The history of reforming the 56th SD in the postwar years is closely connected with the reorganization of the USSR Armed Forces and the Siberian Military District after the end of the Great Patriotic War 1941-1945
Siberian Military District (SKVO)
Existed in the pre-war years, but July 9, 1945. was divided into 2 independent districts : West Siberian (Novosibirsk headquarters) the administration was created from the administrations of the Siberian District, and the 8th Army, covering the territories of the Tyumen, Omsk, Novosibirsk, Tomsk, Kemerovo regions and Altai Territory, and East Siberian (headquarters Irkutsk), the administration was created on the basis of the administration of the 50th Army, located on the territory of the Krasnoyarsk Territory, the Tuva Autonomous Region, as well as the Irkutsk Region and the Yakut Autonomous Soviet Socialist Republic.

In May 1953 The East Siberian Okrug was liquidated, its first 2 territorial formations went to the West Siberian Okrug (renamed January 4, 1956 to the Siberian), and 2 others to the Transbaikalsky Okrug.

The district reported directly to the Ministry of Defense. The 33rd Army Corps (three motorized rifle divisions) and three separate motorized rifle divisions, two reserve tank divisions, formations of central and district subordination were stationed on its territory. Air cover was provided by the 14th Air Defense Army. Until the transfer began in 1989-1990. equipment and weapons from Europe within the framework of the Treaty on Conventional Armed Forces in Europe, which was being prepared for signing, in Siberia there were approximately 80 thousand military personnel and about 2 thousand tanks; 3.5 thousand armored vehicles; 22 thousand guns. Such a large number of equipment against a relatively small number of military personnel is explained by the fact that the district, as in all the years of the existence of the Russian state, was a source of mobilization reserves. And after the signing of the above agreement, about 11.5 thousand tanks arrived in the district alone.

Most of the directorates of the rifle corps during the war (by May 1945 there were 174 of them) were disbanded in the first 2 years after it ended.

A significant part of the corps remained after the cuts in 1946-1948, even though their divisions became brigades - for example, the Siberian 18th Guards and 122nd SC from 1947. were composed respectively of 6, 10, 16 guards and 20, 24, 47 rifle brigades, in which the 109th, 124th, 110th Guards and 56th, 85th, 198th SDs were reorganized. At the same time, for example, The 37th regiment of the 56th SD became the 187th battalion of the 20th brigade.

Transformation in the 1960s of a number of divisions and regiments in all military districts into training (and the creation of new ones) with the simultaneous exclusion of training battalions from combat divisions not only actually deprived the Soviet Army of trained non-commissioned officers, but also led to the flourishing of hazing. Wide use educational units(however, along with linear ones) in various economic and construction work did not contribute to the good training of specialists. Already in 1987. almost all training divisions were converted into district training centers (OTCs). 56 umsd converted to 465 oats.

Military town - "village Svetly"

The history of the town begins in April 1957. There is no documentary confirmation of the exact date of the settlement's foundation. During the search, an interesting version of the name of the village was discovered. The commander of the Siberian Military District, Colonel General P.K. Koshevoy, arrived at the proposed site for the construction of a military camp: a sunny spring day, birch trees all around, foliage flooded with sunlight. Pyotr Kirillovich smiled and said: "Let him be Light." On April 3, 1957, by order, 377 tp (military unit 74302) were raised for the construction of the village of Svetly. The officers arrived at the proposed construction site of the camp, the families remained in the sixteenth military camp, located in the city of Omsk. In one year, two and four apartment buildings, several barracks and an officers' club were formed on an empty area.

School No. 61 was built in the village, in which there were only two classrooms. In one of them, grades 1-3 were engaged, in the other, grades 2-4. Senior students were taken to school 110 on a tractor tank, because. the road was open.

