On June 22, 1941, the troops of Germany and its allies (Hungary, Italy, Romania, Finland) invaded the territory of the Soviet Union and went on the offensive on the front stretching from the Northern Arctic Ocean to the Black Sea. Having won air supremacy, the enemy pinned down Soviet ground forces, primarily tanks, which were being destroyed from the air. Army Group Center faced organized resistance from the Red Army for a month and a half in the Battle of Smolensk. Of particular concern to the Soviet command was the "Yelninsky ledge" - a possible springboard for the German offensive on Moscow in the area of the city of Yelnya. The troops led by G.K. The second day of work was held on the basis of the Russian Scientific Center for Medical Rehabilitation and Balneology of the Ministry of Health of Russia. The tasks of the department include placing orders for the supply of food, purchasing and organizing the storage of food stocks, preparing and selling full-fledged 3 meals a day for a variable composition, ensuring the safe operation of refrigeration and technological equipment.
The department of food supply in different years was headed by L.P. Enina, L.A. Strukova and L.V. Kudinov. Since 2017, the service has been headed by Police Major Svetlana Vladimirovna Popova. The department consists of 35 people.
The department of material and technical and clothing support provides the institute with material values and property necessary for conducting the educational process and the life of the institute, performs the tasks of providing uniforms and clothing for the personnel of the institute. The department was formed in December 2015 by combining the clothing and logistics departments. In December 2015, police captain Vladimir Vladimirovich Gorlov was appointed head of the department.

This situation ended at the moment when two very “honest” employees of the structure of the Ministry of Internal Affairs of Russia became at the helm of the board of our department. From the moment Kasaev A.E. appeared in our department, honesty, decency and, most importantly, “anti-corruption actions” literally “breathed” in the department. But he alone, of course, with such a number of "thieves" and loafers, which he calls us, he himself will not cope, therefore, to help in the struggle for a brighter future, in tandem with him, Solenova O.V. - head of the DT of the Ministry of Internal Affairs of Russia, added a very competent , "knowing and seeing", like X-rays, every employee of the department and bases - Gulko A.P., whom, as he himself called to the whole department, Solenova herself gave him high confidence and put him to look after Kasaev. So they look after each other, sometimes not quite peacefully and quietly, but they are united by one thing - a high interest in financing for the purchase of goods in the interests of internal affairs departments, especially food for the needs of the Federal Assembly of the VNG of Russia. With all this, they were not embarrassed at all before and continue to trumpet that they are in the same team with Solenova, everything they do is with her knowledge and they have nothing to do with it. Therefore, one conclusion can be drawn from their free and free behavior, with constant threats: one brigade. At the suggestion of Gulko, they dealt with the previous leadership of the department. The personnel of the district administration would not have possessed such information if Gulko and Kasaev themselves had not cracked right and left about it, demonstrating their "power".
Kasaev, being in the position of deputy head of the department, began his stormy activity on his first visit to the South-Western Army in April 2016, together with military colonel Filimonov E.Yu., lieutenant colonel Ganenko M.S., bright insults and accusations to the staff of the base, in the form of a meeting of personnel, that we are all at this base - thieves and loafers snickering in the south. If this sounded in a personal conversation with the head of the base, military lieutenant colonel A.Yu. Zhadanov, but to throw these insults in a boorish way to the personnel of the base in the face. What for? Is it good for a leader of this level? Moreover, at that time he already knew and constantly insisted that he would be the head of the educational institution, so information had long ago come to the base from management employees who came with scheduled inspections and that Kasaev, through Solenova, resolved the issue of the position that interested him, the other was categorically did not fit, for SIX million rubles!
