To describe it from the inside is to compare an ordinary police department only with the new buildings of the departments of the Ministry of Internal Affairs in the Western or Southern districts. Well, maybe the volumes will be about five times smaller. But here, on Bolshaya Cheryomushkinskaya, 24/42 you will be delighted by the recreation room, the gym, and the room for repairing and ironing uniforms. Last fall, when the President of Russia, the Minister of the Ministry of Internal Affairs and the heads of the headquarters visited here, everyone was struck by the thoughtfulness, the careful approach to the needs of the employee, which you will not find in every police department in Europe.

Dmitry Vasilyevich, - I am addressing Police Major Slukhanov, who remained “on the farm” instead of the head of the Department of Internal Affairs for the Academichesky district, who went on vacation, - what do you and your team experience when you find yourself within these walls, have the employees’ approach and their attitude to their duties changed?

Undoubtedly, the new light walls are pleasing. I remember the old 91st police station, in a residential building. When drunken brawlers, mentally unstable people, and criminals were brought there, the duty station turned from a place of analysis into a kind of cesspool with screams and screams. Moreover, if the police officers tried to stop these screams and obscenities, then the residents of the building, especially apartments located near the police station, regarded the proximity to the police as something terrible. Sometimes even beatings were attributed to the police, which did not happen in reality. Now let's look at the situation under new conditions. We, the leaders, strive to ensure that the personnel work in the spirit of the requirements of orders for polite and attentive treatment of citizens, no matter what their condition. And they, as you may have noticed, are delivered here in obscene form. But what they allow themselves is not allowed to us. It is important that within the new walls the work is carried out in a new way, and in the best traditions of the Ministry of Internal Affairs, developed over the years.

Police Colonel Viktor Leonidovich Varlamov, according to his subordinates, is precisely the figure who was very precisely identified in the Internal Affairs Directorate and personnel when he was appointed to the position. This is the captain who leads his ship, despite the storm, and takes full responsibility upon himself in the most cruel moments. This is how one of the employees spoke about him: “He is the last defense for his subordinates. When it seems like there is no one to rely on, it is our boss who will intercede and take the blow upon himself.”

When I heard this review, I remembered the head of the Department of Internal Affairs of another district. He, in order not to take the blame upon himself, blamed it on the district police officer who had been fired from his job. Well, everyone has their own vision of life.

How does his deputy rate him?

“I’m an operative,” says Slukhanov. - After graduating from the Academy of the Ministry of Internal Affairs, he came to the operational group of the Konkovo Department of Internal Affairs, there he rose to a senior officer, then the head of the UR, from there he left for the post of head of the SCM in the Department of Internal Affairs in the Zyuzino district, received a major and in December last year moved here to report to Varlamov. I have known him since 2005 precisely as an operative - fate brought us together in search cases many times. Therefore, as a professional, I feel boundless respect for him. And here’s what I’ll note: it happens that at the head of the Department of Internal Affairs, officers who have little knowledge of the search business are put in charge. I’m lucky: my manager, if I miss something or don’t do enough work, because I don’t know the territory as well as he does, he’ll tell me - together, in unison, we’ll work.

Another officer said this:

The boss has an old, Soviet-era spirit, humanity, and intelligibility to each employee, which makes him accessible. It is very important that it is not barricaded, but not familiar. Empathy, knowledge of the employee’s troubles and an attempt to solve his problem are important. Although, you must admit, today many important everyday issues are very difficult to resolve.

Yes, new walls and a beautiful building come with a lot of responsibility. This is not felt except by drunkards who behave impudently in the control room, but on the second and other floors you can feel the care of every employee about the building. They even smoke here only in designated areas. One of the officers even complained: he would have to switch to lollipops - cigarettes would distract him from his work.

For old times’ sake, I decided to look into the duty station to hear the duty officer’s hackneyed question addressed to the driver: “Where are you?” But that was not the case! All department vehicles were in place, kept under control, and most importantly, specific drivers, no more than two or three people, were assigned to each vehicle. So it will not be possible to finish the operational vehicle into the state of a rickety taxi, as happened twenty years ago.

