Forbes learned about the arrest of the estate built for Chubais in the Moscow region. Director Joseph Raikhelgauz: “After the wedding, Chubais brought Dunya Smirnova to a rented apartment “We had friendly relations”

Last Thursday, in the Odintsovo district, famous for its high-ranking residents, an attempt was made on the life of the head of RAO UES of Russia, Anatoly Chubais. Surprisingly quickly, on the same day, a Saab 9000 car was discovered, in which the criminals are believed to have escaped. By the evening, operatives detained former special forces colonel Vladimir Kvachkov.

Suspicion fell on him because the owner of the Saab is his wife. And Kvachkov himself was allegedly seen that morning not far from the crime scene. Now the investigation is in full swing, “trying on” different versions. However, it is already clear: there are a lot of oddities and inconsistencies in this story...
To get to the gates of Chubais’s dacha, you need to get to Zhavoronki station. Then another couple of kilometers - and find the highest green fence. It is impossible to get lost - if only because any resident of the village will indicate where the residence of the “father” of privatization, and now the country’s main energy engineer, is located.
But “located next door,” as the newspapers wrote, the dacha of Vladimir Kvachkov, suspected of organizing the assassination attempt, was never here. And the version that the retired colonel “went for the assassination attempt because Chubais’s motorcade somehow cut off his foreign car” evokes only an ironic smile in Zhavoronki. Kvachkov's dacha is 20 kilometers from Zhavoronki.
Despite the fact that Zhavoronki is not located on Rublevka, the place here is elite. According to neighbors, “that house over there was sold for 500 thousand dollars, but for this one they asked for 700 thousand.” The dacha of the head of the energy monopoly was built about ten years ago. Local residents say: “There was once a forest in this place. It was convenient to go to the store through it. Then a fence appeared around the forest. Construction began.” Neighbors remember: “We were overtaken by cars - it was dark. It was seething like an anthill.”
By the way, behind that high fence is located not only Chubais’ dacha. There are also mansions of other VIPs in the elite settlement. But the people in the area don’t really know whose it is: “It’s strict there. They don’t let us through the gate.”
When the construction of country mansions began in Zhavoronki, the residents began to dream: something would fall into the hands of the village. Moreover, one problem directly concerned Chubais: problems with electricity. And indeed, when the construction was completed, a solid substation appeared next to the residence of the chief of the energy monopoly. But this gave nothing to the old-timers: it turns out that the substation was built only to serve the special territory.
The locals also hoped that the road would be repaired, or even a new one would be built. The concrete slab road was actually built. But only from the gate of the special territory to the exit to the Minsk highway.
...That morning in Zhavoronki began as usual. At nine o'clock a motorcade of three cars left the residence. Neighbours with a familiar look escorted the column out and went about their business again. The cars drove along the pine alley and rushed towards the Minsk highway. When there were 300 meters left before him, an explosion was heard on the side of the road...
The photojournalist and I took the same route. We stopped at a crater on the side of the road. The hole had already been covered with snow, everything around was trampled with hundreds of footprints - detectives, investigators, and experts worked here. In television news, experts commented on the incident as follows: “The assassination attempt was carefully and professionally prepared by high-class craftsmen.” But, in our journalistic opinion, the saboteurs clearly did a poor job: for some reason they planted a mine 4 meters from the road, instead of hiding the charge on the side of the road.
And the funnel doesn’t even look like a funnel. The power of the bomb was determined to be one and a half kilograms of TNT. However, for some reason the small bushes at the bottom of the hole were preserved. Although with such a strong explosion there would be no trace of them left.
Meanwhile, the investigation into the assassination attempt on Anatoly Chubais continues. Colonel Kvachkov was arrested for 10 days and has not yet confessed to anything. The investigation is developing two main versions. The first is related to professional activity chief of Russian energy workers, the second involves an assassination attempt for political reasons.
Lawyer Vladimir Levin undertook to defend Kvachkov. He is known for a number of high-profile lawsuits. Including in the cases of the murder of journalist Dmitry Kholodov and the explosion at the Kotlyakovsky cemetery.
- Vladimir Lvovich, how did you react to such reports in the media: the reason for Kvachkov’s assassination attempt on Chubais was that once “his car was cut off by Chubais’s motorcade”?
- With surprise. All this is gossip started by someone. My client never crossed paths with Chubais anywhere.
- What arguments in defense of Kvachkov are you going to present?
- I have not yet familiarized myself with the case materials, with the evidence of the prosecution. Let's wait for the opposite side to speak out. Let them first prove at least some of his guilt. Then there will be a reason for a refutation.
- As far as we know, during searches in Kvachkov’s apartment and dacha, explosives were found?
- Information appeared in the press that a grenade was found there. But there was no grenade. During the second search, some explosives were found at the dacha. A small clarification: when that search was carried out, the keys to the dacha had long been with the investigators, and not with the wife. And therefore, it is hardly possible to talk about any responsibility of the Kvachkovs for the objects found in their home.
-Did you go to the site of the explosion yourself?
- Not yet. There was no need. But if necessary, I’ll go and have a look.
- Was Kvachkov himself in that place?
- I know for sure: he was driving along the Minsk highway.
- What measures are you going to take in the future?
- We will again appeal the decision to place him in custody. After all, the investigation has not yet produced any substantive arguments regarding the guilt of the detainee.
- In your opinion, what is the matter anyway? Political? Economic?
- I think it’s neither one nor the other. It's just a criminal matter. And if some other motives become clear, we will work on them.

