The head of the information technology department organizes the work of the IT department, solving various technological and personnel issues, making tactical decisions and carrying out strategic planning. This position is occupied by an experienced IT specialist who receives requests for digital services from all employees, determines the scheme for their satisfaction, gives orders to the performers and monitors the final results.

In some companies, the head of the IT service reports to the deputy general director for IT or another top manager. And sometimes the same person can combine the leadership of the IT department and the status of deputy general director. Until recently, the goal of IT specialists was the introduction of digital technologies in an enterprise that previously operated virtually without the use of computers. Now the IT department is more often involved in maintaining the existing system, regularly improving it, and managing IT services.

Qualification requirements

The head of the IT department most often has a higher education in the field of information technology. But sometimes his diploma indicates another technical specialty (for example, engineering), complemented by solid career experience in the IT field. Experience to occupy a leadership position is required in any case - you can head the service only after several years spent in less responsible positions - such as a system administrator.

The qualification requirements for the position of head of the IT department are defined in the professional standard Information Technology Manager (Approved by Order of the Ministry of Labor of Russia No. 716n dated October 13, 2014).

The head of the information technology department has knowledge in the following areas:

  • Modern computer and network equipment;
  • Various types of software;
  • Programming;
  • Methods for automatic processing and storage of information;
  • Means of communication, Internet environment;
  • Technical documentation standards;
  • Basic information about doing business;
  • Labor legislation;
  • Personnel management;
  • Fundamentals of Economics.

In each organization, this list is specified; key points are formulated in the vacancy description and job description. Today it is no longer possible to perfectly navigate all existing software. Each person has his own specialization, which he describes in his resume. The head of the IT infrastructure must meet the needs of the employing company. The head of the IT department of an educational institution is not the same as the head of the information technology service of an Internet provider.

Functional responsibilities

The head of the information technology department daily plans current work and forecasts long-term development prospects. He is involved in the selection of personnel - usually this means conducting final interviews with candidates pre-selected by personnel officers. The head of the department determines the powers of all specialists, distributes responsibilities, gives orders and checks their execution. If necessary, the head of the department initiates retraining of employees. He also writes reports on the activities of the unit and compiles analytical notes.

The head of the IT service considers proposals for improving the infrastructure coming from both top managers and subordinates. He is obliged to qualifiedly evaluate all ideas and predict the possible consequences of their implementation. In addition, he himself needs to follow the news of science and the market in order to respond in a timely manner to the changes taking place.

Professional skills

The head of the IT department creates the technical and software architecture of the company, maintains an information system that meets the needs of all staff units and brings success to the business. At the same time, he clearly understands what budget can be counted on when purchasing equipment or hiring IT specialists, how to reduce costs, and in what cases savings are undesirable for the sake of maintaining quality.

Often the head of an IT department is involved in project management. In this case, he has to give primary attention to the implementation of a specific task for a certain period of time.

In addition, the head of the information service has leadership abilities and is able to properly organize the overall work process. He has sufficient data about the abilities of each professional to understand who is best given this or that task.

To manage an IT department, you need to understand all the nuances of its activities. The theoretical knowledge and practical skills of the boss allow him, if necessary, to independently carry out most of the actions that he supervises. Thanks to this, he can give performers valuable advice and set reasonable time frames.

When interacting with top managers, the head of the IT department can clearly answer all questions related to the information structure of the business. It clearly formulates the essence of the problems that have arisen and may require the provision of additional resources or changes in certain processes in the organization’s activities.

Finally, the boss knows how to draw up documents that are literate from both a technical and legal point of view.

The IT sector is developing very dynamically; a career in a constantly changing environment requires continuous self-education and advanced training. As experts note, knowledge in IT becomes outdated within 3-4 years.

The opportunity to improve qualifications for managers of the information technology department, confirmed by a diploma from the Higher School of Economics, was implemented at the Higher School of Economics of the National Research University Higher School of Economics through a professional retraining program "IT and IT Project Management" or program
