Rating of Moscow schools with high educational achievements. Why do we need ratings of educational organizations? Russian Federation in the rating of educational institutions
Block 1. Indicators of the effectiveness of the work of an educational organization to ensure high-quality mass education:
- for each student who scores at least 220 points in any three subjects in the USE, 1 point;
- for each student who scored from 190 to 219 points in any three subjects on the USE, 0.5 points;
- for each student who scored from 160 to 189 points in any three subjects on the USE, 0.25 points;
- for each student who scored at least 12 points in three subjects of the OGE ( according to the recommended FIPI 5-point scale) is charged 0.25 points;
- for each subject for each student who has overcome the established minimum threshold in the citywide mandatory subject diagnostics based on the results of training in the 4th and 7th grades - 0.02 points;
- for each student who has overcome the established minimum threshold in the citywide mandatory meta-subject diagnostics based on the results of training in the 4th and 7th grades - 0.02 points;
If there are students who have been removed from the USE, the score scored by the educational organization based on the results of the USE will be multiplied by a coefficient. This coefficient is calculated according to the following formula:

Block 2. Indicators of the effectiveness of the work of an educational organization to create conditions for the development of talents of the maximum number of students.
2.1. The results of participation in the All-Russian Olympiad for schoolchildren (regional and final stages) and the Moscow Olympiad for schoolchildren.
Points are awarded according to the following rule:
- winner of the final stage of the All-Russian Olympiad for schoolchildren -
10 points, - winner of the final stage of the All-Russian Olympiad for schoolchildren - 5 points,
- winner of the Moscow Olympiad for schoolchildren or the regional stage of the All-Russian Olympiad for schoolchildren - 3 points,
- winner of the Moscow Olympiad for schoolchildren or the regional stage of the All-Russian Olympiad for schoolchildren - 1 point,
2.2. Subject coverage at the municipal stage of the All-Russian Olympiad for schoolchildren. The results of participation in the municipal stage of the High School of Education are evaluated:
- for every subject, according to which the educational organization has winner or prize-winner of the municipal stage of the All-Russian Olympiad for schoolchildren in the classroom basic schools are credited 0.2 points.
Block 3. Indicators of the effectiveness of the work of preschool groups.
- for each student transferred from preschool group in the 1st grade of the same educational organization, accrued 0.1 points.
Block 4. Performance indicators of the educational organization for crime prevention
- for each student of grades 7-11 who did not commit offenses during the academic year - 0.005 points
- for each student of grades 7-11, who is on preventive records in the internal affairs bodies, who has not committed offenses during the academic year - 0.5 points
- for each student of grades 7-11, who is on the intra-school preventive record in an educational organization (in agreement with the Governing Council), who has not committed offenses during the school year - 0.02 points
Each student is counted only once.
Block 5. Indicators of the effectiveness of the work of an educational organization in working with students with special educational needs.
Points awarded for students with disabilities (according to the USE, OGE, Olympiads, diagnostics, preschoolers) are multiplied by a factor of 3 (for those with a funding ratio of 2), and by a factor of 5 (for those with a funding ratio of 3).
Taking into account the fact that upon admission, students with disabilities must present one USE, then for this category instead of:
- 1 point for a set of at least 220 points in the sum of three USE, 1 point is applied for a set of at least 73 points on alone from the exam;
- 0.5 points per set from 190 to 219 points in total for three USE, 0.5 points per set apply from 63 to 72 points one of the exams;
- 0.25 points per set from 160 to 189 points in total for three USE, 0.25 points per set apply from 53 to 62 points one of the exams;
- 0.25 points for a set of at least 12 points in total in three subjects of the OGE, applies 4 points one of the OGE subjects.
The rating points of an educational organization are multiplied by coefficients, depending on the number of children with disabilities. A detailed account is taken of the work of an educational organization with students with special educational needs, at different levels of education (preschool, primary general, basic general, secondary general, secondary vocational). The total points of the educational organization, scored for the results achieved at the corresponding level of education, are multiplied by the coefficients for working with the corresponding groups of children with disabilities:

The coefficients K st, K basic, K initial, K doshk, K spo - are calculated according to the formula depending on the number of disabled people mastering the relevant educational programs, the coefficients are calculated according to the formula:

