Under what conditions is a one-time social payment assigned to employees of the medical unit

The bill on the allocation of social assistance for the purchase of apartments and the improvement of living conditions for the families of employees of the Ministry of Emergency Situations was submitted for consideration back in 2013, but the law was adopted and entered into force only last year. According to its provisions, employees of the Ministry of Emergency Situations are entitled to a one-time social payment, which can be spent exclusively on buying an apartment or improving existing housing.

For this purpose, a commission was appointed in the Ministry of Emergency Situations, authorized to maintain a database and make decisions on the payment of benefits or refusal to accrue funds for legal grounds. You may be eligible for payment:

  • emergency workers,
  • employees of the Ministry of Internal Affairs;
  • customs officers;
  • employees of other state institutions.

When transferring to another public service or the position is impossible to qualify for a secondary purpose of social benefit payment.

In addition, family members of employees of the Ministry of Emergency Situations who live with them can also apply for the allowance (not if someone has already applied for payment - it can be accrued only once):

  • dependents of an employee of the Ministry of Emergency Situations;
  • children with a disability group under the age of 23;
  • children who are full-time university students under the age of 23;
  • minor children of an employee of the Ministry of Emergency Situations;
  • widows and widowers of an employee of the Ministry of Emergency Situations who were officially married to an employee at the time of his death;
  • husbands and wives who are officially married to an employee of the Ministry of Emergency Situations.

In order to be eligible for a one-time social assistance, none of the family members of an employee of the Ministry of Emergency Situations must have their own housing, and the family's housing must be rented or recognized as inadequate sanitary or specifications residence.

Another condition for receiving payment is the presence of at least 10 years of work experience. The received funds are allowed to be spent only for the purposes specified in the law. The main task of making lump-sum payments is to provide living quarters suitable for comfortable living for the families of employees of the Ministry of Emergency Situations. It is allowed to direct funds of a lump-sum allowance to:

  • buying an apartment or house;
  • repayment of a mortgage loan for the purchase of housing (but not for the payment of fines and penalties on debt);
  • conducting the necessary communications;
  • renovation of the premises.

How is the living area calculated?

It so happened that, despite the merits of the employees of the Ministry of Emergency Situations, the living conditions of their families leave much to be desired. They either do not have their own apartments and live in rented apartments, dormitories, communal apartments and non-isolated rooms, or live in dilapidated living quarters, sometimes without communications. Many apartments and houses are in disrepair, and each family member lacks several square meters of space.

According to established standards, the minimum number of square meters of housing area per person is 33 sq.m. If two people live in the apartment, the figure increases to 42 sq.m. If there are more than two people in the family, each family member should have 18 sq.m.

How much is a one-time social payment for employees of the Ministry of Emergency Situations

The amount of the lump sum payment is calculated in individually, since not all employees of the Ministry of Emergency Situations have the same living conditions - the amount of the allowance varies depending on the region of residence, the cost of housing, the number of family members, work experience, merit, the upbringing of disabled children, the presence of dependent family members, the rank of employee.

For example, if an employee of the Ministry of Emergency Situations has worked for more than 20 years in his position, the amount of payment will be increased by an additional factor. In general, the amount of a one-time assistance can be up to 70% of the total cost of a dwelling or repair costs.

How is a one-time social payment issued to employees of the Ministry of Emergency Situations

A one-time social payment to employees of the Ministry of Emergency Situations is paid at the expense of the federal budget, local budgets do not participate in financing, and therefore the queue for receiving payments is the same throughout the country.

Unfortunately, at the moment the queue of those wishing to receive one-time assistance is quite large, so that payments have to wait more than a year. At the place of service, lists are formed and a special commission is created to decide whose application to satisfy and who to refuse. Applications are accepted from the employees themselves and from members of their families in the event that an employee of the Ministry of Emergency Situations has died or died (you need to apply for payment within 12 months after his death). The amount will be divided among all eligible household members.

In the event that housing was purchased or mortgaged before submitting the application, you can bring supporting documents to the Commission within 30 days after signing the relevant agreement. The application is written in the name of the head of the Main Directorate of the Ministry of Emergency Situations in the region. Documents are considered up to 90 days.

