Mobile control post

an integral element of the command post and an independent VPU, designed to increase the ability to control mobile formations and groupings of troops operating in the land areas of the GG. It is deployed for a short period of time and includes: operational staff, a group of command and staff vehicles with technical means communications, and support group. The main difference between the PdPU and the mobile TPU is that the first one is deployed when it is necessary to solve suddenly arising tasks that do not require a significant strengthening of the governing bodies and the creation of an intermediate management authority. The mobile TPU is created as an additional command and control link when a senior official travels for the direct leadership of formations, groupings in certain directions, as well as when he moves from one command post to another.

One of the main elements of the management system of the RSChS is the control points (CP), which are created at all levels of management from the object of the economy to the federal one.

RSChS control points are specially equipped structures (premises) or vehicles equipped with the necessary means of communication and life support and designed to accommodate and ensure the operation of government bodies both in peacetime and in wartime.

All control points can be divided into stationary and mobile, located in various vehicles.

Stationary launchers, in turn, can be divided into:

everyday launchers designed to ensure the functioning of the authorities in their places of permanent deployment in peacetime and to control the forces of the RSChS during the liquidation of emergencies;

spare launchers needed to protect controls from modern weapons and ensure stable control in wartime. According to their location, they can be urban and suburban.

Control points are serviced by permanent and variable staff. The permanent composition of the control center includes the staff of the control center (operational duty officers, operators, personnel of the communications center), which ensures the operation of the control center during daily activities. When introducing a high-alert mode for the functioning of the RSChS or an emergency situation, as well as when transferring civil defense from peaceful to martial law, a variable composition is additionally placed on the control room, including the heads of the RSChS and civil defense authorities, officials from the administration, management bodies for civil defense, military command, etc.

In this regard, the daily control room provides for the availability of premises for the placement and operation of an operational shift on duty, technical controls, communications and warning facilities, special communications facilities, as well as the entire variable composition.

Spare PU (ZPU) must have protected premises for the personnel of the control bodies and technical controls, communication centers and warning stations, life support and power supply systems. Much attention is paid to the presence of autonomous power sources that provide power supply to all elements of the launcher for a sufficiently long time, in conditions of disruption of the centralized power supply.

Special requirements for placement, protection and equipment are imposed on suburban spare launchers.

Out-of-town spare launchers are organized in the constituent entities of the Russian Federation, cities of a special group, ministries and departments. They are located in suburban areas with developed communication networks and a good transport network, outside the areas of possible destruction and areas of possible catastrophic flooding.

The ZPU communication center should have one or more binding lines to the public reference communication centers, if possible, additional binding lines to departmental communication centers located in the given territory. From a suburban ZPU, communication should be provided throughout the territory of a constituent entity of the Russian Federation (municipal formation) and the possibility of access to senior and interacting governing bodies. At the same time, the main condition for ensuring the stability of communication with a suburban ZPU is its organization bypassing the communication system of administrative centers and other categorized cities.

Out-of-town spare launchers, as a rule, include: protected working premises; communication nodes; premises for centralized warning and special communications equipment; points of reception and transmission of information; radio transmitting center; autonomous sources of power supply, water supply and other life support systems; ground buildings and facilities for recreation and meals for employees and maintenance personnel, as well as for the storage of equipment; parking lots; landing sites for helicopters.

The capacity of protected working premises should be 30-40% of the total number of employees.

As part of a suburban ZPU, a notification center is necessarily created to provide centralized notification of the population.

Protected premises are equipped with workplaces with communication facilities to accommodate the head of the administration, members of the emergency situations commission, the working group of the RSChS management body, representatives of the administration, the military garrison, the military commissariat, etc.

To ensure the stable and reliable operation of spare launchers, special training sessions are planned and conducted to occupy jobs at launchers and work out tasks in a training environment with the obligatory use of communication and warning facilities.

In some cases, suburban spare launchers can also be used in peacetime for their intended purpose if it is impossible to ensure full control of the RSChS forces directly from everyday launchers during emergency response.

Mobile control posts (PPU) are the constituent elements of stationary and spare launchers. They are created in advance, equipped on special command and staff vehicles, staff vehicles, buses, and other specially equipped vehicles and must be able to move quickly, deploy and collapse, work steadily around the clock, and maintain communications on the go. The composition, equipment and equipment of mobile launchers at each level of control are different, taking into account their purpose. On mobile launcher vehicles, workplaces are equipped for heads of administrations, members of emergency situations commissions and the operational group of the RSChS management body, communication facilities are installed to ensure continuous communication with subordinate and senior management bodies.

Mobile launchers, in addition to vehicles, can also be equipped on air, sea (river) and rail transport.

Mobile launchers should provide direct control of subordinate bodies and forces during the elimination of emergencies in any area of ​​a given subject of the Russian Federation (municipal formation).

Depending on the type of home vehicles, mobile launchers can be:

    air launchers - based on helicopters or aircraft;

    mobile launchers - based on off-road vehicles or buses, as well as other vehicles.

A group is located at the air control posts officials and a complex of technical means with service personnel. They are used for control in cases where control from ground launchers is difficult or impossible. The most promising are air launchers (VzPU) equipped on helicopters (Mi-8, -6 VzPU), which is determined by the conditions of their takeoff, landing and basing.

The composition of the mobile launcher, as a rule, includes several vehicles to accommodate the personnel of the task force and all representatives, a staff bus for the shift of the task force, a mobile communication center, and a mobile sound amplifying station.