The structure helped to take the mansion and 1.5 hectares of land from the former manager, whom the head of Rusnano accused of fraud

The head of the state corporation Rusnano became the owner of land and a mansion in the village of Peredelkino, not far from the dacha of the writer Boris Pasternak. Thus, Chubais was able to regain his estate, the construction of which began especially for him and director Avdotya Smirnova shortly after their wedding in 2012. The head of Rusnano tried for several years to take away property from former manager, who managed to take over the project for himself. A structure with which the official was very friendly helped Chubais return the property.

According to the data received and extracts from Rosreestr, on February 26, 2019, Chubais registered ownership of a land plot with an area of 1.56 hectares, as well as a three-story residential building located on it with an area of 2,656.8 square meters. m, guest house 585.9 sq. m, garage 374.6 sq. m, security house 736.7 sq. m and gas pipeline.

How Chubais lost his house

Chubais began building this house seven years ago.

In 2015, the plot and real estate were registered and registered in the name of the Swiss company SFO Concept AG, headed by the young financier Ilya Suchkov. According to Forbes, SFO was created by Chubais to manage his assets, but after Russian officials banned from owning property abroad, the head of Rusnano sold the company to Suchkov.

Ilya Suchkov is the brother of Igor Suchkov, who was an adviser to Chubais for 17 years, and the son of Vasily Suchkov, who worked with Chubais when he headed the State Property Committee.

The company was transferred to Suchkov with loans, the largest of which in the amount of $22.9 million was provided by the businessman’s structure O1 Trust Services ltd. Chubais expected to buy the property for approximately this amount, but upon completion of construction, SFO stated that the land and the house were worth at least $50 million, Vedomosti is familiar with the head of Rusnano.

“At first they demanded that I buy a house at an inadequate price, and when I categorically refused, they began to send me secretly recorded recordings of business negotiations, with the threat of their publication,” Chubais outlined his complaints against Suchkov on Facebook.

In the summer of 2016, the Arbitration Court of the Bryansk Region arrested SFO property, including a house and land in the Moscow region, at the request of the second creditor, Crizna Holdings ltd. Suchkov claimed that this company was affiliated with Mints, but the businessman’s representatives denied this. And in 2017, the Tverskoy Court of Moscow brought Suchkov himself on charges of fraud.

As a result, in the fall of 2018, bailiffs put the plot and real estate in Peredelkino up for auction. The initial lot amount is 800 million rubles. Only one company submitted an application for participation - Ava Holding LLC, and the sale was declared invalid. Apparently, the company was registered specifically for trading: it was created on October 1, 2018 (submission of applications lasted until October 17), and was liquidated on July 24, 2019. The owner and general director of the company is Natela Kurdadze.

