In the Chelyabinsk region, they are selling a plant that could not be launched. Troitsk is dying for metal

The topic of the construction of the Troitsk Metallurgical Plant is again on the buzz - yesterday, a message was posted on the website of the Prosecutor's Office of the Chelyabinsk Region under the heading "The director of Troitsky Metallurgical Plant LLC warned against the use of the technology for the production of metallic manganese in the absence of a state environmental review of its project documentation."

Thus, I turned out to be right that the story with TMZ was not over yet after the issuance of a building permit.

The reason for the warning is that (according to the prosecutor's office) "in accordance with the design documentation for the construction of the facility, metallic manganese in Russian Federation not produced. At the same time, according to the legal position of the Ministry of Natural Resources and Ecology of the Russian Federation, the technologies proposed for use in Russia for the first time are new. Accordingly, the use of Troitsky Metallurgical Plant LLC for the first time in the country of such a technology in the absence of its environmental impact assessment may lead to a violation of the requirements of Art. eleven federal law"On Ecological Expertise".

What does this mean? Only that there will be no production of metallic manganese in Troitsk until another environmental review is carried out.
In other words, the plant will have to prove that the technology it has chosen under the projected conditions will not harm the surrounding area and the citizens of the city.
In fact, everything returned to normal and all previous projects, permits and examinations turned out to be, if not useless, then not decisive.

On the other hand, it is also a kind of signal, a sign that even money, support and approval at the highest level by no means guarantee results if people who massively, decisively and unambiguously declare their disagreement are opposed.
After all, it is not difficult to assume that this position of the prosecutor's office is directly related to the visit to Troitsk by representatives of the Prosecutor General's Office and Rospotrebnadzor, which took place on the eve of the new year.
Apparently, in Moscow they considered that the situation was ambiguous and that it should be "frozen" a little ...

Moreover, times have changed and "... it turns out that the explosion of ecological self-awareness is a kind of test drive for all of us, an occasion to look at ourselves from the outside and finally ask the main question. And this question is quite simple and complex at the same time - where and what route to move on, so as not to finally get stuck on the sidelines of some archaic construct, a reservation, a monument to the former power and dignity of working people?"

There is one more nuance - the financial component, which everyone somehow forgot about after a series of legal and environmental disputes.
The fact is that it will be quite difficult for the enterprise to get funds for investments, the amount of which is preliminary estimated by the plant itself at more than 5 billion rubles.
What bank would dare in such difficult times to give such a rather big loan to a provincial plant for a project with a fairly long payback period? And under what security?
In addition, the dynamics of prices for metallic manganese does not particularly please producers - it has fallen by 18% over the past 4 months alone, and this trend is stable, common for all metals and long-term. And this means that the price may continue to fall further.

Of course, manganese is planned to be sold to MMK, but the plant is also testing financial difficulties due to the decline in prices on world markets and the growth of own costs.
Will he be ready to buy manganese for a long time? In what quantities and at what prices? And how long will the TMZ project pay off in the new conditions?
In general, there are too many questions, the answers to which are not obvious.

Therefore, in the aggregate, there are serious doubts about the rationality of the implementation of the project, and common sense suggests that the best way out for everyone (and, first of all, for TMZ) in this position there is a kind of pause, which allows you to once again weigh all the pros and cons.
For example, a pause due to a new examination.
Of course, it’s a pity for the money already spent, but sometimes it’s better to stop and lose part than to get involved so deeply that the price of the issue becomes too high.

Again, no one is saying that construction is doomed. After all, the result of the examination may be positive.
Only now a certain psychological "reset" will be required for all parties and for any development of events.

Despite the fact that the plant will provide jobs for about 400 people, for several months in a row the Trojans have been holding rallies, car rallies and single pickets against the construction of the TMZ and dream that they will finally be heard, and local authorities and the media ignore them.

As soon as it became known about the hazardous production project, the residents of Troitsk expressed their protest and demanded that public hearings be held. They took place on February 9, 2015, about 700 people came to them, but many were not even allowed into the administration building. And the same opponents of TMZ, who got to the hearings - and they were about 70% of those present, were not allowed to speak. They listened only to those who supported the construction of the plant, - says Tatyana Krasnyak.

