Since 07/05/2012, you have been in possession of materials on my statements addressed to you about the facts of corruption that I have identified and the facts of possible large-scale theft budget funds and funds of citizens in the field of housing and communal services, associated with the actions and inaction of a number of officials both state and non-state structures of St. Petersburg.
Subsequent events showed that the scale of the facts that I discovered had gone beyond the scope of the city and I had established facts of possibly corrupt acts and possibly committed crimes by officials of the North-West, including officials of the prosecutor's office.
Several times I went directly to the FSB of the Russian Federation in Moscow and several times I personally applied with the necessary statements and materials addressed to the Director of the FSB of the Russian Federation Bortnikov A.V.
Only on April 29, 2014, when reviewing the materials of the supervisory proceedings at the Directorate of the Prosecutor General's Office of the Russian Federation in the North-Western federal district I accidentally found out that the leadership of the FSB of the Russian Federation had given two instructions based on my materials - No. S-18744 of 08/05/2013 and S-20631 of 08/28/2013.
The failure to take action on these orders and the continued violation of federal law, which today poses a direct threat to state security, on which I insist, since my statements were and are about the possible large-scale embezzlement of budget funds allocated for the overhaul of hundreds of apartment buildings in St. Petersburg, leads to disaster.
Today I have identified unequivocal documentary facts of extra-legal connections, extra-official connections of officials of various structures of St. Petersburg and the North-West, I have received information from persons who are ready to assist in the work, holding positions in the structures referred to in my statements.
Irrefutable documentary evidence has been obtained of the use by officials of the Administration of St. Petersburg of the data of dead people in the documentation on the allocation of budget subsidies for the overhaul of apartment buildings, information has been obtained about the re-starting of the same houses, phantom houses for overhaul.
On August 18, 2014, I personally again went to a personal appointment with the FSB of the Russian Federation, where I filed an application dated the same date, according to the information and facts available today, indicating the concealment of the two instructions of the leadership of the FSB of the Russian Federation mentioned above and a request to initiate criminal cases and detain in according to Art. 91 of the Code of Criminal Procedure of the Russian Federation of a number of officials and officials.
