The t-SNE dimensionality reduction method in the problem of internal plagiarism detection.

The paper investigates the problem of classifying objects in multidimensional spaces. To improve the classification quality, a modification of the t-SNE dimensionality reduction algorithm is proposed. The proposed modification uses markup information during training, there is no need to retrain the algorithm when new data is added, and a parallel implementation is also provided.

One of the largest machine-building holdings in Russia, controlled by Gazprombank, OMZ, is changing its management amid serious production and financial problems. The head of the company, Igor Molibog, is moving to work at Uralmash, where the crisis is most pronounced, and Igor Timofeev from Izhora Plants, which provides OMZ with the bulk of its profits, will become the new general director of OMZ. In the OMZ itself, problems are associated with Russia's entry into the WTO, and the reason for the scandalous situation around the holding is considered to be the regional political struggle.


The OMZ board of directors will approve the change of the company's CEO tomorrow, sources familiar with the situation told Kommersant. From April 23, Igor Molibog's place should be taken by Igor Timofeev, who until recently headed Izhorskiye Zavody OJSC (part of OMZ). Igor Molibog will remain president of OAO Uralmashzavod (part of OMZ), a position he took a week ago. The post was specially established, Andrey Saltanov remains the general director of Uralmashzavod. OMZ declined to comment on "the proposed appointment pending the decision of the board of directors." Personnel changes in the holding are explained by the fact that the company decided to transfer "part of the functions of the corporate center" to Uralmash. "The key tasks of Igor Molibog will be the completion of the development of the strategy and business plans of Uralmashzavod, the strengthening of work with clients and customers, as well as the development human resources", - say in OMZ.

According to Kommersant's sources familiar with the situation, personnel changes at OMZ "are also related to the problems that exist at Uralmashzavod." "In the context of lower duties after joining the WTO and tougher competition in domestic market equipment, Uralmashzavod needs a clear development strategy," says one of Kommersant's interlocutors. According to him, Mr. Molibog will have to finalize the strategy. In addition, Uralmashzavod needs a serious lobbying resource - including to initiate the introduction of protective measures " , - notes another source "Kommersant". Since the autumn of 2012, the holding has been insisting on increasing import customs duties on a number of equipment for metallurgy to the highest possible levels. But none of Kommersant's interlocutors explains what prevented Igor Molibog from doing this in the chair of the general director of OMZ.

Igor Molibog has been heading OMZ since the end of 2011. In 2010-2011 he worked as a member of the board of OAO Enel OGK-5, in 2003-2010 he held various positions at Severstal, including executive director Italian Lucchini.

Igor Timofeev has headed Izhora Plants since June 2011. Prior to that, for six years he was director of strategic planning Division "Severstal Russian Steel" (Cherepovets Iron and Steel Works) JSC "Severstal". Mr. Timofeev left the position of General Director of Izhora Plants in mid-March, he was replaced by Oleg Urnev, who in different years held the positions of Deputy General Director of Power Machines OJSC and General Director of the Izhora Pipe Plant (Severstal Group).

From the combined report of OMZ under IFRS for 2011 and 2012, it follows that the loss of CJSC Machine-Building Corporation Uralmash (it includes OJSC Uralmashzavod) and its subsidiaries in 2012 amounted to 1.1 billion rubles, in 2011 year - 1.6 billion rubles. At the end of 2012, the fixed assets of MK Uralmash depreciated by 51.8 million rubles. The financial statements note "systematic losses generated by CJSC and its subsidiaries." On Monday, the situation at Uralmashzavod was discussed at a meeting with the chief federal inspector for Sverdlovsk region Vladimir Shabanov. There, Igor Molibog said that one of the "most painful issues" of Uralmash is metallurgical production. The representative of Gazprombank (controls OMZ) Yan Center linked the main problems of Uralmash with the lack of orders and the reduction in duties after joining the WTO. At the same time, according to the top manager, over the past four years the bank has invested 17 billion rubles in Uralmash.

But OMZ's problems are not limited to Uralmash. Yesterday, an undated letter appeared on the Internet, allegedly sent by the head of the Accounts Chamber, Sergei Stepashin, to President Vladimir Putin. It states that "a situation has developed in OMZ that requires the adoption management decisions". The letter notes that "there are risks associated with inefficient spending financial resources", and with the change of management of OMZ - in June 2011 and Uralmash - in June 2012, the financing of the investment program for the re-equipment of production was allegedly stopped. In addition, the text emphasizes that "the actions of the new management of OMZ create conditions for the bankruptcy of enterprises."

At the same time, notes Mikhail Pak from Aton, "in general, the financial situation in OMZ is good in 2012." From IFRS OMZ it follows that the company's revenue increased by 19% - up to 54.8 billion rubles, net profit amounted to 165 million rubles. against a loss of 8.9 billion rubles. a year earlier. It was not possible to contact the representatives of the Accounts Chamber yesterday. Kommersant's sources close to OMZ are aware of the letter and believe that "the aggravation of the situation around Uralmash is not so much related to the economy as it is an element of the political struggle, primarily at the regional level - on the eve of the election of the mayor of Yekaterinburg in September" .