Now this money must not only be recaptured, but also multiply, especially since the lion's share of funding (85% of the total funding of the district administration) for purchases falls on food, and even on former Internal troops The Ministry of Internal Affairs of Russia, and now to the rapidly moving away new structure - the Federal Service of the VNG of Russia, means that you need to quickly work out everything efficiently and fruitfully, therefore, those who get underfoot and stand guard over the quality of food for the provided units should be quickly removed by any means and methods. At the first meeting with Kasaev, Zhadanov A.Yu., as required by the regulations, a characterization was given, positive characteristic, there can be no other, taking into account the load on each employee and employee of the base. But the completed report sounded for the walls of the room in which they were, since Kasaev arrived already with a certain attitude - to humiliate and insult, since the characteristics for each employee were given to him before arriving at the Gulko base. So, he (Gulko) waited all the years when his " blue dream"will come true without hesitation, although before his appointment, he was not particularly shy in expressions, except when the previous heads of department put him in his place - an accountant, he would insult subordinates, take revenge for previous years, when one of the employees than -something he could not please, or simply because he only considered himself GREAT and boldly expressed his PERSONAL visions of this or that issue. Moreover, he was given special mission(very responsible and difficult) for the selection of "conscientious" Suppliers of the goods and manage the processes of "natural" selection, the same Suppliers.
On the day of the presentation of the new head of department Kasaev, they assigned the heads of the bases the tasks that all questions arising during the acceptance of goods, all shortcomings, should be coordinated with him. But at the first office meeting, and at several subsequent ones, via videoconference, Kasaev (he thought of it himself or who thought of it: to find another extreme) made adjustments on this issue: all violations should be voiced by Bakalenko, after the report to Kasaev, he should bring the decision of the latter to base chiefs. Also, repeatedly, at official meetings, via videoconference, Kasaev drew attention to the subject of his zealous fight against corrupt officials in our department. Indeed, he repeatedly reminded us of the missions compliance current legislation in the area of fight against corruption. Namely, at the moments of being at the storage base - from the moment of entering the base to leaving its territory, he stubbornly and with particular persistence told us - "serfs" that he was at this place, only in order to once and for all put an end to corruption in our rotten through, by this very concept, management. At the same time, according to the Suppliers who work for a long time with management and who communicate fairly confidentially with the employees of the educational institution, in the market for the supply of goods to law enforcement agencies: Gulko repeatedly, before placing applications for an open auction, gathered POTENTIAL Suppliers in order to determine the size of the kickback and further admission to participate in the auction. The organization wanted to work as a manufacturer of its goods, but could not, so it did not agree to work on the terms of Gulko and Kasaev, and even more so, RZSB LLC always has such products in abundance and create competition for Solomko V.T. - this means being left without additional cash injections into your budget. Fight against competitors Solomko V.T. not with their own hands, but using their official powers, forgetting what it is called excess.
In parallel with these actions, others also developed within the administration: the people began to rapidly flee from the administration, wherever their eyes looked, since the principles of rapid RICHING, the destruction of objectionables, the extermination of the unfaithful, the liquidation of the "POOR" were taken as the basis, everyone except GULKO and KASAEV. One of the stumbling blocks was our unit, which got in the way and interfered with the financial enrichment of Kasaev and Gulko, the head of the unit, who was too reverent about the team entrusted to him, asking Gulko and Kasaev too many direct questions, in particular: Who will be responsible for the constant violations requirements of the current legislation of the Russian Federation: the requirements of FZ-44? After all, if something happens, in the direction of the SWBHR, no one will rush, knowing our leaders. What was the answer from Kasaev: do you want to work according to the LAW? - work. See what comes out of it. That is, they did not hide direct threats from Kasaev! It was about the main type of activity of this institution: the purchase and provision of all types of allowances for departments of internal affairs bodies and now also the Federal Service of the VNG of Russia, it was there that they launched their hand, everything will become clear in the text. The fact is that Viktor Timofeevich Solomko, or rather his financial flows received for the supply of goods that do not meet the requirements of the legislation. Namely, he keeps our respected leaders on a short money leash. Namely, he is the holder, the main holder of all contracts concluded by the administration. And he alone, entering the office of Kasaev and Gulko, not observing the ritual established by them, indicates who to execute and who to pardon from the heads of the bases, not obedient, only because someone did not accept or justifiably refused to accept the goods supplied by him. Repeatedly, for those who are especially hard of hearing (employees of the SWBHR), attention was drawn in the form of threats that Solomko V.T. is closely connected with the Rostov FSB, the Prosecutor's Office of the RO and the head of the DT himself, so we were warned not to “BARK” at the elephant, otherwise he could crush Moska (YUZBHR).
