Every year, in the Ivanovo City Palace of Children's and Youth Creativity, an action dedicated to the Victory Day "Wall of Memory" is held. The idea of ​​the action appeared many years ago, when pupils brought photographs of their grandfathers and great-grandfathers, told about their relatives who had gone through harsh military paths. Every year the action is supported by city schools and residents of the city. We consider the preservation of historical memory, the creation of school museums, and the restoration of family traditions to be the result of such activities.

In 2012, the Teenager Center continued to carry out the action in a new direction. Preschoolers together with their parents in the classroom participated in the manufacture postcards "Letter from the front". The idea of ​​the postcard is to create a letter that came from the front to the grandchildren and great-grandchildren of that distant war. On a postcard made by the hands of a kid, there is a photograph of a front-line soldier, grandfather, grandmother or relative of the pupil's family. The action resulted in the exhibition "Wall of Memory", near which a solemn meeting with veterans of the Great Patriotic War was held, and flowers were laid at the memorial plaque.

Many parents supported teachers in their undertaking, they believe that even preschool children should know the meaning and price of victory in this terrible war. Indeed, such young, beautiful faces of front-line soldiers look at us from photographs of the war years, these boys could be healthy and alive ....

Feeling of homeland. It begins with admiration for what the baby sees in front of him, what he is amazed at and what resonates in his soul. In moral and patriotic education, the example of adults, especially close people, is of great importance. Based on specific facts from the life of older family members (grandparents, participants in the Great Patriotic War, their front-line and labor exploits) the baby masters such important concepts as "duty to the Motherland", "love for the Fatherland", "hatred of the enemy", "labor feat", etc., the child understands that we won because that we love our Motherland. The motherland honors its heroes who gave their lives for the happiness of people. Their names are immortalized in the names of cities, streets, squares, monuments were erected in their honor. Unfortunately, there are fewer and fewer historical sources from that distant war, many materials have been lost. The simplest materials came to our aid, with the help of which the kids, THEMSELVES, will be able to make postcards for the holiday within 25 minutes. On the submitted photographs you can see samples of the work performed. Postcards were made according to a certain algorithm, the composition of the postcard was created by the children with their parents on their own. Note that postcards were made by children who were not involved in an art studio or art school, this lesson is an example for making postcards in preschool or at home with parents.

For manufacturing, we needed: photographs of the war years for the background (printed in black and white) on a printer, a home-made St. George ribbon, a flower for decoration, a letter in the form of a soldier's mail envelope, a paper crane.

The teacher, during the lesson, tells the children about the origin and purpose of the St. George ribbon, the action "St. George's Ribbon", about letters from the fronts of the war, military equipment depicted on postcards.

Algorithm for making a flower "Carnation"(for children 6 years old or parents do):

1. Take a satin ribbon 10-15 cm long, red. It is this color that will be the only bright accent in this work.

Responsibilities for registering citizens who are in the reserve or subject to conscription for military service, in the case of their employment, lie with the employer. In the person of an authorized officer on WU issues, citizens are registered, data is collected, analyzed and exchanged with the municipal department of the military commissariat. At its core, military registration is a set of measures for organizing military training of mobilization resources in case of combat operations.

The activity of the person responsible for accounting is strictly regulated at various levels, from federal to regional, and is confirmed by filling out various documents military registration. In order to ensure the effectiveness of the work of the military registration desk, as well as to timely identify violations in record keeping, the state of mobilization preparation is subject to periodic monitoring by the Ministry of Defense.

List of basic documents for military registration

In addition to legislative documents of the Federal level, there must be local acts that regulate all the activities of the accounting department. This is, first of all, the order of the head to create a VUS or to hire a military registration officer. The planning of the work of the department is carried out in several directions. This is interaction with military registration and enlistment offices, work with personnel, updating information and reconciling data.

To update the information that military registration implies, the reconciliation schedule plan is consistent with the work plan of the military registration and enlistment office and is approved by both parties. Calendar planning of work in other areas is combined into common group documents - annual plan.

For each newly arrived employee, a personal card is issued, the form of which is established by a government decree. Information is entered into it, according to the documents provided, about the citizen, his marital status, education and military duty. After verification, the accuracy of the data is endorsed by the person who provided them.

A set of personal cards containing information forms a common file cabinet. Should be stored separately. They must be registered 10 days after successfully passing the tests, which are tripled by the employer.

The next important document for any inspector is the form accounting book. This is, in essence, a registration log that ensures the safety of forms and the confidentiality of their contents. Registration is subject to the transfer of booking notices, certificates of postponement of booked citizens, the return of unused forms, the transfer of military tickets for registration of records.

How to create a check log

Required to keep a log of checks on the implementation of military registration. Its sample is presented in the position developed by the General Staff and has a strictly defined design method.

The title page should contain the title "magazine of military registration checks." This document must be filed, which means that the start date of logging is stamped on the page. At the top is the department of the military registration and enlistment office in which the organization is registered. Below is the full name of the organization itself (all details are indicated for it). The names and surnames of the head, as well as the responsible employee, are recorded.

The worksheet contains 5 fields. It is the responsibility of the RT officer to ensure that there are sufficient records in case the audit is unscheduled. The fields contain information that is filled in by the supervising inspector.

