The sender / recipient must fill out the "Form to fill out", in which it is necessary to fully and clearly indicate: Surname, Name and Patronymic of the recipient, address with postal code, city, district, region, street, house, building and apartment numbers (if any) . In connection with the change in the national legislation of the Republic of Belarus, from 01.01.2019, limit restrictions were introduced for the duty-free import of goods sent by international mail to individuals. • Why is a data clarification form required?

According to the requirements of the Customs Code Customs Union The postal operator is obliged to present all international postal items (hereinafter referred to as IGOs) with a commodity investment arriving at the office of exchange customs authorities for customs control.

As a customs declaration for goods transported to the IGO, the customs authority accepts CN 22 customs declarations, the form of which is established by acts of the Universal Postal Union. We draw your attention to the provision of information in the customs declaration. the name of the attachment is indicated in detail and in full, filling out the customs declaration with general information (gift, clothing, things) is unacceptable. It is also mandatory to indicate the total value of the goods, indicating the name of the currency.

  • Why can't I track an international postal item with a number (LK…) in the mail tracking system?

Items beginning with the first two letters "LK" are "1st class" priority letter-post items or "courier" items. This service is an additional optional service and is provided only between countries that have decided to provide it to their customers (Article 13.3 of the Universal Postal Union Convention).

According to technological process processing and forwarding of such items, an individual number is assigned to them only upon receipt in the country of origin, and their further transfer between countries is carried out similarly to the technology for simple items, i.e. without attachment to accompanying documents (delivery invoices).

Since RUE "Belpochta" does not provide customers with the "courier" service, which was reported to all member countries of the Universal Postal Union, the processing and delivery of such items on the territory of the Republic of Belarus is also carried out without adding to the accompanying documents and through PO boxes.

If the item is large and cannot be dropped into the mailbox, then the delivery is carried out at the post office, and a notification f.PS22 is sent to the addressee in the mailbox about the receipt of a simple item at his address.

At the same time, if, during customs control, customs officers charge duties (taxes) on a commodity investment moved to the IGO, then this species shipments are assigned an incoming number with the first two letters "AO".

For information, we inform you that at each stage of the shipment, only registered (custom) letter-post items, insured letters, parcels and EMS items are registered and assigned to the accompanying documents.

  • Why was my international mail sent back to the sender after customs clearance?

According to the requirement of Article 315 of the Customs Code of the Customs Union, the postal operator is obliged to transfer all international postal items with a commodity attachment arriving at the international postal exchange institution to the customs authorities for customs inspection and customs inspection. The methods of such presentation are determined by the customs authorities. Based on the results of customs control, the customs officer makes a decision to release or return the shipment. In most cases, the reason for the return is the presence in the postal item of items prohibited from being imported into the country. When a postal item is returned by employees of RUE “Belpochta”, a label of form СN15 is attached to its shell indicating the reason for the return.

On the website of RUE “Belpochta” there is a List of “items prohibited, conditionally allowed to be imported into the territory of the Republic of Belarus”, as well as Lists of other countries.

According to paragraph 3 of Art. 24 of the Universal Postal Convention, postal services do not bear any responsibility for the actions and decisions taken by the customs authorities in relation to postal items under customs control.

  • What are the processing times for IGOs?

There are only stage-by-stage deadlines for processing postal items on the territory of the Republic of Belarus, approved by the management of the enterprise. For international postal items containing a commodity attachment, the deadlines may be extended by the period necessary to pass customs control.

  • Why am I not provided with information on an international postal item addressed to my wife (brother, sister, father, mother ...)

In accordance with Article 13 of the Law on Postal Communications of the Republic of Belarus, all postal operators are obliged to ensure the observance of the secrecy of postal communications. Information about the address data of service users, about postal items and their content, and other messages can only be issued to senders or recipients.

  • Why was my international mail returned and I was not notified?

According to article 5 of the Universal Postal Union Convention: any postal item belongs to the sender until it is issued to the addressee. Since the item has not been released for free circulation, designated operators must indicate the reason for the return on a CN15 label affixed to the envelope of the item.

06/03/2013 amendments were made to the Law on Postal Communications of the Republic of Belarus, this mainly affected recipients of international mail. Due to the fact that many were not aware of the upcoming changes, great amount parcels were returned. So I decided to make a post on this topic.

Information from the Belpochta website:

Dear Clients!
We draw your attention to the fact that, according to the Law on Postal Communication of the Republic of Belarus, the address data of users of postal services must contain information about an individual:
surname, name and patronymic (if any),
full postal address:
street name, house and apartment numbers, settlement name, post office index, district and region name, and for international mail - the name of the country of origin or destination.
At the same time, in accordance with the requirements of the Acts of the Universal Postal Union (Article RK of the Letter Post Regulations, Articles RP 146 of the Parcel Post Regulations), for all international postal items containing a commodity attachment, the sender duly fills out the customs declaration CN22 or CN23 (according to the instructions on the reverse side of the forms ), and it must be specified:
- a detailed description of the attachment in English, or French, interlinear translation into the language of the country of destination is allowed.
- the cost of each item, indicating the name of the currency (dollar or euro);
- the weight of the goods or the total weight of the shipment.
Filling in CN22 or CN23 with general information (gift, clothes, things) is UNACCEPTABLE.
Indication of incomplete address data of the addressee and a duly completed customs declaration create difficulties in the transfer of international postal items with a commodity attachment to customs control, in the delivery and delivery of postal items to recipients, and, therefore, the absence of the required information will lead to the return of items to the return address.

The postal tracking service of the Belpost website search.belpost.by has the following information:
!!!If you receive a record for your shipment " Recipient's details are required for transfer to customs«, You need to go to the form for filling in the recipient's data. Otherwise, the shipment will be returned, because. Incomplete information about the recipient!!!
However, one has to doubt the efficiency of the form, because after filling in all the columns and pressing the button " send data» On a new page, information appears in small print that the message has not been sent, so if you receive a record for your shipment “Recipient data is required to transfer to customs”, duplicate it to your email address to avoid a return

So, when exporting a parcel to the Republic of Belarus, the tracking service will show the status “For transfer to customs, you need to clarify the data” and offer to fill out a special form where you will need to specify the requested data. This is necessary for customs to account for the receipt individuals goods sent to MPOs, since the duty-free threshold for receiving MPOs to one recipient is 22 euros. If the customs office detects that the duty-free threshold is exceeded, a duty will have to be paid.

Also, at the stage of receipt of the IGO for customs control, the Belpochta tracking service offers such a service as redirecting an international registered postal item to a postal point more convenient for the recipient, and not the one to which the parcel will be sent in accordance with the index indicated in the address.