To the question of Kasaev and Gulko from the commission for the acceptance of inventory items in terms of quantity and quality: And what to do with representatives of the Federal Service of the VNG of Russia, who, like the storage base, participate in the acceptance, and for the needs of the VNG of property and see non-compliance of products with the requirements, concluded by management, government contracts? To this question there was a very banal answer: THESE are your difficulties! Conclusion: close the questions as you wish, but the products must be accepted, credited, paid for, Gulko and Kasaev must receive a kickback and live SWEET and Dignified! Therefore, the admissions committee of the base repeatedly received threats from Kasaev and Gulko through visitors both for scheduled checks and suddenly: “Viktor Timofeevich Solomko is under the Muscovites and don’t touch him!” Difficulties in working with Kasaev and Gulko in our team also arose in the future, since we were not endowed with the gift of guessing and fulfilling the desires of Gulko and Kasaev. And everything turned out to be much simpler, now we know about it, it was necessary to unconditionally accept all the bullshit (goods) that were supplied by close Suppliers: Arnika LLC, Rusbyt Product LLC, and at the head of this hierarchy was a monster - RZSB LLC , he is LLC "Solomko", and the current order of the FKU "SKOUMT of the Ministry of Internal Affairs of Russia" dated 30.03.2016. No. DPO-47 had an effect on all objectionable Suppliers, except for those listed above (Appendix No. 2-1: Order No. DPO-47 dated May 30, 2016). But since this was not announced to us, we worked on the orders of our leaders, therefore, each report on the return of products that do not meet the requirements concluded by the district office government contracts with the Suppliers they were interested in, caused hypertension in Kasaev (exactly, this was announced to him at a business meeting via videoconference on 06/23/2017).
Namely, during the scheduled inspection The KRU of the Ministry of Internal Affairs of Russia in May-June 2017, Gulko, having arrived at the base on May 23, 2017, allegedly to check the actions of the personnel of the SWBHR upon receipt of the signal: “Personnel gathering”, they seized documents confirming the return of products that did not meet the requirements of the NTD and state contracts of FKU "SKOUMTS of the Ministry of Internal Affairs of Russia" No. 1076, 1062,1071 dated 12/16/2016, No. 1090 dated 12/23/2016, and later all documentation related to the acceptance of products for quality. The answer is simple: Under the above contracts, so as not to allow the imposition of penalties, penalties, and in some cases single register unscrupulous Suppliers, whose interests are being heavily lobbied and who are guarded with special trepidation by Gulko and Kasaev, and the rest of the documents have been confiscated in order to destroy traces of any work to control the quality of products by the base employees. Base staff: military major Evseev A.V. and senior lieutenant of military service Voronov M.N. by order of Gulko, documents confirming the supply of Arnika LLC, Rus Byt Produkt LLC, RZSB LLC, Solomko LLC, low-quality products were withdrawn from the archive of the base (Appendix No. 1). We would like to draw your attention to only some of the facts on the SWBHR, which confirm the illegal actions of Gulko and Kasaev and confirm the PROTECTION of the above Suppliers and lobbying for their interests, for the remuneration received, for forcing officials of the resource storage base to accept products that do not meet the requirements of state contracts and RTDs (picture according to similar to other bases). All facts are documented, as well as photo and video materials:
1. On December 24, 2016, at the South European Economic Area, Mozdok, in accordance with the state contract No. 1074 dated December 16, 2016. LLC "RZSB" delivered the goods, which were not accepted by the acceptance committee of the Consignee and the representative of the veterinary and sanitary service of the Federal Service of the VNG of Russia and returned to the Supplier in full, due to gross violations of the requirements of GOST R 54315-2011, about which a commission certificate of return of products from 24.12.2016 (Appendix No. 3).