During the construction process, there were a lot of difficulties: there were no wells, water was brought, giving out 4-5 buckets a day per family. In winter, women washed clothes with snow. There were power outages. But, despite all the difficulties, the village was very beautiful: the houses were surrounded by a low fence, flowers were planted, trees were planted along the central road. Holidays, sports relay races were held in the village. Every year, the village celebrated Tankman's Day, Defender of the Fatherland Day and traditional holidays. On weekdays, life went on as usual, and on Fridays we went to watch films at the Officers' Club. Since 1964, the construction of brick houses began. They had heating and titans for hot water. Officers of the highest ranks and their families lived in these houses. In one of the houses, an apartment was allocated for a kindergarten. There is also a building for a hotel. There were house committees and seniors on the porch.

Colonel Vladimir Konstantinovich Berezin, August 1981 - September 1983, later Head of Department of the Main Financial and Economic Directorate of the Ministry of Defense;

Former Deputy Director of the Federal State Unitary Enterprise "Center for Financial and Legal Support" of the Administration of the President Oleg Samotin, who was detained three years ago in a high-profile corruption case, then released, and soon detained again, finally sorted out his problems with law enforcement agencies. And immediately got a job in a new "warm" place.

He became the head of the legal department of MMZ Avangard JSC, which manufactures missiles for the S-400 complexes. The fact that a person with such a dubious biography ended up in a closed defense enterprise can only surprise outsiders. Those who know the "cuisine" of "Avant-garde" well, took it for granted. Recently, the general director of JSC Akhmet Mukhametov has been selected for leadership positions at the enterprise only on one basis: the main thing is that it be a man of non-traditional orientation and from the same "party" with the head of the "Avant-garde" himself.

AO suppliers are selected according to the same principle. As a result, rainbow-colored passions boil at the rocket manufacturer: constant scenes of jealousy, resentment, squabbles, tantrums. If TV cameras were installed there, then the ratings of the broadcasts would be no worse than those of Dom-2. But what is good for show business is an extremely negative effect on the defense industry. While Mukhametov's friends are hysterical and "sawing" budget funds, Avangard began to seriously delay deliveries to the Ministry of Defense as part of the state defense order, which has already brought inspectors to the enterprise.

"Soul and body" of a secret enterprise

MMZ Avangard, which is part of the Almaz-Antey Air Defense Concern, produces anti-aircraft guided missiles (SAM), which are equipped with S-400 complexes. In fact, this is the main supplier for missile systems, producing all their combat "stuffing". Since May 2003 CEO"Avant-garde" was Gennady Kozhin - a man who devoted his whole life to the "defense industry", who was previously deputy general designer of the Fakel Design Bureau. He was accompanied by an inconspicuous clerk Akhmet Mukhametov, who held the position of deputy general director. He was responsible for working with suppliers, which probably brought normal "left" income.

He also had his own small "gesheft". Akhmet Mukhametov and another Deputy General Director Boris Timoshkin were and remain to this day the founders of NPF Sesam Co LLC. This company produces iron doors and locks, and its production base is adjacent to one of the capital's pre-trial detention centers. By agreement with the leadership of which non-dangerous convicts were brought there to work. Then an emergency happened - several petty hooligans gave a tear from the Sesame workshop. However, they were seized almost immediately, the scandal was hushed up, and all this ended for Mukhametov and the leaders of the pre-trial detention center with a “slight fright”.

At some point, the inconspicuous clerk Mukhametov became the reason for a real "storm" at the plant. An ordinary employee Irina Belova worked at Avangard, who has a son, Victor (or Vic, as he likes to call himself). The guy, as they say, with a difficult fate. As a teenager, he announced that he was only interested in men. As a result, Vic had to change more than four schools. Yes, and with friends there were huge problems. Then, unexpectedly, Victor began to come to Avangard almost daily, but he was not going to his mother, but straight to the office of Akhmet Mukhametov.

At the factory, at first they thought that Vik had finally found an older friend in Uncle Akhmet. And in the office, Mukhametov probably shows the young man models of missiles. But then more and more questions began to arise. And why is the secretary sent to "dine" during Vic's visits? Why is the door locked? As a result, bad rumors “crawled” around the plant, and then this topic became “number 1” in all smoking rooms and reached Gennady Kozhin. A man who was born in the North Caucasus and served in the army could not appreciate such "high feelings" and was already showing the door to Mukhametov. But he found a very non-trivial way out of the situation. He urgently divorced his wife and married ... Irina Belova.