Common Mistakes

Error: An employee of the Ministry of Emergency Situations bought an apartment on credit and applied for a one-time social assistance, six months after signing the mortgage agreement.

The Ministry of Emergency Situations is exactly the service that inspires respect in every person. It is known that employees go through a rigorous selection process before entering a job, where about half of the candidates are eliminated. Employees must not only meet many parameters for medical examination and physical training, but also to show certain moral qualities. Since service in the Ministry of Emergency Situations carries great risks, employees are entitled to benefits. This includes:

  1. Provision of space for housing (social payment for the purchase of housing).
  2. Treatment benefits.
  3. Sanatorium and resort improvement.
  4. Free transport to the place of recovery.
  5. Free form provision.

In addition to the lump sum payment, there are many aspects where employees are entitled to state assistance.

First of all medical staff free medical care, including urgent care. They can get help in special subordinate clinics, and if the injury is urgent, then in any municipal hospital. The same order is medicines which are provided to employees free of charge. This is associated with great health risks, and all expenses are compensated by the Ministry of Emergency Situations.

Also, the family of employees, and the employees themselves, receive the right to sanatorium treatment with payment for travel to the place of rest. There are entire bases built only for employees of the Ministry of Emergency Situations and their families. There are also payments for children, ranging from maternity leave and ending with funds for education until the age of eighteen.

In addition, children can be sent separately to children's camps, recreation places, and so on. If the family lives in the Far North, Siberia or the Far East, then the children can go on vacation twice a year with travel and accommodation paid. Also, upon retirement, employees who have special merits are entitled to an additional payment in the form of a bonus.

Not so long ago, a law was passed, which was submitted for discussion back in 2013, but it was put into effect only in 2016. Many employees of the Ministry of Emergency Situations have not yet really understood all the intricacies and benefits associated with material assistance for obtaining housing. However, now everything is clear - the employees of the Ministry of Emergency Situations are entitled to a one-time social payment. Citizens in the service have the right to use these funds only for the purchase of housing or the improvement of living conditions.

To do this, a special commission is created in the bodies of the Ministry of Emergency Situations, which keeps records of databases, and also considers decisions on the issuance of funds or, on the contrary, refuses with justification of the reason. A one-time payment is due not only to employees of the Ministry of Emergency Situations, but also to employees of the Ministry of Internal Affairs, customs service and others government organizations. The receipt also applies to family members who live with the employee. But if one member of the family has already submitted such a petition, then others will not be able to do this. After all, a lump sum payment is issued only once in a lifetime, and even in a new place it will not be possible to receive it again. Family members include:

  1. Spouses who have registered their marriage officially.
  2. Widows or widowers who were married to the employee at the time of the employee's death.
  3. Children of employees if they are under 18 years of age.
  4. Disabled children under 23 years of age or students in a hospital.
  5. Persons who are dependent or fully supported by an employee of the Ministry of Emergency Situations.

At the same time, employees of the Ministry of Emergency Situations should know that in order to receive such assistance, it is necessary to work for at least ten years. Also, a lump sum payment is a subspecies social support, the funds from which cannot be used for any purposes not specified in the law. And here the legislation very clearly defines where the social payment can be spent. To sum it up, housing.

Today, the situation in the country is such that many employees of the Ministry of Emergency Situations, despite the complexity of their service, live in apartments and houses with extremely poor conditions. Here we are talking about the emergency condition of many houses and insufficient footage even for one family member. It is for such cases, when the condition of the premises leaves much to be desired, and a one-time social help.

It can be used to purchase a new home, pay off a mortgage, repair or improve living standards. The main requirement here is that there must be sufficient grounds for obtaining, that is, living conditions are actually unsatisfactory. At the same time, members of the employee's family also should not have their own living space.

It is believed that at least one person in terms of footage is 33 square meters of total area. If we are talking about two living citizens, then there should be at least 42 square meters. When the number of family members increases by more than two, then each person has 18 square meters.

Also, whatever the area, if employees have to live within a communal apartment or in a house that needs reconstruction and is really uninhabitable, the citizen also has the right to help. Both the rank of the employee and his length of service are taken into account. For example, if a citizen has worked in the authorities for more than twenty years, then a correction factor is applied to his calculation formula, which increases the total amount. In general, one-time social assistance can cover up to 70% of the cost of housing or repairs.