In accordance with the state contract No. 1087, Maraf LLC, according to the consignment note No. kd 2700 dated December 27, 2016, issued by Krestyansky Dvor CJSC for the purchase of goods, on December 29, 2016, delivered to the YuZBHR, Krasnodar, products that meet the requirements of the state of the contract, about which the acceptance certificate was drawn up by the Consignee dated 01/09/2017. No. 5/1 (Appendix No. 4) and a certificate was issued by the head of the sanitary and veterinary service of the division of the Federal Service of the VNG of Russia, Major Balayan G.A. (Appendix No. 5). Gulko and Kasaev did not like this turn of events, since it offends and material damage Solomko V.T. (LLC RZSB), therefore, he blew Kasaev and Gulko that he allegedly sold the products returned from the YuVBHR to OOO Maraf, which, in turn, brought them to the YuZBHR, and she accepted these products for a fee (according to Solomko's reservations). Of course, there is more faith on the part of management leaders to the Supplier, since he rules the ball and pays for this banquet. And in order to punish for the insults inflicted by a friendly base (SWBHR) personally Solomko V.T., and not to receive a kickback by Kasaev and Gulko, by the decision of Kasaev and with the filing of Gulko, a commission arrived at the SWBHR: Zakubra P.M., Malysheva M.A., Solovieva E.A., to conduct an internal check on the fact of acceptance from Maraf LLC of allegedly low-quality products (such an installation was announced to the head of the base already from the threshold) and to prevent further insults to Solomko. At the time of the service check, the balance of frozen beef meat of the 1st category was 864 kg. Prior to the arrival of the Gulko commission, a command was given not to issue these products. As a result of product inspection traces were found remote spinal cord and illegible brands that were licked off as a result of careless rearrangement by soldiers military service military unit 3703 (Appendix No. 6: pass dated 01.20.2017 No. 1322, explanatory members of the selection committee) meat for preparing a place in the refrigerator for receiving products from RZSB LLC on 01/24/207. (Appendix No. 7: Pass No. 1343 dated 24.01.207). During the internal audit, the head of the base, Zhadanov, repeatedly appealed to Gulko on the issue of attaching to the materials of the internal audit documents confirming the history of the origin of the products received at the South-Western Region of Russia and to attach to the materials of the audit the consignment note No. NK 2700 dated 12/27/2016, which confirms that the products , returned from the SWBHR has nothing to do with the products received by the SWBHR on December 29, 2016. (Appendix No. 9). But Gulko was steadfast and firm in his goals to punish the offenders of Solomko V.T. and in response he repeated one thing: the products of Maraf LLC should be returned, no matter what quality they are. Based on the results of the audit, an order was issued on March 17, 2017. No. 46 (Appendix No. 10), as a result of which the employees of the base were brought to disciplinary responsibility and incur material deductions from monetary allowance is not justified, but only because Gulko and Kasaev want to see only Suppliers that are convenient for them - the firm of Solomko V.T. This kind of theater was arranged by Gulko and Kasaev to publicly demonstrate their strength and what will happen to the "infidels" who are unfairly related to the Supplier - Solomko V.T. and respecting and encouraging other Suppliers with similar products.
2. On December 21, 2016, at the SWBHR in accordance with the state contract No. 1076 dated December 16, 2016. RZSB LLC supplied products, which, as a result of joint acceptance by the Consignee’s commission and 3 PZ of the UPP DT of the Ministry of Internal Affairs of Russia, were accepted for temporary safekeeping, due to the grossest shortcomings in quality (Appendix No. 10: act 3 of the PZ of the UPP DT of the Ministry of Internal Affairs of Russia No. 3 / 200-1 dated December 23, 2016), which the Supplier, together with the heads of the district administration, failed to decide. As a result of not resolving the issue of acceptance of the goods, the products were returned to the Supplier in accordance with the consignment note no. dated 13.01.2016. without issuing penalties to the Supplier, paying for the use of the warehouse space of the Consignee and energy resources for a month, which grossly violates the requirements of the state contract (p. 5) and confirms the interest of Gulko and Kasaev in preserving Money Supplier in the protection of his interests.