The labor collective was informed that Akhmet Abdul Khakovich had been secretly courting Irina for a long time, and that he had exclusively paternal feelings for Viktor. A modest and inconspicuous wedding gave the deputy general director an excuse to settle with Vic in the same apartment. Irina Belova was placed with them as a companion and cover.

Victor practically "registered" at the "Vanguard" and constantly poured various original ideas. So when in 2009 Oleg Mitvol, who then held the position of prefect of the SAO, closed the Soul and Body gay club (located a couple of streets from Avangard), Belov actively persuaded Uncle Akhmet to provide premises for the institution at the factory. Like, there are a lot of free areas, no one needs these rockets, and a gay club will bring good profits.

From the agency "Valentina" - to the suppliers of the defense industry

However, having wised up, Victor changed his mind and finally realized that it was rockets that were the key to the well-being of their entire friendly family. The path to such an understanding was quite a long one. Somehow, Vic became close friends with another gentle and quivering young man - pr-schik Ivan Klevtsov. Ivan is a man of free flight, and he changes jobs with enviable constancy. Here is his track record:

Merchandising agency "Planogramma", Moscow, 2009

Agency of promotions "WE", Moscow, 2009

Outstaffing agency "Your personnel adviser", Moscow, 2010

Post-print agency "Center for Manual Operations", Moscow, 2011

Recruitment agency "Personnel Advisor", Minsk, 2012

Wedding agency "Valentina", 2012

Viktor Belov began to work in the structures where Klevtsov held various posts. In particular, at one time he worked in the Moscow representative office of a Kyiv company with the tempting name "Euro-Asian Sales Promotion Service", then Ivan was going to Minsk, where he was supposed to head the office of the Eurasia group of companies. Victor also wanted to move there.

It is worth noting that Akhmet Abdul Khakovich was very worried about the friendship of Vanya and Vik, forgot about work, began to apply to the bottle. And even when Victor was going to Belarus and did not find a place for himself at all. And Mukhametov figured out how to keep Vika next to him. In 2012, at the suggestion of the deputy general director of Avangard, Metalwork LLC was born, the founders of which are Viktor Belov and Ivan Klevtsov. And almost immediately this company with " light hand» Mukhametova has become a major supplier of the defense enterprise. The amounts of contracts with it are growing from year to year.

We will not name what products Metalwork supplies to Avangard so as not to divulge any secrets. We only note that all equipment is supplied exclusively from Belarus. In Minsk, Ivan Klevtsov is responsible for the work of the company, who also heads the local "Eurasia" concurrently. And in Moscow, Metalwork is headed by Viktor Belov. This was the plan of Mukhametov. Having provided Victor and Ivan with a lot of money, he spread them to different countries.

And the fact that the new supplier works, to put it mildly, is not very good, is the tenth thing. The main thing, "the weather in the house." Pr-schik, rainbow party-goer, ex-head of the wedding agency "Valentina" Klevtsov - in the "defense", it is clear that he understands absolutely nothing. Therefore, equipment designed as Belarusian, in fact, according to the nomenclature of Mukhametov, is assembled from the "world by thread": first of all, it is bought in China. And then sent to the Avangard and used in the production of missiles for the S-400 complexes.

"Creators" S-400 - kgay and Zebei

The appearance of a new supplier at Avangard brought another “headache” to Akhmet Mukhametov. His brothers, Vyalit and Rifat, began to express serious grievances and claims, as well as ask questions: “Is it enough budget money for everyone?". The fact is that they, too, have long and tightly "sitting" on the funds of a defense enterprise. Vyalit Mukhametov, together with his three children, is the founder of MVA-Aliya LLC, which organizes the work of canteens, including the Avangard canteen. His son Rustam is also the chief engineer of AVO-Thermo Firm LLC, the general director and founder, who is Sergey Petrov. The person is clearly nominal, since more than 40 companies are registered on it. OOO Firma "AVO-Thermo" annually (and sometimes several times a year) wins tenders for the supply of various products to "Avangard" and receives the corresponding contracts.

