As the judge said in the verdict, in May 2014 the President of the Russian Federation abolished the Main Departments of the Ministry of Internal Affairs of Russia for federal districts; after the abolition of Bykov, Lozyuk, Shatova and Burkhanova issued three false orders of the Main Directorate of the Ministry of Internal Affairs of Russia for the Northwestern Federal District on bonuses to personnel, on the basis of which they themselves and 27 other employees of the department (out of 330 in the state) received bonuses in the amount of 340 to 700 thousand rubles . For this, the defendants in the case were later nicknamed "golden parachutists" by the media. “Each such order had to undergo a legal examination in the department itself. For these orders, a legal examination was not carried out. Thus, budgetary funds in the amount of 19.1 million rubles were stolen. In addition, everyone who received the award had to return 100 thousand rubles Bykov," the judge noted.

In addition, Bykov, together with former subordinates Lozyuk and Monastyrshin, tried to steal 21 apartments allocated to employees of the department. "Under an investment agreement for needy employees of the Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District, in 2011, 21 apartments were built in a house on Narodnaya Street. But before the abolition of the department in 2014, Bykov did not take action to provide employees with housing. And when the department was abolished, Bykov ordered Monastyrshin and Lozyuk send a letter to the construction company with instructions to transfer the apartments to "21 employees of the department". Moreover, among the persons indicated in the letter were not employees of the department and not even police officers or employees who had never queued for housing.