3. On March 20, 2017, at the SWBHR in accordance with the state contract No. 1062 dated December 16, 2016. RZSB LLC received products, which, despite Bakalenko's long-term claims against the head of the base and the threat to the members of the selection committee from the Supplier, were returned to the Supplier on the basis of the act of inspection and return of products dated 03/20/2017. (Appendix No. 11). Also, penalties for the supply of goods that do not meet the requirements of the state contract were not imposed on the Supplier (p. 5 of the state contract).
4. March 23, 2017 at the SWBHR in accordance with the state contract No. 1074 dated December 16, 2016. RZSB LLC supplied products (manufactured by Dinskoy Khladokombinat LLC) that did not comply with the requirements of the state contract and NTD, about which, together with representatives of the departments of the Federal Service of the VNG of Russia, an act of inspection and return of products dated 03/23/2017 was drawn up. (Appendix No. 12). According to the results of the report by the head of the base to the head of the department Kasaev, which caused indignation and indignation against the head of the base, on March 24, 2017, representatives of the department arrived at the base: Zakubra P.M., Troshkov Y.V., for enhanced participation in the acceptance of products supplied by LLC "RZSB".
Each of the representatives of the department separately held a conversation with the head of the base, as a result of which products with deficiencies identified on 03/23/2017. (Appendix No. 12: act dated 03/24/2017) was adopted in full. The following facts of the conversation became public: Kasaev warned the head of the base that if the products of RZSB LLC were returned again, the most radical and categorical measures against Zhadanova A.Yew.
Kasaev and Gulko will not allow disruptions in the supply of products to the resource storage bases of the district administration, coming from RZSB LLC, since it is the main supplier and holds contracts only for meat in the amount of 270.0 million rubles.
Therefore, given the respect among the departments of the internal affairs bodies, and now the Federal Service of the VNG of Russia, which is enjoyed by Zhadanov A.Yu. and his personnel, on the territory of the region, he had no choice but to beg representatives of the Federal Service of the VNG of Russia to accept products that do not meet the requirements of the state contract and NTD, and skip products with gross flaws, for which employees and workers of the base had already been punished, for acceptance of products that allegedly do not meet the requirements of the state contract No. 1087 dated December 24, 2016, received from Maraf LLC. Isn't this a clear confirmation of the PROTECTION and LOBBYING of the Supplier's interests?
5. On January 14, 2017, the Consignee's commission, together with representatives of the Federal Service of the VNG of Russia, accepted the products from LLC " Trading house Nikolsky", received under the state contract No. 1094 dated December 26, 2016. As a result of the acceptance of products, an acceptance certificate was drawn up dated 01/14/2017. No. 5/5. There were no comments on the quality of products and accompanying documents. The products were delivered to the receipt (Appendix No. 13) and, when provided by the divisions of the Federal Service of the VNG of Russia, did not cause any complaints or claims for quality, in contrast to the products supplied by RZSB LLC. But this fact became a stumbling block in the distribution of "fish" lots exclusively for Solomko V.T. Therefore, Gulko sent a command to the head of the base to hand over the products for laboratory research and the result of the research must be unambiguous - it does not meet the requirements of the state contract. But given that at the time of determining the date of sampling, the balance of products was 360 kg. Zhadanov managed to convince Gulko not to spend the already cut funding for these purposes. Thus, the remainder of the products was issued to the subdivisions of the FS VNG of Russia and another storage base got the honor of dealing with the objectionable Supplier of this type of product. Again, this event made it clear defiantly that measures against other Suppliers - competitors of Solomko V.T., must be taken at the very beginning - when accepting products, so as not to look for adventures on the heads of the members of the selection committee and not to strain their "bright" heads ( Gulko and Kasaev) to invent methods for eliminating competitors Solomko V.T. during the period of storage and sale of competitive products.