Rifat Mukhametov has a much larger scope of activities, and experience commercial activities he is more solid than Vyalit's. Rifat has long dug in in the Dmitrovsky district of the Moscow region, where he has established a myriad of firms; in some of them, such as CJSC ISK Geosystems, Akhmet Mukhametov was once a co-founder. A significant part of these firms works on orders from the administration of the Dmitrovsky district and receives budgetary funds.

Together with budgetary funds from Avangard, these are very decent incomes. And a worthy place was found for them. In 2010, the Mukhametov brothers acquired a family-owned offshore company, Spartila Enterprises Limited (Cyprus). For example, through this company, Akhmet Mukhametov bought a cottage in the Czech Republic, which he registered for his daughter from his first marriage. This offshore is the founder of a number of firms working with budgetary enterprises Dmitrovsky district. Also in the luggage of Rifat Mukhametov is a huge number of structures registered as figureheads. As a result, you won't look at Avangard's suppliers “without tears”.

Now readers will have a unique opportunity to study the biography and see the image of a person who, according to Avangard documents, is most directly related to the production of missiles for S-400 complexes. We can say that this person is involved in ensuring the defense capability of our country. So, get acquainted - a native of Côte d'Ivoire, a final-year student at RUDN University, Roland Renaud Zebei. This young man is the general director of 66 companies, including LLC with the impressive name Spetsvoenkomplekt.

With the light hand of Akhmet Mukhametov, Spetsvoenkomplekt receives state contracts for the supply of metal products from Avangard several times a year. Everyone who wants has a rare opportunity to get this "defender" to himself. Just the other day, Zebei posted an ad on one of the sites: that he was looking for a job as a courier, waiter or cloakroom attendant. In the questionnaire, Roland Renault also describes his working biography: handyman, waiter, courier.

Strange, but not a word was said about the management of Spetsvoenkomplekt LLC, which supplies products for the production of the S-400. Apparently, this is due to the secrecy of this work.

Here is another interesting supplier of Avangard - NTP Tekhnika-XXI, registered in the village of Novoye Shigalevo, Pestrechinsky district, Republic of Tatarstan (this region is native to the Mukhametovs). Technika-XXI also constantly receives government contracts from the plant, at the conclusion of which the following address is indicated in the email column: This address Email protected from spam bots. You must have JavaScript enabled to view. . The same address can be found on the forum for people with non-traditional orientations. For the uninformed, let's look at the dictionary. The word gay used in the mail means a man with a homosexual identity, other names: homosexual. I wonder if it was Viktor Belov who hastily filled out this column and entered one of his boxes there?

"Avangard" on a permanent basis provides contracts and budget money to San TekhRemont-S LLC, whose legal address is Moscow, Tashkentskaya st., 9, and the actual address is Moscow, Clara Zetkin st., 33. At the last address, the Avangard MMZ is located.

And such ridiculous and clearly fake suppliers can be called for a very long time. All of them receive tens of millions of rubles annually budget funds. Moreover, their number has only increased in recent years.

From the pre-trial detention center to the MMZ "Avangard"

This is due to the fact that in 2015 Akhmet Mukhametov took the position of the general director of Avangard. It happened under very unusual circumstances. Somehow, Gennady Kozhin once again decides to expel Mukhametov from the factory, because he is tired of his antics. The latter immediately hurried to the boss to drink tea and ask for forgiveness. And a few hours after the tea party, Kozhin was hospitalized right from the factory in a serious condition. Doctors could not make a diagnosis for a long time until they came to the conclusion that Kozhin had a violation of cerebral circulation. What this is connected with is not known.

While the general director of Avangard was undergoing treatment, Mukhametov constantly signaled to Almaz-Antey that Kozhin would never be able to work again, and that the supplier of the stuffing for the S-400 needed a healthy leader. As a result, Mukhametov was appointed general director of the plant. And when Kozhin recovered, he was gladly hired at the Fakel MKB.

Having taken the chair of the head of the defense enterprise, Akhmet Mukhametov began to form a new management team. In particular, his adviser (in reality, his functional responsibilities much more) he made Leonid Sherman - a man for a long time, according to eyewitnesses, considered one of the leaders of the "lobby of the color of the sky" in the Ministry of Defense. Sherman served as deputy head of the Financial Inspectorate of the Moscow Region.

