion rubles. The main shareholder is JSC "Minsk Tractor Plant" - 51% of the shares. Since May of this year, 49% of the shares have been transferred to LLC Trading house MTZ-ElAZ.

After withdrawing from the authorized capital of the joint venture, PO "ElAZ" stopped the licensed assembly of Belarus tractors. As follows from the data on the company's website, today ElAZ is trying to jump from its usual agricultural segment into the class of road construction and special equipment, removing from their pages any mention of Belarusian tractors. The other shareholders are Cypriot Scelissel Trading Limited (25% of shares) and Bulak Investment LLC (25% of shares). In turn, this company is 50% owned by Tatindtrade LLC, co-owned by ex-deputy from the Republic of Tatarstan Khafiz Salikhov and his daughter Elmira, as well as Ramil Mavlyutov (each of them owns 4% of the company's shares).

Recall that the partnership with MTZ turned out to be the longest-playing assembly production for ElAZ, which pulled it out of a difficult financial position at the beginning of the noughties. Under the terms of the agreement, the joint venture was endowed with the functions of the general distributor of equipment in the Volga and Ural federal districts, and ElAZ, under the license of MTZ, assembled wheeled tractors, but only two brands - MTZ-82 and Belarus-1221. After 7 years of joint activity, a black cat ran between them like a black cat. MTZ decided to launch its own assembly of tractors at its facilities, but of more modern models and with more powerful engines, creating internal competition for ElAZ. Which of them sold more tractors is not known for certain. But in response, the Yelabuga Automobile Plant began to gradually "leave" the assembly of special equipment. Every year, the “MTZ tractor program” at YelAZ slowly faded away, and its general director Kamil Galimov repeatedly stated that the Russian market was “overstocked”, although he did not cease to negotiate in parallel with the Russian concern Tractor Plants on establishing tractor assembly. With the exit from the capital of TD MTZ-ElAZ, the automobile plant finally abandoned the struggle for agricultural orders for the supply of tractors.

Belarusian "TD MTZ-ElAZ" could not conclude a single contract for the sale of its equipment to Tatarstan agricultural producers. Information about this was confirmed by the leadership of the Ministry of Agriculture of the Republic of Tatarstan and a subsidiary of MTZ. When asked about the reasons for the failure of sales, the head of the company answered with a counter question: “And I want to ask the Ministry of Agriculture and Food of the Republic of Tatarstan. This year, the Ministry of Agriculture of Tatarstan for the first time launched a "tractor program" to upgrade the fleet of agricultural machinery with high-performance tractors with a capacity of 300 hp or more. According to Tagirzyanov, this unprecedented measure of support for the villagers was an addition to the main republican program for the technological re-equipment of agricultural and processing enterprises. Under this program, all agricultural machinery and equipment, self-propelled machinery, trucks, equipment for animal husbandry and processing of agricultural products are subsidized. Required condition: the equipment must be manufactured in the Russian Federation, and the buyer must pay its full cost (then 40% without VAT is reimbursed from the budget of the Republic of Tatarstan). “This year, the total amount of subsidies for the reimbursement of equipment amounted to 1.7 billion rubles. If someone believes that the Ministry of Agriculture of the Republic of Tatarstan is allegedly lobbying for the promotion of certain brands of agricultural machinery, imposing certain purchases on them, I will answer that this is not so! There is no list of recommended manufacturers, there are no lists or registers. Tractors purchased from any Russian manufacturers are subsidized under the republican program. If we established a list, we would have to announce some criteria for choosing a manufacturer in order to comply with antitrust laws, - says the deputy minister. - According to the tractor program, exactly half of the cost is subsidized, i.e. 50% with VAT, while the tractor must be Russian, with a power of 300 hp or more. This is how competition works: they buy the equipment from which better price and quality. The mechanism for subsidizing purchases is fully determined by the Resolution of the Cabinet of Ministers 78 of February 10, 2017 “On measures state support agro-industrial complex in 2017 at the expense of the budget of the Republic of Tatarstan”.