6. On April 11, 2017, the acceptance committee of the Consignee, together with representatives of the veterinary and sanitary service of the division of the Federal Service of the VNG of Russia, returned the products of RZSB LLC that did not comply special conditions state contract No. 1074 of December 16, 2016. (Appendix No. 14: photographic material). Penalties (in accordance with p.5 of the state contract) for low-quality products supplied under the above state contract were not imposed by the District Administration, for the same reasons of a patronizing nature.
7. May 15, 2017 in accordance with the state contract No. 1074 dated December 16, 2016. RZSB LLC returned products that did not meet the requirements of the state contract (Appendix No. 15). Penalties (in accordance with p.5 of the state contract) were not issued by the District Administration.
8. On February 08, 2017, Arnika LLC, together with representatives of the Federal Assembly of the VNG of Russia, returned products that do not meet the requirements of state contract No. 1070 dated December 16, 2016. The documents were seized by Gulko on May 23, 2017 in order not to hold the Supplier liable for the supply of low-quality goods (Appendix No. 16).
9. On March 13, 2017, Arnika LLC delivered products in accordance with the state contract No. 1070 of December 16, 2016, according to quality documents that do not comply with the requirements of the current legislation (Appendix No. 17) . No penalties were issued by the county.
10. May 26, 2017 according to order No. 5/1000215-2017. from 25.05.2017 SKBHR FKU "SKOUMTS of the Ministry of Internal Affairs of Russia" received products under the state contract No. 1069 of December 20, 2016, concluded by the district administration with LLC "RZSB". Upon acceptance of the products, it was found that the goods did not comply with clause 1.1. the above state contract (Appendix No. 18). The detected violations were reported to the head of the department, which caused the head of the resource storage base, once again, to become irritated, accusations of insolvency to solve the elementary issue of product acceptance and a formidable warning that if such questions were repeated in the future, Zhadanov would need to - Learn to work from your colleagues. Then, at the direction of Bakalenko, these products were accepted and a warning was issued to the head of the base that if the products are accepted at other bases, then when they are accepted at the South-Western Chemical Region, you should not ask such questions, thereby unnerving Kasaev. It should be concluded that products coming from RZSB LLC with violations of the requirements, concluded state contracts, and therefore 44-FZ are accepted at other bases of FKU SKOUMTS of the Ministry of Internal Affairs of Russia without objections. And therefore, the requirements of the tender documentation are just requirements for third-party or random Suppliers, but not for the offices of Solomko V.T.
11. June 19, 2017 in accordance with the state contract No. 1074 dated December 16, 2017. The consignee's commission, together with representatives of the division of the FS VNG of Russia, returned to RZSB LLC products that did not meet the requirements of the state contract on falsified veterinary certificates, which were reworked several times taking into account the detected shortcomings and were instantly presented to the base for management upon acceptance, namely, there is no hallmark number in the submitted documents, and after the elimination of deficiencies (according to Solomko V.T.), the stigma does not correspond to the place of production of products (by territory), the date of the laboratory research products are affixed formally and have nothing to do with the production date (06/08/2017) (Appendix No. 19). After the refusal to accept the products and draw up the relevant documents, the Supplier handed over the products, at the direction of Kasaev, to the YUBKhR, Essentuki.
12. February 17, 2017 in accordance with the state contract No. 1069 dated December 16, 2016. RZSB LLC delivered products that did not meet the requirements of the above contract and had gross violations of the requirements of GOST 32366-2013. Acceptance was carried out jointly by the commission of the Consignee, a representative of the division of the Federal Service of the VNG of Russia, representatives of the district administration: Zakubra P.M., Malysheva M.A., Solovieva E.A. According to the results of inspection of products, accompanying documents, violations of the requirements of the current legislation were revealed. Violations were reflected in the act of product inspection dated February 17, 2017. At the direction of Gulko, the products were accepted for temporary safekeeping, despite the objections of the representatives of the Federal Assembly of the VNG of Russia and the grossest violations revealed. On March 20, 2017, at the direction of the same manager, the products were shipped to the Supplier for replacement with goods that meet the requirements of the state contract. The reason for the return was the result of the product examination carried out by the FS VNG of Russia, otherwise if the initiative for the product examination belonged to FKU SKOUMTS of the Ministry of Internal Affairs of Russia, then Kasaev or Gulko would again have been instructed about the result of laboratory tests that suited the Supplier, i.e. LLC "RZSB" .. Payment for the use of refrigeration equipment during the implementation responsible storage, the costs incurred by the Consignee for energy resources, fines for delivered low-quality products were not collected. (Appendix No. 20).
