Therefore, before you give your money to the developer, whose “house has been put into operation”, do not be too lazy to check if he has:

  • Title documents for land;
  • Building permit;
  • Permission to put into operation;
  • Specifications to connect communications;

This minimum permit documentation ensures that the home is a legal structure. With a high degree of probability, it can be argued that there will be no problems with the operation of such a house.

Of course, if after several months of the provider’s work it becomes clear that the connection is of high quality, from the “not a single gap” series, and the operator’s customer service is nice and friendly, there are no questions. However, if the situation is not so rosy and the work of the Internet is satisfactory, any person who values ​​time, money and, finally, a calm atmosphere in the house, has an idea - to connect to an operator you trust. It often turns out that this is not easy to do, without difficult coordination with the HOA. Not easy, but possible.

It would seem that the "density" of providers "inhabiting" the house depends on the principles market economy. And the greater their number, the stronger the competition and, as a result, the cheaper communication services. However, in fact, most often the number of operators working in the house directly depends on the desire Chairman of the HOA or from the head of the Criminal Code. It happens that there is only one provider in the house, and the administration of the house is not going to let the rest. However, there are ways to add a provider to the "pool", even if the "master" is against it.

Why is that?
Personal relations between telecom operators and the administration of the HOA are sometimes full of secrets and omissions. Exclusively because from time to time both sides consider each other "third wheel". Providers, fighting for the client, are trying with all their might to cover most of the apartment buildings with their presence. House managers, in turn, do not want to devote much of their time to untangling wires and solving other organizational problems associated with the installation and maintenance of camera equipment. After all, each provider lays its own cable in the house, thus duplicating the Internet infrastructure that companies already have in the house. In addition, representatives of all providers need to provide access to technical premises “at any time of the day or night”. It is not surprising that chairmen prefer a limited circle of operators, choosing them according to various principles, including the principle of "who will give more."

Players of the telecommunications market, on condition of anonymity, say that in order to “enter the house”, a laptop as a gift is enough, and somewhere transfers to the personal account of the chairman of the HOA are also needed. According to them, the amounts paid by providers to the heads of HOA can reach up to a thousand rubles for an apartment once and about 10-20% of the revenue monthly, if it comes to the right to be the first and only provider in the house. Although it also happens that the chairmen of the HOA simply do not conclude an agreement with a new operator, motivating the refusal by the fact that even one operator is enough in the house. There are, of course, completely absurd situations. “Not a fairy tale, but a true story” - when the chairman of the HOA did not allow the house to be connected to the Internet, as he believed that radiation “happened” from this, from which people quickly die.

All these “national peculiarities” arise because Russian legal norms do not contain a law obliging HOAs to provide places for placing equipment to all interested operators. Although, in fairness, according to the law, the operator can obtain permission to lay a cable in a house only after the majority of owners allow him to do this. Indeed, according to the Housing Code of the Russian Federation, the walls of the house are the common property of apartment owners. How often such "formalities" are observed, perhaps, it is possible not to specify.

It is for this reason that the "heads" of houses have extensive opportunities to restore their Internet order. There were times when, for example, one HOA manager posted announcements around the house that operator X, who worked in the house, ceased to exist and no longer provides communication services, and it is necessary to reconnect to operator Y. Predictably, operator X was not aware of his "bankruptcy".

Trying to fix everything
On the part of the signalmen, several years ago, projects were born in St. Petersburg that implied the construction of a common infrastructure, at least in new buildings, which could then be rented on an equal footing by all interested service providers. However, this scheme in modern realities has not become widespread, representatives of the HOA did not “subscribe” to it.

A couple of years ago, State Duma deputies also tried to “legitimize” the Internet territory of houses. That bill, in particular, stated that if there was an application from at least one tenant of an apartment building, the telecom operator could gain access to public places for the installation of its equipment. Providers for the most part supported this idea, however, representatives of the HOA considered that in this case there would be "house anarchy", they say, there would be no order. They are partly right, but in the case of “free entry”, most likely, the number of operators will be regulated by the profitability of entering a particular house. Nevertheless, this law remained a draft.
The operators themselves periodically sue representatives of the HOA, however, most often they admit that only the residents of the house themselves can influence disputes.

What can be done?
Due to the difficulty of new operators entering apartment buildings, the rights of the tenants themselves are infringed in the first place. If there is one or two providers in the house, the cost of services is likely to be higher than in other houses where the connection is offered by four or five operators. In the latter case, promotions and discounts are often arranged, which can significantly save on communications. In addition, the quality of customer service in case there is a simple opportunity to go to another provider is always higher. Breaks on the line are repaired faster, and you can get through to the operator's call center within seconds and get a clear answer to your question there.

Perhaps the most realistic way today to restore market justice by increasing the number of Internet providers in the house to the optimal number for residents is to complain to the antimonopoly service. The basis for such an appeal may be the confidence of the tenant of the house that the HOA works "in conjunction" with any operator. If the antimonopolists establish the fact of violation of the Law "On Protection of Competition", the perpetrators may be held administratively liable.

This happened with the Volga branch of the TransTeleCom operator. A resident of a house in Saratov wanted to switch to another provider and found that this was impossible, since all owners “voluntarily-compulsorily” use TTK services. FAS caught the provider in collusion with management company at home, having found out that when the operator “entered” the house, there was no general meeting of homeowners. True, this trial lasted eight months, and such cases are not always successful, since it is not easy to prove the fact of conspiracy.

The second option is to re-elect the chairman of the HOA or change the Criminal Code. You can do this through general meeting members of the HOA. Of course, in fact, to collect more than 50% of the votes so that the decision is legal is not very realistic. Especially when it comes to houses with hundreds of apartments. However, it seems that just the Internet can help residents to correct this situation. Various online management systems for apartment buildings are gradually appearing on the market. For example, there is a service domosite.ru and others like it, offering to transfer communication with housing and communal services to technologically advanced electronic rails. Such systems include, among other things, electronic document management when conducting absentee voting, which allows for the participation of a larger number of owners in the decision-making process for the house. This means that it will be easier to collect the cherished votes for changing the rules for the entry of operators into the house, and many other management issues. The first thing to start looking for a solution to the problem is to reboot all devices associated with Internet access - a router, a computer, etc. Very often this is the result of a small glitch in the operation of one of them and is solved by a simple restart. If it doesn't help, read on!

So, your Internet is not working. How are you connected to it? As a rule, in most cases, the connection is organized through wifi router, then see if the Internet access indicator is on or not. For example, on D-Link routers it is made in the form of a globe, on most devices it is simply signed as Internet.

Does not burn? Check the router settings and if everything is in order, call technical support your provider.
But if the indicator glows friendly, then the connection is successful. Check access from other devices - from a tablet, phone or laptop.