According to her, representatives of TMZ stated at public hearings that metallic manganese (that is, an alloy of iron and manganese that will be produced at the plant) does not belong to ferroalloys, and this production is harmless. However, in scientific literature the opposite is said, and the expert opinion on the project of the calculated sanitary protection zone for the production of metallic manganese in Troitsk says that the TMZ will emit into the air such harmful substances as benzapyrene, nitrogen dioxide, manganese and its compounds, nitrogen oxide, carbon (soot) , sulfur dioxide and inorganic dust.

A ferromanganese plant of the first hazard class will be built in the center of Troitsk on the territory of a former diesel plant, violating sanitary norms and rules. According to SanPins, the sanitary zone for such enterprises should be at least 1,000 meters, and here, 200 meters from the plant, there is a hostel, 300 meters - the village of Yuzhny, or Burumbayka, across the river, 600 meters - the village of Myasokombinat, says Tatyana Krasnyak. - And the wind rose in our city blows so that all emissions from this production will settle directly on the city. Representatives of TMZ claim that they will supply bag filters that will purify 99.9% of emitted gases, but this is hardly believed. Why, then, are such filters not installed at state-owned factories in Chelyabinsk or Karabash?

A resident of Troitsk says that Rospotrebnadzor does not stop the environmental insecurity of future production, a positive sanitary and epidemiological conclusion was recently received.

To obtain a building permit, the investor of this plant - the Cypriot offshore Morsenia Consulting Ltd - does not stop at nothing, looking for loopholes in the legislation, - says a representative of the Troitsk initiative group. - Troitsk authorities support businessmen. And all the appeals that we make to the presidential administration, the public chamber, the prosecutor's office and other instances do not give results, because they go down to local officials. Public activists receive only replies in response.

Thus, at a rally held in Troitsk on May 16, 12,000 signatures were collected and sent to President Putin against the construction of the TMZ. But the appeals service sent everything back to the governor of the Chelyabinsk region, Boris Dubrovsky, who is an interested person in the construction of this plant and does not hear people's protests, says Tatyana Krasnyak. Metal manganese in Troitsk will be produced for the Magnitogorsk Iron and Steel Works, the head and main shareholder of which was Governor Dubrovsky. It turns out that the health of 80,000 residents of Troitsk is being sacrificed for the profit of a limited circle of people?

Dmitry Medvedev recently said that it is necessary to develop light industry, but in our city, on the contrary, they ruined it. Trinity Meat Processing Plant, Troitsk Garment Factory, Trinity Fat Plant, Trinity Dairy Plant, Troitskaya confectionery factory, a brick factory, a shoe factory "Smychka" - none of these enterprises work, and it was they who gave thousands of jobs to the townspeople. And now, because of the 400 jobs offered to us by the investors of the poisonous plant, our children must suffer, say opponents of TMZ, who were called a "mass gathering" on Troitsk's official website.

Tatyana Krasnyak says that historically and geographically, the Troitsky region has become the granary of the Southern Urals, but they want to turn thousands of hectares of fertile sown land into a slag dump from a powerful metallurgical plant.

But we are not metallurgists; out of nine educational institutions in Troitsk, four are graduating agricultural personnel and none are metallurgists. There have never been metallurgical production and steel casting enterprises in our city, a new plant for the production of ferromanganese is being built for the needs of the Magnitogorsk Iron and Steel Works, the raw materials will be imported, since we do not mine this ore, and transported hundreds of kilometers to MMK. Where is the logic and economic efficiency such costs? It would be more profitable to revive Agriculture and processing, thereby giving thousands of jobs to residents of the city and the region! And to conduct agricultural production next to such an enterprise that poisons the air, soil, water and plant and animal world, - this is just a crime against the people, - says a resident of Troitsk.

By the way, at first they planned to build a plant for the production of metallic manganese in Krasnoyarsk, but there the authorities sided with the people. Residents of Troitsk should not count on this.

OK-inform is waiting for a response from Troitsk officials to its official request.