At the moment, the procedure for granting one-time payments has not yet been perfected. In addition, since we are talking about budget financing, there is a queue that can take more than one year. Lists are created at the place of service, and a special commission decides whether a social payment will be issued or not. This is influenced by the state of the employee's living space, and his length of service, and the presence of small children or sick family members.

If an employee has died, members of his family can apply to the commission, but only if no more than a year has passed since the day of death. In such a situation, the funds are divided into equal shares between the applying members. Also, having bought a new home or paid off a mortgage loan, it is necessary to submit supporting documents to the Ministry of Emergency Situations no later than within a month after the transaction. Otherwise, the transaction may be considered invalid.

To be registered in the queue of those wishing to receive a lump sum payment, you must fill out an application indicating the reason. This may include dissatisfaction with living conditions, and too small an area for all family members. Data is also submitted on all family members living with the employee.

To speed up the registration process, it is better to immediately collect the entire package of documents. It includes:

  • copies of passports of all family members of the employee;
  • birth certificates for all children;
  • information about the insurance pension certificate;
  • marriage or divorce certificate;
  • work book or other documents confirming the length of service and service;
  • medical certificates on receipt of an employee or his children with disabilities, if any;
  • certificates of the presence of one of the family members as dependents, if any;
  • an extract from the house book indicating the footage of the premises, living conditions, and so on;
  • information about family income for the last five years;
  • copies of the rental agreement, if any.

Copies of documents can also be submitted, but all of them must be notarized, in accordance with all standards. If two or more members of the same family are employees of the Ministry of Emergency Situations at once, then they should choose which of them will draw up such a right to assistance, because this will be possible only once. Also, if the citizen's living conditions have improved since the submission of the documentation, then he is deregistered. The same is true if another member of the employee's family is receiving any other lump sum at the time.

Wearing a uniform with chevrons of belonging to the service of the Ministry of Emergency Situations of Russia is not only an honor, but also often causes respect from others.

In order to become an employee of this system, you must pass a rigorous selection process. It includes a thorough medical professional inspection, passing the established standards for physical fitness, passing various psychological tests.

Service in the bodies of the Ministry of Emergency Situations of Russia provides for constant risk, high responsibility and mental stress, therefore, additional benefits are provided for employees.

As a rule, these include:

  1. Assistance in improving living conditions.
  2. Compensation for treatment costs + insurance payments.
  3. Payment for travel (round trip) to the place of health restoration (rest).
  4. Provision of uniforms and equipment.
  5. Allocation of vouchers to sanatoriums and rest houses.
  6. Benefit for enrolling a child in preschool institutions

Let us consider in more detail what service in the Ministry of Emergency Situations of Russia gives, and what benefits are provided to its employees.

Health Benefits

Free medical care is provided for all employees in the subdivisions of the Ministry of Emergency Situations of Russia. You can apply for it both in departmental clinics and in any public hospital, in case emergency care is needed.

Prevention of diseases, restoration or promotion of health is given great attention. For employees, as well as members of their families, special health-improving and equipped recreation areas are being created. Travel to them is paid at the expense of the Ministry. Treatment and recreation in sanatoriums and resorts is also included in the list of benefits provided to employees of the Russian Emergencies Ministry.

Employees serving in the regions of the Far North, or equivalent to them, as well as in Siberia, can count on rest every six months with full travel compensation. It is worth noting that if an employee queues up preschool, then it has the advantage that organized holiday packages are also provided for children. Benefits in the EMERCOM of Russia include all payments related to children: payment for parental leave, child benefits for a child until the age of majority.

Lump sum social payment

For the first time, a law providing for a material payment for housing for employees of the Ministry of Emergency Situations of Russia was discussed at the beginning of 2013, soon the Decree of the Government of the Russian Federation dated April 24, 2013 No. 369 was issued.

After 2 years, the order of the Ministry of Emergency Situations of Russia dated January 14, 2015 No. 6 “On approval of the Procedure for the formation and work of commissions in the Ministry of Emergency Situations of Russia to consider the issues of providing a lump-sum social payment for the acquisition or construction of residential premises” appeared.