According to the deputy minister, farms annually purchase over 300 tractors of various brands, where the lion's share (50%) is made up of Minsk tractors MTZ-1221 and MTZ-82. “But now the farms have given preference to the K-744 tractors of the Kirovets St. Petersburg Tractor Plant (21 units), Buhler Versatile tractors (13 units) with a capacity of 375 hp. s, assembled by Rostselmash in Krasnodar (Rostselmash completely bought the Canadian tractor plant Buhler Versatile Inc), and also bought several Claas tractors assembled in Krasnodar, New Holland, assembled at the Chelny plant, as well as Baltiets and Agromaster tractors. Belarusian rate on Tatarstan subsidies

“What does it mean to create a cluster? This is to direct investment. But today in Russia there is no such legislative framework, which allows me to secure investments. The legislation of the Russian Federation is changing in the direction of tightening and supplementing technological redistribution. This leads to the fact that in order to receive subsidies and salvage fees, it is necessary to become a full-cycle plant for the production of tractor equipment, ”says a representative of Trade House MTZ-ElAZ.

According to him, there is a contradiction here. On the one hand, it is possible to purchase domestic components - engines, transmissions, but on the other hand, "if there is no clear volume, then how can I buy auto components?" “I can plan localization if there are clear and understandable volumes of equipment supplies,” he clarifies. - Then I can go to subcontractors and say: I want to buy 3,000 covers for the cab. How else can I order fuel equipment, filters, discs when I don’t know the volume of deliveries.” In a word, the Belarusian manufacturer is seeking guarantees from the Ministry of Agriculture of the Republic of Tatarstan for the sale of assembled equipment, otherwise it will be forced to curtail the assembly in Yelabuga.

“If the numbers show that the green light can be given to the business, it will be. But if the economy shows that for various reasons - waste collection, insufficient qualifications of workers in this territory, logistics - whatever, does not allow doing business, then it will not happen, no matter how much we want, ”said a source in the company. Meanwhile, in mid-October, MTZ General Director Fyodor Domotenko already announced that “the joint venture for the production of Belarus tractors in Tatarstan is planned to be merged with production in the Vologda Region into a single assembly plant”, however, he did not disclose their location. “Belarus and Russia are studying the possibility of organizing joint exports to third countries of Belarus tractors manufactured in Cherepovets, Vologda region,” BelTA reported from the Interregional Council for Cooperation with Foreign Participation in Vologda. MTZ - BY COUNTRIES AND CONTINENTS

Over its 70-year history, the Minsk Tractor Plant has gained fame as one of the world's leading manufacturers of agricultural machinery. According to the specialist, following the results of the past year, the plant produced 28411 "Belarus" tractors, which is almost 90 percent of the volume of wheeled tractors produced in the territory. former Union. In Russia, which is traditionally the largest exporter for MTZ, 75 percent of the tractor fleet consists of equipment of our brand. And in the current situation, the company managed to maintain its share in this market.

Starting from 1955, namely this year, it became the starting point for export deliveries of factory products, for example, 130 thousand tractors left for Pakistan, 115 thousand for Hungary, 41.7 thousand for Poland, 40.7 thousand for Egypt, and Cuba - 33 thousand, to Serbia - 23 thousand. Over the past ten years alone, MTZ has exported 505,000 Belarusians for a total of $7.7 billion. The geography of supplies for this period includes 100 countries.

In particular, last year the enterprise sent 26,000 tractors abroad, Yury Pototurko specified. AT total volume production, the share of supplies of equipment outside the republic left 97.5 percent.

Given the export orientation of its products, MTZ has a wide distribution network abroad. Today it has 99 organizations, with 67 SCC entities operating in non-CIS countries, 14 in Russia, and 32 in other Commonwealth states. In particular, 12 assembly plants of "Belarus" operate abroad.