13. July 17, 2017 under the state contract No. 1069 dated December 16, 2017. RZSB LLC carried out the delivery of products according to the previously issued, by order of Kasaev, dated 06/27/2017. pass No. 961, in order to prevent the accrual of penalties, for non-delivery of goods within the period established by the state contract (actual arrival of products - 07/17/2017, pass No. 991). Accordingly, in the acceptance act, the date of arrival of the products and the date of registration are indicated according to Kasaev's instructions - before the expiration of the state contract (06/30/2017). The fact of the arrival of products outside the period of validity of the state contract is confirmed by the quality documents of the Supplier: veterinary certificate dated 17.07.2017. 261 No. 10720110, as well as the act of product inspection dated 17.07.2017. , indicating the identified violations of the requirements of the state contract and a report to Gulko dated 18.05.2017. No. SK/YUZ-475. When contacting the representative of the Supplier (Irina Valentinovna) with a request to eliminate the identified shortcomings and violations, as always, a lot of bad words fell upon the base and, as a result, the phrase was heard: the identified violations are problems of the base !!! The identified violations, at the direction of Gulko, were eliminated by the personnel of the base: applying the missing information, transferring products, so as not to impose on the Supplier, showering Kasaev and Gulko with money and improving their quality of life, but he is not a person who has additional costs, and without that bears not a light burden of the "Supplier" (Appendix No. 21).
14. August 04, 2017 under the state contract No. 230 of 06/08/2017. Solomko LLC (aka RZSB LLC) supplied products that do not meet the requirements of the state contract and GOST R 54315-2011. Acceptance was carried out by the Consignee's commission together with representatives of the Federal Service of the VNG of Russia. Based on the results of acceptance, an act was drawn up dated 08/04/2017. and in accordance with the identified gross violations, the products must be returned to the Supplier, which is reported to the content department of the district government. Colonel Filimonov E.Yu. an order was given to Evseev to return the products to the Supplier. But Bakalenko, who was on vacation, intervened in the acceptance process and canceled the order of his boss, citing that Gulko's order was to accept the products, despite the detected violations of the goods in terms of quality and the objections of representatives of the VNG Federal Assembly of Russia for delivery, further for examination, to which of the laboratories will be brought later, as it turned out later - the laboratory was determined by Solomko V.T. This fact once again confirms the patronage of Kasaev and Gulko-Solomko to Viktor Timofeevich and serves as evidence that the employees and workers of the base were brought to disciplinary and liability illegally, according to the results of an internal audit on the fact set out in paragraph 1 of this appeal, since the products received at the base on 04.08.2017. and accepted at the direction of Gulko, has gross violations in quality, which is confirmed by the photographic material and the act of 08/04/2017. (Appendix No. 22). On 08/07/2017, at the direction of Gulko, a letter was sent to Solomko LLC about calling a representative to conduct sampling of products received under state contract No. 230 dated 06/08/2017. In response, the base receives Solomko's instructions on conducting an examination only in the Pyatigorsk Chamber of Commerce and Industry, where a letter is sent accordingly to call an expert (Appendix No. 23).
On August 10, 2017, a representative of the Pyatigorsk Chamber of Commerce and Industry, in the presence of representatives of the Supplier, the Consignee and the FS VNG of Russia, inspected the products and drew up an act No. 1560100180 dated 08/10/2017, in which Solodilova did not reflect the true state of the products and which was at odds with the act of the Consignee dated 04.08 .2017 (Appendix No. 24: act of sampling dated 08/10/2017, passes Nos. 665, 666 dated 08/10/2017, power of attorney No. 1 dated 08/10/2017). But, after the events held, the communication of the expert of the Pyatigorsk Chamber of Commerce and Industry Solodilova E.K. and Solomko V.T. continued outside the base in a heartfelt conversation with the trunks wide open. It is not difficult to guess what conclusion Ms. Solodilova will now make on the quality of products.