But let's go back to the workrooms.

The criminal investigation department was undergoing yet another operational investigation, after which the detectives went on their next mission. They had to work out several hot spots where, according to their information, there were people preparing the robbery. Other versions were also worked out.

On the next floor, the district police officers reported on their work and immediately received assignments. They have a lot of work to do today. There are fewer of them, the number of residents is growing, it is necessary to check also those living without registration. The acting head of the OUUP, police lieutenant Mikhail Guryev, introduced the situation at all six precinct police stations. It is gratifying to note that despite the problems that have arisen in the last year, the personnel core has been preserved here - the senior district police officers are mainly majors, and the district police officers are officers with the rank of captain and senior lieutenant. And everyone, despite the workload, strives to work as best as possible, with full dedication of energy and time.

Examples active work plenty. Officers Mikhail Butin and Mikhail Guryev received a report of the theft of a large sum of money from a house on Bolshaya Cheryomushkinskaya. They carried out operational measures and went to an apartment in the Danilovsky district, where they detained the thief. During the interrogation, he confessed to another crime, and now he was charged with except part 3, paragraph “a” of Art. 158 of the Criminal Code of the Russian Federation is also fraud - Part 2 of Art. 159 of the Criminal Code of the Russian Federation.

And here’s how officer Yuri Danilkov worked at his station. He walked around the area and noticed a strange figure hovering near the cars. I started watching this guy at the time of the car break-in on the street. Shvernik detained the offender. It turned out that he was guilty of 11 more counts of car theft. Part 1 of Art. was applied to him. 158 of the Criminal Code of the Russian Federation.

Police Lieutenant Mikhail Iskusnykh detained a woman who was trying, using a fake passport, to obtain documents through a notary and thereby obtain a large sum for real estate. A criminal case has been initiated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation.

District police officer Roman Khudyakov quickly rushed to the alarm: a rowdy neighbor had caused serious bodily harm to another resident in a communal apartment. Perhaps the criminal could have escaped. The district police officer acted decisively and seized the crime weapon - a knife. The offender was brought to justice under Article 111 of the Criminal Code of the Russian Federation.

Let's dwell on this listing various situations. Let us note something else - how well the precinct police officers and their public centers - OPOP - interact today. The best here are called OPOP No. 3 (precinct officers Sergei Nazarov, Alexey Vashin, Mikhail Guryev, head of OPOP Valentina Tokareva), OPOP No. 1 (police officers Alexander Klopov, Alexey Kerzhimankin, Yuri Danilkov, head of OPOP Vladimir Stolyarov, formerly an officer of the Ministry of Internal Affairs), OPOP No. 6 (police officers Evgeny Ryabukhin, Viktor Shiklin, Alexander Shcherbatykh, head of the OPOP Tatyana Vyukova), OPOP No. 2 (police officers Alexander Zubkov and Olga Astakhova, head of the OPOP former Interior Ministry officer Tofik Aliyev).

I must admit, it was disappointing that a large territory with its complexities is today served by a reduced number of patrol and guard services. I remember the time when both the crews of the 91st squad and the city cover - PG - were actively working here. After all, here are the Profsoyuznaya and Akademicheskaya metro stations, the central office of Sberbank, two district courts, the famous Darwin Museum, where the Night of Museums was held...

Our guys, despite the hard work, strive to work well and cope despite the difficulties that arise, assure the officers of the PPSP company. - This is especially true for showdowns in conflict situations, when officers and sergeants are required not only to have composure and restraint, but also to make the right decision, even a recommendation, and not the cliched phrase: “Call the local police officer!” The population should see in every police officer a competent professional who knows the situation and knows how to act correctly in a given situation. There are also arrests here thanks to the observation and precision of the employees’ actions.