Describing the current state of affairs, Yuriy Pototurko focused on the positive trends in export development noted in this year. Over the four months of 2016, compared to the same period last year, deliveries abroad increased by 7 percent as a whole. In particular, exports to non-CIS countries grew by 10 percent, to the CIS and Ukraine - by 40 percent. According to the expert, success is observed primarily where the subjects of the commodity distribution network act taking into account the interests of MTZ and in conjunction with it. By the way, once again summing up the results of this joint activity, informing our trading partners about new promising developments in order to create a unified picture of the innovative capabilities of the manufacturer of equipment, the promotion and sale of which is carried out by the subjects of the TPN, was the main goal of the forum held on May 27.

As examples of the most successful cooperation, Yuri Pototurko singled out the work of Belarus-Agropanonka in Serbia. A controlling stake in this company - 51 percent - belongs to MTZ.

Since 2010, the company has delivered about 4,000 tractors to the Serbian market. Also, Belarus-Tractor, a 100 percent-owned MTZ company in Hungary, was named among the best, which sold 6,000 pieces of equipment over five years.

The Acting Marketing Director also noted the intensification of cooperation with the Cuban side, which was done within the framework of the 534th Decree of the head of our state and with the use of credit funds from the Development Bank of the Republic of Belarus. He clarified that at present the enterprise has begun shipping products to the Island of Freedom under a new contract worth $5 million.

While voicing plans for work in the markets of the CIS countries, and in particular in Russia, Yuri Pototurko announced the upcoming restructuring of the commodity distribution network operating in the neighboring state. The new solution should help increase MTZ's sphere of influence in the Russian market.

He noted that by producing a wide range of "Belarus" the company takes into account the peculiarities of the operation of tractors in various regions of the world and already today offers consumers machines with a capacity of 5 to 350 horsepower, and in the short term - 450 horsepower. At the same time, a different technical level of tractors is also provided - from simplified to high-tech, special modifications and aggregated with a wide range of agricultural implements. Andrei Stasilevich announced the main directions for the development of the existing model range tractors and the creation of new "Belarus", which are reflected in the concept adopted at the enterprise. Among these vectors are the transition to intensive technologies, the solution of environmental aspects, the further improvement of the working conditions of the operator and the improvement of products in general.

VISION 2030: STRATEGY AND TACTICS

To solve these problems, it is planned to carry out a phased modernization of existing industries, including procurement, thermal and mechanical assembly. Planned implementation innovative technologies will allow by 2030 to increase the volume of production of tractors in general at the enterprises of the holding up to 50 thousand per year. At the same time, in the light of the decision to increase the share of energy-saturated equipment in the total volume of tractor production, the enterprise is faced with the task of reorienting the available capacities mainly to the production of "Belarus" in 120-350 "horses" and more. At the first stage - by 2025 - it is planned to increase this share to 60 percent, by 2030 - to 70 percent.

In addition, as Alexander Lebedev noted, taking into account one of the directions in the development of tractor equipment, which involves the transition to the production of hydromechanical transmission, serious work is also ahead to modernize production, and in all technological stages. The specialist also announced a number of other projects planned for implementation, aimed at improving the quality of products, their further improvement, and increasing the energy efficiency of production. He clarified that today at all the plants that are part of the holding, the relevant business plans have been developed and adopted for execution.

In the light of the emerging trend in the development of the production of spare parts, the enterprise has already prepared and architectural project construction of a logistics complex for the shipment of spare parts and tractor kits. SUMMING UP

In the final part of the conference, the floor for speeches, as expected by the program, was given to honored guests - representatives of enterprises and scientific organizations cooperating with the Minsk Tractor Plant, as well as subjects of the TPS abroad. It was about the future prospects of "Belarus-3023" with an electromechanical transmission, created by MTZ together with Ruselprom LLC, about current trends in tractor hydraulics and electronics, including new Bosch Rexroth components, as well as modern systems fuel supply and service diagnostics of diesel engines.

Sergei Poddubko, General Director of the Joint Institute of Mechanical Engineering of the National Academy of Sciences of Belarus, spoke about cooperation with MTZ in the field of creating competitive tractor equipment. The results of joint activities with MTZ in the field of the implementation of "Belarus", or rather, the success of this activity, were reported by the General Director of Belarus-Agropanonka LLC in Serbia Dragoljub Shvonya and the General Director trading house"MTZ-Stavropol" Petr Chirva.