• The date of the current check is set in the first column in any format indicating the day, month and year.
• Information about the inspector. This includes not only the initials and surname, but also the position that he occupies in his unit.
• All results, including violations, as well as the decisions of the inspector are entered in a separate field.
• Based on the identified violations, the leader must take certain measures. His decisions and a report on the work done are entered in the fourth field. In some versions of the document, this field is divided into two parts.

The first three fields carry information about the control. They are filled exclusively by the inspector. The remaining two fields can be filled in directly by the manager or responsible person.

The results of the inspection are presented by the inspector in expanded form. The record must contain information about the time frame of the check, it is indicated through which department the control is carried out. The departure of the inspector is not a spontaneous and arbitrary decision. It is made on the basis of an order or decision. The journal is numbered and dated.

Separately, an act is drawn up, which is a numbered document. The number of the inspection report is also displayed in the journal. Violations are recorded with an indication of the article of the regulation. This is where the perpetrators are identified. Additional frames can be allocated to help the inspector. Their names and position are recorded in the second column.

Based on the results of the audit, one of the ratings can be set. If a legal framework complied with by 70%, reliable information remains in the same ratio, however, absolutely all employees liable for military service are covered by accounting, then a “Satisfactory” rating can be set, which is accompanied by appropriate comments.

First of all, the inspector can request the annual work plan of the department and check the completion of personal cards. By comparing the information with the information available in the military registration and enlistment office, the correspondence of the data is established. In case of discrepancies up to 10% or in the absence of 10% of information, the mark "Good" is given. The absence of comments is also indicated in the check log.

Control over the maintenance of accounting records is carried out once a year for organizations with more than 500 employees. Smaller organizations are checked less often, without a specified schedule. Not only upcoming collections, but also possible consequences in the event of a real danger, they must motivate all involved employees to competently maintain military records.

Organizations, regardless of their form of ownership, must keep military records of their employees (clause 6, clause 1, article 8 of the Federal Law of May 31, 1996 No. 61-FZ). The purpose of military registration is to ensure in peacetime the full and high-quality staffing of the Armed Forces of the Russian Federation, other troops, military formations and bodies, and during periods of mobilization, martial law and in wartime, also to meet the needs for human resources of state authorities, local governments and organizations ( Clause 2 of the Regulations Let's present a step-by-step instruction for military registration in the organization 2019. Step 1: appoint responsible persons

Who is responsible for military registration in organizations and who maintains it? The number of employees appointed responsible for maintaining military records in an organization depends on the number of employees on military records. To determine how many employees need to be allocated for military registration, it is necessary to establish the total number of citizens who are registered with the organization as of December 31 of the previous year (clause 19 of the Regulation, approved by Government Decree of November 27, 2006 No. 719). In this case, the following standards are used (clause 12 of the Regulations, approved by Government Decree of November 27, 2006 No. 719).

If the organization has 2 or more employees who keep military records, they are combined into separate division, referred to as the military registration table.

At the same time, the head of the organization must not only appoint employees to maintain military records, but also provide them with specially equipped rooms and iron cabinets that would ensure the safety of documents on military records (clause 21 of the Regulation, approved by Government Decree of November 27, 2006 No. 719) .

Step 2: determine the circle of workers subject to military registration

And for which employees military records are not kept?

Military records in organizations are not kept in relation, in particular, to the following employees (clause 15 of the Regulation, approved by Government Decree No. 719 of November 27, 2006):

• exempted from military duty in accordance with the Federal Law of March 28, 1998 No. 53-FZ “On military duty and military service”;
• female workers who do not have a military registration specialty;
• permanently residing outside the Russian Federation;
• employees with military ranks of officers and who are in the reserve of the SVR or the FSB.

Military registration in organizations and filling out personal cards is carried out on the basis of the following documents (clause 25 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017).

What documents should the organization keep for military registration?

As part of maintaining military records, the organization develops (maintains) the following documents (clause 39 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017):

• an order on the organization of military registration of citizens, including the reservation of citizens who are in reserve;
• file cabinet of personal cards form No. T-2. In section 2 "Information on military registration" of the employee's personal card in the form No. T-2 (approved by the Decree of the State Statistics Committee of 01/05/2004 No. 1), military registration of conscripts and those liable for military service is maintained;
• a log of checks on the implementation of military registration and booking of citizens staying in the reserve of the Armed Forces of the Russian Federation;
• receipts for the receipt of military registration documents from citizens;
• official office work (separate matter) on the issues of maintaining military records of citizens and booking citizens who are in reserve in the organization;
• other documents in accordance with the requirements established by the federal authorities executive power, executive authorities of the constituent entities of the Russian Federation, local governments and heads of organizations;
• reference Information on military registration, mobilization training and mobilization.

The samples of documents necessary for maintaining military records in the organization can be found, in particular, in methodological recommendations on maintaining military records in organizations (approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017). The duties of managers, as well as other employees responsible for military registration work, are provided for by the Federal Law of March 28, 1998 No. 53-FZ, as well as the Regulation, approved. Decree of the Government of November 27, 2006 No. 719.
