For example, legalization is not subject to:

  • Installation of central heating radiators on the balcony
  • The device of the "warm floor" system connected to the general house water supply
  • Dismantling of load-bearing structures without calculations
  • Attic conversion

Such violations will clearly be recognized as illegal. The owner of the apartment will have to restore it to its original state and pay a fine. You can try to keep the repair done by going to court. But the chances of a decision in favor of the plaintiff are slim. That is why it is better to coordinate redevelopment in advance.

If repairs have already been made

But what if you arranged changes in your apartment? It will be necessary, having learned the prices, to legalize unauthorized redevelopment in Moscow.

The procedure here is as follows. You will need to apply with an appropriate application to the Moscow Housing Inspection (for residents of other cities - to the local administration), attaching the necessary documents to it. The list of documents is the same as if you were just going to carry out repairs:

  • The right establishing documents for an apartment
  • Technical certificate
  • Conclusion on the state of load-bearing structures
  • Project


As for the last document, you have the right to choose one of the standard projects if it is suitable for your apartment.
