A brief reminder of the regional championship

according to standardsWorldSkills Russia

1. Each participant must have your expert(expert- compatriot). If a participant does not have a compatriot expert, then the chief expert must support such a participant within the framework of the Championship Rules and the Code of Ethics.

2. Each expert must familiarize himself with Code of Ethics and Championship Rules(available on the worldskills.ru website).

3. Two days before the championship (C-2 day) all experts, led by the main one, gather for discussions of short cuts and make 30% changes. Chief Expert makes changes to the electronic version of the CP and, if necessary, to the assessment criteria (if changes to the CP led to a change in the criteria). Then, both versions of the CV are printed out, checked and signed by all experts. Both signed versions are submitted to the Chairman of the Jury for Competence, who is appointed by the organizers of the championship. The chief expert of the site cannot be the chairman of the jury at this site! If the chairman of the jury is not appointed, then the signed CPs are transferred to the headquarters of the championship to a specially appointed employee of the headquarters before the start of the championship. After issuing an updated CV and evaluation criteria, criteria are loaded intoCIS. After the criteria are loaded, scorecards are printed out from the CIS (important to use these and not create your own!). Allocate at least 4 hours for this procedure in the Site Operation Plan and plus 4 more hours for making changes, reissuing the CV and loading the criteria intoCIS.

4. On the day before the championship (C-1 day), the chief expert, in the presence of all other experts, explains in detail to the participants (all together) the competition task (KZ). It is necessary to "chew" all the points that may not be understood or misinterpreted by the participants, taking into account their youth, lack of experience and fear of asking "stupid" questions. Give each participant the task of asking 5 "stupid" questions and joke that you will assign 1 reward point for this (then tell that it was a joke). Pay attention to the correspondence of drawings (i.e. visual information) and textual information. If there are differences in them (for example, the location and number of holes are indicated schematically in the figure, and clear parameters are given in the text that may differ from the figure, then this should be paid attention to Special attention participants. In general, it is very important to make sure that the participants understand everything correctly - this is your professional and personal responsibility. It is possible to issue printed CVs to the hands of the participants . Plan 3 hours for the familiarization procedure with the short circuit.

5. After clarification of the CP, the Chief Expert conducts the distribution of roles between the experts, draw of participants at workplaces and introductory briefing on the rules of labor protection at the site. The results of these procedures are recorded in the Protocols.

6. On day C-1 after familiarization with the short circuit, participants must be given the opportunity to practice working on the equipment of the championship which they will use. Each participant is given 5 hours for familiarization. It is necessary to provide them with complete information on setting up and using the equipment, as many may not have experience using a particular model. This is very important, because we do not hold competitions for the ability to quickly study instructions, but we test existing skills in the profession. New equipment should not interfere with those who do not have experience with it. Engage manufacturer representatives for advice. Remember that partners provide new equipment with the expectation that it can be sold to technical schools from which there will be participants. Therefore, participants and experts must leave with full confidence that the equipment is excellent and worth buying. In this case, partners will be ready to support your championships all the time. Schedule 5 hours for training.

7. On the first day of the championship, an introductory briefing on labor protection (OHS) is held. After the briefing, participants and experts sign the Protocol or alternative documents, which record the fact of receiving comprehensive information on safety compliance at the site.

8. After the briefing, the participants begin to complete the tasks in accordance with the brief. Draw the participants' attention to the need to stop at the STOP point and invite experts for evaluation.

9. Each participant at his workplace must have a printed CV.

10. The need to bring to the attention of the participants the evaluation criteria remains at the discretion of the expert community.

11. Objective criteria are evaluated by a panel of three experts. Subjective - five. It is desirable that the same group evaluates all participants. One of the experts of the assessment group makes assessments that the whole group agrees with, then all experts check and put their signatures on any empty space on each sheet of forms.

12. A compatriot expert has no right to evaluate his participant, if there is no approval of the other experts, drawn up in the protocol. A compatriot expert has no right to communicate with his participant during the competition without the presence of another expert from the site for this skill. The consequence of such a violation can be either a temporary or permanent removal of an expert from the site, or a permanent removal from the site of an expert and a participant. The decision to remove is drawn up in a protocol, which should contain the facts of violations with references to specific items from regulatory documents (Code of Ethics, Championship Regulations, Rules, Technical Description of the Profession, KZ, HSE, etc.) and full name, signatures and contact details at least 3 witnesses of violations from among the site experts.

13. After entering the grades from the handwritten grade forms in the CIS, you need to print electronic forms forms with the scores entered and give both sets of documents (handwritten and electronic forms) for verification to the compatriot expert of each participant. After checking the compliance of the electronic statements with handwritten ones, the compatriot expert puts his signatures on both sets of documents and gives them to the chief expert. After completion of the site, ch. the expert submits all signed statements to the headquarters of the championship to a specially appointed employee of the headquarters.