Block 6. Indicators of the effectiveness of the work of an educational organization on the use of the socio-cultural resources of the city in education.
The results of participation of students in the city Olympiads “Museums. Parks. Estates” and “The link between generations will not be interrupted”. Rating points educational organizations are multiplied by a coefficient calculated depending on the level of performance (in total for both Olympiads):
- high level (the presence of at least four diplomas, of which at least two winners) - coefficient 1,02 ;
- good level (at least three diplomas, of which at least one winner) - coefficient 1,01 ;
- the work has just begun (the presence of at least one diploma of a prize-winner or winner) - coefficient 1,005 ;
- results not shown or missing – coefficient 1,00 .
Block 7. Development of professional skills and professional skills.
The results of participation are taken into account:
- in the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education;
- in competitions in professional movement skills WorldSkills Russia,
- in professional skill competitions of the JuniorSkills Russia movement;
Each student in each nomination is counted once in accordance with maximum result. One student is counted in no more than two in various nominations:
- 10 points,
- 5 points,
- regional stage winner 3 points,
- winner of the regional stage - 1 point.
The results of participation in the championship of professional skills for people with disabilities are taken into account Abilympics
- winner of the all-Russian stage - 10 points,
- winner of the all-Russian stage - 5 points,
- winner urban stage - 3 points,
- prize-winner urban stage - 1 point.
The results are also taken into account. GIA according to WorldSkills Russia standards:
- The scores of graduates based on the results of the GIA according to WorldSkills Russia standards are equated to similar USE scores, determined by the corresponding percentiles in standardized scales.
Block 8. Development of mass amateur sports.
The results of the participation of educational organizations in team competitions in amateur sports are taken into account:
- Presidential competitions;
- Presidential Sports Games;
- Moscow Basketball Championship "Victory Ball";
- Open All-Russian chess competition "Belaya Ladya".
Points are awarded according to the following rules(for each educational organization, one best result for each competition is taken into account - among all classes and all levels):
- the team of the educational organization - the winner of the All-Russian level - 10 points;
- the team of the educational organization - the winner of the All-Russian level - 5 points;
- the team of the educational organization - the winner of the regional level - 3 points;
- team of an educational organization - winner of the regional level - 1 point
- the team of the educational organization - the winner of the level of the interdistrict council - 0.5 points;
- the team of the educational organization - the winner of the level of the interdistrict council - 0.2 points.

Each student in the USE parameter is counted only once.
In 2017, the range of Olympiads is expanding as part of the Moscow School Olympiad.
Each student in each subject is counted once in accordance with the maximum result. One student is counted in no more than two subjects. In the event that a student transfers to another educational institution, the points based on the results of the Olympiads of the current academic year during this academic year are divided in half between the educational organization that the student attended in this academic year and the educational organization that the student attended as of May 25 of the previous year.
Each student is counted in no more than one subject. . Students who become winners or prize-winners at the regional or final stages are not taken into account in the municipal stage of the All-Russian Olympiad for schoolchildren.
In the Olympiad “Museums. Parks. Estates” in each parallel of students, only one diploma with the maximum result is taken into account. Thus, the result “winner” means that the educational organization has at least one diploma of the winner in parallel (regardless of their number in one parallel), the result “winner” means that the educational organization has at least one diploma of the winner in parallel (regardless of their number in one parallel).
The results of students with disabilities in the Abilympics championship are multiplied by a factor of 3 or 5, depending on the funding factor.
Rating of Moscow schools showing high educational achievements
The task of Moscow Education is to ensure the availability of quality education for all Muscovites.
All Muscovites, without exception, have the opportunity to study according to the programs general education. The key issue of today is to achieve a worthy QUALITY capital in ALL schools of the city without exception.
This task is due to the increased demands of the population for the results of education and is supported by the RESOURCES of the city. Over the past two years, there have been fundamental changes in the strengthening and development of the material base, financing educational programs.
In order to create incentives for improving the quality of work with gifted children, since 2011, the Mayor's grant system has been operating, aimed at encouraging schools working with gifted children that achieve high educational and educational results.
Approaches, criteria for selecting laureates form the basis of the Moscow Educational Quality Standard being developed now.
The first results show a sharp DECREASE in the proportion of schools that are not able to provide the quality of CAPITAL education.
Every school, every educational institution in Moscow can and must guarantee the level of ISCED requirements
The Council of Rectors of Moscow plans to make a decision to establish a lower threshold for admission to all Moscow universities for USE scores at a high level corresponding to ISCED.
When determining the competition for the grant of the Mayor of Moscow for high educational achievements, a rating was formed on the basis of objective independent indicators of the work of schools: the Unified State Examination, the State Academic Examination, the All-Russian and Moscow Olympiads for schoolchildren, the results of diagnostic work.
Block 1. High results in improving the quality and accessibility of secondary education:
. For each student who scored at least 220 points in any three subjects on the USE, 1 point is awarded.
. For each student who received at GIA-9 in the Russian language and mathematics in the amount of at least 9 points (with a five-point scale for each subject), and also passed one subject of choice by a point above the established minimum threshold, 0.25 points are awarded.
Block 2. All-Russian Olympiads (final and regional stages) and Moscow Olympiad for schoolchildren (each student in each subject is counted once in accordance with the maximum result):
. winner of the Moscow Olympiad or the regional stage of the All-Russian Olympiad - 1 point,
. winner of the Moscow Olympiad or the regional stage of the All-Russian Olympiad - 3 points,
. winner of the final stage of the All-Russian Olympiad - 5 points,
. winner of the final stage of the All-Russian Olympiad - 10 points
. Additional criteria.
General education institutions can increase the number of points received in the ranking general educational institutions, getting by:
. 0.01 points - in each subject for each student who has overcome the established threshold in citywide diagnostics based on learning outcomes in 4th and 7th grades.
0.03 points - for each child mastering the main general educational program of preschool education in this institution in accordance with the federal state requirements for the structure of such a program and the conditions for its implementation.

Prepared by RIA Novosti and the Institute of Psychological and Pedagogical Problems of Childhood of the Russian Academy of Education.In total, 3536 kindergartens representing 16 regions of the Russian Federation took part in the rating study. In the course of the study, an initial data set was collected, representing information on the characteristics of kindergartens, which can be differentiated into three categories: "Conditions created for the child in kindergarten", "Teachers working with children in kindergarten" and "Additional services in kindergarten."
