1. General requirements for labor protection

1.1. Boilers may be serviced by persons not younger than 18 years of age who have passed the preliminary medical checkup, water briefing on labor protection, primary briefing on labor protection at the workplace, briefing on fire safety, vocational training corresponding to the nature of the work, internship and testing of knowledge on labor protection and electrical safety.

Training and certification of firemen of the boiler house should be carried out in specialized educational institutions. Certification of the driver (fireman) of the boiler room for the right to service boilers is carried out by a commission with the participation of an inspector from Rostekhnadzor.

1.2. To independent work persons who have passed:

Introductory briefing on labor protection;

Fire safety briefing;

Initial briefing at the workplace;

Training in safe working methods and techniques (internship from 6 to 12 shifts);

Briefing on electrical safety at the workplace and checking the assimilation of its content;

Checking the knowledge in the commissions of the structural unit of the requirements of labor protection, industrial safety in the scope of production instructions, rules, technical cards and other necessary for work normative documents, electrical safety requirements in the scope of the requirements for the II group on electrical safety, instructions for the use of means personal protection(PPE) necessary for the safe performance of work.

1.3. Admission to independent work is carried out by order or order of the structural unit.

The qualification certificate for on-duty personnel during the performance of official duties may be kept by the shift supervisor of the boiler house or with him in accordance with local conditions.

1.4. In the process of work, the driver (fireman) of the boiler room passes:

Repeated briefing on labor safety at the workplace at least once every three months;

Unscheduled briefing: when changing technological process or normative documents on labor protection, replacement or modernization production equipment, devices and tools, changes in working conditions and organization, in case of violations of labor protection requirements, breaks in work for more than 30 calendar days, according to telegraph instructions about cases of injury to workers in other areas, at the request of a supervisory employee;

Re-testing knowledge on labor protection, industrial safety at least 1 time in 12 months and electrical safety at least 1 time in 12 months;

Unscheduled knowledge testing: in case of transfer to maintenance of boilers of a different type, when transferring a boiler to burning another type of fuel, when changing the technological process or regulatory documents on labor protection, replacing or modernizing production equipment, fixtures and tools, changing working conditions and organization, when violations of labor protection requirements, breaks in work for more than 6 months, at the request of the administration or a supervisory employee;

Periodic medical examination once every 12 months.

The driver (fireman) of the boiler house, no later than within a month after being hired, must be trained in first aid to the victims. Training should be conducted by a specially trained instructor. In the future, the employer organizes this training at least once a year.

1.5. The driver (fireman) of the boiler room, who has not passed the knowledge test within the established time limits, is not allowed to work independently.

1.6. Each employee must know the location of the first aid kit.

1.7. It is forbidden to work with faulty tools, devices and PPE; if they are found, the driver (fireman) must inform his immediate supervisor about this.

1.8. In the equipment service area, the boiler operator may be affected by the following hazardous and harmful production factors:

Rotating and moving machines and mechanisms;

Increased dust and gas content in the air of the working area;

Increased air temperature of the working area;

Limited space;

Increased thermal radiation (when servicing the tap-hole of the boiler);

Increased noise and vibration levels in the workplace.

1.9. According to the conditions for the performance of individual works, the boiler room operator (fireman) must be provided with goggles, a helmet and other PPE.

1.10. The driver (fireman) of the boiler house is obliged to monitor the serviceability of overalls, timely hand over for washing and repair, and also keep lockers for storing PPE clean and tidy.

1.11. The driver (fireman) of the boiler room must know the fire alarm signals and methods of reporting a fire, as well as know and be able to use the primary fire extinguishing equipment. Smoking should only be done in designated and designated areas.

It is forbidden:

Store flammable and combustible liquids;

Use open fire for lighting;

Approach with an open flame to a gas welding machine, gas cylinders, battery boxes, flammable liquids, materials and spray booths;

Touch oxygen cylinders with hands contaminated with oil;

Use electric heaters in places not equipped for this purpose;

Leave unattended electric heaters connected to the network;

Use temporary, faulty electrical wiring and faulty electrical appliances;

Allow combustible debris to accumulate in industrial premises and in the workplace;

Block up escape routes, passages and doors with rubbish and foreign objects.

Compliance with fire safety requirements by other employees should be monitored.

1.12. In case of injury or illness, the driver (fireman) must stop work, notify the head of the boiler room and seek help from the nearest medical facility.

