The topic of the construction of the Troitsk Metallurgical Plant is again on the buzz - yesterday, a message was posted on the website of the Prosecutor's Office of the Chelyabinsk Region under the heading "The director of Troitsky Metallurgical Plant LLC warned against the use of the technology for the production of metallic manganese in the absence of a state environmental review of its project documentation."

Thus, I turned out to be right that the story with TMZ was not over yet after the issuance of a building permit.

The reason for the warning is that (according to the prosecutor's office) "in accordance with the design documentation for the construction of the facility, metallic manganese in Russian Federation not produced. At the same time, according to the legal position of the Ministry of Natural Resources and Ecology of the Russian Federation, the technologies proposed for use in Russia for the first time are new. What does this mean? Only that there will be no production of metallic manganese in Troitsk until another environmental review is carried out.

On the other hand, it is also a kind of signal, a sign that even money, support and approval at the highest level by no means guarantee results if people who massively, decisively and unambiguously declare their disagreement are opposed.
After all, it is not difficult to assume that this position of the prosecutor's office is directly related to the visit to Troitsk by representatives of the Prosecutor General's Office and Rospotrebnadzor, which took place on the eve of the new year.

There is one more nuance - the financial component, which everyone somehow forgot about after a series of legal and environmental disputes.
The fact is that it will be quite difficult for the enterprise to get funds for investments, the amount of which is preliminary estimated by the plant itself at more than 5 billion rubles.
What bank would dare in such difficult times to give such a rather big loan to a provincial plant for a project with a fairly long payback period? And under what security?
In addition, the dynamics of prices for metallic manganese does not particularly please producers - it has fallen by 18% over the past 4 months alone, and this trend is stable, common for all metals and long-term. And this means that the price may continue to fall further.

Of course, manganese is planned to be sold to MMK, but the plant is also testing financial difficulties due to the decline in prices on world markets and the growth of own costs.
Will he be ready to buy manganese for a long time? In what quantities and at what prices? And how long will the TMZ project pay off in the new conditions?
In general, there are too many questions, the answers to which are not obvious.

Therefore, in the aggregate, there are serious doubts about the rationality of the implementation of the project, and common sense suggests that the best way out for everyone (and, first of all, for TMZ) in this position there is a kind of pause, which allows you to once again weigh all the pros and cons.
For example, a pause due to a new examination.
Of course, it’s a pity for the money already spent, but sometimes it’s better to stop and lose part than to get involved so deeply that the price of the issue becomes too high.

Again, no one is saying that construction is doomed. After all, the result of the examination may be positive.
Only now a certain psychological "reset" will be required for all parties and for any development of events.

Despite the fact that the plant will provide jobs for about 400 people, for several months in a row the Trojans have been holding rallies, car rallies and single pickets against the construction of the TMZ and dream that they will finally be heard, and local authorities and the media ignore them.

As soon as it became known about the hazardous production project, the residents of Troitsk expressed their protest and demanded that public hearings be held. They took place on February 9, 2015, about 700 people came to them, but many were not even allowed into the administration building. And the same opponents of TMZ, who got to the hearings - and they were about 70% of those present, were not allowed to speak. According to her, representatives of TMZ stated at public hearings that metallic manganese (that is, an alloy of iron and manganese that will be produced at the plant) does not belong to ferroalloys, and this production is harmless. However, in scientific literature the opposite is said, and the expert opinion on the project of the calculated sanitary protection zone for the production of metallic manganese in Troitsk says that the TMZ will emit into the air such harmful substances as benzapyrene, nitrogen dioxide, manganese and its compounds, nitrogen oxide, carbon (soot) , sulfur dioxide and inorganic dust.

A ferromanganese plant of the first hazard class will be built in the center of Troitsk on the territory of a former diesel plant, violating sanitary norms and rules. According to SanPins, the sanitary zone for such enterprises should be at least 1,000 meters, and here, 200 meters from the plant, there is a hostel, 300 meters - the village of Yuzhny, or Burumbayka, across the river, 600 meters - the village of Myasokombinat, says Tatyana Krasnyak. - And the wind rose in our city blows so that all emissions from this production will settle directly on the city. Representatives of TMZ claim that they will supply bag filters that will purify 99.9% of emitted gases, but this is hardly believed. Why, then, are such filters not installed at state-owned factories in Chelyabinsk or Karabash?

A resident of Troitsk says that Rospotrebnadzor does not stop the environmental insecurity of future production, a positive sanitary and epidemiological conclusion was recently received.

To obtain a building permit, the investor of this plant - the Cypriot offshore Morsenia Consulting Ltd - does not stop at nothing, looking for loopholes in the legislation, - says a representative of the Troitsk initiative group. - Troitsk authorities support businessmen. And all the appeals that we make to the presidential administration, the public chamber, the prosecutor's office and other instances do not give results, because they go down to local officials. Public activists receive only replies in response.

Thus, at a rally held in Troitsk on May 16, 12,000 signatures were collected and sent to President Putin against the construction of the TMZ. Tatyana Krasnyak says that historically and geographically, the Troitsky region has become the granary of the Southern Urals, but they want to turn thousands of hectares of fertile sown land into a slag dump from a powerful metallurgical plant.

But we are not metallurgists; out of nine educational institutions in Troitsk, four are graduating agricultural personnel and none are metallurgists. There have never been metallurgical production and steel casting enterprises in our city, a new plant for the production of ferromanganese is being built for the needs of the Magnitogorsk Iron and Steel Works, the raw materials will be imported, since we do not mine this ore, and transported hundreds of kilometers to MMK. If it were possible to resolve problems with environmental protests, metallurgical plants, such as MMK, for example, could invest in the production of metallic manganese. Data on the production of manganese in the Russian Federation are not disclosed, but there is data from the Federal customs service for export and import. Export from the Russian Federation of goods of the group “manganese and products from it, including waste and scrap” is insignificant in size, last year it amounted to only 81.5 tons and almost all of it is distributed among the countries of the former USSR. And imports, on the contrary, are growing: in 2017, 60.6 thousand tons were imported into the country. In the structure of imports by country, China ranks first (91%), Ukraine ranks second (9%). Launching a new own production could fit into the import substitution program. The planned production volume was to cover more than half of manganese imports in the Russian Federation,” the expert says. How effective are the production technologies that are planned to be applied at the future enterprise?

The latest technology for the production of metallic manganese at TMZ is based on the use of modern bag filters from the world's best manufacturers with a purification efficiency of at least 99.99% (0.01 g/m3). The heart of the gas cleaning system is an automated process control system (APCS). Automated system continuously monitors chimney emissions, measures pressure drop before and after filters.

A dust removal system is connected to all sources of dust formation. All captured dust from the gas cleaning is briquetted and returned to production. All precipitation in the form of rain and melt water formed on the territory of the plant is collected by storm sewers, cleaned of oil waste and fed to a closed circulating cycle for cooling furnaces. The furnace cooling system is a closed circulating system, and there are no discharges into the Ui River.

The plant's costs for the construction of the gas cleaning system will exceed 1 billion rubles and account for approximately 25% of the total cost.