In general, the management system of the RSChS provides for the creation of the following control points:

at the federal level - everyday launchers, spare launchers (urban and suburban) and mobile launchers (air based on an aircraft, helicopter and mobile based on off-road vehicles);

at the regional level - everyday launchers, spare launchers (urban and suburban) and mobile launchers (air launchers based on a helicopter and mobile based on off-road vehicles);

at the territorial and local levels - everyday launchers, spare launchers (urban and suburban) and mobile (mobile) launchers based on off-road vehicles.

The command and staff vehicle (KShM) "KShM - KM" is designed to provide control over the state of the operational situation, manage squads and stable radio exchange during public mass and other events.

KSHM is made on the chassis of the car "Kamaz 43114-15", which allows it to be used in field conditions without connection to the road network.

To provide electricity, KShM is equipped with a diesel generator.

When organizing radio networks of VHF and HF bands with a large coverage area, it is planned to place radio station antennas on 2 masts 12 meters high. The antenna masts also provide for the placement of a video surveillance camera in a thermal housing, which allows you to monitor and record events in any weather conditions.

The KShM equipment allows organizing a public telephone network using LG equipment and a field telephone network based on the P-193 switch using TA-57 telephones.

The KShM has a LAN with the ability to connect to external networks for a distance of up to 300 meters.

A multi-channel digital recorder, a facsimile machine and a multifunctional printer are used to document conversations over service radio and telephone networks.

Thanks to equipping the KShM with air conditioning, heating and ventilation systems, comfortable conditions have been created for the personnel of the KShM and stable operating modes of the equipment are ensured.

KShM is equipped with a DVD player, 2 widescreen TVs, as well as an audio system. 4 soft beds are provided to accommodate the staff of the KShM.

If necessary, it is possible to organize communication channels using mobile and portable satellite stations.

Data from the rescue operations are transmitted to the mobile control center. Then the operational headquarters of the PPU communicates with the main control point.

The head of the PPU, using a multimedia computer, makes an IP call, the signal is sent to the router through the local area network.

Router or router, (from the English router) - a network device, based on information about the network topology and certain rules making decisions about forwarding network layer packets between different network segments.

Principle of operation

Typically, the router uses the destination address specified in the data packets and determines from the routing table the path over which the data should be sent. If there is no described route in the routing table for the address, the packet is dropped.

There are other ways to determine the packet forwarding path, such as using the source address, upper layer protocols used, and other information contained in network layer packet headers. Often, routers can translate the addresses of the sender and recipient, filter the transit data flow based on certain rules in order to restrict access, encrypt / decrypt the transmitted data, etc.

Routing table

The routing table contains information on the basis of which the router makes a decision about further forwarding of packets. The table consists of a number of entries - routes, each of which contains the address of the recipient's network, the address of the next hop to which packets should be transmitted and some entry weight - a metric. The metrics of the entries in the table play a role in calculating the shortest routes to various destinations. Depending on the router model and the routing protocols used, the table may contain some additional service information.

So, the router, in this case, is used to provide access from local network to the global Internet network, performing the functions of address translation and firewall.

With the help of a router, the path is determined by which information packets enter through the IP network to a workstation located in the main control room. Where the recipient sees the incoming call icon on their computer. With sufficient bandwidth existing communication channels of the IP network, a video call is also possible if two subscribers have webcams.

Thus, the organization of IP-telephony is carried out during the liquidation of emergency situations (Appendix 1).

Development of a scheme for a backup communication channel for organizing IP telephony

So, we have determined the type of block diagram of the main communication channel. But to ensure greater reliability, it is necessary to provide a backup communication channel that will perform communication functions in the event of a failure of the main one.

For the backup system, the telephone-to-phone communication method will be used.

We use the TA-57 telephone set as the main means of communication.

The field telephone TA - 57 is designed for telephone communication over field lines with attenuation up to 5.5 nep. (Nep - neper. Attenuation is usually measured in neper per 1 km. Attenuation 1 nep is the attenuation of a cable circuit in which the current or voltage at the beginning is greater in absolute value than the current or voltage at the end, by 2.718 times (e \u003d 2.718) In RF cables, attenuation is usually expressed in decibels (dB) per meter (1 nep = 8.65 dB; 1 dB = 0.115 nep). It can be included in the MB or CB telephone systems, and can also be used for radio conversations. The device provides the possibility of amplifying the received conversational signals by 1.5 nep. The power source is a GB-10-U-1.3 battery with a voltage of 10 V. Current consumption is no more than 6-7 mA. The weight of the device with battery is about 3 kg (2.7 - 2.8 kg).

The device provides reliable communication over the P-274 field cable line up to 44 km, over permanent overhead lines with a wire diameter of 3 mm - 150 - 250 km. The device has the ability to improve the quality of reception by 30 - 35% by using a reception amplifier.

Communication using the backup channel is carried out as follows: The head of the PPU or the signalman calls the provider serving the gateway and enters the code and number of the called subscriber (in this case, the main PU). All necessary call routing operations are performed by the gateway.

The devices that organize the interaction are gateways, docked, on the one hand, with the public telephone network, and on the other hand, with the IP network. The main function of the gateway is to digitize the analog voice signal. Voice communication in this mode has high quality and convenient to use. Thus, a backup communication channel is implemented. As a backup system at work sites, a VHF radio network is being organized. The main radio station is located at the PPU near the chief of staff.
