Preferential lending to small businesses - favorable conditions and government support. A loan for starting a small business from scratch in Sberbank and other banks

Preferential small business loans are something new entrepreneurs constantly think about. If we estimate which clients of banks are listed as the most unreliable and risky (risk for the bank), then we can name 2 categories - these are pensioners and small businesses.

With the first category, everything is quite obvious. And entrepreneurs from the small business sector are not loved by banks for more complex, complex reasons. On the one hand, a business is able to generate income that is much higher than the salary of an average classic borrower.

But on the other hand, the main guarantee of the return of finances is the profitability, liquidity and prospects of the business. The income of an entrepreneur is profit, not a salary (like a hired specialist). Small business in Russia, especially the last 3 years, is burning like dry firewood.

The raw orientation of the Russian economy and its conjuncture, dependence on oil prices and inflation of the ruble lead to the fact that many enterprises become unprofitable. And it's close to bankruptcy. But the bankrupt is not able to pay off the creditor.

Therefore, even with a thorough analysis of both the enterprise itself and the sector in which it operates, it is very difficult to predict its position in a few years. And most are taken for a period of 2 to 5 years. It is easier for a business that has been operating for some time, and moreover, successfully.

There, the beneficiary clearly sees the results of the entrepreneur's work, concrete profit. It is much more difficult for novice clients whose business has just started or is still at the stage of a business plan. Helping a “business from scratch” is a separate issue.

Government support options for small businesses

And here it is worth talking about how government agencies are trying to keep afloat those adherents of small businesses who have already worked on the market for 1-2-3 years, but because of the systemic crisis, they began to “go to the bottom”. There are several options for government assistance:

  • repayment of part of the annual interest on the loan at the expense of funds from state funds (refinancing option);
  • the issuance of relatively small amounts of money as a "gratuitous government loan", or, more simply, the issuance of money without obligation to return or interest payment. But such assistance is far from being provided to everyone, not always and in a very limited amount (no more than 300 thousand rubles, which is minuscule for many business models);
  • assistance related to full-fledged state lending on favorable terms - a low interest rate for Russia (from 14% per annum), a wide range of credit limits (from 150 thousand to 150 million rubles) and a long loan period (up to 5-6 years);
  • a guarantee of state funds to support entrepreneurship, which allows you to take a loan without collateral (can cover up to 90% of the value of a hypothetical collateral). However, this service is not free, funds will have to pay a certain percentage as payment;
  • but there is another program that allows you to pay off guarantor funds, again at the expense of the state budget - leasing with the participation of government agencies, which allows young small businesses to acquire all the necessary investment, production capacities - real estate, technical equipment, intellectual products ( software), human resources in the form of highly qualified specialists.

Each of these points should be considered separately. But first of all, it should be noted that in order to receive state assistance of any kind, an enterprise must meet a number of general requirements:

  • the entrepreneur should not have any budget debts - not for wages employees, neither for tax deductions, nor for previously taken state loans, nor for payment of compulsory insurance;
  • the business is engaged in a sector that is not related to mining, network marketing, trade as such, insurance and credit, gambling, production and / or resale of goods subject to excises;
  • the total staff should not be more than 250 people;
  • the average annual total income of the enterprise should not exceed 1 billion rubles (calculated as the arithmetic mean if the business is already several years old, and approximately pretends to be if the business has existed for less than 2 years);
  • business has not resorted to any assistance from government agencies for the last 12 months;
  • if we are talking about assistance in repaying non-state loans, then such a loan should already be taken, and the borrower should already pay off at least 10% of it. If an entrepreneur is still planning to take a loan, but asks the state to help in advance, then the only option would be to receive a small amount of money from the state free of charge, but no one will refinance the loan in advance;
  • a business that is on the verge of bankruptcy is seen as a hopeless option, to which it is not worth transferring the budget, so potential bankrupts should not wait for help either;
  • finally, any financial assistance from the state should be very narrowly and as strictly targeted as possible - for example, state funds. a loan or financial assistance, every penny should be spent only on large investments in the business, its fundamental modernization and expansion - the purchase of new production facilities, scientific and technical re-equipment, advanced training of personnel, and so on. An individual entrepreneur does not have the right to purchase a fleet of vehicles, replenish working capital, and even more so spend this money on arranging his own workplace.

State refinancing through the Central Bank is one of the most common options for supporting small businesses. At the beginning of 2017, its rate is 10%. Moreover, not all interest is paid, but only:

  • a third for those entrepreneurs who have taken a loan for up to 2 years;
  • half, if you need help in repaying a loan taken for a period of 2 to 3 years;
  • two-thirds if the loan period is more than 3 years.

It is worth explaining with an example. Suppose an individual entrepreneur took a loan of 1 million rubles for 30 months. Having applied to the Department of Entrepreneurship Development and the Entrepreneurship Support Fund, he received the go-ahead for refinancing. From 1 million rubles 10% is 100 thousand rubles. Consequently, this individual entrepreneur can receive 50 thousand rubles from the state to pay off the interest overpayment.