The driver (fireman) is obliged to notify the manager: of any situation that threatens the life and health of people, a malfunction of equipment, inventory, fire extinguishing equipment, as well as a violation of this Instruction.

1.13. While on the railway tracks, the driver (fireman) must comply with the following requirements:

Pass to the place of work and back along specially established routes, marked with signs "Service Passage";

When crossing tracks on the territory of railway stations, it is necessary to use tunnels, pedestrian bridges and decks;

In the absence of special passages, the railway tracks should be crossed at a right angle, after making sure that there is no railway rolling stock approaching at a dangerous distance on the crossed tracks in this place (hereinafter referred to as the rolling stock);

Bypass groups of wagons or locomotives standing on the railway track at a distance of at least 5 m from the automatic coupler of the outermost wagon or locomotive;

Pass between uncoupled wagons with a distance between automatic couplers of at least 10 m;

Pay attention to traffic lights, horns and warning signs.

It is forbidden:

Cross or run across railway tracks in front of moving rolling stock;

Crawl under the rolling stock and climb over the automatic coupler when crossing the track;

Cross arrows equipped with electrical interlocking at the locations of wits;

Cross railway tracks within turnouts and crosses, as well as wagon retarders of mechanized or automated hump yards;

To stand between the wit and the frame rail, the movable core and the guardrail, into the gutters on the turnout and at the ends of the reinforced concrete sleepers;

Stand or sit on rails, electric drives, way boxes, wagon retarders and other floor devices;

Stay in places marked with the sign "Caution! Oversized place", as well as near these places when passing rolling stock;

Walk along railroad tracks, inside the track and at the ends of the sleepers.

When entering the railway track from premises, as well as from behind buildings that obstruct the visibility of the railway track, you must first make sure that there is no rolling stock moving along it, and in dark time days, in addition, wait until the eyes get used to the darkness.

1.14. The driver (fireman) must know and observe the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places.

1.15. Failure to comply with the requirements of the Instruction on labor protection for the driver (fireman) is considered as a violation of production discipline.

For violation of the requirements of this instruction, the employee is liable in accordance with applicable law.

2. Labor protection requirements before starting work

2.1. Before starting work, the driver (fireman) needs to make sure that the overalls and PPE are in good condition. Put on overalls, fasten it with all buttons.

2.2. Check the availability and serviceability of the telephone, clock, primary fire extinguishing equipment, the completeness of the first-aid kit, the availability of water supply and heat supply schemes, regime charts for the operation of boilers, temperature charts, a shift log, technological and other instructions.

2.3. Check whether passages, escape routes, main and emergency exits from the boiler room are not blocked. Remove foreign objects.

2.4. By external inspection, make sure:

In good condition (no damage) of boilers, chimneys, furnaces, fences, inventory and auxiliary devices;

In good condition electrical wiring, tires and grounding conductors, housings and buttons of switches, electric lighting and ventilation;

In the integrity of water-indicating glasses, thermometers and pressure gauges;

In the absence of gusts and leaks in pipelines of steam, hot and cold water, in good condition valves and three-way valves.

2.5. Check the operation of the main and standby feed and circulation pumps. Check whether the indications of instrumentation correspond to the calculated parameters.

2.7. Before putting the boiler into operation, check the operation of water-indicating devices and safety valves. Perform checks of circuits and automation devices in accordance with the technological instructions.

Coming to work in a state of intoxication or drinking alcohol during working hours;

To hand over a shift to a driver (fireman) who is drunk or with signs of illness;

Leave the shift without registering the reception and delivery of the shift.

3. Labor protection requirements during work

3.1. Before kindling the boiler unit, the driver (fireman) should check: the serviceability of the furnace, gas ducts, shut-off and control devices, fuel combustion equipment, instrumentation, fittings, filling the boiler with water.

3.2. The kindling of the boiler must be carried out gradually, ensuring uniform heating of all its parts, observing the readings of the pressure gauge, thermometer and water-indicating glass.

3.3. Immediately before the boiler is kindled, ventilation of the furnace and gas ducts must be carried out for 10 - 15 minutes.

3.4. Operate the boiler in strict accordance with the technological instructions, observing the temperature schedule and design parameters. Monitor the water level in the gauge glass.