15. At competitions according to WSR standards, a collegial decision-making principle has been established for situations that are not described in the Regulations of the championship, TO and short circuit by competence. At the same time, the vote of the chief expert is considered equal in value to the rest of the experts. On issues related to the technology of completing tasks, voting can only be carried out by WSR-certified experts, i.e., having confirmation of their professional level for making technological decisions.

The Test Project has a level of difficulty that is very high for a professional (practically, it is impossible to complete the Test Project entirely per allotted time and absolutely without mistakes); The Test Project consists of modules, each of which is designed to test certain skills and has its own weight in points. The use of uniform criteria for all championships, developed on the basis of criteria from the last World Championship. The same conditions for the performance of competitive tasks (equipment, consumables, time frame, etc.). At the end of the championship, the results of each participant enter the end-to-end monitoring system. The system allows you to compare the results of the performances of participants in different championships. Technically, comparison is possible not only by final scores, but also by modules. Preparing for the WorldSkills Championships and Demonstration Exam The preparation plan for the WorldSkills Championship contains the stages of preparation, starting from the moment the first step to implement the preparation is carried out. Competitive part plan (SMP - Skill Management Plan) The SMP contains a daily site work plan, which contains all the activities taking place on the championship site for each day separately. The SMP is posted in printed form at each site. "C" - coding of the days of the championship: C1 - "C" - competitions, "1" - the first day of the competition; С-3 – the third day BEFORE the competition; С+1 – the first day AFTER the competition. The SMP used for the Demo exam may vary in functional days. In particular, the functionality of days C-2 and C-1 can be combined in day C-1. It is important that the principle of providing ALL participants the opportunity to familiarize themselves with workplaces and equipment during the time specified in the regulatory documents (for example, in the document “Methodology for organizing and conducting a demonstration exam according to WorldSkills Russia standards”) is followed. Competitive Documentation Package for WorldSkills Championships The main regulatory documents of WorldSkills championships are 4 documents: - Code of Ethics; - Regulations of the championship / Methodology for organizing a demonstration exam - Technical description of the competence; - Competitive task of the championship. If it is impossible to make a decision based on the specified documents, the decision is made collectively and formalized in the Protocol. Supporting documents: - Development plan of the competition site - Infrastructure list - Evaluation criteria Code of Ethics establishes ethical standards behavior of persons involved in WSR championships. This document is the same for all WorldSkills competitions. Competition Regulations / Demonstration Exam Methodology establishes the basic organizational requirements for holding a specific WorldSkills championship. The Regulations/Methodology prescribe the rules that are common to all competencies. The technical description of a competency is a document that defines the scope of knowledge and skills that a competitor of a particular competency must possess. The technical description of the competence is based on the advanced technologies that are relevant and accessible to a wide range of professionals at the time of its development and updating. Technical description of competence for Russian championships updated once a year at the National Championship. Certified experts take part in the update. aim updating The technical description is to include in it new relevant technologies that have become widespread within the framework of this competence, as well as to expand the scope of competence by including knowledge and skills used by specialists in related professions (for example, the inclusion of knowledge and skills in diagnosing electronic systems(competence "Automotive technologies") into the competence "Master of body repair", which was previously limited only to working with metal (straightening, welding, etc.). Site development plan - a document in which graphically and schematically using symbols all the necessary infrastructure of the site is depicted: from chairs and tables, to the location of machines and other equipment, all necessary connections (electricity, water, compressed air, ventilation, lighting, wastebaskets, etc.). Examples of Building Plans Infrastructure List - A list of all necessary equipment, tools, supplies, office equipment and supplies needed to operate the site. All positions indicated in the Infralist are provided by the organizers of the championship. "Toolbox" - a list of tools and consumables that the participant must (or has the right to) bring with him. The list of "toolbox" is specified in the Technical description of the competence. Test Project - a document (or set of documents) that describes in detail the tasks facing the Competitors on the site within the framework of the Championship. The competition task must clearly convey to the contestants the essence and rules for performing all actions. The Test Project has a very high level of difficulty even for a professional Test Project for National Championship is developed by a group of certified experts led by a National Expert. As a rule, the Test Project from the last World Championship is taken as the basis for "numbered" competencies. Development starts and ends within the time frame specified in the Technical Description. The competition task consists of modules. The number of modules can be from 3 to 9. Each module has its own weight in points. CAD engineering design The total time to complete 100% of the Test Project must be between 15 and 22 hours. Compilation of the Test Project and