In the fall, Andrei Trapeznikov, Deputy Chairman of the Board for External Communications of Rusnano, when asked whether Ava Holding was related to Chubais, said that this topic was not related to Rusnano, and therefore the company did not comment on it.

How Chubais returned the house

Then events began to develop in an amazing way. On December 24, 2018, the bailiff transfers the SFO property that was not sold at the auction to the claimant, the Cyprus company Tylsoca Limited. This is the new name of O1 Trust Services ltd, which provided loans to the SFO.

On the first working day of the new year, January 8, the SFO hastened to file a demand with the Krasnogorsk City Court to cancel the bailiffs' decision, and on January 18, Friday, the court terminated the proceedings, explaining that it was not possible to appeal the bailiff's decision based on the documents of the arbitration court. it is necessary in the arbitration court. IN arbitration court Moscow region SFO to file a claim only on Monday, January 21. By this time, the 10-day period allotted by law for appealing the bailiff's decision had expired.

Suchkov’s company also asked the court to prohibit the alienation of the disputed real estate until the end of the proceedings, but on February 5 it was denied interim measures. By this time, namely on January 25, Tylsoca had already managed to register land and real estate in Peredelkino as its property. And on February 26, she sold the estate to Chubais, as follows from Rosreestr data. The SFO is now trying to challenge the bailiff's decision to transfer the estate to Tylsoca in the Court of Appeal.

Information about the case in which Tylsoca managed to obtain a writ of execution for the recovery of Chubais’s estate was not found in the databases of Russian courts. But from another SFO lawsuit it follows that the estate itself was valued too cheaply upon transfer: Suchkov’s company is demanding that the valuation from the AutoVelyu agency be invalidated, but so far to no avail. The next hearing in this case is September 2.

Those involved in the case believe that a mansion in Peredelkino with an area of 4,351 square meters with a swimming pool, a house for guests and security, and parking for 40 cars is worth much more. It was precisely because they refused to sell it “cheaply” that the case arose, they believe

The Main Directorate of the Ministry of Internal Affairs for the Moscow Region estimated the amount of damage caused to the head of Rusnano in the case of the theft of his house in the Moscow region of Peredelkino and property from it at more than 1 billion rubles. This was reported to Business FM by lawyer Vyacheslav Makarov, who is defending one of the defendants in the case - member of the PARNAS party, president of the ANO "National Academy for the Study and Research of Corruption Problems" Musa Sadaev.

“The amount was calculated based on the words of Anatoly Chubais and Boris Mints, who invested in the construction of a house with an area of 4 thousand square meters several years ago. They were talking about $20 million. Then the course was different, and in general there were peculiar calculations in the case,” the defense lawyer said. He considers the charges brought against his client to be unfounded, and Anatoly Chubais himself to be an improper victim.

The Moscow Region police opened a criminal case for attempted theft of a house at the request of Anatoly Chubais last year. He said that he once hired his ex business partner, ex-chairman of the board of Management Company Rusnano LLC Ilya Suchkov to manage his Swiss company. He then sold the company to him. This happened when officials were prohibited from doing business. And later Suchkov allegedly began to blackmail the head of Rusnano - he demanded that he purchase the house he built for Chubais in Peredelkino near Moscow at an inadequate price (he valued it at about $50 million), and when he refused, they began to send him recordings of his business negotiations , threatening publication. About this story, the head of Rusnano told on your Facebook page.

The Ministry of Natural Resources (MNR) of the Russian Federation, as part of a comprehensive audit, will check the energy facilities of RAO UES of Russia in the Moscow region, primarily substations and networks, as well as housing owned by its top managers, for compliance with environmental laws

According to a press release from the Ministry of Natural Resources, the ministry plans to inform the public and the media about the results of an audit of compliance with this legislation by the Chairman of the Board of RAO UES, Anatoly Chubais, during the construction of housing owned by him

The Ministry of Natural Resources (MNR) of the Russian Federation, as part of a comprehensive audit, will check the energy facilities of RAO UES of Russia in the Moscow region, primarily substations and networks, as well as housing owned by its top managers, for compliance with environmental legislation.