The owners of the Troitsk Metallurgical Plant, where it was planned to produce metallic manganese, put up the property complex of the enterprise for sale for 1 billion rubles. Initially, they planned to launch a new production facility at the site of the former diesel plant in 2016, but the project with a total cost of 5.4 billion rubles. was never implemented. According to Alexander Koshkin, Director General of TMZ LLC, the decision to sell was made due to the impossibility of attracting project financing. According to experts, if implemented, the project would be in demand. Agency Director investment development region Anatoly Lobko said that a large metallurgical company became interested in the plant.

The property complex of Troitsky Metallurgical Plant LLC (TMZ), where it was planned to open the production of metallic manganese, is put up for sale. The cost of the unlaunched enterprise is estimated at 1 billion rubles, according to an announcement published on Avito.ru. Part property complex includes: own substation with a capacity of 50 MW, industrial premises with an area of 9 thousand square meters. m, a four-story administrative building, storage boxes, railway tracks (Zolotaya Sopka station is 5 km away), road. The total size of the industrial site is 18 hectares. The announcement also refers to the availability of technical conditions for connection to gas, water supply and sewerage.

The project for the production of metallic manganese with a capacity of up to 33 thousand tons per year became known in 2014, then plans were announced to launch the plant in the second half of 2016. The project of TMZ LLC was supported by the authorities of the Chelyabinsk region. On the territory of the former diesel plant in Troitsk, it was planned to build a new workshop, reconstruct the existing ones, and create more than 400 jobs. According to data published on the official website of the Investment Promotion Agency, the total cost of the project amounted to 5.4 billion rubles, it was calculated for a payback period of 4.5 years. In October 2016, the press service of the government of the Chelyabinsk region reported that the project was estimated at 7.8 billion rubles. (including the investor's own contribution - 2.1 billion rubles), and the Eurasian Development Bank will act as a creditor. It was planned that TMZ would become the only enterprise for the production of metallic manganese in the Russian Federation.

The creation of manganese production in Troitsk was actively opposed by local residents, who feared the deterioration of the environment in the city. They went to rallies, wrote appeals to authorities at all levels and created a petition on the Change.org portal, which was signed by more than 8.8 thousand people (the population of Troitsk, according to 2017, was 75 thousand inhabitants).

General Director of TMZ LLC Alexander Koshkin told Kommersant-South Ural that the main reason for the sale of the plant was the lack of funds. “The company cannot attract project financing for the development of this project. For a long time there is project documentation, a building permit, a permit from the Glavgosexpertiza. The company led a large number of negotiations with banks financial companies, metallurgists, but for several years it was not possible to raise money for construction, in this situation such a decision was made,” Mr. Koshkin commented. According to him, the company, apart from the object itself, has no additional collateral. The general director emphasized that the difficulties with the implementation of the project are not related to the protests of the residents of Troitsk against the construction of the plant.

According to SPARK-Interfax, Troitsky Metallurgical Plant LLC is owned in equal shares by two Moscow companies - KKA-Finance LLC, which in turn is 100% owned by TMZ CEO Alexander Koshkin, and Capitalgroup LLC (owner Tatyana Dymchenko). Mr. Koshkin is also a beneficiary of OOO Zubtsovsky machine building plant" (Tver region). According to financial reporting for 2016, fixed assets of TMZ amounted to 114.4 million rubles, current assets - 177.8 million, net profit - 20.2 million rubles.

According to the director of the Investment Promotion Agency of the Chelyabinsk Region, Anatoly Lobko, the sale of the TMZ property complex is connected with the process of capital division among the company's shareholders, while the issue of project implementation is not closed. “We are working with a large metallurgical company that owns an ore base in Kazakhstan. Attracting funding is a difficult moment, because the project is financially very capacious. Unfortunately, financial indicators the initiator is quite complex. From the very beginning, when we were involved in the process, we understood that we needed a strong partner, and we continue to work on this task. If not only banks, but professional players of the metallurgical market believe in the project, there will be a prospect for its implementation,” Mr. Lobko told Kommersant-South Ural. According to him, one of the models for the entry of an interested company into the project is the redemption of the property complex by the investor from the owners.