Thanks to an influential lobby, the inspectorate at some point became almost the main structure within the defense department. Its representatives certainly found a lot of financial violations in the divisions of the Ministry of Defense and subordinate enterprises. However, after paying a large sum, violations could evaporate from the report. After the flow of complaints against representatives of the inspection went beyond all limits, it was simply dispersed and Sherman ended up on the street. After working in insurance companies, he found a place for himself at Avangard. The lobby does not leave its own.

Another "valuable" addition to Mukhametov was the new head of the legal department, Oleg Samotin. He became famous in May 2013, when he served as deputy director of the Federal State Unitary Enterprise "Center for Financial and Legal Support" of the presidential administration. Then the employees of the GUEBiPK of the Ministry of Internal Affairs of the Russian Federation caught him red-handed while receiving 4 million rubles from businessmen, whom he promised to assist in concluding a lease agreement for a building in the center of Moscow. However, already four hours after the arrest, the investigator personally took Samotin out of the building of the Main Directorate of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for Moscow without explaining the reasons and released him.

After the incident was reported to Minister Vladimir Kolokoltsev, the investigator, the head of the department and the deputy head of the investigative unit, who made the decision to release Samotin, were fired. He himself was put on the wanted list. For three months he was in hiding, observing exceptional secrecy measures, but was detained. Having completed the investigation, the Main Investigation Department of the Ministry of Internal Affairs of Russia for Moscow sent the materials on the case of Oleg Samotin for approval indictment to the city prosecutor's office. However, by this time Head of GUEBiPK Denis Sugrobov and a large group of his subordinates were in custody on charges of provocation.

As a result, the case was withdrawn from the prosecutor's office, attached to the case against Sugrobov and Co., and then stopped, considering that there was a provocation against Samotin as well. We can say that he was very lucky. Now Samotin found himself at a defense enterprise, where he has an "untilted field" for activities - the plant has more than 40 tenants, with whom Samotin works. According to the schemes established back in the Federal State Unitary Enterprise "Center for Financial and Legal Support". It is worth noting that spiteful critics also attribute Samotin to people with non-traditional love relationships.

As a result, a very “fun” company gathered at the plant, and at the secret enterprise, skits in the spirit of the hero of “Our Russia” Ivan Dulin constantly take place. Most often, the main reason for clarifying the relationship, in addition to private and specific issues, is who Akhmet Mukhametov will allow to "saw" the next portion of budget funds. This process is so exciting that its head and top managers began to forget about the main purpose of the enterprise. As a result, in 2015, Avangard failed to meet all deadlines for the delivery of missiles to the Ministry of Defense through the State Defense Order. On this occasion, Avangard is now being tested.

Almaz-Antey also made its conclusions, and already at the end of summer, the head of the concern, Yan Novikov, decided to say goodbye to Mukhametov and his “unforgettable” team and return Gennady Kozhin to the plant. The frightened general director of Avangard immediately gathered a family council: “What to do?”. Viktor Belov immediately remembered his friend pr-schika Ivan Klevtsov. As a result, it was decided that it was necessary through the media to strike at a competitor for a place, and at Almaz-Antey itself. Harsh articles began to appear in relation to the concern and the Fakel ICB, where Gennady Kozhin now works, such as the publication in Gazeta.ru “Missiles are falling at Almaz-Antey.”

However, it is doubtful that such moves will help Mikhalych, excuse me, Akhmet Mukhametov and all his Dulins, to sit in their chairs.

At the enterprise, which is part of the Almaz-Antey aerospace defense concern, it is planned to create about 600 additional jobs by 2019.

The Avangard plant, one of the largest Moscow enterprises in the defense industry, will soon receive the status industrial complex and with it a number of tax benefits. He announced this during a visit to the plant, which is part of the Aerospace Defense Concern (VKO) Almaz-Antey.

“As far as I know, Avangard turns 75 next week. This is a real anniversary. Back in the early 2000s, the enterprise practically stopped, and today it is not only the flagship of the industry, but also one of the best factories in the world that produces such products,” said the Mayor of Moscow.