Solomko V.T. not only determines which organization conducts the examination, but also resolves issues on it. Following this, our leaders do not need to do anything at all, all decisions will be made for them and everything will be taken care of.
But thanks to the perseverance and actions of the officials of the SKO FS VNG of Russia, it became clear to the management that these products would not be put into circulation and should be exported not only from the SWBR, but also could not be accepted by any of the units of the FS VNG of Russia located on storage bases for district government resources. Therefore, the products were recognized as not complying with the requirements of the state contract and returned to the Supplier in full (Appendix No. 24: certificate of return of products dated 24.08.2017).
On July 21, 2017, at the direction of Gulko, he arrived at the Bakalenko base to seize documentation confirming the above facts, namely: the book of control and registration of visitors and third-party vehicles, inv. No. 1610 of May 6, 2015, inv. No. 1753 dated November 13, 2016, Journal of Food Quality Inv. No. 1764 dated November 24, 2016, as well as the remains of the documentation for the acceptance of food in terms of quality for the period 2016-2017 (acts on detected violations, returns certificates) (Appendix No. 25), again in order to ensure that the above facts with hard to confirm. The facts of the seizure of official documentation are already evidence of the illegal actions of Kasaev and Gulko in relation to the execution of government contracts, the use and abuse of their official position.
Both cases of seizure of official documentation already speak of patronage, protection of interests and observance of immunity in relation, primarily to Solomko LLC and RZSB LLC represented by
Armor is real or paper - today the public procurement scandal has developed. Its subject is a batch of helmets and body armor for the needs of the Ministry of Internal Affairs. The quality did not suit the police. The supplier insists that everything is in order with the products. In parallel, questions arise about how the competition was held.
The helmet, which was supposed to be at the disposal of the Russian special forces soldiers - in such they were supposed to conduct real hostilities. But at the examination, the headdress did not pass the first test. It was shattered by a four-kilogram steel ball. In the end, it turned out that this is a helmet for the steel industry. It won't save you from bullets.
After simple tests, there was no living place left from the equipment. Helmets are pierced even by a bayonet-knife, bulletproof vests are shot through by a Nagant pistol - these are gross violations in the second class of protection that would literally cost the lives of policemen.
The amount of the state contract for the supply is about 500 million rubles. Zashchita Corporation was to provide 18,000 helmets, 28,000 bulletproof vests, and another 40 armored vehicles.
“To be honest, there was only one thing wrong with armored vehicles: they didn’t exist at all. We were told that they were about to be assembled,” said Alexei Zavodny, head of the department for organizing the logistics of the Department of the Interior Ministry of Russia.
According to the law, all supplied products had to be produced in Russia. The Ministry of Internal Affairs provided customs declaration, proving, in their opinion, that the corporation did not produce helmets, but simply ordered them in China, from a company from the Wenzhou urban district. Immediately in the declaration, the purpose of the helmets is indicated: not a word about combat needs - only protection from mechanical influences and flames.

But at a meeting with journalists, Alexander Shor insisted that his company's products are original and patented. "We consider most of our developments as our know-how. All products have been tested," he said.
Zashchita Corporation decided to sue the Ministry of Internal Affairs. Allegedly, due to bureaucratic delays in the department, they could not deliver the products on time. The Ministry is sincerely surprised at the statements of businessmen.
"The manufacturer did not take any measures to ensure that these products were delivered on time in full. And they did not provide the most important document - these are documents confirming the quality of these products, the results of state research," said Sergey Fedotovsky, deputy head of the Main Directorate of the Main Directorate of the Main Directorate of the Security Service of the Ministry of Internal Affairs of Russia.
Additional checks are carried out in the ministry itself. They are sure that such competitive requirements were drawn up, according to which only one participant could win. The Ministry of Internal Affairs said: they already have suspects among the employees. The case file was sent to the Investigative Committee.