Aleksey Kalachev, an expert analyst at Finam JSC, believes that the protests of the population nevertheless became one of the reasons for the difficulties that arose with the launch of production. In addition, according to him, the project fell into an unsuccessful period for the economy of 2014-2016. “Manganese is needed in particular for alloying steel. If it were possible to resolve problems with environmental protests, metallurgical plants, such as MMK, for example, could invest in the production of metallic manganese. Data on the production of manganese in the Russian Federation are not disclosed, but there is data from the Federal customs service for export and import. Export from the Russian Federation of goods of the group “manganese and products from it, including waste and scrap” is insignificant in size, last year it amounted to only 81.5 tons and almost all of it is distributed among the countries of the former USSR. And imports, on the contrary, are growing: in 2017, 60.6 thousand tons were imported into the country. In the structure of imports by country, China ranks first (91%), Ukraine ranks second (9%). Launching a new own production could fit into the import substitution program. The planned production volume was to cover more than half of manganese imports in the Russian Federation,” the expert says. In addition, according to him, this project could contribute to integration within the Eurasian economic union, since raw materials had to be supplied from Kazakhstan.

For a billion

The owners are selling the industrial site of the never-running Trinity Metal Plant

Avito.ru

In the Chelyabinsk region, the industrial site of the Troitsk Metallurgical Plant was put up for sale, where it was planned to launch the production of metallic manganese. As stated in the announcement of the sale posted on the Avito website, the price of the object is 1 billion rubles.

The area of the industrial territory is 18 hectares, the property complex includes a step-down substation with a capacity of 50 MW, 9 thousand square meters industrial premises, administrative building, storage boxes and so on.

It is indicated that a permit for the construction of a shop for the production of metallic manganese with a capacity of up to 33 thousand tons per year has been completed and received at this site.

We are talking about Troitsky Metallurgical Plant LLC, which was actively opposed by the residents of the district. At the same time, the governor of the Chelyabinsk region, Boris Dubrovsky, actively supported the project for the production of metallic manganese. Its cost was estimated at 7.8 billion rubles, this is investors' money and loans (earlier at a meeting with Dubrovsky, representatives of the Eurasian Development Bank announced their readiness to lend to the project).

“For me, such an enterprise is interesting from two points of view,” Boris Dubrovsky noted in October 2016 at a meeting with the management of TMZ and the bank. — Firstly, it is the development of the territory, the solution of the problem of employment. Secondly, the project is an integration project, it acquires a new meaning: raw materials are supplied from Kazakhstan, and the Eurasian Bank acts as a creditor.”

However, the owners of TMZ have not been able to attract funding in the required amount. According to SPARK, 50% of the shares in TMZ LLC are owned by Capitalgroup LLC (owned by Tatyana Dymchenko) and KAA-Finance LLC (owned by TMZ director Alexander Koshkin). It is believed that the active support of TMZ by Boris Dubrovsky is due to the fact that they planned to supply metallic manganese from Troitsk to the Magnitogorsk Iron and Steel Works.

As the site reported, the confrontation between the population and the authorities over the construction of the Troitsk Metal Plant (TMZ) has been going on for several years: residents are not satisfied with the plans for the production of metallic manganese on the territory of a former diesel plant in the city. Opponents of the construction cited numerous arguments about the need to create a multi-kilometer sanitary zone and the dangers of such production. Nevertheless, at the end of October 2015, the city authorities issued a construction permit to the owners of the plant.

All documentation in the public domain

Administration LLC "Troitsky Metallurgical Plant" announces that with all expert, design and other permits can be found on the updated website of the Troitsk Metallurgical Plant www.troickmz.ru.

It also answers a number of questions received during the discussion in various audiences of the city and by mail of the enterprise.

Deputy comments CEO personnel and social work Olga Turova.

Olga Vladimirovna, tell us how did the examination of project documentation go?