He stressed that Moscow is proud of such an enterprise, and wished the plant dynamic development, and employees - higher wages.

“For our part, we will provide all possible support both in development and in the provision of benefits. In particular, we plan to give it the status of an industrial complex, which will reduce the tax burden on the city budget by about 20 percent. I think this money will be invested in the development of the enterprise. I would like to once again thank the team for their selfless work. Thank you! Your products are very important both for the defense of the country and for the defense of our beloved capital,” said Sergei Sobyanin.

In turn, Yan Novikov, General Director of Almaz-Antey East Kazakhstan Region, said that the Avangard plant was fulfilling all obligations. “The plant faces big tasks in terms of rearmament and creation technical basis aerospace defense. I hope that the decisions that will be made today, Sergey Semyonovich, will make it possible to accomplish these tasks in a more short time and with the best result,” he said.

In addition, Leonid Sherman, adviser to the general director of the Avangard plant, said that the company plans to expand production. “You said that in the near future our enterprise will be given the status of an industrial complex. We calculated that due to tax incentives we could save about 245 million rubles. We plan to use them for technological re-equipment, purchase of new machine tools, construction of new buildings. But existing rules This building development is not provided for in our company. If possible, we ask you to amend these rules and allow the development of the territory of our enterprise, as well as other industrial enterprises with an area of 15,000 square meters per hectare,” he said.

Sergei Sobyanin, in turn, said that technological enterprises will continue to develop in the city. “The concept in the city has changed. Previously, there was such a direction as liquidation manufacturing enterprises in Moscow and removal from its territory. We do not support this line. We believe that manufacturing enterprises should develop in the capital, especially, so to speak, technological ones with good salary, with a good profit,” he said.

The Mayor of Moscow also promised that the city would help the development of the Avangard plant with urban planning solutions. “We will provide exactly the parameters that are needed for the development of the plant, without any restrictions,” he stressed.

Aerospace Defense Concern "Almaz-Antey"

Concern VKO "Almaz-Antey" was established in 2002 within the framework of the federal target program"Reformation and development of the military-industrial complex" for 2002-2006.

The structure of the concern includes about 60 scientific organizations and industrial enterprises from 18 regions of Russia. These companies specialize in the design and manufacture of aerospace defense and related products.

100 percent of the concern's shares are in federal ownership.

There are 12 research and production enterprises of the Almaz-Antey concern in Moscow with a total number of employees of more than 19 thousand people, including JSC Moskovsky machine building plant"Vanguard".

Avangard plant: 75 years of history

The Avangard plant is located in the north of Moscow in the Voikovsky district (Klara Zetkin Street, property 33, area of the territory is 26.65 hectares, the area of \u200b\u200bbuildings is 180.5 thousand square meters).

The enterprise was established on January 24, 1942 by a decree of the State Defense Committee of the USSR for the production of aircraft engines for the U-2 aircraft.

For the excellent performance of the assigned tasks in 1945, the plant was awarded the Order of the Red Star, and many of its employees were awarded orders and medals.

After the end of the war, Avangard began to produce parts and motors for agricultural machinery and consumer goods. However, later the enterprise was again returned to the military-industrial complex of the country. In particular, the plant developed and produced small arms and cannon weapons for aircraft, including for the first Soviet strategic bomber Tu-4.

Since the 1950s, the specialization of the Avangard plant has been the production of anti-aircraft guided missiles (SAM) and other means of air defense. The plant participated in the manufacture of the V-300 missile defense system for the S-25 anti-aircraft missile system.

Since 1954, the production of its own ground-to-air missiles for the S-75 anti-aircraft missile systems began. 11D, 13D, 15D, 20D, 5Y23, 5V29 missiles were produced, which were in service for more than 30 years. Export versions of these missiles were delivered to 24 countries of the world. Their quality, efficiency and reliability have been confirmed in numerous tests, as well as during combat use(for example, during the Vietnam War).

In 1962, the plant was awarded the Order of the Red Banner of Labor.