3.5. During operation it is FORBIDDEN:

Lean on and stand on platform barriers, railings, protective covers of couplings and bearings, walk along pipelines, as well as structures and ceilings that are not intended for passage through them and do not have special handrails and fences;

To be without production necessity on the sites of the units, near manholes, manholes, water-indicating columns, as well as near shut-off and safety valves and flange connections pipelines under pressure;

To start mechanisms in the absence or faulty condition of enclosing devices, as well as cleaning near working mechanisms;

Remove protective guards from couplings and shafts, from rotating mechanisms;

Cleaning near machinery without protective guards or with loose guards;

Clean, wipe and lubricate rotating or moving parts of mechanisms, stick hands behind the fence;

Put on, remove and adjust drive belts on the go, manually stop rotating and moving mechanisms.

3.6. During the duty, the driver (fireman) of the boiler room must monitor the health of the boiler and all equipment of the boiler room, strictly observe set mode work, check the serviceability of the pressure gauge, water-indicating instruments, safety valves, feed pumps (injectors).

3.7. Pressure gauges must be in good condition and verified and have a red line on the dial indicating the allowed pressure.

Checking the serviceability of the operation of pressure gauges, safety valves, water level indicators should be carried out within the following periods:

a) for boilers with operating pressure up to 1.4 MPa inclusive - at least once per shift;

b) for boilers with operating pressure over 1.4 MPa up to 4 MPa inclusive - at least once a day (except for boilers installed at thermal power plants).

Record the results of the check in the shift log.

3.8. Cleaning of clogged taps of water-indicating glasses, trial and three-way taps, pressure gauges must be done with a special hook, standing away from the tap.

3.9. When starting rotating machinery, keep a safe distance from them.

3.10. At a working dust preparation plant, it is not allowed to open hatches and manholes, as well as carry out work related to the violation of the tightness of the dust-gas-air path.

3.11. Pushing stuck fuel in the bunker should be done mechanically or manually with special peaks from the above bunker gallery.

3.13. DO NOT sweep or extinguish any smoldering dust in the room or inside the equipment with a jet of water or in any other way that may cause further spread of fire. An open smoldering hearth should be extinguished with sand or water spray.

3.14. Manual blowing of the heating surfaces of the boiler by the driver (fireman) of the boiler room must be done in goggles and gloves. When opening the hatch towards yourself, the boiler room operator must stand away from it. When blowing the boiler with a steam-water mixture, the boiler operator must not open hatches and peepers on the blown side of the furnace.

3.15. Boiler purging should be carried out strictly according to the schedule in the presence of the employee responsible for the shift. When the purge valve is located at the front of the boiler, one driver (fireman) can purge, but if the purge valve is located behind or to the side of the boiler, then two drivers (firemen) perform it: one purges, the second monitors the water level in the boiler.

The personnel of the boiler room, as well as persons repairing neighboring boilers, are warned about the upcoming boiler blowdown.

Boiler purging can only be started if the purge fittings (valves or cock) are in good working order. Boilers that are being repaired or cleaned must be disconnected from the blowdown line with plugs. The water level in the boiler should be slightly above normal before purging. The opening of the purge valve must be done carefully and gradually. While blowing down the boiler, it is necessary to monitor the water level in the boiler. If water hammer, pipeline vibration or other abnormalities occur in the purge lines, the purge must be stopped immediately. At the end of the purge, check that the shut-off valves in the purge line are securely closed and do not allow water to pass through.

The purge must be immediately stopped if during it the gases are knocked out through the hatches, as well as if the boiler or the purge device malfunctions.

It is FORBIDDEN to blow out the lower points of the boilers with faulty valves and close them with hammer blows or other objects, as well as using a lever.

3.16. When performing shoving work or when inspecting the boiler furnace, the driver (fireman) of the boiler room should not stand against open peepers, inspection and skimming hatches.

3.18. The driver (fireman) of the boiler room must deslagging the boiler under the direct supervision of the shift supervisor, taking into account the briefing received before starting work.

3.19. Knocking down slag should be done only with special peaks. At the peak of churning, there should be a tip welded into the pipe to prevent slag from running down the pipe.

It is FORBIDDEN to knock down slag with a pipe open at both ends. Spades should be stored in a horizontal position.

3.20. When knocking down slag, you should stand away from the hatch, holding the peak at the fly. When working, it is FORBIDDEN to rest against the pike. Before starting work on cleaning and deslagging the boiler, it is necessary to first fill the slag with water.

