Terms of Reference prepared
Head of OMiT A.V. Mokhov

Terms of reference for the STO project

Builders need a project, designers need a design specification. The terms of reference is the material for the development of the project, coordination with authorities and consultations with architects.

Stages of work on the creation of a service station:

1) Development of terms of reference:

– choice of brand or brands of repaired cars;

– choice of types of work;

– definition of technological processes;

- determination of the expected output in paid standard hours and the expected workload of the repair shop;

– determination of routes for moving and parking vehicles in the workshop and on the territory before and after repair;

- the choice of equipment for diagnostics and repair, taking into account the requirements of the manufacturers of cars of the selected brand, the definition of installation stages, the definition of plans for expanding the types of repair work;

- determination of the size of the required space, taking into account the selected equipment and the number of posts;

– making a decision on the construction of a new building or the reconstruction of an existing one, if it can be purchased or rented;

- selection of a plot of land, if it is planned to build;

- determination of engineering support, taking into account the parameters of the building and equipment and plans for the development of service stations;

- technological planning.

2) Preparation of a business plan to justify the need for investments and the timing of their return, determining the costs of:

– design;

– coordination of the project in the authorities and obtaining the necessary permits;

– construction and purchase of building materials;

- engineering Communication;

– purchase and installation of equipment, furniture and office equipment;

- salary, taxes, etc.);

- working capital (to maintain the necessary stock of spare parts and materials for car repair).

3) Construction or reconstruction:

- selection of a contractor;

– control of execution of works;

- acceptance of the building;

– purchase and installation of equipment, furniture, office equipment.

4) Commissioning:

– certification of equipment and workplaces;

– development of a computer system;

– introduction of a system for accounting for the production of works, the consumption of materials and spare parts, control of payment;

– development of customer service technology;

- selection and training of personnel.

- remember about the "promotion": in the first months of orders there will be much less than the estimated volume, and this must be taken into account in the business plan.

The choice of a plot of land is the work of a specialist who will participate in the design and construction. He will analyze whether this area is able to withstand the load that the service station will exert on it and whether this area is suitable for it or not. If suitable, the specialist will sketch out a sketch of the area plan, the area with the “red line”, the available communications, options for their use, and estimate the costs of connecting to them.

When choosing equipment, it is important to decide on the equipment before starting work on the technological layout. Technological planning is carried out by some companies specializing in the supply of equipment for car service. The specialist will draw up a layout of the repair zones, their area and boundaries, where which post will be located inside these zones. So you get the basis of the terms of reference for designers. Add to it a plan for the placement of auxiliary, office and household premises, marking the territory, your requirements and wishes.

Technological processes of HUNDRED must be verified before the start of design and must not be changed. Processes are an integral part of the project and are coordinated in various instances. And if during the construction process you decide to buy other equipment or introduce new types of work, then you will have to repeat the entire approval process. Regardless of the stage of construction, the project will have to be redone, approved, because any changes in the approved project are reconstruction, and it requires even more permits. Therefore, it is important to check “seven times” when preparing sketches of the technological layout, whether the lifts, slipways, spray booth, compressor room will be placed in this way, whether it is better to make air intakes, ventilation, etc.

Design. The task of the designers is to develop a project taking into account all the requirements and wishes, standards and state standards.

Required Documentation

For technical specifications and design, the following documents are required:

- building plan, i.e. the official map of the land, usually on a scale of 1: 500 or 1: 1000;

- photographs of the site and the area adjacent to it, which show the surrounding buildings, the boundaries of the site, its connection with roads, the entrance to the site and, possibly, the altitudinal zoning of the area with marked contour lines;

- if the site is not flat, data on the altitudinal zoning of the area are needed;

- plans for connecting the site with the infrastructure of the area (actual state);

– building plan data, site boundaries, use, etc.;

– connection to the public road network, entry to and exit from the site, etc.;

- drainage of water from the site, its sewerage and high-altitude survey;

– drinking water supply;

– pipeline for gas supply;

- the main distributing pipeline for heating.

This information is necessary to identify the spatial possibilities of the territory and the capacity of individual buildings.

To clarify and assess the conditions for the construction of a service station, the following documents will be needed:

– certificate of land ownership and a map of the land plot;

– coordination of the location of the enterprise and regulatory conditions for construction (conclusion of the relevant department);

- the conclusion of the traffic safety inspectorate on a specific section in terms of the safety of entry / exit for traffic on adjacent streets;

- the conclusion of the relevant departments on the location of engineering networks (officially certified location of sanitary protection zones on the situational plan: distributing water lines, electrical networks, gas pipelines, long-distance communication lines);

– conclusion of ecological expertise from the point of view of environmental protection;

- in the case of reconstruction or completion - the current plans of existing facilities.

The cycle of design work includes:

1. Preparation of an urban planning justification for passing the regulatory commission of the Committee for Architecture, including:

– options for façade solutions, color schemes;

– explanatory note;

- landing of the building;

- situational plan;

– photomontage, perspective, axonometry, facades in axes, layouts.

