According to Kommersant, citing sources in the Ministry of Internal Affairs, the reason for the “cleansing” of the police department, which investigates criminal cases in the space and nuclear industries and at other high-security facilities, was the criminal case of another deputy head of this department. Colonel Maxim Rybkin was detained in April by the FSB and the ICR on suspicion of particularly large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation).

It is known that the colonel of the Ministry of Internal Affairs offered some heads of defense sensitive enterprises for 20 million rubles "to assist in the closure of criminal cases initiated against them based on the materials of the 4th Directorate." The money was received by him, but Rybkin did not fulfill his promises, while spending most of them on the purchase of an apartment in Moscow. Still promising to close criminal cases, the colonel returned 10 million rubles, and wrote a receipt for the rest. However, the defendants in the investigation turned to law enforcement officers with this receipt and a criminal case was initiated against Rybkin, he was fired from the internal affairs bodies, and an official check was appointed against his leadership.

In its course, the inspectors had doubts about the veracity of the testimony of Colonel Monisov and his two deputies. After that, the immediate supervisor of Colonel Rybkin and his deputies were asked to take a lie detector test. According to Kommersant, the officers failed the polygraph test, as a result of which they finally lost the trust of the leadership of the central office.

The publication writes that the interim chief Gennady Tsutskov, the only deputy of Monisov, who remained in the department after the scandalous case of Colonel Rybkin, had already been introduced to the personnel of the 4th Directorate. Tsutskov has been serving in the 4th department since 2014, but most likely he will not be approved as the head of the department, a Kommersant source notes. Now they are looking for candidates to replace Monisov among the heads of other departments of the Main Directorate of the Ministry of Internal Affairs in Moscow.

In 1981-1985, Sergei Veretelnikov, a native of the village of Karabulak in the Taldy-Kurgan region of the Kazakh SSR, was a cadet of the Alma-Ata Higher Combined Arms Command School named after Marshal of the Soviet Union I.S. In Turkmenistan, in the region locality Kilyat near Ashgabat, Lieutenant Veretelnikov underwent special training at the army mountain training center. There, only officers were additionally preparing for the upcoming combat tests to replace our military personnel who were part of the Limited Contingent of Soviet Forces in Afghanistan. Of course, in the training center Special attention was given to mountaineering training and painstaking study of the tactics of warfare in mountainous desert terrain.

Is it necessary to specifically emphasize that Lieutenant Sergei Veretelnikov, brought up on the heroic-patriotic ideals of valiant service to the Fatherland, was morally fully prepared with honor to carry out combat missions “across the river” together with other internationalist soldiers. Having met with his parents during a short vacation, their only son, along with twenty more officers, arrived in June 1986 in the city of Herat, located in the valley of the Harirud River, the center of the province of the same name. Units of the 101st Motorized Rifle Regiment of the 5th Guards Motorized Rifle Division of the 40th Combined Arms Army (Red Banner TurkVO) settled on the outskirts of this city, and their base location had a fairly developed infrastructure: in particular, officers and soldiers lived in comfortable shield assembly modules.

The commander of a motorized rifle platoon of the 3rd battalion (101st motorized rifle regiment) Veretelnikov replaced an officer who served in the DRA - the Democratic Republic of Afghanistan - for two years and, at the end of his foreign trip, left for the Union. There was essentially no acclimatization as such, because the local natural conditions turned out to be very similar to those that are characteristic of the Central Asian republics that were then part of the USSR, including the Turkmen SSR.

It should be clarified that the 3rd battalion was the only raiding unit in the regiment, and the 1st and 2nd battalions served at outposts. The young officer Veretelnikov received his baptism of fire when he and his brother-soldiers went to the region of the Iran-Afghan border, where they were supposed to block an important enemy object in the gorge - the training base for dushmans.

As part of the raid group, headed by the platoon commander, there were twenty-six fighters moving on three BTEers. As Sergey Ivanovich explains, for him it was the first regimental operation, during which he deeply felt for himself what such a thing as a feeling of battle really means. According to Veretelnikov, he had a completely unusual feeling when he saw with his own eyes a sudden attack by the Iranian Air Force - two "phantom" attack aircraft, which, at low level flight, carried out a combat turn over the positions of the regiment and fired at them. And then the Soviet combat aviation flew in and began to process the gorge with the so-called volumetric detonating bombs. After that, our reconnaissance units began to carry out the corresponding ground tasks, and the platoon of the guards, Lieutenant Veretelnikov, received an introduction to blocking the area.

The operation lasted ten days, and it so happened that the platoon did not have a direct clash with the enemy that exit. Although from the side of the "spirits" at times there was intense firing from automatic weapons and chaotically with nurs, unguided rockets, the location of the Shuravi - Soviet soldiers was shelled. Subsequently, all raids in the north-west and south of Afghanistan - from Turgundi to Kandahar, carried out on the scale of a division, regiment or army, lasted from a third to a whole month.