3.21. When churning slag, it is necessary to be especially attentive to the fallout of broken pieces of slag through the skimmer hatch, as well as the fall of large pieces of slag into the cold funnel of the boiler, followed by the release of hot water and steam through the water seal, and ash and flue gases through the hatch.

3.22. When deslagging the tap hole of the boiler using a pike, it is necessary to be wary of a sudden collapse of large slag lumps with a sharp blow to the working end of the pike and possible knocking it out of the hands of the worker and injuring him with the opposite end.

3.23. When opening and closing the valve, do not use levers that extend the arm of the handle or flywheel, which are not provided for in the instruction manual for the valve.

When closing and opening the valve, be careful not to break the device used from the valve handwheel.

3.24. For boilers with operating pressure up to 0.6 MPa (6 kgf/cm2), tightening of studs, bolts and nuts of detachable connections (manholes, manholes, hatches, flanges, etc.) is allowed at a pressure of not more than 50% of the boiler operating pressure, if operating pressure from 0.6 to 6 MPa (6 - 60 kgf / cm2) at a pressure of not more than 0.3 MPa (3 kgf / cm2), and more than 6 MPa (60 kgf / cm2) - at a pressure of not more than 0.5 MPa ( 5 kgf/cm2).

When tightening the bolted connections of flanges and hatches, the driver (fireman) is located on the opposite side of the possible ejection of a jet of water, steam or gas-air medium when the thread is broken.

3.25. It is FORBIDDEN to avoid injury to climb over running conveyors, pass various objects through them, and also crawl under them or pass in unprotected and not intended for passage places. Passing through the conveyors should be only on the transitional bridges.

3.26. When walking on inclined overpasses and stairs, you should not rush, do not step on the accumulation of water, dirt, oils. When descending stairs with a large angle of inclination, go down facing the steps.

3.27. It is FORBIDDEN to supply fuel with combustion sources to fuel supply belt conveyors, as well as to raw fuel bunkers. An open smoldering hearth should be extinguished with sand or water spray.

3.28. When fuel is supplied, all dust removal means located in the fuel supply path must operate. The start and stop of dust removal installations must be interlocked with the start and stop of the conveyor.

3.29. Before each start of the fuel supply mechanisms, a long sound signal (at least 5 s) should be given to start a specific mechanism or equipment. The signal must be audible at all locations in the fuel supply path where personnel may be present.

3.30. Before repairing, cleaning, lubricating and eliminating belt slippage, the conveyor must be stopped, circuit diagram dismantled, and safety signs "Do not turn on - people are working" are posted on the control keys.

3.31. It is necessary to pierce the fuel stuck in the chute only through the screw hatches when the conveyors above the chute are stopped. Cleaning of rollers, drums, drive and tension stations from coal, cleaning of coal from under conveyor belts and drums is carried out using a tool (shovel, scraper, screws), standing outside the fence.

3.32. Hanging separators should be cleaned with gloves only when the conveyor is stopped and the voltage is removed from the conveyor motor.

3.33. If a malfunction of the equipment that threatens people's health is detected, take measures to immediately stop the equipment, which should be reported to the higher duty personnel.

4. Labor protection requirements in emergency situations

4.1. The driver (fireman) of the boiler room is obliged in emergency situations to immediately stop the boiler and report the incident to the head of the boiler room or the person replacing him if:

A failure of the safety valve will be detected;

The operation of all circulation or feed pumps has been stopped;

The torch in one of the burners went out;

Vacuum behind the boiler is less than 10 Pa;

Cracks, bulges, gaps in welds were found in the main elements of the boiler;

The power supply has been cut off;

There is a fire that threatens service personnel and boiler unit;

The water temperature behind the boiler is above 115 °C, 150 °C ...

The reasons for the emergency shutdown of the boiler must be recorded in the shift log.

In case of emergency shutdown of the boiler, it is necessary:

Stop the supply of fuel and air, sharply reduce the thrust;

Quickly remove the burning fuel from the furnace, in exceptional cases, if it is impossible to do this, fill the burning solid fuel with water, making sure that the water jet does not hit the boiler walls and lining;

After the combustion stops, open the smoke damper and the furnace doors;

Shut off the water to the boiler and from the boiler, go to work on another boiler.