2. Technical support for obtaining initial permit documentation.

3. Working draft (approved part) includes:

- architectural section;

- design section (KZh, KM);

– technological section;

– OB, ES, VC;

- special sections (GOChS, traffic police, environmental protection).

4. Design documentation.

To speed up the process of preparing documents, the design and construction company undertakes the work of coordinating the design stages in the relevant authorities, if desired, the customer can carry out the coordination himself.

General requirements

A service station must make a favorable impression on customers. The car service market is expanding every day and consumers can already choose between service stations. A client who has arrived for the first time evaluates, first of all, the convenience of the entrance, the presence of a clearly marked parking lot and its minimum distance from the reception area of the service station. Cleanliness, visibility and some chic already on the way to the enterprise are usually noted by customers. Once in the reception area, the client already feels goodwill or uncomfortable atmosphere.

When designing new workshop facilities, sufficient time must be devoted to exhaustive research, as such design and construction is a once-in-a-lifetime experience for most firms. Unsuccessful design, architectural and design decisions can have long-term negative consequences. When designing, development prospects for 10 years are taken into account, it must also be remembered that the layout of the service station should provide for ideal suitability for operation, economic return on investment, and customer satisfaction. Adaptability to function implies the performance of work in the proper premises.

Customer orientation means that the premises and their equipment must:

- make a favorable impression on the customer;

– be “light and airy”;

– to attract customers, causing them to want to visit them again.

In the architectural implementation of these goals, the following circumstances should be taken into account:

- development of the city and its environs;

– the best performance of operational functions;

– general layout and architectural design of the interior;

- building standards established for a given area in an agreed district planning plan;

– construction costs and operating efficiency, including economic return on investment;

– placement of company identification elements;

– statutory requirements for environmental protection.

Attractive buildings, interiors, comfortable workplaces, comfortable social spaces - these are very valuable “fixed assets”, serious factors for attracting staff and customers. Good premises and a vigorous marketing policy contribute to a successful business. Premises should be considered from the point of view of both customers, and employees, and managers.

Customers need the building to be conveniently located, accessible for entry and exit from the street, have easy access to a maid hall, a service receptionist, a counter selling spare parts, a cash register, a comfortable waiting room, a bar or a cafe. Employees need a comfortable environment where they can enjoy working. In order for the work to proceed in close cooperation, it is necessary to create conditions under which it is easy to get from each department to another. Managers need rooms from which to observe and control production operations. The dimensions of the building and premises are determined taking into account the projected scale of the activities of each service.

Small service: workshop from 10 x 15 m; usable area (shop, reception, rest room, warehouse, auxiliary premises) from 5 x 25 m.

Total area: 250 sq. m. A smaller area is allowed, but with the obligatory presence of two (for a service with a guarantee - four) jobs (posts - 3.75 x 5.0 m) for the car.

Average service: workshop from 12.5 x15 m.; usable area from 7.5 x 25 m. Total area - 375 sq. m. m.

Major service: workshop from 10 x 30 m; usable area from 20 x 22.5 m. Total area - 750 sq. m. m.

The practice of designing small services has shown that they need the following areas:

For car service companies:

- tire fitting 1 post - 27.5 sq. m.;

- tire fitting 2 posts - 64.2 sq. m.;

– tire fitting 4 posts – 210 sq. m.;

- wheel alignment 1 post - 46.2 sq. m.;

- tire fitting + gathering / collapse - 51.21 sq. m.;

- MOT and TR + tire fitting + gathering / collapse (3 posts) - 149 sq. m.;

- MOT and TR + gathering / collapse (4 posts) - 180 sq. m.;

- MOT and TR + tire fitting + gathering / collapse (5 posts) - 291.36 sq. m.;

- sink (2 posts) - 80 sq. m.;

- MOT and TR + diagnostics (1 post) - 63 sq. m.;

- MOT and TR + washing + tire fitting + gathering / collapse (5 posts) - 192 sq. m.;

- MOT and TR + tire fitting + oil change (6 posts) - 360 sq. m.;

- MOT and TR + gathering / collapse (6 posts) - 380 sq. m.;

- painting and body shop (3 posts) - 210 sq. m.;

- painting and body shop (5 posts) - 220 sq. m.

For truck service companies:

– cargo car service, tire changer (1 post) – 28 sq. m.

- Cargo car service, tire shop (3 posts) - 224 sq. m.

- truck service. MOT and TR (6 posts) - 324 sq. m.

Territory

The most important parameter is the size plot: they try to acquire as much as possible, taking into account the prospects for business development. Usual requirements: 100 sq.m. m of all premises, 100 sq. m plus 100 sq. m of reserve territory. Lot size and area requirements need to be carefully considered as they are important for design and investment.