Police sergeants Vladimir Pastukhov and Sergei Zhikharev, while patrolling the area, noticed a figure trying to steal things from the third floor balcony of a house on 60th Anniversary of October Avenue. He was detained and taken to the Department of Internal Affairs. Based on this fact, a criminal case was initiated under Part 1 of Art. 161 of the Criminal Code of the Russian Federation.

It is noteworthy that Pastukhov is a continuator of the profession. His father, Valery Vasilyevich, a former police officer, is currently retired.

Service inspector Fyodor Shcherbakov and police driver Evgeny Epifanov on Novocheryomushkinskaya Street detained a woman who stabbed a man. A criminal case has been initiated under Part 1 of Art. 111 of the Criminal Code of the Russian Federation.

Late at night, it fell to the crew of service inspector Yuri Beglov and police driver Vladimir Kuleshov to look for the robber. On Grimau Street, the villain attacked a passerby and caused him bodily harm. The search did not last long - the crew carefully worked through every gateway and found the one hiding. A criminal case has been initiated under Part 2 of Art. 161 of the Criminal Code of the Russian Federation.

Speaking about his subordinates, service inspector police captain Pyotr Kushchev spoke briefly:

I am one hundred percent confident in each of them. The car may fail, but our employees never do. If they know that people are in trouble somewhere, they called “02” and are waiting for us, they will definitely arrive and provide assistance.

“They will help” are not just words. Behind them is the anxious watch of senior operational duty officers Oleg Chesnokov, Andrei Protsenko, and debriefing officer Khalit Vakhitov. But to a special extent, it seems to me, the hearts of the four women from the office where the ODN group is located are beating anxiously. As soon as they learn that a child is in trouble, they are ready to immediately take off and rush into the night to resolve the situation. Such work!

“We have,” says police major Elena Ionova, “on our territory there are 13 schools, 15 kindergartens, 4 colleges, 2 universities. Everything was done on time the day before academic year, served during the summer season. ODN officers - Olga Samsonova, Irina Zaitseva, Anna Pugantseva - almost constantly worked with children, especially with dysfunctional families. District police officers helped us - Sergei Nazarov, Mikhail Butin, Viktor Lazarev, Roman Khudyakov. Over the course of six months, it was possible to identify sellers who sold alcohol to teenagers and draw up reports on them.

We also talked about the so-called “difficult” guys. Opinion of ODN officers:

- Children become “difficult” in dysfunctional families. And if a child feels bad in such conditions, he runs away and ends up in the company of the same stray children.

I also asked the following question: recently in the newspaper “Petrovka, 38” a famous athlete proposed creating a sambo sports club for members of the DND and police officers (a sports base in each police department, and a set of exercises according to the methods of her husband, a former famous sambo wrestler, police lieutenant colonel). And the ODN officers picked up this idea.

Instead of our “difficulties” hanging out in the gates and drinking beer and vodka, it is better to involve them in such a club. If you create an athlete out of the “difficult” ones, tomorrow he will become the best law enforcement officer! It is important who the boy goes to school with. We are all for such clubs.

I was leaving a building that looked like a palace or even an ancient castle, where modern police are doing good work. I really want to believe that another issue that requires urgent resolution will soon be resolved: so that every employee has good housing, and the hostel is as beautiful as the complex of buildings of the police camps on Altufevskoye Shosse and st. Musa Jalil, built forty years ago under the care of the capital’s authorities. Having resolved rear issues, the Main Directorate of the Ministry of Internal Affairs will also solve its operational tasks.

WITH ergey KORKIN

Approaching the building, which was erected less than a year ago among the familiar houses of the Cheryomushkin microdistrict, it is as if you find yourself in Prague Castle or a London suburb - its unusual architecture clearly contrasts with everything else. And not only in color, but in the entire design. To describe it from the inside is to compare the usual Department of Internal Affairs only with the new buildings of the Ministry of Internal Affairs departments in the Western or Southern districts. Well, maybe the volumes will be about five times smaller.