Summing up the results of the conference, it is impossible not to note, perhaps, the most important thing that was repeatedly heard from the lips of speakers and guests in the hall. This is an opportunity for an open dialogue between a manufacturer of equipment and its trading partners, a mutual desire to jointly solve emerging problems and, despite the difficult economic situation, move forward.

- Our company has been cooperating with the Minsk Tractor Plant for several years. The French market is very demanding, there are different manufacturers, environmental requirements for tractors are being tightened, and today we and MTZ have something to work on in this direction. The conference is an excellent opportunity to really assess the situation and learn about the prospects for the development of Belarus brand tractors, including the intensification of activities to bring machines with engines that meet the 4th stage of EU requirements to the European market. It should be noted that close cooperation has been established between our company and the enterprise, which contributes to well-coordinated work and overcoming the difficulties that arise. For our part, we are ready to provide feedback and participate together with the plant in the promotion of "Belarus" in France.

- Participation in the conference made it possible to hear about new directions that MTZ is developing, to find out how the enterprise lives and what are the prospects further development. New developments were of particular interest to us. Today it is necessary to offer newer equipment that is in demand on the Western market, and we had the opportunity to see these prospects. In general, with regard to the current situation on the world market, we are satisfied with the results of our joint work. According to the results of 2015, sales of Belaruss in the Czech Republic increased by more than 10 percent. We continue to maintain our share in this market. It is about 3.5-4 percent, and given that the Czech Republic has its own powerful tractor manufacturer, this is a worthy result. In addition, there are successes in the promotion of energy-saturated MTZ equipment. Last year, we sold three 2022 model tractors and the same number of 1523 model machines. This year - one "Belarus-2022". The 952nd and 320th MTZ tractors are still the most popular on the Czech market. At the same time, the scope of activities has expanded. Thanks to the certification of "Belarus" 132 and 152, which we carried out in the Czech Republic together with the Smorgon Aggregate Plant, there was a noticeable increase in sales of mini-equipment. If in 2015 six of the mentioned "Belarus" were sold, then in four months of 2016 - already 12.

- On the basis of our company, an assembly plant "Belarus" was created. Currently, MTZ equipment is in demand in the Romanian sales market and continues to gain popularity. Then I first came to Belarus and immediately felt a very warm welcome, including from the manufacturer of "Belarus". During this time, about 18 thousand MTZ tractors were sold in Serbia. In 1998, "Agropanonka" became the official representative of the plant, and in 2008, a joint company "Belarus-Agropanonka" was established, which served for even closer cooperation. The organization in 2010 of the assembly production of MTZ tractors in Novi Sad became a landmark event and made it possible to move even further in joint activities. Today we have no unresolved issues, and there is confidence that MTZ can always count on help and support.

- Our company today is the largest cargo terminal Russian Federation. When servicing aircraft at Sheremetyevo Airport, we successfully use Belarus tractors. These are reliable machines, easy to operate, inexpensive. There is the only so-called minus - the requirements of airports for the dimensions of equipment. "Belarusians" by these standards are too big. At the same time, the tractor of the 82nd model, for example, can tow loads weighing up to 40 tons, which cannot be done by any analogue designed to work in air ports. We have been working with MTZ since 1992. Today there are 78 "Belarusians" in our park. We are currently negotiating with MTZ to reduce the dimensions of tractors. Just recently, we managed to resolve this issue with the designers, and we were supplied with "Belarus-952", which was specially made in a "smaller stature". The preservation of labor collectives in difficult economic conditions is one of the main tasks of the management of enterprises. This was stated by President of Belarus Alexander Lukashenko on May 15 during his visit to the Minsk Tractor Works OJSC.

“We will keep labor collectives, but we will support only those who want to work,” the Head of State said. “Even more powerful competition is ahead. Therefore, slobs, parasites, alcoholics and crooks in labor collectives have nothing to do.”