It is very important to assess the development prospects so that, if it is necessary to expand the workshops, there are sufficient spare areas. The total area of the plot of land required for construction consists of the sum of the areas of the necessary car service units. The area of the building and the usable area of the territory (parking, vehicle maneuvering area, area in front of the entrance-exit, area for special use) should be able to be developed. A ratio of 1/5 to 4/5 between the area of the building and the free area is recommended. Possibility of better economic development - with a square or rectangular shape of the land. At the same time, the ideal size of the land plot is 50 x 60 m.

Location site affects the result of commercial activity to a large extent. When choosing a land plot, you need to keep in mind the following criteria. When choosing a site for the construction of a new building for a dealership, five main aspects are taken into account: site, conditions, configuration, size, costs.

Also take into account:

- various restrictions in force in the area: for construction, for digging, for fencing, etc.;

- a plan for the development of a residential area, a shopping area, a business area, a plan for possible redevelopment of sites, etc.;

– a plan for the construction of new roads and changes in the regulation of traffic flows;

The distance from the enterprises servicing trucks and buses (from the boundaries of their land plots) to residential buildings and public buildings should be taken:

- trucks and buses of urban transport - 100 m;

- cars, except for cars owned by citizens, and buses - 50 m.

STO should be easy all infrastructure is available: electricity, water, heat supply, sewerage, telephone, public transport, etc. It is desirable that the service station be located near a busy place: mall, shop or gas station. This location is the most convenient for customer service. Advantages in location have a positive effect on business.

Availability. It is important that the station can be reached by public transport. It is convenient for clients to visit the firm if it is located at an acceptable distance or close to business, residential or commercial areas. Entry and exit to the territory of the service center must be unhindered.

The value of the site. When choosing a site, you need to take into account its value in terms of advertising and its increase after construction. Along with the size of the land plot, its configuration. The rectangular shapes of the plots not only provide good conditions for their use, but are also more suitable in terms of operating costs.

Fit for purpose. A special role is played by the convenience of the land for construction. The following criteria are taken into account:

– the site must be protected from floods, earthquakes, landslides, etc.;

- the site must be at the level of the adjacent road;

- it is better to choose a site that is flat or with a slight slope (from 1 to 2%), so that expensive land movement is not required during planning;

- Sloping or uneven areas require higher amounts for financing the preparation of the territory (preparatory work, area planning with a bulldozer, soil removal, retaining walls, underground garages, etc.);

- preferably a solid base, i.e. compacted soil of medium, even good quality.

Expenses. In cities, there are often no plots of land of the required size that are suitable for the construction of service stations, and if they are, then high prices greatly increase costs. When choosing a suitable land plot, the price certainly plays an important role, but one should not forget about the criteria of “location” and “suitability” of the site.

A very important factor is the cost of construction preparation. These are usually the costs of:

– construction of roads (access roads and parking lots),

- construction of sanitary facilities (sewerage, connections to the water supply network, electrical inputs, main line for heating distribution, lighting of access roads, etc.).

In the fencing of the territory of the enterprise, which provides for 10 or more posts or storage of 50 or more vehicles, at least two entrances (exits) should be provided. For enterprises with a smaller number of posts or car storage places, a single entrance to the territory is allowed. The opening of the gate in the fence must be at least 4.5 x 4.5 m. The gate of the main entrance to the territory of the enterprise should be placed indented from the “red line” at a distance of at least the longest model of the rolling stock, including road trains. In front of the gates of the main entrance to the territory of the enterprise, a storage area with a capacity of at least 10% of the maximum hourly number of rolling stock arriving at the enterprise should be provided. When the territory of the enterprise is located on a land plot limited by two public passages, the gates of the main entrance should be placed on the side of the passage with the lowest traffic intensity. Entry into the territory of the enterprise must precede the exit, counting in the direction of movement along the public passage. On the territory of the enterprise with the number of 10 or more posts or 50 or more places for storing cars, the movement of vehicles should be provided in one direction without oncoming and intersecting flows. On the territory of the enterprise, regardless of its capacity, oncoming and crossing traffic of vehicles is allowed at their intensity of not more than 5 vehicles per hour.

Industrial premises The construction project should reflect labor protection measures, as well as sanitary and hygienic working conditions, indicating the expected levels of exposure to harmful production factors for workers, methods for controlling their impact and measures to protect workers, including decisions to normalize microclimate parameters and illumination of workplaces, reduction of industrial noise and vibration levels, gas pollution and dustiness of premises, electromagnetic radiation, electrostatic field, etc.

Building structure The determining factor for determining the height of the service station are the functional heights of the workshop and spare parts warehouse. The clear height of the workshop and spare parts warehouse is measured to the crossbeams. Vehicle repairs require a height of 4.3 m (assembly space below the lower edge of the cross member). At the spare parts warehouse, this height is obtained from two 2.1 m high racks placed one above the other and from an assembly space of at least 10 cm high under the lower edge of the crossbeam. This determines the same height of the workshop and spare parts warehouse.