In 1972-1975, Avangard mastered the production of a new generation of V-500 missiles for S-300P complexes. Since 1973, the plant has been producing anti-missiles for the A-135 system.

In 1986-1989, the production of ZUR 48N6P for the S-300PM complexes was mastered. The missiles are now in service with the Russian army.

Avangard also produced five types of target missiles (Sinitsa-1, Sinitsa-6, Sinitsa-23, Korshun, Bekas), which were used by the air defense forces. The Bekas target missile is still used today for combat training.

In the 1990s, due to the reduction of the state defense order, the enterprise experienced difficult times. However, Avangard managed to keep the backbone of the production team, equipment and technology. This became the basis of his revival.

After becoming part of the Almaz-Antey Air Defense Concern in 2002, the enterprise gradually got out of the crisis: old buildings are being repaired at the plant, new production buildings are being built, modern equipment is appearing, new employees are coming, wages are growing. The enterprise fully fulfills the tasks of manufacturing products within the framework of the state defense order and for export (deliveries of anti-aircraft missile systems to India and Iran).

In 2011-2015 alone, the volume of output increased by more than three times.

In January 2016, crews of the S-400 Triumph air defense system took up combat duty in the Moscow region and the Crimea. They are equipped with missiles fired by Avangard.

Now the plant employs 2739 employees. The average salary exceeded 83 thousand rubles a month.

At the end of 2016, Avangard applied to the Moscow Government with a request to grant it the status of an industrial complex. This will allow the plant to receive tax benefits provided for by Moscow legislation and will contribute to further development enterprises. It is expected that by 2019 the plant will create about 600 additional jobs.

Tax incentives for Moscow enterprises

JSC Moscow Mechanical Plant Avangard will become the 23rd Moscow enterprise to receive the status of an industrial complex and, at the same time, receive tax benefits on income, property, land and land rent.

These incentives allow businesses to reduce their regional tax burden by up to 20 percent.

Current rate

Reduced rate for industrial complexes

Income tax credited to the city budget

17 percent

12.5 percent

Property tax

2.2 percent of book value

50 percent of the tax amount is paid in respect of real estate

Land tax

1.5 percent of the cadastral value

20 percent of the amount of assessed tax is paid (0.3 percent)

Rent

Up to 1.5 percent of the cadastral value

0.3 percent of the cadastral value

When receiving benefits, industrial complexes must comply with the requirements established by law. Companies are committed to:

rational use of their land plots (building area must be at least four thousand square meters per hectare);

- use buildings and land plots for their intended purpose - for innovation activities and industrial production. Non-core facilities (trade, offices, enterprises Catering, domestic services) may occupy no more than 20 percent of the area of industrial buildings;

- invest in the development of production (the volume of investments for five years is at least 100 million rubles per hectare of occupied area);

— provide economic efficiency production, including a certain (at least 300 million rubles) amount of revenue and the size of the wage fund (at least 100 million rubles) per hectare of land;

- pay decent wages- not less than the average monthly income from labor activity in Moscow (not less than 57,971 rubles on average per employee).

Assigning the status of an industrial complex and providing tax benefits allows:

— provide significant support to enterprises that play an important role in the city's economy;

- to stimulate the rational use of land occupied by industrial enterprises;

- to ensure the payment of decent wages to employees;

— stimulate investment in the development of production.

(continuation)

In 1953, at the Rudakovskoye ore occurrence, it was possible to pass an adit with cuts, but in 1954, the enterprise of post box No. 4 was liquidated.

Luck smiled at geologists only in 1956. Coincidentally or not, but when filling the Bratsk reservoir, when there was a very low water level in the Angara, and it was in that autumn that geologists - the head of the Galaninsky party Yu.N. Glazyrin and senior geologist of the party E.I. Vrublevich - together with his comrades, they returned along the shore of the Angara from field surveys.

When examining the mine workings in 1953, they discovered a continuation of the ore deposit, going downstream to the left bank of the river. Hangars in the direction of the Gorevoy stream.

So the Gorevskoye lead-zinc deposit was discovered, which later entered the top five largest deposits peace. Yu. N. Glazyrin, the leader of the geological exploration expedition, is today reminiscent of the ship bearing his name.