A one-time social payment can only be spent on housing, and you can use it 1 time during the entire period of service.

How does this happen? There is a specially created commission that resolves all issues related to this benefit. It maintains a database with employee data, reviews documents submitted for consideration, and makes a decision on issuing or refusing to provide such benefits.

Not only the employee of the Ministry of Emergency Situations of Russia, but also any of his family members can submit a petition.

According to approved by V.S. Artamonov, can apply for such benefits:

  1. Minor children of an employee.
  2. Spouses whose marriage is registered in the registry office.
  3. Children with disabilities under 23 years of age.
  4. Widowed spouse, if they were married at the time of the employee's death.
  5. Other persons who are dependent or fully financially supported by an employee of the Russian Emergencies Ministry.

And there is one caveat: if the application has already been submitted by one of the close relatives, then no one else will be able to do this.

At the same time, you should be aware that benefits for firefighters of the Ministry of Emergency Situations of Russia and other employees related to the improvement of living conditions are provided for when working out the length of service in the system - 10 years. Such a privilege social character cannot be spent on purposes other than housing.

What does it depend on

Unfortunately, now many employees in the EMERCOM of Russia system have extremely uncomfortable and sometimes unsafe living conditions. In order to somehow improve the situation, one-time social assistance was created.

Such a payment can be spent not only on the purchase of new housing, but also to pay off the existing mortgage with it, improve living conditions with the help of major repairs.

In this case, the main thing is to comply with the established conditions and grounds for receiving such a payment. It is necessary to prove that living conditions are really unsatisfactory, and that none of the close relatives has their own housing.

According to the housing legislation fixed general norm that a person's property can be at least 12 m 2. However, this rule may be different in different subjects of the Russian Federation.

However, the social norms of living set the minimum footage for a single person at 33 m 2, for a couple - 42 m 2, and in the case of 3 or more persons, then each should have a minimum of 16 to 18 m 2.

Regardless of square meters, the quality of the building is also taken into account. Is the house in need of repair or renovation? Does the property qualify as emergency housing? In these situations, employees are entitled to assistance.

The amount of the social benefit depends on the length of service. For example, when serving 20 years or more, a special coefficient will be added to the calculation formula, which will increase the total amount of material assistance.

The maximum amount can be 70% of the cost of the apartment or repair and construction work.

Preparation of documents for obtaining an apartment

One-time social payment is carried out thanks to budget financing, which means that it is impossible to consider and satisfy all applications at the same time. There is a certain sequence that can last for years.

At the same time, not only the size of the existing living space is taken into account, but also the total number of years in the service, the presence or absence of young children or family members with disabilities.

A widowed spouse can also apply to the commission deceased employee, but only if no more than a year has passed since the death. In this case, the allocated money will be equally divided among the relatives who applied for help.

It should also be remembered that after using the received payment for its intended purpose, it is necessary to send the relevant documents that would confirm the completed transaction to the commission of the Ministry of Emergency Situations of Russia within a month. Otherwise, the transaction may be cancelled.

To speed up the process, you need to collect a complete package of necessary documents:

  • Certified copies of passports or birth certificates of family members.
  • Original identity documents.
  • SNILS.
  • Certificate of registration or divorce.
  • Documents confirming the length of service in the Ministry of Emergency Situations of Russia.
  • Certificate of disability of the established form.
  • Help from management company, which indicates the footage of the apartment and the number of registered people.
  • Housing lease agreement (if any).
  • Certificate confirming family income.

Another important nuance: if while waiting for the social payment, the employee's living conditions have improved, then the commission removes him from the queue for housing benefits.

In addition to working employees, benefits are also provided to veterans of the Russian Emergencies Ministry. They are entitled to special payments and bonuses when leaving for a well-deserved rest, as well as preferential vouchers to sanatoriums.

Russian legislation provides for a one-time social payment to employees of the Ministry of Emergency Situations. This is more than the standard financial allowance received by employees of the department. This payment is a material support for employees of the Ministry of Emergency Situations. This assistance is targeted.

