Transition to market relations in Russian Federation led to significant changes in the structure of design organizations established during the planned economy. There was a fragmentation of a number of institutions, it was created a large number of new design and survey organizations. In the early 1980s, design and engineering surveys for construction were carried out by 1,800 design and survey organizations, and in 2000 - already XXX. At the same time, the total number of employees of these organizations decreased from more than 1 million to XXX thousand people.

In the conditions of market relations, exploration and design organizations for the first time in the history of their existence in Russia, they are forced to work in conditions of limited demand for their products and fierce competition. However, the question arises as to how competent and responsible they are.

Many contractors today are ready to take on any job, regardless of their qualifications, experience, technical equipment and financial resources. Wanting to win this or that tender, they deliberately take into account the incomplete volume necessary work thus lowering the cost of the offer. And here, at the stage of evaluation by customers of potential counterparties, the issues of estimated pricing for design and survey work are of particular importance.

The estimate is one of the most important documents from which the design, construction or reconstruction of any object begins. When choosing a contractor, it is the analysis of the estimate that allows you to evaluate the professionalism of a potential contractor. The subject of such an assessment is primarily the total amount commercial offers and the prices applied in the estimates per unit of the volume of work. Next, it is necessary to evaluate the scope of work included in the estimates, as well as possible uncertainties and risks of increasing the labor intensity of the work. This is especially important at reconstruction sites, because old networks, buildings and structures are usually reconstructed, the condition of which must be carefully examined. Such a survey must be carried out not just before the approval of estimates, but at the stage of drawing up assignments for design and survey work, which should make it possible to avoid a sharp increase in cost unexpected for the parties in the process of work.

Today, under the influence of price dumping factors provoked by the participants investment project, Russia has an extremely unsatisfactory market for design and survey work, a passive pricing method, in which it is customary to determine prices with a focus on competition (that is, at the level of existing dumping prices for similar objects). Such a devaluation of the work of surveyors and designers leads to the release of low-quality design and survey products: to incomplete and low-quality surveys, low elaboration of design solutions, failure to meet the deadlines for design and survey work (PIR), and during a crisis, to a complete halt of work due to for lack of funding. The current situation is the more dangerous, the higher the category of responsibility of the designed buildings, structures and systems. This is especially true of the facilities included in the current programs for the reconstruction of fire and explosion hazardous facilities of the fuel and energy complex (FEC).

It is no secret that the quality of construction and installation works for the construction of new or reconstruction of existing facilities directly depends on the completeness of the development and the quality of design solutions. And a special place in the design is occupied by engineering surveys, on the results of which the constructive solutions of the buildings and structures under construction, their technical and economic indicators, reliability and stability depend. They are even more significant where construction moves to inconvenient lands and territories subject to dangerous geological processes. The completeness and reliability of engineering survey materials significantly affect the effectiveness of design solutions, the quality and cost of construction.

It is also no secret that the quality of survey work depends, in turn, on the reliability and complexity of the initial data necessary for compiling a work program, and on the timeliness financial flows at each stage of the investment process.
Unfortunately, realizing this dead-end path of the quality of design and survey, construction and installation works, the participants in the process, wanting, on the one hand, to save money, and on the other, simply to survive in conditions of price dumping, provoke a further decline in market conditions. And this not only does not help to reduce the investor’s costs, but, on the contrary, leads to their overspending due to “fire injections of funds into the contractor” to eliminate situations caused by gaps or simply errors in the design and estimate documentation (DED). Refusal to finance such "fire" work and costs entails "incompletion", problems in finding an alternative contractor, long-term construction (and time, as you know, is money).

According to experts, in this connection, the creation of the National Association of Prospectors (NOIZ) is of particular relevance today, designed to build and maintain at the proper level the philosophy of such behavior of its members. The creation of such an association will restore the conjuncture of the design and survey market, which, in turn, will help optimize the profitability of the design and survey business, reduce the unreasonable costs of investors and customers, improve the status engineering workers industry, unify industry requirements for products. Improving the standards of interaction between participants to increase the responsibility of contractors for the quality of work, and customers - for the transmitted initial data will improve the ways of resolving conflicts associated with the occurrence additional work during their production. The combination of these circumstances creates pressure that forms the following trends in the design market:

  • An increasing number of design organizations are adopting BIM technologies. Multidimensional modeling allows you to evaluate all costs and expenses already at the design stage, make and coordinate all changes during execution, and also eliminates the technological gap between the construction and operation of real estate. Apparently, the training of specialists will be in demand, as well as the development of domestic software products BIM.
  • Legislative requirements for design and survey activities are becoming tougher, which clears the way for big companies with state participation and leads to the liquidation, consolidation and merger of small survey and design companies.
  • New technologies, as well as high competition, force us to approach the customer's problems in a comprehensive manner. The close interaction of surveyors, designers, builders and operating organizations leads to their unification under one "roof", and also contributes to a more intensive introduction of BIM technologies. Most likely, the example of the merger of the National Associations of Designers and Surveyors held in 2015 will not be the only event of this kind.
  • Coordination and regulation project activities will expand through the creation of project offices at the levels of organizations, departments and programs. This will increase the transparency of programs for investors and shareholders, which will have a positive impact on the growth of investments, which means it will help solve the problem of financial hunger for construction organizations.
  • Designers are increasingly introducing new energy-efficient and environmentally friendly technologies. Rising tariffs, increasing environmental awareness of consumers create conditions for promoting the idea of ​​energy efficiency and environmental safety materials and technologies. Expert estimates fluctuate around the following figures: the increase in the cost of building energy-efficient facilities reaches 15-20%, while the cost of operation is reduced by 60-70%.

The indicated trends will inevitably contribute to the revival and growth of the market for design services, as well as related areas: survey, construction, maintenance, etc. The market naturally responds to legal, financial and technological challenges with new approaches to interaction various organizations, application of technology and training.