4.2. When eliminating an emergency, the driver (fireman) of the boiler room must act in accordance with the approved plan for eliminating the accident.

4.3. In the event of a fire, ignition of combustible substances, the priority actions of the driver (fireman) should be to call the fire brigade and evacuate workers from the impact zone dangerous factors fire on the human body (outside the premises or building in which the fire occurred).

After that you need:

Turn off electrical appliances, electrical equipment (equipment, stands), electric pneumatic tools and power supply in the workshop (room) where the fire (ignition) occurred;

Turn off the supply and exhaust ventilation;

Immediately report the fire (burning) to the work manager, indicating the exact place of its occurrence;

Organize the evacuation of containers with fuels and lubricants and vessels with flammable and explosive substances;

Start extinguishing the fire using primary funds firefighting.

In the event of an immediate threat to life and health due to exposure to dangerous fire factors (open flames and sparks, elevated temperature environment, toxic products of combustion and thermal decomposition, smoke, low oxygen concentration, parts of units, installations and structures destroyed as a result of a fire) or explosion, the driver (fireman) must immediately leave the zone of influence of these factors.

4.4. If electrical equipment catches fire, only carbon dioxide or powder fire extinguishers should be used to extinguish it. At the same time, it is impossible to direct a jet of carbon dioxide and powder towards people. When using a carbon dioxide fire extinguisher, in order to avoid frostbite, do not grasp the fire extinguisher socket with your hand.

4.5. If foam gets on unprotected areas of the body, wipe it off with a handkerchief or other material and rinse with an aqueous solution of soda.

4.6. When extinguishing a flame with a sand scoop, do not raise the shovel to eye level to avoid getting sand into them.

4.7. When a person’s clothing catches fire, it is necessary to extinguish the fire as soon as possible, but at the same time it is impossible to knock down the flame with unprotected hands. Inflamed clothing must be quickly discarded, torn off or extinguished by pouring water. On a person in burning clothes, you can throw a thick cloth, a tarpaulin, which, after the elimination of the flame, must be removed in order to reduce the thermal effect on the human skin. At the same time, one should not cover a person’s head, as this can lead to damage to the respiratory tract and poisoning with toxic combustion products.

4.8. If an accident occurs, you must:

Take measures for the immediate removal of the victims from the danger zone and the implementation of urgent first aid measures;

Contact a first-aid post or call an ambulance;

Warn employees of the danger;

Report the incident to your manager.

4.9. If explosive devices or other suspicious objects are found, specially developed instructions and instructions for actions in such conditions should be observed.

5. Labor protection requirements at the end of work

5.1. At the end of the shift, the driver (fireman) of the boiler room must: complete all work on switching equipment, current work, inspections and detours (except in emergency cases) to transfer the shift to the shifter;

put away workplace and fixed equipment. In order to avoid fire or explosion, it is FORBIDDEN to use flammable and combustible substances (kerosene, gasoline, acetone, etc.) when cleaning and wrap cleaning material around your hand or fingers when cleaning the outer surface of working mechanisms;

remove PPE and put them in the place intended for them.

5.2. Inform the receiving shift about the mode of operation of the equipment and its condition, about all the comments and malfunctions that occurred during the shift, as well as where and in what composition the equipment maintenance teams work according to orders and instructions.

5.3. Report on the delivery of the shift to the higher duty personnel and issue operational documentation.

5.4. After work, the driver (fireman) of the boiler room must wash his hands, face with soap and water or take a shower.

2. FUNCTIONAL RESPONSIBILITIES


2.1. The boiler room operator of the 2nd category carries out:

2.1.1. Maintenance of hot water and steam boilers with a total heat output of up to 12.6 GJ / h (up to 3 Gcal / h) or maintenance in the boiler room of individual hot water or steam boilers with a boiler heat output of up to 21 GJ / h (up to 5 Gcal / h), operating on solid fuel.

2.1.2. Maintenance of boilers of steam railway cranes with a lifting capacity of up to 25 tons.

2.1.3. Kindling, starting, stopping boilers and feeding them with water.

2.1.4. Crushing of fuel, loading and skimming of the boiler furnace.

2.1.5. Fuel combustion regulation.

2.1.6. Monitoring of the water level in the boiler, steam pressure and temperature of the water supplied to the heating system using instrumentation.

2.1.7. Starting, stopping pumps, motors, fans and other auxiliary mechanisms.