This type of payment is assigned to employees of the Ministry of Emergency Situations with one main goal - the purchase of a home by them. To receive the payment, the employee must prove his status as needing new housing. If the employee does not provide Required documents, then the state refuses to grant him Money.

The funds received by the employee of the department can be used by him to improve his living space. But at the same time, an important condition must be observed: if the employee’s housing does not meet established requirements and norms.

The lump-sum social payment in the Ministry of Emergency Situations is paid by means of the all-Russian budget. Regional budgets are not involved in the provision of this type of compensation. For this reason, the country has a single priority for receiving such a payment.

The issue of appointment or refusal of payments is dealt with by collegiate commissions specially created on the basis of the department.

Commission work

On November 15, 2013, Directive No. 43–4927 was issued, on the basis of which commissions were created to calculate lump sum payments to employees of the Ministry of Emergency Situations. Their duties include receiving documentation from department employees. Also, the commissions are put on record and in the queue of all employees of the Ministry of Emergency Situations who have submitted documents for compensation.

There are several types of commission data:

  • departments operating on the basis of the main department and accepting documents from employees of the Ministry of Emergency Situations of the city of Moscow;
  • functioning on the basis of regional centers;
  • working in the main departments of the regions of the country;
  • accepting documents based on educational institutions Ministry of Emergency Situations;
  • operating in the central government.

Employees of the regional centers of the Ministry of Emergency Situations, subordinate to the main department of the department, have the opportunity to submit documents to the collegiate commission, which was created on the basis of the regional center.

All commissions function permanently. Their work will continue as long as there is a one-time social payment in the Ministry of Emergency Situations.

Special requirements apply to members of the commissions. They include persons whose activities do not create conflicts. Collegial commissions are formed on an open basis. This reduces the likelihood conflict situations between applicants and committee members.

ERUs for employees of the Ministry of Emergency Situations are targeted material assistance aimed at acquiring or building new housing. To accept documents from employees of the Ministry of Emergency Situations, put them on record and resolve the issue of assigning payments on the basis of the regional centers of the department, collegiate commissions are created.

Other powers of commissions

The principle of operation and the main powers of the commissions for processing social payments are contained in the procedure developed on the basis of the Order of the Ministry of emergencies under number 6 dated 14.01.2015.

The full set of powers of the commissions includes:

  • adoption of a positive or negative decision on the application of an employee of the Ministry of Emergency Situations applying for payment;
  • verification of the employee for his compliance with all conditions for the accrual of funds;
  • resolving the issue of deregistration of employees;
  • consideration of all received applications and documents attached to them;
  • registration of applications in special journals;
  • issuance of certificates of acceptance of documentation from employees;
  • keeping records of all applicants;
  • holding meetings;
  • maintaining protocols for them;
  • entering information about employees into the Housing EMERCOM of Russia database;
  • sending extracts from the minutes of commission meetings held to employees;
  • sending extracts from orders for the transfer of payments to employees within a month;
  • annual clarification of information on all employees applying for social benefits (no later than February 1).

The voting principle is used to make decisions by the commission. Under him, everyone is guided by the principle of majority vote. Commission meetings are convened at least once every 3 months. At least 4 meetings must be held per year.

Conditions under which an ERU is obtained

This type of cash assistance is targeted and for this reason implies a number of conditions. The main one is that an EMERCOM employee has 10 years of work experience. This experience includes:

  • vacation periods;
  • periods of incapacity for work due to illness;
  • vacations during which the employee cared for the child.

It is important that the employee works all the time in units subordinate to the main department of the Ministry of Emergency Situations. If he worked in other departments and at least once received any type of compensation or payment, then he loses the right to a one-time social payment through the Ministry of Emergency Situations.

On this species monetary compensation can be calculated not only by the current employees of the department, but also by those who have retired on a seniority basis. The same rules apply to them, and the payment is made on the same grounds and conditions.

In addition to the length of service, another condition is provided - the employee needs housing. Not everyone can be recognized as needing it. These include the following categories:

  • living in hostels;
  • do not have housing in personal property;
  • living with a sick family member suffering from a serious illness;
  • living in a communal apartment;
  • living in a 1-room apartment together with its owners who are not family members;
  • living in an apartment not under a social lease agreement;
  • living in a non-insulated room along with its owners who are not family members;
  • living in their own apartment or renting housing under a social lease agreement, the area of \u200b\u200bwhich for each family member is less than 15 m 2;
  • living in emergency housing.