During these operations, ensuring the blocking of villages “cleansed” from dushmans, Guard Lieutenant Veretelnikov and his subordinates had a chance to engage in battle more than once and be under heavy enemy fire. Some motorized riflemen did not actually enter the "greenery", thickets of bushes in the valleys during the raids: they combed dangerous areas together with the Khadovites and the Tsarandoyites - respectively, employees of the State Security Service and the Ministry of Internal Affairs of the DRA. In addition, "on combat" guardsmen made forced marches in the mountains and gorges.

Commanding a reconnaissance platoon

Since October 1987, Sergei Ivanovich served as the chief of intelligence of the headquarters - the commander of a separate reconnaissance platoon of a motorized rifle battalion (mountainous) of the 101st motorized rifle regiment, and from that time on he directly performed specific combat missions. Each reconnaissance raid took, as a rule, no more than two weeks, then there was a break for about the same time, after which the guardsmen, having replenished their ammunition, again set off to obtain new important information about the enemy. In most cases, due to the small size of the unit, the platoon acted together with the regiment's reconnaissance company - there were up to 120 people in it.

The motorized riflemen had the most difficult exit during the combined arms operation near Kandahar, in total they had to overcome five thousand kilometers. When our column began to enter the "greenery", the explosions of trawls suspended in front of the tanks began.

According to the map, we determined the place of the first halt, and in the evening we stopped at deep ditches. Alas, motorized riflemen, without knowing it, got into a mined area. When the company commander went to check how his subordinates dug in at the place of the camping halt, he was blown up by an anti-personnel mine - as a result of the explosion, the injured officer's leg was torn off. And it was barely dark, and from the side of the "green" the Mujahideen opened fire on the positions of the guards.

Later it turns out that here the "spirits" prepared an ambush in advance and set up a minefield. Along the canal, the depth of which reached several meters, the insidious enemy equipped well-camouflaged shelters. Steps led to them, along which spooks in the dark secretly reached their starting lines for a surprise attack and from a distance of a hundred meters began to fire at the positions of our military personnel with grenade launchers and small arms.

Quickly orienting himself in this extremely difficult situation, Guard Lieutenant Veretelnikov organized a repulse of the attack. Guards junior sergeant Zemdzhanov was seriously wounded by a grenade launcher shot, to whom the brave and selfless commander of a separate reconnaissance platoon made his way under the fire cover of his subordinates and, having provided the first medical care, because of the ruins of the adobe duval evacuated the serviceman to a safe place. During this battle, the “spirits” went on the attack, but with well-aimed shots from a Kalashnikov assault rifle, the platoon commander destroyed four of the attackers. The attack was repulsed...

In the morning, the long-awaited help came: our artillery and aviation came into action, and the enemy was subjected to powerful coordinated strikes from the ground and air. Depending on the development of green areas by the Afghan government armed forces, motorized riflemen changed their temporary deployment and moved forward, continuing to perform difficult special combat missions.

For a separate reconnaissance platoon, this protracted forced march, which ended a month after the start of this combined arms operation, turned out to be successful - without losses or injuries. In general, in the unit of officer-guards Veretelnikov for the entire time of his Afghan odyssey, there was not a single one who died during raids and operations. Only once, when a platoon on two armored personnel carriers and one BRMk - a combat reconnaissance vehicle - entered what seemed to be an ordinary peaceful village, it was suddenly fired from grenade launchers. The scouts immediately returned fire, and the attackers, running into a fierce rebuff, were forced to retreat. In a short-lived clash, one platoon fighter received a shrapnel wound, and the other was shell-shocked.

It happened that Sergei Ivanovich and his colleagues went on combat trips, although sometimes it was not possible to trawl the road. But every time they were lucky in such cases: military fate saved the platoon commander and his comrades from mine explosions.

And when the 5th Guards Motor Rifle Division stood in Shindand and carried out another combined arms operation, in the hot summer time, the commander of the 40th Army, Boris Gromov, decided to arrange a meticulous check of the personnel. During the drill review, the demanding army commander noticed some “hazing liberty” and ordered the platoon commander Sergei Veretelnikov and his scout subordinates to take off their sneakers and put on low boots, which was immediately done by the executive guards. The trade union of police officers in Moscow, by conducting a survey on its website, collected information regarding the service of employees of units subordinate to the Internal Affairs Directorate for the SAO of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow.

When analyzing the information received, systematic complaints of employees about violations of their labor rights, established by the current federal and interdepartmental legislation, namely: non-compliance with the established service schedules, lack of accounting for overtime, failure to provide time off, the “stick system” for recording the results of work, shortage of personnel, and, as a result, increased workload on working employees, as well as lack of information on bonuses to personnel based on performance.

Particularly negative feedback was received on the work of the Ministry of Internal Affairs in the Begovaya district, the Ministry of Internal Affairs in the Khovrino district, and the Ministry of Internal Affairs in the Dmitrovsky district.

To employees as to cattle, no attention and help, the main thing is that the edging be and shaved, but few people care about the fact that they are on their feet for three days! Sticks are demanded as they are demanded, materials are painted without reading and without delving into what service it is intended for, in a word, a pitchfork!