If the interest rate is, say, 25%, then the total amount of annual interest will be 250 thousand rubles. And it turns out that a fifth of this amount for individual entrepreneurs will be paid by the state. It should be emphasized that we are talking about annual interest, and not about the body of the loan.

Free small financial support

Contributions that reduce the body of the loan, the entrepreneur makes himself in any case. To many, such assistance will seem scanty on the scale of business problems, but it is much easier to get it than a gratuitous lump sum payment of up to 300 thousand rubles or a profitable government loan.

It is extremely rare when a legal entity receives sums of several hundred thousand rubles for the development of its business just like that, for nothing (albeit for strictly targeted needs). Usually assistance is in the same way in the range of 50-100 thousand rubles. But even for a profitable state loan to small businesses, the conditions are very harsh.

To take advantage of these benefits, the enterprise must belong to the sector of the economy that is currently being boosted by government policy. These include:

  • production of domestic material and intellectual products;
  • construction, capital repairs of buildings, utility companies;
  • firms engaged in activities closely related to science (pharmaceuticals, IT technologies, robotics, etc.);
  • medicine and social sphere activities.

Firms falling under any of the above categories are served by the state, so to speak, "out of turn". A royalty payment cannot be a truly tangible help. But a full-fledged loan to small businesses from the state - yes.

Features of state loans and surety funds

Its main advantage is the low interest rate for the Russian Federation, the minimum of which is 14%. True, many experts support their foreign colleagues in the opinion that even such a rate is fatal for small businesses. Abroad, it is generally accepted that a loan rate of more than 10% is guaranteed to destroy any small business model.

However, the usual rates of Russian banks for entrepreneurs are generally awful - 25%-30%-35%, and sometimes even more. To get a government loan, the borrower will also have to provide collateral to the bank. And the loan amount will be somewhere around 70-75% of market value pledge. The objects of the business itself act as collateral here:

  • raw material base of the enterprise and goods at any stage of production;
  • cooperation agreements with other enterprises (as documents guaranteeing future profits);
  • company car park;
  • all areas at the disposal of the entrepreneur;
  • technological means of production (technical and computer support).

But it may turn out that business objects are still encumbered, because they were bought on credit. Or an entrepreneur in a small enterprise cannot mortgage them. Then guarantees from the Entrepreneurship Support Fund can help out. Such a fund acts here as a guarantor.

His guarantee can cover up to 90% of the value of the collateral. But, as already mentioned, such a service is not free. The larger the loan and the higher the "collateral coverage" of the guarantor fund, the higher the percentage of payment for the services of this fund. Payment varies from 1.2% to 3.2% per annum.

Interest is calculated from the amount covered by the guarantor's guarantees. It should not be forgotten that not every bank cooperates with the Entrepreneurship Support Fund. This needs to be checked in advance. The very process of concluding an agreement with 3 participants (borrower, bank and fund) is almost no different from the usual one.

With a positive decision, the bank, without the participation of the borrower, notifies the fund in order to receive documented guarantees. And after receiving the funds, the borrower immediately transfers to the fund the remuneration for the service rendered. And even this money has a chance to be returned, because there is a program under which a one-time and one-time subsidy is paid from the state.

The amount of this payment can be up to 90% of the amount that was transferred in favor of the guarantor. Well, leasing is an indisputable help for a start-up enterprise. With the help of such programs, the client can start a "business on credit", that is, all business objects will be purchased on credit or rented.

Many aspiring entrepreneurs face financial difficulties at the stage of establishing a business. The easiest way to solve this problem is government concessional lending. There are many programs under which the state allocates cash developing companies at low interest rates. What you need to do in order to get a soft loan as an aid to small businesses from the state in 2019, we will tell you in this article.

prospects

Property assistance

In 2019, property support for SMEs will be expressed in such activities as:

  • providing real estate for rent at preferential rates;
  • sale of property values by the state at low prices;
  • formation of infrastructure (business incubators, technology parks, etc.).

Grants from the state

  • Entrepreneurs whose activity in the field of trade or production lasts less than 12 months;
  • Businessmen with an ideal credit history, who do not have tax debts and other obligatory payments;
  • Firms that create new jobs in the national economy (especially at the regional level).

In order to become the owner of a grant from the state, an entrepreneur must prove the fact that he did not participate in other programs, did not receive grants and subsidies. And also to be trained in the basics of doing business at special courses organized by territorial employment centers.

SME lending

Denial of grants and subsidies is not at all a reason to abandon the idea of creating own business. Small business loans from the state in 2018 are provided at a rate of 0% to 6% per year.

For such conditions of attraction borrowed money can count on:

  • Firms that develop innovative industries;
  • Enterprises engaged in the production of import-substituting products;
  • Companies that create equipment and mechanisms for the production and processing of hydrocarbons.