At the same time, not only the employees of the department, but also their families, should need housing. Moreover, the list of relatives includes the following persons:

  • wives, husbands with whom an official marriage is registered;
  • disabled dependents;
  • children under 18;
  • disabled children up to 23 years of age;
  • widowers, widows who lived before the death of the worker with him in marriage;
  • employee's parents.

Often, the assignment of a lump-sum social payment to an employee of the Ministry of Emergency Situations is refused due to the availability of housing from his parents. This decision of the commission may be challenged in court.

To receive ERUs, employees of the Ministry of Emergency Situations must meet two main conditions: have 10 years of work experience in the department and objectively need housing.

Required documentation for registration

  • passport along with its copy;
  • copy of SNILS;
  • excerpts from house books, financial accounts of an employee for a 5-year period;
  • a copy of the social loan agreement, if the employee, together with his family, rents a living space on it;
  • application form;
  • excerpt from unified registry real estate for the applying employee and his family;
  • a copy of the supporting document confirming the applicant's right to a larger living space;
  • copies of passports of the applicant's family members or their birth certificates;
  • the employee's marriage certificate or divorce document;
  • certificates from schools, colleges, universities for children from 18 to 23 years old living with the applicant in the same dwelling;
  • copies of certificates indicating the location or residence of the applicant together with his family;
  • track record of the employee from his place of work in the form of a certified copy;
  • work book of the employee;
  • information about the insurance certificate;
  • medical certificates, if there are disabled people in the family of an employee of the Ministry of Emergency Situations;
  • documents confirming that the employee has dependents.

Commissions strictly approach the issue of filing documents. Employees are encouraged to submit documentation in a single package. The commission may request additional documentation, and the employee must complete the missing documents.

Copies of documents must be notarized. All certified documentation is provided by the employee independently.

Not in all cases, the employee has the opportunity to present certain requested documents to the commission. In such a situation, the employee must replace them with certificates confirming the impossibility of providing basic documents, indicating the reasons.

An employee of the Ministry of Emergency Situations sends certified copies of documents to the commission for processing a lump-sum social payment, the list of which is contained in guidelines departments. Documentation that the employee cannot provide to the commission is replaced by other supporting documents.

Some features of payment processing

A one-time social payment in the Ministry of Emergency Situations has some design and purpose features. Among these features stand out:

  • the one-time nature of such compensation;
  • registration of only one employee, if the family has several employees of the department;
  • receiving payments in order of priority;
  • the availability of a priority opportunity for calculating the payment under one condition.

This type of social payment is accrued to employees of the Ministry of Emergency Situations once. There are times when both members of the family work in the department. But they can only pay for one person.

Departmental employees registered by the decision of the commission are listed in the general database. Each employee waits in line to receive ERUs. But this rule has one exception. An employee can receive social benefits out of turn. To do this, he must be a father or mother of many children. If there are three or more children in his family, he receives preemptive right in comparison with colleagues to receive funds for the purchase or construction of housing. In other cases, social benefits are calculated only in order of priority.

Departmental employees have the right to challenge the decisions of the commissions to prohibit the transfer of this payment to them. Often the commission refuses employees due to the availability of living space from their parents and adult children.

Employees have the right to go to court in this dispute. The decision of the commission will always be declared illegal if the employee proves that his parents and adult children live separately from him. This is due to the fact that housing legislation clearly defines the circle of family members. They are citizens living together with the applicant. The applicant himself and members of his family living with him apply for a one-time social payment.

A one-time social payment is due to employees of the Ministry of Emergency Situations one-time, they receive it in order of priority and is paid only to one family member working in the department. Only departmental workers with many children can count on extraordinary compensation.

The amount and terms of registration of social benefits

The structure of this social benefit includes:

  • housing standard;
  • the price of 1 m 2 of housing on the market in a particular region;
  • correction factor.