Alexander Lukashenko stated that the situation in the world is not simple, and world economy slow and difficult to recover. According to him, the main reason for what is happening in the Belarusian economy lies in external factors, including the situation on the Russian market, where about half of the products manufactured in Belarus are supplied. “MTW is still lucky, because you produce goods that people need. Without your equipment, it is impossible to feed and clothe a person,” the President noted.

At the same time, Alexander Lukashenko stressed that "one more reason for the existing problems cannot be discounted: our carelessness, mismanagement and disorganization." In this regard, the Head of State pointed out the need to reduce the cost of manufactured products. He called this problem number one. "If we don't cut costs and reduce the price of goods, we will never be rich," the Belarusian leader said.

During the visit to OAO MTZ, the President was informed about the financial and economic activities and development prospects. In particular, the management of the plant has a clear plan for the further development of the enterprises included in MTZ-Holding, plans for the modernization of manufactured equipment and the development of new promising product lines, a vision of prospects for its promotion to foreign markets, tactics to reduce the existing volumes of warehouse stocks. The President got acquainted with samples of equipment produced at the enterprise, including promising developments, and also examined the line of attachments manufactured by Amkodor OJSC. In addition, Alexander Lukashenko visited industrial premises tractor plant, got acquainted with modern technological processes.

Speaking about the state of affairs at the Minsk Tractor Plant following the visit to the enterprise, Alexander Lukashenko noted that he expected the worst. However, the reality turned out to be somewhat different. Despite the presence of a number of serious difficulties, the plant has a future. "The main thing is that you - your leaders from technologists to the general director - see the prospect of developing the plant for the next five years. And I'm sure that you will find the money you need for modernization in own production", the Head of State noted at a meeting with representatives of the enterprise's workforce.

The President also recalled that both MTZ and other enterprises receive natural gas at a price almost two times cheaper than in the West, and this is also an important competitive advantage. "This is probably not forever. Although we will try to make this component of the cost as low as possible. Otherwise, if you want to earn more, look at the cost from the on or off light bulb to modern machines. Without modernization, you can’t manage,” the Belarusian leader said.

“There will be no populism. But your plant has been, is and will always be in Belarus. This is a brand, the face of the country,” the President stressed.

Alexander Lukashenko also confirmed his previous statements that one can count on receiving budgetary support only for specific business plans, contracts and projects. “They won’t give money to anyone just like that. We need a result, a real plan,” he added. In the same vein, the task is set to diversify foreign sales markets, reduce dependence on supplies to the markets of traditional partners.

Along with this, the President demanded that the government take all necessary measures to protect domestic market from unjustified imports of those types of products that are produced in Belarus. "God forbid you if our enterprises buy (imported) tractors and other equipment that we produce this year," the President said.

Alexander Lukashenko did not rule out that the new modern models of equipment may have certain shortcomings. “But we must understand that we created all this on the march. We didn’t have it. We created all this in recent years. then the minuses... Minsk residents, I know, bought imported tractors for public utilities. Why? The plant (where domestic tractors are produced) is nearby. Well, some unit failed, so it will be repaired instantly."

Addressing the leadership of the government, Alexander Lukashenko stressed: "We are not members of the WTO, we owe nothing to anyone. Let's protect our domestic market, we won't give it to anyone. From an iron to a tractor and a car."

According to the Head of State, a special meeting on this topic is planned in the near future, where the government will report on the measures taken and report on the validity of this or that import.

"Otherwise, we have now opened the country: do what you want with us. This should not happen. We must protect, support and promote our own producers. This is the only way we diversify the markets," the Head of State added.

Alexander Lukashenko also instructed the government to take retaliatory measures in case of creating barriers to the export of Belarusian products to the West. "As for the West: they (representatives of Western countries) visit me, and I warned them. I want the government to implement this. We warned them: you closed yourself from us, we will close from you and see how you will be through the Baltic or Ukraine trade," the President said.

Alexander Lukashenko recalled that even in the face of Russia's imposition of retaliatory sanctions on a number of Western goods, Belarus did not stop cooperating with suppliers in the West.