Documents for the project "Reconstruction and new construction of a workshop for the production of metallic manganese with a capacity of 33 thousand tons per year of the Troitsk Metallurgical Plant" were submitted for verification to the Federal Autonomous Institution "Glavgosexpertiza of Russia" in May 2015, on May 25 an agreement was concluded with this institution. In July, Glavgosexpertiza specialists issued comments, which were eliminated during August-September. The audit as a result lasted 4.5 months. On October 8, a positive conclusion was received. (available on the website - http://troickmz.ru/ru/about/docs/)

The project consists of one hundred volumes of documentation, each section was checked by the appropriate specialist, and 26 signatures are in the conclusion. The documentation has been thoroughly studied. The experts highly appreciated the completed project. In section VI of the Conclusion, conclusions are drawn about the compliance of all sections with the norms and legislation of the Russian Federation.

After receiving a positive opinion from the Federal Autonomous Institution "Glavgosexpertiza of Russia", the necessary package of documents was prepared for obtaining a Permit for the construction of the plant, which was transferred to the administration of the city of Troitsk on October 13. On October 22, such Permission was received (available on the website - http://troickmz.ru/ru/about/docs/).

How relevant is the implementation of this project?

For the production of various grades of steels and alloys, Russian metallurgical enterprises use metallic manganese, which is produced in Ukraine and China. There is no production of this alloy in Russia, and we are actually a hostage of foreign suppliers, despite the fact that most of the manganese is used defense industry.

The entire industry, metallurgy and economy of the Russian Federation are interested in the construction of Troitsky Metallurgical Plant LLC, since the planned production is strategically important for our country, and the product planned for release - metallic manganese - is an import-substituting one.

How effective are the production technologies that are planned to be applied at the future enterprise?

The latest technology for the production of metallic manganese at TMZ is based on the use of modern bag filters from the world's best manufacturers with a purification efficiency of at least 99.99% (0.01 g/m3). The heart of the gas cleaning system is an automated process control system (APCS). Automated system continuously monitors chimney emissions, measures pressure drop before and after filters.

A dust removal system is connected to all sources of dust formation. All captured dust from the gas cleaning is briquetted and returned to production. All precipitation in the form of rain and melt water formed on the territory of the plant is collected by storm sewers, cleaned of oil waste and fed to a closed circulating cycle for cooling furnaces. The furnace cooling system is a closed circulating system, and there are no discharges into the Ui River.

The plant's costs for the construction of the gas cleaning system will exceed 1 billion rubles and account for approximately 25% of the total cost.

What still guarantees the production and environmental safety the operation of the plant in the event of its construction?

At all stages of the implementation of the project of TMZ LLC, the priority task was to minimize the harmful effects on environment and the creation of a safe and favorable living environment in the surrounding area.

The hazard class of the enterprise was determined on the basis of SanPiN 2.2.½.1.1.1200-03. Based on the indicators and calculations of environmentalists, TMZ LLC received a hazard class 3, a corresponding conclusion was issued by the Center for Hygiene and Epidemiology of the Chelyabinsk Region.

The territory of LLC "TMZ" is located in the village of Yuzhny - the industrial district of Troitsk. According to the calculations performed and the positive opinion received from the Federal Autonomous Institution "Glavgosespertiza of Russia", the boundaries of the sanitary protection zone were established, which do not include residential buildings and educational establishments.

The state expertise has been passed, the building permit has been received, what's next?

The construction of the plant has not yet begun, they are preparatory work. Now we are close to completion of work on drawing up estimates for construction and negotiations with suppliers of main and auxiliary equipment to conclude contracts. The issue of financing the project with the largest banks of the Chelyabinsk region is also being resolved.

As for the direct reconstruction and construction of the production facilities of TMZ LLC, for economic reasons, the most acceptable option was chosen in favor of builders from Troitsk, and then from the Chelyabinsk region. The reasons are clear: there are no costs for moving, renting housing, travel and other expenses that increase the cost of construction. At the same time, many construction organizations of the Chelyabinsk, Sverdlovsk regions and even the central regions of Russia.

At present time runs processing of profiles of residents of the city of Troitsk, who brought their resumes and were included in the database. Job posting coming soon. Anyone interested can send their resume to email enterprises