The price of 1 m 2 of housing when assigning a lump sum payment is taken based on official data for the region. They often differ from the real conditions of the housing market. For this reason, social benefits are not always able to cover all the expenses of an employee of the Ministry of Emergency Situations for the purchase of housing. To reduce costs when calculating the amount of compensation, correction factors are applied. But they are not always able to cover all the costs of a citizen when buying a home.

The housing standards applied when calculating the cash payment remain unchanged from the beginning of its introduction for employees of the department. The size of the housing area due to the applicant depends on the number of members of his family.

When determining the amount due to the employee, his current residence is taken into account. Those who live in houses that have an unsatisfactory condition can count on certain monetary privileges.

Bonuses to the basic payment rely on employees who have a long work experience in the department. They can count on the application of a correction factor when calculating social benefits, which allows them to compensate for about 70% of all the costs of buying a home. Privileges also rely on employees with high service ranks.

A one-time social payment to the Ministry of Emergency Situations is paid in total within 4 months from the moment when the employee applied to the commission with an application and a package of documents. Three months are given to the commission to consider the issue of granting or refusing social benefits. Another month is spent on the transfer of funds. The terms begin to be calculated from the date the commission receives the full package of documents from the employee.

A one-time social payment to employees of the Ministry of Emergency Situations is paid taking into account the standard of living space, the price of 1 m 2, and the correction factor. The decision on its payment is made within 3 months, and the payment itself is made within a month from the moment a positive decision is made.

Registration procedure

An employee of the department who meets all the conditions for receiving funds intended for the purchase or construction of housing draws up a social payment as follows:

  1. Prepares the necessary documentation and writes an application to the commission.
  2. Submits a package of documents to the commission.
  3. Expecting a decision within one quarter.
  4. Requests an extract from the quarterly meeting of the commission to resolve the issue of assigning social benefits to him.
  5. Receives funds within 30 days from the date when the commission made a positive decision on his application.

A similar procedure applies to departmental workers in whose family there are 3 or more children. At the same time, a one-time social payment in the Ministry of Emergency Situations can be received by them in more short time, since an extraordinary procedure for its accrual is provided for them.

The problem is that the commission can remove any employee from the register in order to receive payment under a number of circumstances. One of them is the improvement of the employee's living conditions, which occurred in the process of considering the issue of assigning social benefits to him. In such a case, the employee will automatically lose the status of needy, and his candidacy will not be considered at subsequent meetings of the commission.

Difficulties encountered in obtaining

This type of payment has a number of problems in practice. Among the main difficulties associated with obtaining it, there are:

  • lack of funding;
  • slow progress in queues to receive it.

Both problems are interrelated. Social payments are financed from the federal budget, but despite this, problems arise from time to time with the allocation of funds.

The budget related to financing the ministry was increased 4 times in 2017, but there is still a shortage of funds for all employees applying for a one-time social payment. It is assumed that the period of promised payments for all employees will be at least 5 years. Some sources point to the full payment of money to all needy employees of the Ministry of Emergency Situations no earlier than 2026.

The second problem is the long queues. As of 2017, at least 7 thousand people apply for this type of payment. The existence of the principle of its priority assignment to employees of the emergency department with many children slows down the process of registration of compensation.

In order to speed up the procedure for issuing social benefits, workers with many children stand in a separate queue. But even in this case, it takes time to receive money.

Workers who urgently need to be relocated from emergency housing, but due to long queues for receiving social benefits, cannot do this, are temporarily accommodated with their families in departmental apartments. These apartments are often part of the housing stock formed from former fire stations.

Often, commissions accept controversial and illegal decisions on the refusal to pay employees, which once again leads to a delay in resolving the issue. At the same time, employees are forced to endure legal and time costs to restore their right to social benefits.

Conclusion

A one-time social payment to employees of the Ministry of Emergency Situations is designed to smooth out the housing problem they have. Plus social benefits in its one-time nature. The employee immediately receives funds to his account, with which he has the opportunity to cover 70% of his costs for the purchase of a new living space.

This type of support has serious disadvantages. One of them is insufficient funding. Sufficient funds are not always available federal budget, which is why the process of processing the due payments is delayed for 5-10 years.

A significant drawback of this one-time allowance is the use of the next procedure for its receipt. For this reason, more than 7 thousand employees of the department have been waiting for a long time to receive funds to improve housing.