During the visit to MTZ, they also discussed cooperation with China. As the Head of State was informed, the recent state visit of Chinese President Xi Jinping to Belarus, among other things, made it possible to resolve a number of issues in cooperation between MTZ and Chinese partners. "If after that you can't enter the Chinese market and work there, then we're worthless," the President noted.

Alexander Lukashenko stressed that Xi Jinping is a friend of Belarus and during the visit showed genuine interest in finding new areas for developing cooperation. “He gathered his people, gave specific tasks. There was only one goal - the Belarusians should be given a shoulder, because they never let them down. It was a milestone visit,” the Head of State said. “He left here and said: I never thought that Belarus such and that the visit will be so fruitful. The Chinese never say anything just like that."

According to the President, a big step has also been taken in the development of interregional relations between Belarus and China.

The head of state noted that the allocated concessional and commercial credit resources of the PRC will be directed not only to large projects throughout the country, but it is also planned to provide access to some of them to small businesses. “I want to give these loans to small businesses, to private traders. Let them take them, but to have iron guarantees of repayment. Today we need to quickly create an alternative economy so that private traders come and work. Let them develop,” the Belarusian leader said.

In general, Alexander Lukashenko noted that as a result of the visit, serious progress has been made in Belarusian-Chinese relations, which, among other things, will help to correct some problem areas in the Belarusian economy.

Speaking about social issues, the President said that with limited opportunities for wage growth in Belarus, control over pricing will remain. “In the absence of wage growth, we will try to balance so that the price does not overwhelm wages,” the Belarusian leader said.

"The main task in the country before the elections is that we should in no case engage in populism and catch up on wages," the Head of State stressed. "We need to maintain the level that has remained since last year."

“We will control pricing. Almost all prices depend on us. We see where they fall, where they rise. If import prices rise, then God bless him. The main thing is that prices for Belarusian-made goods do not rise,” Alexander said. Lukashenko.

At the same time, the Head of State stressed that in some cases price containment is unacceptable, as this will lead to the washing out of goods from retail. "But for many types we see and control prices," he said.

Speaking with representatives of the enterprise's labor collective, the President, in particular, said that "we will not move around the communal apartment as we used to."

As for the possibility of wage growth, Alexander Lukashenko stressed that it ultimately depends on the management of a particular enterprise. According to him, if financial opportunities allow, then it is always possible to additionally stimulate the work of specific specialists, who are important to keep for the further development of the enterprise. "Will you be in good plus- pay extra. But people need to be explained that today we need to invest money in modernization in order to implement these plans by 2020," the Belarusian leader said, addressing to CEO MTZ Fedor Domotenko.

The head of state urged citizens not to listen to talkers who promise easy and happy life, but hold on to jobs and create material well-being with your own hands. “You must understand the situation that is developing today. Hold on to your jobs. Listen less to talkers,” Alexander Lukashenko said.

According to the President, fierce competition has unfolded in the world today, and accordingly, Belarusian enterprises need to produce competitive products, primarily in terms of design and quality. “In terms of price, we win almost twice on some samples. This is already good. But do not think that this will always be the case,” the Belarusian leader said.

Most of the conflicts and wars taking place in the world have an economic basis, the President of Belarus believes. "Oil, natural gas, metals, the final sale of goods - there are interests and the main money. There is a struggle right up to a hot war. In this difficult time, we, a medium-sized state, must endure, endure, save the country, production and labor collectives," Alexander Lukashenko emphasized.

The head of state noted that the upcoming presidential elections this year are a test for the government as a whole. “And we must adequately prepare for this exam without any populism, so that you don’t reproach us after the elections that you promised something, but forgot after the elections,” Alexander Lukashenko noted.

Representatives of the labor collective of MTZ asked the President a number of questions related to supporting families with children, developing trade infrastructure, equipping playgrounds for youth sports, and the role of the trade union movement.

"Take care of yourself, your children and your family. Everything else will work out. Don't worry. At the very least, we will organize, group and endure. The Belarusians could not stand it. This is not a war. Therefore, everything is in our hands. We are able not only to survive, but to provide You just need to move. And take care of your health. You can't buy it for any money," Alexander Lukashenko said in conclusion.