Evgeny Vrublevich, a member of the 1956 expedition, recalled: “We stopped at Strelka. The weather was clear, and after sunset we saw an amazing sight. In the northern sector, from the horizon over the Yenisei almost to the zenith, the sky gradually began to glow with flashes of all the colors of the rainbow, it even became light, like at sunset. This vision, which lasted about half an hour, surprised and puzzled all the members of the group. At the latitude of the Angara, the northern lights were observed extremely rarely, and even so colorful. It must be confessed that at that time no one gave this phenomenon the significance of an omen, but in vain!

Glazyrin Yuri Nikolaevich (1924-1961), head of the Galanin party of the Krasnoyarsk geological survey expedition of KSU. The discoverer of the Gorevsky lead-zinc deposit (1956), winner of the Lenin Prize for the discovery of the deposit (1967).

Vrublevich Evgeniy Ivanovich (1922-2008), senior geologist of the Galaninsky party of the Krasnoyarsk geological survey expedition of KSU. The discoverer of the Gorevsky lead-zinc deposit (1956), winner of the Lenin Prize for the discovery of the deposit (1967).

In the same year, 1956, in order to compile a working geological legend, a reference geological section was studied along both banks of the Angara at the mouth of the Goreva and Rudakovskiy streams.

But it was not so easy to prove that it turned out to be one of the largest lead-zinc deposits (polymetallic) in the country, which is located on the left bank of the Angara River, 38 km from its mouth.

The stage of preparing reserves for transfer to industrial development took 22 years. For such a unique in terms of the scale of the reserves of polymetallic ores and the complexity of their development (most of the reserves under the bed of the Angara River), the period of preparation for the industrial development of the deposit is short. But its implementation required great dedication of the performers of the work and increased attention of the executive and legislative authorities at the federal, regional and municipal levels.

Search and exploration

The discovery of polymetallic ores of the Gorevsky deposit immediately attracted the attention of the Government of the country, and large-scale geological exploration was launched at the promising ore occurrence, including prospecting, exploration with reserves calculation and preparation of a feasibility study for the industrial development of the deposit.

In the early 1960s, the explored and calculated reserves of lead and zinc were approved by the State Reserves Commission (GKZ) under the USSR State Planning Committee.

Geologists S.I. Gurvich and N.P. Agrashev (enterprise of post box No. 4 "Yeniseystroy" of the Ministry of Internal Affairs of the USSR), as well as other geologists of the Strelkovskaya and Angarsk expeditions of KSU, were awarded by the state with monetary rewards for assistance in the discovery of the Gorevsky deposit.

Recently, the general director of JSC Akhmet Mukhametov has been selected for senior positions at the enterprise on only one basis: the main thing is that he be a man of non-traditional orientation and from the same “party” with the head of Avangard himself.

Since May 2003, the general director of Avangard was Gennady Kozhin, a man who devoted his whole life to the defense industry, who was previously deputy general designer of the Fakel ICB.

And almost immediately this company, with the "light hand" of Mukhametov, became a major supplier of the defense enterprise.

His brothers, Vyalit and Rifat, began to express serious grievances and claims, as well as asking questions: “Is there enough budget money for everyone?” The fact is that they, too, have long and tightly "sitting" on the funds of a defense enterprise.

Rifat Mukhametov has a much larger scope of activities, and his commercial experience is more solid than that of Vyalit.

This offshore is the founder of a number of firms working with budgetary enterprises of the Dmitrov region.

Tekhnika-XXI also constantly receives government contracts from the plant, at the conclusion of which the following address is indicated in the email column: This email address is being protected from spambots.

All of them receive annually tens of millions of rubles of budgetary funds.

In particular, he made Leonid Sherman his adviser (in reality, his functional duties are much greater) - a man for a long time, according to eyewitnesses, who was considered one of the leaders of the "lobby of the color of the sky" in the Ministry of Defense.

Having completed the investigation, the Main Investigation Department of the Ministry of Internal Affairs of Russia for Moscow sent the materials on the case of Oleg Samotin to the Moscow prosecutor's office for approval of the indictment.