According to a press release from the Ministry of Natural Resources, the ministry plans to inform the public and the media about the results of an audit of compliance with this legislation by the Chairman of the Board of RAO UES, Anatoly Chubais, during the construction of housing owned by him.

The ministry's press service warns that in 2005 the ministry and its subordinate Rosprirodnadzor plan, in addition to the facilities of RAO UES, to inspect the facilities of a "number of other industrial enterprises and commercial structures", but does not specify which ones.

Chubais's dacha is located in the village of Zhavoronki, Odintsovo district, Moscow region.

RAO UES knew about the upcoming inspection. “As far as we know, the inspection was planned back in 2004, when the plan for 2005 was drawn up,” Andrei Trapeznikov, a member of the board of RAO UES, told Interfax.

“The check is not anything special. Similar checks, as we know, are carried out in relation to other companies located in the Moscow region and beyond,” Trapeznikov believes. He considers the inspection of Chubais’s dacha a “positive factor” that “will help remove some of the excitement around this topic.”

The Ministry of Natural Resources began inspecting country houses for compliance with environmental legislation in 2004. The check began from the coastal zone of reservoirs near Moscow. Then the deputy head of Rosprirodnadzor, Oleg Mitvol, announced his intention to “cruelly fight” against the illegal development of summer houses in the coastal zone of water bodies near Moscow (about 70%).

In 2004, Mitvol called on the singer Alla Pugacheva to demolish the bathhouse she owned, built near the Istra reservoir near Moscow, since this structure, according to his information, was built in violation of the law.

At the end of February 2005, Rosprirodnadzor initiated the demolition of several houses in the holiday village of Ekaterininskie Vali, located in the Solnechnogorsk region. However, residents of a village near Moscow did not allow the houses to be demolished.

The Ministry of Natural Resources inspects not only the Moscow region: in March 2005, the ministry revealed serious violations during construction Black Sea coast, and in early June Mitvol is going to send documents to the Prosecutor General’s Office on facts of violation of environmental legislation on the territory of Mamayev Kurgan (Volgograd region).

The head of the Rusnano corporation, Anatoly Chubais, ironically commented on the accusations of his subordinates of theft of more than 300 million rubles, because he had long guaranteed himself a comfortable old age, writes Express Gazeta.

“The ex-wife, Maria Vishnevskaya, who still lives in her ex-husband’s luxurious estate in the elite village of Zhavoronki near Moscow, is not in poverty either,” the publication claims.

According to media reports, every local resident knows Chubais’s mansion in Zhavoronki. The huge territory is fenced with a high green fence, densely dotted with video cameras. Anatoly Borisovich acquired this property in the mid-90s. Used to be here kindergarten plant named after 1905, where children were taken for the summer. It was then that Chubais, who served as deputy chairman of the Russian government for economics and financial policy, took an eye on her.

The tidbit among the pines and birches also pleased his friend and adviser for work in the government, and then director for humanitarian projects of Rusnano OJSC, Leonid Gozman. By the way, Leonid Yakovlevich recently quietly left this post.

“Is it perhaps in connection with the accusations by the Prosecutor General’s Office of the Russian Federation of embezzling huge sums of money by a number of executives of a state corporation?” – journalists ask themselves. Let us note that Gozman resigned in 2013, and the case against Rusnano employees was opened in August 2014.

In the distant 90s, they offered to buy the land to the creative team of the School of Modern Play theater. Chief director Joseph Raikhelgauz liked the site. He was joined by several other creative colleagues, among whom were Bulat Okudzhava and Albert Filozov. In general, they divided what previously belonged to the children.