All the industries listed above have received such high attention, since they are recognized as priority areas for the development of the national economy of the Russian Federation.

Non-state grants for starting a business

Creating your own business should start with working out the issue of receiving gratuitous assistance, which, first of all, are grants. It is allocated by non-state funds operating under banks, investment companies and financial and industrial groups.

Grants affect interesting and promising, from a commercial point of view, sectors - agriculture, innovative production.

Assistance can be provided in two forms:

  1. On the terms of the irrevocable provision of funds, but with the fulfillment of certain requirements.
  2. In the form of an interest-free loan that must be repaid after a certain period.

Both in the first and second cases, the grant recipient is determined through a competitive selection conducted by a special commission: participants submit an application and a package of documents with public offer, describing in detail the goods offered by the company and indicating their cost.

The main difference between grants from non-state funds and state subsidies is that in the first case, the commission selects promising and economically effective projects, and in the second - predominantly socially significant.

In 2019, those businessmen who plan to implement bold, but at the same time quite real and profitable projects, can count on grants.

Loans for small businesses from the state

The state forms and supports special preferential lending programs for SMEs. As a rule, they are implemented through a network of partner banks (Sberbank of the Russian Federation, Russian Agricultural Bank, etc.), in which a part of the interest rate is subsidized from the budget. As a result, novice businessmen can get borrowed funds on very loyal grounds.

Lending to small businesses in 2019 provides for the opening of overdrafts, revolving credit lines, single loans to enterprises from priority sectors:

  • socially significant projects;
  • construction companies engaged in the construction of economy-class apartment buildings;
  • production based on the use of eco-technologies, etc.

There are several more options for government lending (in addition to subsidizing the interest rate):

  1. Provision of gratuitous subsidies to cover part of the principal amount of the loan or interest on it.
  2. Provision of state guarantees and guarantees for loans to small and medium-sized businesses.

The main feature of state lending programs for small and medium-sized businesses- its compensatory nature.

Borrowed funds will sooner or later still have to be returned to the lender.

However, there are many people who want to receive borrowed funds with state support, because:

  • First, the rates on such loans are extremely low (0-10%);
  • Secondly, preferential programs also cover start-up entrepreneurs who take their first steps in the market and are considered commercial banks in the form of highly risky clients.

Procedure for obtaining a soft loan

In order to become the owner of programs for the provision of borrowed resources on preferential terms, an entrepreneur will need to perform the following actions:

  1. In one of the partner banks, choose a preferential program for business.
  2. Prepare all the necessary package of documents and an application for raising borrowed funds.
  3. Submit papers for consideration by the banking commission.
If it turns out that the borrower does not have collateral, the bank applies to the fund and requests the possibility of providing a loan guarantee. The Fund studies the borrower's business, its prospects, its importance for the national economy, etc. If the fund agrees to provide a guarantee, then an agreement is concluded between it, the bank and the borrower.

Funds that interact with banks in issuing preferential loans to entrepreneurs operate not only at the federal, but also at the regional and municipal levels. In order to clarify the list of partner banks, a businessman can contact any of them.

It should be noted that the funds work not only with banks, but also with microcredit organizations, the conditions of which are more suitable for companies with a short production cycle.

The conditions for providing preferential loans for business in Russian financial and credit institutions are extremely similar to each other - they are distinguished by a low rate, loyal requirements for customers, as well as a long term for using borrowed funds.

Particular attention should be paid to programs back-to-back loans. They are provided by the state at minimum rates so that small and medium-sized businesses can pay off their debts to commercial banks.

It is worth adding that in 2019, programs of gratuitous financial assistance for small and medium-sized businesses in Russia will cover enterprises in innovative industries, agriculture, the creation of essential goods and import-substituting products. The rest of the firms should immediately focus on preferential loans.

  • most programs are implemented at the regional level and have their own specific conditions (for example, a guarantee can cover the entire loan amount or only a separate part of it);
  • it is important to give Special attention preparation of documents - most often a positive decision on the issue of providing assistance depends on this;
  • when attracting grants and loans through the labor exchange, it is important to realistically assess your capabilities in terms of efficient spending of funds and obtaining a positive result.

If an enterprise has debts on taxes and other obligatory payments, is declared bankrupt or has already received a subsidy from the state, most likely it will not be able to receive preferential financial assistance.

Mission SME corporations under the "6.5% Program" is to help businesses in obtaining financing at a reduced rate, as well as the development of a civilized business market. The conditions of the program allow you to receive the necessary funds at a minimum percentage.

Promoting the development of small and medium-sized businesses in Russia is one of the top priorities, according to the country's leadership. But due to the fact that the interest on debt financing is too high, entrepreneurs abandon their interesting ideas, do not want to develop new industries and do not cope with their obligations. In 2014, it was decided to create a body that will become an active intermediary between business and financial institutions. This is how the SME Corporation was organized.