its promulgation occurs according to the Competency Technical Description The competition task may be made public in advance (from 1 to 4 months) The Test Project, as a rule, specifies in detail all the procedures to be performed by the Competitor. If necessary, the short circuit must be supplied with drawings, drawings and diagrams. STOP points may be included in the Test Project, which means that the Competitor must stop the Test Project and call the experts for evaluation. If the Competitor is forced to stop the task for the duration of the evaluation, this time is not taken into account in the total time allotted for the task. Recommended Competition task for Regional Championships is developed by the National Expert together with certified experts. It is usually based on the Test Project from the last National Championship. The Recommended Test Project is the same and is designed for ALL Regional Championships. Each Test Project is accompanied by a Marking Scheme specially created for it (Marking Criteria). The Criteria are also divided into modules according to the structure of the Test Project. In the event that an abbreviated Test Project for a Regional Championship is agreed upon, the Region shall only take the Criteria corresponding to the modules of the Test Project taken. The National Expert may refuse to approve a truncated Test Project if the shortening of the assignment is due to the opinion of the regional experts about the “excessive complexity of the assignment for their students”. For the Pilot Project of the Demonstration Exam, a package of competitive documentation agreed with the Union of the VSR is applied. It is PROHIBITED to change the documentation by DE experts! The Test Project Evaluation Scheme is a set of Criteria for evaluating the quality of the Test Project and the skills of Competitors. Evaluation criteria is a set of aspects for measuring the skills and qualifications of the Competitors. The criteria are compiled in such a way as to accurately and correctly measure the level of the contestant's possession of the skills and knowledge necessary for a top-class professional. The elementary position of the criteria is an aspect. The more aspects and the lower the weight of each aspect, the more accurately you can assess the level of performance of the competitive task. However, too many aspects can delay the evaluation process. Therefore, their number and weight is regulated. The number of aspects should be in the range from 50 to 300 positions in total for all modules. Optimal - from 75 to 250. The weight of one aspect should not exceed 2 points. The total weight of aspects for all modules of the Test Project cannot exceed 100 points. Aspects are both objective and subjective. Objective aspects are measurable. They are evaluated by a group of 3 experts. Objective aspects can be essentially binary or discrete. Binary aspects imply a "yes" or "no" evaluation. That is, either the aspect is fulfilled or it is not. For example: - aspect weight = 1.5 points - aspect name "All bolts are tightened to the required torque" - data "10 bolts, force 10N/m" Discrete aspects have partial fulfillment conditions. For example: - aspect weight = 2 points - aspect name "All bolts are tightened with the required force" - data "10 bolts, force 10N/m)". - the condition "Subtract 1 point for each bolt not tightened with the necessary force." Subjective aspects - not measurable (for example, “beautiful”, “aesthetic”, “delicious”, “professional”, etc.). They are evaluated by a group of 5 experts. For evaluation, cards with ratings from 1 to 10 are used. In general, a scale from 1 to 10 means: 10 = masterpiece, extremely rare result 9 = excellent, quality above the industrial level 8 = very good, quality at the highest industrial level 7 = good, quality at the industry standard. 6 = Satisfactory, quality below industry standards 5 = Quality below industry standards, but the participant has good skill and sufficient knowledge to perform the assessed procedures. 4 = have good theoretical knowledge of how to perform procedures, but lack sufficient skills. 3 = no skills, intermediate knowledge. 2 = no skills, low level knowledge. 1 = lack of knowledge and skills. Judgment* aspects: not measurable, but: - assessed by a group of 3 experts; - have four options for ratings 0, 1, 2, 3; - are evaluated according to the procedure of subjective assessment; - the difference between the scores should not be more than 1. Judgment* scores: 0 - no experience, no knowledge, or no attempt. 1 - there is knowledge and understanding of the specifics of the profession. The quality is acceptable for use. 2 - there is knowledge and experience, quality at a high professional level. 3 - a masterpiece, an extremely rare result. *get advice from your National Expert. Working conditions of the participants The participant cannot be present at the evaluation procedure, if this is not provided for by the competitive procedures and is not described in the competitive task! What regulatory documents allow you to make a decision on this case? Dear ……..! I took part in the regional stage of WorldSkills Russia in the skill "…….." I want to say right away that no one familiarized me with the existing rules of the competition and did not announce the rules prohibiting bringing their own measuring instruments to the site. The situation is that on the second day of the test, I used my stopwatch instead of the one provided and a notepad to record test results throughout the day; both my expert and the rest of the people on the site saw this, and did not say a word, everything suited everyone, until at the end of the day, when I had already completed everything, one of the experts found out about this and filed a petition for my disqualification. As a result, they decided to deduct 2 points from me, as a result of which I did not take the 3rd place where I was. I consider this situation unfair, since my stopwatch did not give me any advantages, and no one announced the rules prohibiting its use; and my own expert didn't say a word to me for three modules. I ask you to help reconsider the decision made on this situation. Sincerely, ... Testing on the topic "Judging"