And once upon a time “Borisych” drove a “Niva”

Chubais took the largest piece of land for himself. He built a three-story mansion there, where he moved in with his second wife, Maria Vishnevskaya, whom he married in 1990. “I remember Borisovich when he was still driving a Niva,” Chubais’ neighbor, retired colonel Alexey Ivanovich, began to reminisce. “He brought this whole gang here, along with Gozman and Raikhelgauz. But to be honest, there was desolation here before them. Due to muddy roads, it used to be impossible to get to the house. In order to get through even in a jeep, it was necessary to lay pieces of iron and logs on the road. I personally helped Chubais carry logs. The road to his house just passes me. I see Chubais is stuck. I immediately went out and helped out like a neighbor. But he is a good man: he quickly paved everything, laid new sewer pipes... He loved to chase dogs across the field. Surrounded by bodyguards, of course.”

Since he married TV presenter Duna Smirnova, he has been visiting these parts for visits, says a neighbor. His ex-wife Masha lives here. “When Chubais divorced Maria Vishnevskaya, they said that he left her all his real estate,” the publication quotes local resident. “He didn’t leave the property, he left her to live on his estate. But the site and everything built on it still belongs to Borisovich. It’s a pity, we rarely see Masha – they carry her around in a car,” the man continues.

According to him, in the village they say that Chubais also wants to buy a house with a plot that belongs to the artist Albert Filozov. “Maybe for children from his first marriage, who knows. Filozov wrote a huge advertisement for the sale. He asks for 16 million. But it’s risky to sell to anyone,” said the neighbor.

Filozov's house

The house of People's Artist of the Russian Federation Albert Filozov looks more than modest against the backdrop of the mansions of his high-ranking neighbors. I wonder if it's worth the asking price? Journalists called the phone number listed in the ad. A pleasant female voice confirmed that the plot with the house was indeed for sale. An agent named Elizaveta is doing this. She introduced herself as a family friend and confidant of the 78-year-old owner.

“Albert Leonidovich is very sorry to leave this place. But he can’t come here often. This year I visited only twice. He is not a summer resident by nature. The Filozovs are vacationing abroad. They have a tradition: every summer they visit at least two countries. That's what they did now. Therefore, the sale of the house was postponed until the fall,” the agent said.

She also relayed the conversation that took place between her and Filozov: “Lizonka,” Albert asks me, “maybe we will leave at least a small piece of land behind us? It’s painful for me to leave here, because the air here is wonderful.” But I dissuade him. There is no one to look after these possessions. Electricity and heating also cost money. A plot of 15 acres, where the grass needs to be weeded and leaves removed.”

The total area of the house is 154 square meters. On the ground floor there is a kitchen, dining room, bathroom. On the second there is a huge hall. The third floor, although not so large, has two separate rooms of ten meters each. Usually guests stayed in them overnight.

The publication provides a dialogue between the journalist and agent Elizabeth.

- The building looks dilapidated. Surely all communications will have to be changed?

- Well, what are you talking about! – Elizabeth reacted violently. - Just put the roof in order. Everything was done here to last, using the latest technology. Our neighbor Anatoly Chubais had a hand in conducting communications. He did everything well for himself and did not skimp on his neighbors. Two years ago, after marrying TV presenter Duna Smirnova, Anatoly Borisovich moved out of his house, but according to documents the mansion still belongs to him.

His ex-wife Maria now lives in the estate. She is sick and needs care. So Chubais visits regularly. After all, we lived together for 22 years.

– Neighbors say that Chubais has his eye on Filozov’s plot.

- Why not? The site is beautiful. And it’s inexpensive: 16 million. For him - mere pennies. Maybe Leonid Gozman will help too. He, too, has been eyeing Albert Leonidovich’s house for a long time.

1. Three-story mansion, 2. Fountain, 3. Indoor swimming pool, 4. Gazebo, 5. Guest house, 6. Checkpoint, 7. Parking for guests' cars, 8. Garage.

From the house of Albert FILOZOV to the mansion of Anatoly CHUBAIS - several tens of meters.

Albert Leonidovich hung a large banner under the roof about the sale.
